    Board Advisory Committee

    ACHA-NCDP Advisory Committee

    The current charge of the ACHA-NCDP Advisory Committee is to:

    Serve as an advisory committee to help implement, support, expand, improve and promote the ACHA-NCDP as a newproduct/service offering of the Association to advance quality improvement in college student depression care and serveas a QI model for other programs that would enhance and improve college students health.

    Operate with the primary goal of expanding the NCDP consortium to facilitate program growth and utilization of the modelto more institutions.

    Priorities for the first year (in conjunction with the national office) include:

    - Developing of a feasible business model to support travel, training and other financial needs. This includes a participantfee structure that will facilitate program growth while supporting program needs.

    -Establishing an appropriate training protocol that may anchor to the Annual and/or Affiliate Meetings, withtechnologically based follow up meetings.

    - Establishing a strategy to support program growth and sustainability, e.g., exploration of grant funding to providescholarships or offset program costs for new and continuing participants.

    - Devising a sustainable data management strategy to assist in the collection and analysis of individual and aggregatenational benchmark data.

    - Assisting national office staff in marketing the program as a quality improvement tool.Incorporate a long-term sustainability plan, including transition of committee leadership, budgetary needs and national officesupport, and other means to ensure consistent quality and consideration of potential challenges as the program grows.

    Advise the BOD on any issues related to the program via a mid-year and end of term report.

    Board Advisory Committee

    ACHA-NCHA Advisory Committee

    The current charge of the ACHA-NCHA Advisory Committee is to:

    Continue serving as an advisory committee to support, expand, improve and promote the ACHA-NCHA survey instrument as theleading source of college health data in the marketplace.

    Continue to work with the staff liaison to identify possible funding to support a national survey designed to create an aggregatecollege/university generalizeable data set.

    Consider a set of guidelines for:

    Review/approval process regarding the release/use of ACHA-NCHA data to commercial or non-commercial entities. An expanded review/approval process for requests coming from companies or nonprofits that are substantially funded

    by entities in the alcohol or tobacco industry. Consider additional criteria related to these requests to ensure they meet

    the spirit of the ACHA mission. Consult with the BOD as needed.Continue work with national office staff to assist campuses in increasing response rates to the survey, including analysis oftrends and identification and communication of any best practices that will help increase response rates.

    Continue the work to broaden the reliability and validity analyses using nationally and locally available comparison data; beprepared to defend the validity of the instrument and its data despite lowered response rates.

    Work with national office staff to establish longitudinal trend reports for key NCHA parameters (to be determined by thecommittee, e.g. high risk drinking, depression, prescription drug use) and make available on website.

    Continue work with national office staff to establish annual tables of comparative descriptive profiles of NCHA samples andother national college data to establish the representative nature of the sample. Revise annual report to accommodate tables.

    Awards Advisory Committee

    The current charge of the Awards Advisory Committee is to:

    Coordinate evaluation of all ACHA award nominations received this next year. From these, select and recommend candidates tobe presented awards during the 2013 Annual Meeting and report the list of prospective awardees to the Board of Directors forapproval during the 2013 Winter Board Meeting.

    Since the BOD approved the recommendation to retire the Outstanding Research Publication Award, the committee is asked todevelop and recommend to the BOD an alternative award that would recognize outstanding research in the field of collegehealth.

    Actively promote and encourage awards nominations throughout membership of the Association. Work with ACHA nationaloffice staff on strategies to engage committee, coalition, task force, affiliate, and section leaders, representatives of member

    institutions and the membership at large in nominating colleagues for recognition within the Association.Maintain historical data of awards by affiliate and region in order to increase geographical participation. Please review thisinformation for diversity and discipline representation as well. Please provide this information to the President by October 1,2012 in order that the Executive Committee members traveling to Affiliate Meetings may share information to raise awarenessand encourage nomination.

    Continue the process for consideration, review and retirement of awards according to ACHA policy. Committeerecommendations will be reviewed during the 2013 BOD meeting in May.

    Together with the Fellows Advisory Committee Co-Chairpersons (Jackie Ayers and Doreen Perez), ACHA national office staff andthe President, proceed with the organization of the 2013 Annual Meeting Awards and Fellows Celebration Dinner. It isrecommended that the new program format used for the 2012 event continue (reordering of the award presentations andlimiting acceptance speeches) as these changes were determined to be successful enhancements to the event.

    Benchmarking Advisory Committee

    The current charge of the Benchmarking Advisory Committee is to:

    Continue to work with the ACHA staff on Benchmarking projects.

    Work closely with the ACHA staff on developing/implementing other surveys that will add to the knowledge base of how studenthealth services are funded, their scope of operations, and the degree to which services are used by the student/collegepopulation.

    Continue to inform ACHA membership of the findings of various benchmarking efforts through presentations, written reports,journal articles or other means deemed appropriate by the Committee.

    Work to incorporate learning outcomes into future benchmarking initiatives.

    Fellows Advisory Committee

    The current charge of the Fellows Advisory Committee is to:

    Evaluate the Fellows nominations received this program year and select those to be named as Fellows during the 2013 AnnualMeeting.

    Work with the Awards Advisory Committee Chairperson, the President and ACHA national office staff to plan the Awards andFellows Celebration Dinner at the 2013 Annual Meeting.

    Review and revise as necessary the current nomination and selection processes and procedures to ensure methods arecomprehensive and incorporate appropriate diversification.

    Continue current processes for notifying the awardees, along with the President of their university/college and the VicePresident of Student Affairs.

    Review the historical record of Fellows selections/designees within the last five years by affiliate and region in order to increasegeographical participation. Please provide a report of this information to the President by October 1, 2012 in order that theExecutive Committee members traveling to Affiliate Meetings may share this information to raise awareness and encouragemembers to submit nominations for Fellows.

    Vaccine-Preventable Diseases Advisory Committee

    The current charge of the Vaccine-Preventable Diseases Advisory Committee is to:

    Continue work in leading the association and college health in addressing vaccine-preventable diseases.

    Continue to work with ACHA national office staff to develop, review and revise as appropriate any vaccine related resources asneeded and assist the ACHA staff with developing educational awareness initiatives/programs to inform members about newvaccine developments.

    Consider inclusion of a statement related to the increase of vaccine waivers and effective communication strategies to addressthis trend.

    Continue to maintain close contact with ACHAs Association Liaison to the CDC Advisory Committee on Immunization Practices(ACIP) and continue to educate and make college health professionals aware of new vaccine technologies and the status of

    national vaccine policies.

    Annual Meeting Program Planning Committee

    The current charge of the Annual Meeting Program Planning Committee is to:

    Work with ACHA national office staff to plan a high quality 2013 Annual Meeting for Boston, with the theme ofService toOthers, Compassion for All.

    Encourage each Section Program Planner to select at least one educational session that reflects the special focus area ofintegrated practice, i.e., multi-disciplinary collaboration. Encourage section planners to collaborate with relevant coalitionleadership related to coalitions guaranteed programs to address a specific topic or identified need.

    Proceed to pilot the proposed strategy of having section planners reserve up to 2 program slots to ensure gaps areidentified and addressed during the annual Program Planning meeting in November.

    Work with ACHA national office staff to seek any additional means to train and ensure all incoming program planners providesubmissions that:

    are in compliance with the criteria of our accrediting bodies meet the needs expressed by section members meet the deadlines set by the ACHA National Office.

    Encourage planners to make maximum use of section needs assessments as they review programs for selection.

    Ensure diversity is included as an essential aspect of the annual meeting program planning process. Consult with the EthnicDiversity Coalition and Coalition of Allies for LGBT Health for recommendations on key issues and speaker recommendations.Please ensure that the annual meeting program is reflective of the Associations value of diversity within the field of collegehealth.

    Audit Committee

    The current charge of the Audit Committee is to:

    Facilitate communication between the American College Health Association's external auditors and the Board of Directors inconnection with the Associations fiscal year audit and any other fiscal matters that may arise. Please coordinate all of youractions with the ACHA Treasurer.

    The current charge of the Bylaws Committee is to:

    Review ACHA Bylaws on an annual basis and make appropriate recommendations regarding changes.

    Continue to advise the BOD and ACHA national office on bylaws issues (particularly the challenging membership eligibilityissues), and continue to monitor affiliate bylaws as needed for congruency with ACHA by-laws.

    The current charge of the Continuing Education Committee is to:

    Continue work in supporting the Continuing Education activities and programs of the association.

    Work with the ACHA national office staff to complete any future re-application, administrative or reporting requirementscommunicated to ACHA by its multiple accrediting bodies.

    Please work with ACHA staff to:

    advance association members understanding of professional practice gaps and their obligation to plan and designeducational activities that address knowledge, competence and performance that underlies those gaps;

    continue to assess and improve efforts in outcomes measurement for CE activities.Work with ACHA staff to continue to improve efforts to train and consult with incoming program planners for the ACHA AnnualMeeting, as well as affiliate and institutional educational activities.

    Ethics Committee

    The current charge of the Ethics Committee is to:

    Continue work in advising the Association on understanding and resolving ethical issues.

    Continue regularly publishing an "Ethical Viewpoints" article in the ACHAACTIONNewsletter.Continue to identify and pursue opportunities to provide ethics related education and development to college healthprofessionals. This could include finding more opportunities for engagement, such as establishing a presence among sections,committees, coalitions, task forces and affiliates. Specific areas for communication could include articulation of conflict ofinterest issues for individual members (e.g., consulting), and programming for affiliate annual meetings (refer to Board Policy &Procedure 2012-1 Guidelines for Interaction With Companies). Possible mechanisms for communication could include creatingan FAQ or assigning members to participate in group meetings to discuss relevant ethical issues with group leadership.

    The current charge of the Finance Committee is to:

    Advise the Board of Directors on appropriate funding levels for all functions of the Association, as well as appropriate actionsregarding ACHAs investments on an as needed basis. With the assistance of staff, please be prepared to deliver financialreports during the appropriate meetings.

    Assist ACHA members by providing a vehicle for submission of resolutions for consideration by the Board of Directors and theAssembly of Representatives as specifically described in Article VII, Section 3, paragraph f of the ACHA Bylaws.

    Task Force

    ACA Transitional Issues Task Force

    The current charge of the ACA Transitional Issues Task Force is:

    As part of the revised Advocacy structure for ACHA, the IPP will serve as oversight for transitional advocacy issues. For the2012-2013 year, the focus will be on ACA as we move to address the issues remaining following the passage of the SHIP

    regulations in March 2012.

    These will include a focus on:

    - Recognition of self-funded benefit plans as meeting the individual mandate requirement- Medicaid expansion and possible interface of state Medicaid funding for SHIPs- Access to premium subsidy tax credit and issues related to the state exchanges and the incorporation of SHIPs

    Work with members of the SHIP/SHB Coalition to assist with research and strategy development in relation to these issues.Information will be shared among the core ACA team, consisting of the President, the Executive Director and Advocacy StaffLiaison, the chair of the SHIP/SHB Coalition and ACHAs Washington Counsel Tr (McKenna, Long & Aldridge).

    Other duties may be assigned based on emerging needs related to SHIP/SHB plans.

    College Health Nursing Competencies Recognition Task Force

    The current charge of the College Health Nursing Competencies Recognition Task Force is:

    In order to utilize the work accomplished with the ANCC (which was discontinued), develop a framework to evaluate andrecognize established college health nursing competencies and proficiencies. Provide recommendations to the Board of

    Directors related to an appropriate fee structure, program oversight, and a process by which ACHA can recognize nurses whoare able to demonstrate proficiency in the identified competencies within the requisite framework.

    Have a draft proposal to the Board prior to the Winter Meeting (February 2013), with the goal of having a formal protocol readyfor announcement at the 2013 annual meeting with implementation to follow for the 2013-14 academic year.

    Once developed, this evaluation framework can reside as a joint program under the joint purview of the Nursing and Nurse-directed Sections with support from the ACHA national office. We recommend you establish an appendix to the Articles ofOperation of both Sections that outlines a feasible strategy, including leadership, to ensure continuity of the evaluation and

    recognition resource.

    Cultural Competency Skills Building Task Force

    The current charge of the Cultural Competency Skills Building Task Force is to:

    Continue progress on the development of a tool kit to be utilized by campuses to build skills, increase assessment, developcurriculum or assist other means to meet the objectives articulated in the ACHA Cultural Competency Statement.

    The finished product/tool kit should include planning and assessment tools to guide strategic planning, needs assessment,benchmarking, consensus building, implementation and process and outcome assessments. The Task Force should also providerecommendations for utilization by ACHA membership.

    The task force is expected to accomplish this work and have a product available for BOD review on or before February 1, 2014,with a possible launch date for the 2014 annual meeting.

    Task Force

    Data Collecting Software Selection Task Force

    The current charge of the Data Collecting Software Task Force is to:

    Provide leadership and oversight of the identification of appropriate software/technology to meet identified needs as articulatedby various sections and coalitions within the Association, including the SHIP/SHB Coalition, the Benchmarking Advisory

    Committee and the Administration Section.

    Appropriate technology should include capabilities to ensure broad applicably and meet multiple analytical and reporting needs.

    Identify task force members from both the SHIP/SHB Coalition and the Benchmarking Advisory Committee to assist, along withothers you feel would be useful in completing the task.

    Explore funding options, to include ACHF support.

    A recommendation to the Executive Committee should be provided by May 2013 or earlier. Utilize the BOD and ACHA nationaloffice staff to assist as needed.

    Task Force

    Guidelines for a Comprehensive College Health Program Task Force

    The current charge of the Guidelines for a Comprehensive College Health Program Task Force is to:

    Review and revise or re-write the currently out-of-print ACHA Guidelines for a College Health Program. This document shouldcontain current best practices and service provisions included in a comprehensive health services inclusive of prevention and

    health promotion services.

    Please consider services specific to the Minimal Essential Benefits as determined by the ACA. Also consider related services thatmay be housed within a student health center (e.g., Health Promotion) and auxiliary services (Lab, X-Ray, Pharmacy).

    Please also consider crafting these guidelines in a manner that will assist health centers should they seek to pursueaccreditation through AAAHC and The Joint Commission with respect to parallel guidelines and standards.

    The Task Force is expected to complete this project by May 2014.

    Task Force

    Program Planning Task Force

    The current charge of the Program Planning Task Force is:

    Continue work in reviewing and improving the Annual Meeting program planning processes from an educational, financial andstrategic perspective. This work will involve close association with the Annual Meeting Program planners, Continuing Education

    Committee members, and the ACHA national office staff.

    Consider best practices utilized among other professional organizations, and consider the following issues that were raisedduring the past year:

    - Length of sessions (i.e., 60 versus 90 minutes). See ACHA analysis of session timing from the 2012 meeting below andcontact Susan Ainsworth with any questions.

    - Recommendation to change the number of sessions selected by sections prior to the PPC meeting in the fall from 10 to 12 inorder to fill identified programming gaps.

    - Work to increase programming collaboration among sections and coalitionsDeploy the job descriptions as per your 2012 recommendations, and continue poster solicitation as planned.

    The review of the annual meeting programming is expected to be completed by May 2014 or sooner.
