ACI Releases its 2011 World Airport Traffic Report Airport Passenger Traffic Remains Strong as Cargo Traffic WeakensDirectorGeneralofACIWorldAngelaGittenstodayannounced the publication of ACIrsquos 2011 World Annual TrafficReportldquoACIrsquosflagshippublicationisauniqueandcomprehensiveindustryreferenceprovidingdataindicatorsandanalysesfromover1500airportsinover150countriesThereportdescribesthecontinuedgrowthtrajectoryfollowingthetwo-yearrecessionof2008-2009Although2011canbestbecharacterizedasayearplaguedwitheconomicuncertaintynaturaldisastersandsociopoliticalupheavalairportpassengertrafficpostedanotherrecordyearTheworldrsquosairportsservedmorethan54billionpassengersin2011growingby53from2010Thisisongoingevidenceofthesheersizeoftheglobalaviationmarketaswellastheperseveranceoftheindustryasawholerdquo
CommentingoncargotrafficGittenssaidldquoTradeinaircargowas not as resilient to the uncertain economic climate that wasprimarilybroughtonbythedebtdefaultrisksinEuropeanand North American economies In the latter half of 2011 with businessconfidencedeterioratingcargotrafficcontractedintandemIntheaggregatecargovolumeswerealmostflatin2011relativeto2010at931milliontonnesrdquo

ACIWorldrsquosEconomicsDirectorRafaelEchevarnecommentedldquoRegionaltrendsinairtransportmarketscontinuetobemixedreflectingthecombinationofresilientdemandfromemergingmarketsandtheslowdownofEuropean and American economies The net result is a modestoverallgrowthrateinpassengertrafficforthemonthofJulyAirfreightontheotherhandisclearlyinacontractionphaseasbusinessconfidencewanesinparallelrdquo

OnThursday27SeptembertheANCre-openeddiscussiononvariousproposalsfortheamendmenttoAnnex14onRESAandArrestingSystemsTherehavealreadybeenverylongdiscussionsonthiscontroversialmatterAllagreethatAnnex14shouldmentionArrestingSystemsasanavailablemitigationforrunwayendsthatposesignificantriskbutthecommentsofStatesonthewordingintheStateLetterof2011led to much further discussion and so the exact language has beenverydifficulttoagreeupon
ACIbelievesthatthebestoutcomeistoretaintheversioncirculated during the summer recess The new wording mighthaveunintendedconsequencesasitwasdevelopedtooquicklyEspeciallywithregardtomakingthelengthof240metresofRESA(forcode3and4runways)appearmandatory(whichACIhasbeenstrivingtoavoid)andevenappearingtomakearrestingsystemsarequirementformanymorerunwaysWebelievethatmostairportsseearresting
systems(alsoknownasEMAS)asanexpensivemeasuretobecontemplatedonlywhentrulynecessaryACIsuccessfullyargued for that position in the meeting
ICAOrecentlyhelditsHigh-level Conference on Aviation Security(HLCAS)from12-14SeptemberinMontrealCanadaItwasattendedbyover700delegatesrepresenting132Statesand23internationalorganizationsandindustryassociations including ACI
The Conference agreed a wide ranging Communiqueacute which recognizedthecontinuingthreattoaviationsecurityandrecalled that terrorism was a global problem that did not respect national borders The Conference built on the 2010 DeclarationthathadbeenagreedatthepreviousICAOAssemblyandaseriesofRegionalSecurityConferences
KeyagreementswerethatICAOandpartnersshouldfollowanoutcome-focusedrisk-basedapproachtoaviationsecurityand the Global Risk Context Statement was recognized asawayforStatestoaddresstheirnationalthreatandriskassessmentprocessesAnabbreviatedversioncanbeobtainedfromhttpbitlyPDiG2Y
The Conference agreed on the need to enhance Air Cargo Securityandinparticulartoimprovesupplychainsecuritytoapplyaglobalstandardandhencereduceduplicationofefforttoenhancecooperation(leadingtoonestopsecurity)toapplythesamebaselinestandardstocargoforall-cargoaircraftaswellastobellycargoforpassengeraircrafttoprovideassistancewherepossibleandtobringinenhancedstandards as soon as possible
One of the most contentious issues in the past has been on Combating the Insider Threat but a compromise that hadbeenhammeredoutintheAviationSecurityPanelandthe Council was adopted and it was agreed that it should beimplementedasanamendmenttoAnnex17assoonaspossible
There was considerable support for the item on Capacity Building and Technical Assistance which culminated inarecommendationthatICAOStatesandstakeholderscontinuetocontributetoacoordinatedtargetedandeffectiveapproachtointernationalcivilaviationcapacitybuildingTheICAORegionalOfficescouldactasbrokersandworkthroughtheICAOAdHocGrouponPartnershipinAviationSecurityCapacityBuilding(Thenextmeetingofthisgroupis18-19OctoberinLondonACIwillattend)
The role of Machine Readable Travel Documents (MRTD) Advance Passenger Information(API)andthePassenger Name Record(PNR)wasaddressedwithStatesgenerallysupportingparticipationintheseinitiativesbutseekingalsotoaccommodatedataprotectionandprivacyrequirementsOver100StatesissueePassportsbutsofaronlyaroundone third use the Public Key Directory (PKD)whichisaninternationallyappliedsecurityfeatureTheincreasingimportanceofidentitymanagementwasemphasizedasforgeryofldquobreederrdquodocumentswasnowagreaterriskthanforgeryofsomepassports
ThelastitemwhichwasveryimportanttoACIwasonDriving technology developments and innovation where theConferenceagreedtoaSymposiumoninnovationinaviationsecurityfor2014sayingthatthereneededtobebothnewtechnologiesandnewwaysofthinkingTheConferencesupportedtheprinciplethatICAOshouldtakeleadershipinthedevelopmentofthenextgenerationscreeningprocessincooperationwithStatesandindustryandthisworkwillbetakenforwardthroughtheACISecurityCommittee
FromaglobalsecurityperspectivetheConferencehassettheagendaforthenextfewyearsthoughforthemostpartitisintermsofevolutionaryratherthanrevolutionarychangeTheadoptionoftheRiskContextStatementhasanimportantsymbolicroleindefiningamovetowardsoutcome-focusedrisk-basedscreeningandthiswasechoedinmanyofthedecisions of the conference The most important element from anACIperspectivewastheagreementthatICAOshouldtakeleadership on next generation screening with support from Statesandindustry

ACIbelievesthatthebestoutcomeistoretaintheversioncirculated during the summer recess The new wording mighthaveunintendedconsequencesasitwasdevelopedtooquicklyEspeciallywithregardtomakingthelengthof240metresofRESA(forcode3and4runways)appearmandatory(whichACIhasbeenstrivingtoavoid)andevenappearingtomakearrestingsystemsarequirementformanymorerunwaysWebelievethatmostairportsseearresting
systems(alsoknownasEMAS)asanexpensivemeasuretobecontemplatedonlywhentrulynecessaryACIsuccessfullyargued for that position in the meeting
ICAOrecentlyhelditsHigh-level Conference on Aviation Security(HLCAS)from12-14SeptemberinMontrealCanadaItwasattendedbyover700delegatesrepresenting132Statesand23internationalorganizationsandindustryassociations including ACI
The Conference agreed a wide ranging Communiqueacute which recognizedthecontinuingthreattoaviationsecurityandrecalled that terrorism was a global problem that did not respect national borders The Conference built on the 2010 DeclarationthathadbeenagreedatthepreviousICAOAssemblyandaseriesofRegionalSecurityConferences
KeyagreementswerethatICAOandpartnersshouldfollowanoutcome-focusedrisk-basedapproachtoaviationsecurityand the Global Risk Context Statement was recognized asawayforStatestoaddresstheirnationalthreatandriskassessmentprocessesAnabbreviatedversioncanbeobtainedfromhttpbitlyPDiG2Y
The Conference agreed on the need to enhance Air Cargo Securityandinparticulartoimprovesupplychainsecuritytoapplyaglobalstandardandhencereduceduplicationofefforttoenhancecooperation(leadingtoonestopsecurity)toapplythesamebaselinestandardstocargoforall-cargoaircraftaswellastobellycargoforpassengeraircrafttoprovideassistancewherepossibleandtobringinenhancedstandards as soon as possible

The role of Machine Readable Travel Documents (MRTD) Advance Passenger Information(API)andthePassenger Name Record(PNR)wasaddressedwithStatesgenerallysupportingparticipationintheseinitiativesbutseekingalsotoaccommodatedataprotectionandprivacyrequirementsOver100StatesissueePassportsbutsofaronlyaroundone third use the Public Key Directory (PKD)whichisaninternationallyappliedsecurityfeatureTheincreasingimportanceofidentitymanagementwasemphasizedasforgeryofldquobreederrdquodocumentswasnowagreaterriskthanforgeryofsomepassports

ACIbelievesthatthebestoutcomeistoretaintheversioncirculated during the summer recess The new wording mighthaveunintendedconsequencesasitwasdevelopedtooquicklyEspeciallywithregardtomakingthelengthof240metresofRESA(forcode3and4runways)appearmandatory(whichACIhasbeenstrivingtoavoid)andevenappearingtomakearrestingsystemsarequirementformanymorerunwaysWebelievethatmostairportsseearresting
systems(alsoknownasEMAS)asanexpensivemeasuretobecontemplatedonlywhentrulynecessaryACIsuccessfullyargued for that position in the meeting
ICAOrecentlyhelditsHigh-level Conference on Aviation Security(HLCAS)from12-14SeptemberinMontrealCanadaItwasattendedbyover700delegatesrepresenting132Statesand23internationalorganizationsandindustryassociations including ACI
The Conference agreed a wide ranging Communiqueacute which recognizedthecontinuingthreattoaviationsecurityandrecalled that terrorism was a global problem that did not respect national borders The Conference built on the 2010 DeclarationthathadbeenagreedatthepreviousICAOAssemblyandaseriesofRegionalSecurityConferences
KeyagreementswerethatICAOandpartnersshouldfollowanoutcome-focusedrisk-basedapproachtoaviationsecurityand the Global Risk Context Statement was recognized asawayforStatestoaddresstheirnationalthreatandriskassessmentprocessesAnabbreviatedversioncanbeobtainedfromhttpbitlyPDiG2Y

ACIbelievesthatthebestoutcomeistoretaintheversioncirculated during the summer recess The new wording mighthaveunintendedconsequencesasitwasdevelopedtooquicklyEspeciallywithregardtomakingthelengthof240metresofRESA(forcode3and4runways)appearmandatory(whichACIhasbeenstrivingtoavoid)andevenappearingtomakearrestingsystemsarequirementformanymorerunwaysWebelievethatmostairportsseearresting
systems(alsoknownasEMAS)asanexpensivemeasuretobecontemplatedonlywhentrulynecessaryACIsuccessfullyargued for that position in the meeting
ICAOrecentlyhelditsHigh-level Conference on Aviation Security(HLCAS)from12-14SeptemberinMontrealCanadaItwasattendedbyover700delegatesrepresenting132Statesand23internationalorganizationsandindustryassociations including ACI
The Conference agreed a wide ranging Communiqueacute which recognizedthecontinuingthreattoaviationsecurityandrecalled that terrorism was a global problem that did not respect national borders The Conference built on the 2010 DeclarationthathadbeenagreedatthepreviousICAOAssemblyandaseriesofRegionalSecurityConferences
KeyagreementswerethatICAOandpartnersshouldfollowanoutcome-focusedrisk-basedapproachtoaviationsecurityand the Global Risk Context Statement was recognized asawayforStatestoaddresstheirnationalthreatandriskassessmentprocessesAnabbreviatedversioncanbeobtainedfromhttpbitlyPDiG2Y
The Conference agreed on the need to enhance Air Cargo Securityandinparticulartoimprovesupplychainsecuritytoapplyaglobalstandardandhencereduceduplicationofefforttoenhancecooperation(leadingtoonestopsecurity)toapplythesamebaselinestandardstocargoforall-cargoaircraftaswellastobellycargoforpassengeraircrafttoprovideassistancewherepossibleandtobringinenhancedstandards as soon as possible
One of the most contentious issues in the past has been on Combating the Insider Threat but a compromise that hadbeenhammeredoutintheAviationSecurityPanelandthe Council was adopted and it was agreed that it should beimplementedasanamendmenttoAnnex17assoonaspossible
There was considerable support for the item on Capacity Building and Technical Assistance which culminated inarecommendationthatICAOStatesandstakeholderscontinuetocontributetoacoordinatedtargetedandeffectiveapproachtointernationalcivilaviationcapacitybuildingTheICAORegionalOfficescouldactasbrokersandworkthroughtheICAOAdHocGrouponPartnershipinAviationSecurityCapacityBuilding(Thenextmeetingofthisgroupis18-19OctoberinLondonACIwillattend)
