Introduction

This first annex to the study on “ACP-EU Water Facility – Partnerships Initiative” contains tables in support of Section 4. ACP-EU Water Partnerships: Overview of selected applications. Table 1 offers a summary profile of the 32 selected applications, indicating who the beneficiary partners are, as well as the applicant, implementing partners or associates and supporting partners. For all partners, the type of actor (e.g. water and sanitation utility, other water sector organisation) is specified together with their nationality. The table also indicates the amount granted by the European Commission (subject to revision upon negotiation with the applicants), the duration of the action (in months) and objectives of the partnership. The first column indicates the ID number of all projects, from 1 to 32. This ID number is often referred to in other tables to identify the partnership in question.

Table 2 contains information on the prior experience of successful applicants with not-for-profit partnerships for capacity development in ACP countries. The table lists all the successful applicants by nationality, indicates the type of actor, if they had prior experience, followed by details of the successful applicant’s prior experience. Table 3 shows whether ACP implementing partners participating in successful applications had prior experience of participation in not-for-profit capacity development initiatives in ACP countries. The table lists all the ACP implementing partners by nationality, indicates the type of actor, if they had prior experience, followed by details on the ACP implementing partner’s prior experience. For both Table 2 and 3, Y means Evidence of experience in ACP countries, YO means Evidence of experience outside ACP countries, N means No prior experience. Table 4 shows whether ACP beneficiary partners participating in successful applications had prior experience of participation in not-for-profit capacity development initiatives (whereby Y means Yes, N means No). Table 5 shows whether ACP beneficiary partners participating in successful applications have a history of prior collaboration in not-for-profit capacity development initiatives with the successful applicants (whereby Y means Yes, there has been prior collaboration; N means No prior collaboration).

Tables 2-5 combined show that five out of 22 successful applicants, and at least 33 out of 81 ACP beneficiary partners, had no prior experience of participation in such partnerships. More precisely, Table 4 shows that out of 81 ACP beneficiary partners, 43 had prior experience of participation in not-for-profit capacity development initiatives; 33 had no prior experience of participation in not-for-profit capacity development initiatives; while for the remaining 5 we could not establish whether they had such prior experience. Table 5 shows that out of the 85 relationships between beneficiary partners and successful applicants, there are 55 cases of no history of prior collaboration, 25 cases of prior collaboration. For the remaining 5 cases, we could not establish whether there had been such prior history.

Table 6 shows the extent to which Non State Actors (NSA) from ACP and EU countries are involved as supporting partners in the 32 selected ACP-EU Water Partnerships. The table lists all NSA who participate as supporting partners in successful applications and indicates their nationality, whether they are ACP or EU NSAs, the countries benefiting from the projects which they support, and the ID number of the respective projects. The table shows that out of 31 NSAs, 18 are ACP NSAs (half of which are evenly distributed among Ghana, Suriname and Tanzania), while the remaining 13 are EU NSAs (7 of which are Italian).

Table 7 shows the South-South capacity transfer component of successful applications. The South-South component is defined as the participation of any ACP actor as successful applicant or implementing partner. The table indicates the number of projects participated as, respectively, successful applicant and implementing partner, the countries benefitted by the projects and the ID number of the projects in question. For the purposes of this exercise, participation as associate or supporting partner is not considered as participating in the transfer of capacity and therefore does not count as contributing to the South-South component. The table shows that no ACP actor is among the successful applicants. The South-South component is limited to participation of ACP actors as implementing partner in 5 projects.
