Overview
Federal Accountability• Student achievement standards increase to 93% for Reading/ELA & 92%
for Math
• TEA plans to submit a waiver request to the USDE that requests the use of the new state accountability system to evaluate campuses and districts in place of federal Adequate Yearly Progress (AYP) evaluations
• If denied, augment the proposed state accountability system to meet federal requirements
• If denied, use components (Reading and Mathematics) of the proposed performance index developed for state accountability to meet federal requirements

Bills to watch• HB 44 (Flynn) – Plan to suspend testing• HB 65 (Guillen) – Reduced testing in 3-8, no
grade 7 reading screenings, and no grade 8 SSI requirements
• HB 85 (Callegari) – Switch to norm-referenced testing, no Advanced level, fewer EOCs but all tests required to graduate, district policy to dictate use of scores in grading
