This is the result of the work done in 2012 by the Board, advisors and Working Groups: the

activities that have been made this year, that are grouped into three sections that corresponded

to the needs to Report, to Build and Denounce.

ACRE REPORTS

SUPREME COURT DECISION ABOUT THE DEGREES IN ARTS EDUCATION INSTITUTIONS

On February the 2snd, 2012, It is made public the decision of the Supreme Court, in the Hall of

Administrative Litigation (Fourth Section), which estimates the objection in part by the University

of Granada Royal Decree 1614/2009 of 26 October, which established the management of

advanced artistic education regulated by the LOE 2/2006.

This statement indicates that the degrees should be unique to universities and relegate Higher

Artistic Education (Music, Dance, Dramatic Art, Design and Conservation-Restoration of Cultural

Property) the name includes the name of graduate degrees, "equivalent for all purposes to

Grade"

ACRE has made a detailed monitoring of the situation throughout the year and has tried to

convey the information that holded.

Given this statement, ACRE positions after consulting its partners and takes the view that

unification of all Higher Degree related to conservation and restoration through secondment and

subsequent integration of the Schools in the University system.

1. CONTACT RUI BORDALO TO PUBLISH HIS ARTICLE "THE BENEFITS OF PARTNERING"

Rui Bordalo is a Conservator-Restorer specialized in Painting.

He currently teaches in the Portucalense University (Porto, Portugal), is a member of the

leadership of the Portuguese Association of Conservator-Restorers (ARP) and member of the

European Confederation of Conservator-Restorers (ECCO) since 2005. Is also one of the

founders of e-conservation magazine, where he is currently the executive Director.

The permission to publish his paper is a first step in our policy about giving the importance to

establish international partnerships of Associations. This item is fully consistent with the idea of

what we want ACRE: an organizational structure for participative professionals.

2. GUADALUPE GARRAMIÑANA PAPERS: "RESTORATION AND CRAFTS"

Guadalupe Carramiñana has been the Coordinator of the Working Group of Professional

Competencies and is currently Coordinator of the Working Groups.

This opinion article relates to the allegations in the Decrees of Asturias and the Canary Islands

where artisans take down skills of the profession of Conservator Restorer.

ACRE's position is clear:

"The artisans made a commendable job of preserving the techniques and modes manual labor in

performing goods and in the provision of services for these they can be transmitted to future

generations.

The conservator-restorer of cultural heritage is a technical professional trained and educated

specially for the Conservation and Restoration of works of art and its materials, and the

determination of the criteria and intervention strategies necessary to carry out treatment on the

Cultural Heritages Goods, ensuring its integrity, persistence and transmission to future. "

3. ACRE MANIFESTO AGAINST THE SUPREME COURT IN CONNECTION WITH THE

DEGREE IN CONSERVATION AND RESTORATION

After understanding that recent judgments of the Supreme Court in relation to the Degree in

Conservation and Restoration of Cultural Heritage, requires to ACRE a public position, the

following statement is issued after conducting a survey among partners representing.

The Association of Conservators and Restorers of Spain (ACRE) unequivocally advocates of a

single degree in Spain and designation of Degree in Conservation and Restoration of Cultural

Heritage. This unitary structure by eliminating dualities and comparisons, promote the following

objectives, inescapable for regulation of the profession and it publishes a manifesto that says so.

4. CROSS-PLATFORM FOR THE INTEGRATION OF HIGHER ARTS EDUCATION IN THE

UNIVERSITY SYSTEM

The Manifesto conclusion above, ACRE states: "our position is located on the side of the

integration of all Arts Education relating to the conservation and restoration in the university

structure Superiors. In that sense, this partnership will support and promote all initiatives leading

to that goal. "

Thus, ACRE, becomes a member of the Platform for Integration of Artistic Education Institutions

in the University System, performing different tasks scheduled from coordination as sending

letters, energizing the campaign to collect signatures, distributing their actions, and from his

5. MEETING ABOUT THE CONSERVATION AND RESTORATION STUDIES

To mark the state of the annulment of degree in the Higher Teachings, ACRE promotes June

18th, 2012, at the IPCE (Spanish Institute of Cultural heritage) a day of debate on the study of

conservation and restoration. This meeting aims to promote a collaboration that brings together

teachers, and professionals under the Ministry aim to relate the education system with

professional regulation.

After sending the information to all places where conservation-restoration is officially taught, the

discussion table is formed by representatives of parity in schools, colleges and professional. As

representatives of faculties: Don Salvador Fortes Garcia, Dean of the Faculty of Fine Arts at the

University of Barcelona and Don Victor Medina Flórez, Dean of the Faculty of Fine Arts of the

University of Granada. As representatives of colleges: Fernando Carrera Ramírez, Director of

Galicia ESCRBC Ibáñez and Dona Cristina Dominguez, Head of Studies ESCRBC Leon. As

professional representatives: Don Ubaldo Sedano Espín Head of Department of Conservation

and Restoration of the Thyssen Bornemisza Museum and President of the Association of SAARC

Madrid, and Dona Rosa Tera Saavedra President of ACRE.

As a summary of the provisions of the meeting can be found herein.

This event is an answer to the concern of the professional world of conservation-restoration by

the instability that is transmitted from educational bodies, and that is having such an impact on

the working lives of professionals.

This first meeting served to present the nature of the conflict of interest and the need to

involvement of each of the parties, setting common goals to establish a schedule of work and

future directions, together, to a final solution.

The proposal of A.C.R.E. is encouraging this analysis and management, so that the educational

field is clearly linked with the professional in the collective of conservators.

6. ACTIVITIES TO JOIN THE PROFESSION

In the searching of associative participation, in 2012 there have been several programs that have

been well received in social networks.

With the creation of # ACREopina (Acre says) the conservators has expressed themselves freely

and shared their feelings, ideas and opinions about their profession, following the line "United we

can". Under this hashtag on Twitter and FaceBook there has been discussions on various topics

related to the profession as the current status of qualifications, employment status, rights, duties,

awards, controversial restoration, conservation and restoration of cultural Heritage, etc..

With the symbolic date of May 1, International Workers Day, ACRE begins an era of important

presence and claim activity. With the hashtag # yosoydeACRE ( I am from ACRE) all month with

various publications of posters, which were exceptionally welcomed by the collective protest

statements were made, as can be seen in the comments of the blog "muted".

Those who follow FB lately observed between surprised and excited with the recent campaign

posters and slogans. Not only we are reflected in our claims but we produce a warm symbolic

effect, it facilitates self-recognition as a group, almost as necessary as the first step.

7. SENDING LETTERS PRESENTING ACRE TO THE DIOCESAN DELEGATES OF THE

CHURCH CULTURAL HERITAGE

To make ourselves known among Heritage Diocesan Delegates and the Episcopal Conference,

in May were sent 117 newsletters on the powers of conservators, offering to interview with the

respective Diocesan Delegates in order to be able to establish a system for regulating

interventions in Ecclesiastical Heritage.

Result of this initiative conducted an interview with the Diocesan Delegate Rev. Sevilla. Fernando

P. García Gutiérrez.

It is also to highlight the invitation to make a presentation at the Seventh Day of Study and

Information of the Episcopal Commission for the Cultural Heritage of the Church, to be held on 20

and 21 February in Madrid: "Cultural Heritage of the Church and under national and regional

legislation. Intellectual property and new technologies. The cathedral in the dilemma of

8. PROPOSED AMENDMENTS TO THE DRAFT LAW OF “CASTILLA LA MANCHA” WORLD

HERITAGE PLACE.

The 30th May, 2012, ACRE. I was invited to participate in correcting the draft of the Law of

Cultural Heritage of Castilla-La Mancha, which proposes, among other things, updating the

concept of Cultural Heritage, historical, artistic, archaeological, palaeontological, ethnographic,

industrial value comprising scientific and technical; by extending the intangible heritage, as it

marks the UNESCO Convention ratified by Spain in Paris on October 17, 2006.

So as a summary, I mentioned the most important points that have been suggested changes

aimed, first, to ensure proper recording and documentation of property enabling planning

priorities for preservation, methodology and criteria intervention. It has also been suggested that

the work of professionals should be observed from a multidisciplinary perspective and these

previously must be enabled for this purpose based on their training and professional

development.

Indicating that interventions should include proposals as the Preventive Conservation Plan,

dissemination, and direct treatment request it is imperative that interventions will be directed and

conducted by qualified officials in Conservation-Restoration of Cultural Heritage.

Moreover and in-building measures, have been asked to take into account a planning policy

culture medium term exceeding election periods, as this would facilitate, streamline, give

coherence and establish procedures programming in all dependent centers of the Ministry of

Culture.

We also found it necessary to mention the regulation of professions in interventions on Cultural

Heritage, proposing that the accreditation system is enabled to stand at a record of public

consultation.

Finally, after the experience of previous existing laws, it has been argued the need to draft a

regulation that defines the particularities to have into account.

9. ADMISSION AS A MEMBER OF E.C.C.O.

Since we founded the association, ACRE was clear that one of the primary goals to strengthen

their will to stay would be joining the European framework of the profession through the European

Confederation of Conservator-Restorers Organisations (ECCO).

The May 14th, 2012, at its General Assembly in Naples, ACRE presentation by its Vice President

Maria Masaguer, and the request for admission was accepted by the Committee of National

Delegates was performed.

The final entry in ECCO is a step that facilitates and ensures us to perform collaborative actions

within the European framework to which we belong.

10. PARTICIPATION IN THE "III MEETING “GOOD CONSERVATION PRAXIS ON CULTURAL

HERITAGE”.

Miss Yolanda Porto participated in the conference on 27 September, representing ACRE, at the

headquarters of the Council for Galician Culture,(Santiago de Compostela) in which we were

invited by the Convener Fernando Carrera.

The paper presented by ACRE was framed in the round table “Challenges in conservation

Intervencions PC motionless. Interdisciplinariety, quality, regulation, standards, training"

At the end of the conference was signed the "Declaration of Santiago, September 27, 2012, in

defense of the conservation of cultural heritage Gallego.

11. BENEFITS OF BEING ASSOCIATED IN A.C.R.E.

ACRE statutes reflect the desire to "create and maintain the technical, administrative, economic,

commercial, financial, legal or any other services, to better defend and orientation of the collective

interests of the partners."

In the search for specific benefits for partners have conducted a series of agreements with

different suppliers. The ACRE partner may benefit from presenting their card.

Incipiently in this section of the website is to create a list of professionals who belong to the

association, with a view to the future is a framework for businesses of recognized qualification

from our partners.

12. DEFINITION OF THE PROFESION IN THE CULTURAL FACTORY WEBSITE

After checking the inaccuracy of the definition of the profession in Cultural Factory Website we

keep in contact with its operators to modify it. Despite our insistence and the assignment of

intellectual property of various photographs we have failed so far to publish us our full text, but

our contributions are mixed with the preliminary text, so at some paragraphs remains inaccuracy.

However, we believe that we have significantly improved the perception.

13. ACRE IS INVITED TO PARTICIPATE WITH A PROPOSAL IN THE SPANISH NATIONAL

AWARD OF CONSERVATION AND RESTORATION

ACRE was invited to participate as a representative of the profession in the call of the National

Award for Conservation and Restoration through the Department of Broadcasting and Information

Institute of Cultural Heritage of Spain.

Following the usual line of work in the association, despite the short time that was available, the

possibility of the record between the partners, where an internal inquiry was conducted to

nominations that were released and voted online to bid . There were two nominations and finally

the career of Maria Antonia Moreno, promoted by partners and Carmen Elena García Dávila

Gayo Buitrón they defended.

The reasons are clear: María Antonia Moreno has been and is an example for his long career,

through which is a benchmark for professionals who, like her, they face all kinds of problems of

conservation and restoration of Spanish heritage.

Small daily actions or large projects of international significance, at the Museum or climb the

scaffolding. In the bustling site in a distant country, or the quiet atmosphere of a library.

In all these actions, in all these projects, one constant professionalism as a guide. Cultural

heritage as the axis and the future of the objective.

ACRE DENOUNCES

1. COLLECTING SIGNATURES FOR THE ARGUMENTS TO THE DECREES OF THE

CANARY ISLANDS AND ASTURIAS.

Because of the Canary decrees (Decree 320/2011 of 1st, December, the definition of the crafts

community established and the contents of the tests werw approved for access to artisan status,

according to competencies that are regulated by the Law 3/2001 of 26 June, which refers to the

craft of Canarias (BOC n º 83, of 6 July) and Asturias (BOPA n º 282, of December 7, 2011, as

indicated in the Classifieds section of the Ministry of Economy and Employment information is

made public the draft resolution approving the renewal of the repertoire of trades and craft

activities in the Principality of Asturias) agreed in the referred to term restoration associated with

the craft, there have been two actions. This action has been developed in collaboration with the

Association of Restorers of Asturias (ARA), and Canary professionals, through the coordination of

Cristina Andres has promoted claim through various island organizations.

These resources to support a campaign to collect signatures, which for now remains open until

resolution opened. This is the Canary Islands and the latter of Asturias.

2. RESPONSE TO THE PAPER: “THE SCIENTIFIC REVOLUTION IN THE PRADO”

The May 6th, 2012 "The Country Weekly" published an article entitled "The Scientific Revolution

in the meadow." This text is separated evidently conservation and restoration says that

Conservatives are engaged in research (they are the head) while Restaurateurs are hand

(making a comparison in anatomical terms). Restorers described as artists (due to their gowns

stained colors) that are found in an area with clear solvent odor.

Since ACRE consider the report of the "Country" does not fit the current reality: the conservation

and restoration are joined and conservators also investigated each of the works that try.

To show their displeasure ACRE contacted the newspaper to show our disappointment and

carried an article against stating our position, which was not published but widespread in social

networks.

3. ENJOINING THE PRESS AND DENOUNCING BEFORE THE "RESTORATION" OF THE

ECCE HOMO PLACED IN BORJA (ARAGÓN)

The last days of April, we have met the news of repainting the mural in the sanctuary of Our Lady

of Mercy Borja and painted in the last century by Elías García Martínez.

Considering the fact that is an offense against Cultural Heritage, ACRE held a press release,

explaining its position on this situation, which rapidly spread among the media.

Later, together with other associations, we subscribe to the statement of Grup Tècnic and

Association of conservadors Restauradors de Catalunya been undertaken.

Many were the media contacted us, but few are interested in seriously address it from a

professional perspective.

The Association of Judicial Experts offered a subjective space of time away from sensationalism

and another press release was written to address the problem from a broader perspective, which

was also subsequently published in the Magazine Digital infoENPUNTO

4. THIS IS NOT AN OFFICIAL BACHELOR DEGREE, THIS IS A PRIVATE TITLE

At the start of the academic year 2012 the Ministry of Education of Les Illes Balears advertised a

'Superior Title conservation and restoration of Cultural Heritage "(official capacity) at the School of

Art Palma.

After verifying that this advertising was misleading and led to misunderstandings, the Ministry

requested ACRE to send to the Education Council the appropriate notification to the titration to

disseminate what it was: a private Title taught by a school of Arts and Crafts not have official

validity in Spanish territory until it returns to normal and the corresponding order is officially

released.

ACRE DENOUNCES

5. THIS SCHOLARSHIP IS EXCLUDING.

Unfortunately, there have been few calls in 2012 but many of them have been excluded, of one

form or another, to the professionals with formal qualifications in conservation restoration.

We are aware that these irregularities are the result of ignorance. So complex is the view from

our studies that the bid calls where we appear equally the two existing official qualifications, it

becomes really difficult.

These are the actions we have been making about it. The point of application is only the

information:

- ACRE and ACRCYL, asked the Ministry of Culture which includes without distinction to Higher

Degree in Conservation and Restoration, and Fine Arts graduates specializing in curriculum

development or conservation-restoration in the scholarship “Formarte”.

- ACRE asks the Blasco de Alagon Foundation that expands it the shcolarship, including

University graduates in Conservation Restoration, the convening of four scholarships for the

training and development for Heritage Restoration Area.

- ACRE requests that the notice of the grant of the Polytechnic University of Valencia is

regularized: selecting service for Laboratory Technician "Action plan for the maintenance,

conservation and restoration works in the background art of UPV"

- ACRE asks the Vice President for Student of the Complutense University of Madrid that his call

for scholarship "Specialized training in practical conservation, restoration and management of

historic heritage of the Complutense University of Madrid" is open to graduates of higher

educational institutions.

6. THIS IS NOT THE CORRECT METHOD TO EDUCATE CONSERVATOR-RESTORERS

The Center or an employment workshop-teaching conservation restoration is something

increasingly common.

Although European recommendations clearly indicate that the profession of the conservator-

restorer must develop from Advanced Studies in Spain, we can see how anyone acts in heritage

and its practice, in many cases, is authorized and subsidized even institutions that are

responsible for the custody of the goods.

The actions that we reviewed were then scheduled to defend the profession. Its trigger was the

proposal for a partner to find the hand that distributed programming at the center.

The purpose of these is simply to give to know to institutions requesting that interventions in

heritage protection category are performed by graduates and ask the Albaicin Center in his name

to avoid the word restoration and denominated subjects Assistance Conservation and Restoration

taught at the Center as "Recovery, repair and maintenance art" that's what the training is for:

1 – Sending a letter to the Directorate General of Cultural Heritage and Museum Institutions and

Territorial Delegation of the Ministry of Culture and Sports requesting that interventions in

heritage protection category are made by graduates. Document

2 - Sending notice to the Directorate General of Cultural Heritage and Museum Institutions and

Territorial Delegation of the Ministry of Culture and Sports; Delegate to the Provincial

Employment Granada; the General Secretariat of Culture; to the Ministry of Culture and Sports;

the Deputy Ministry of Culture and Sport, the Provincial Delegation of the Ministry of Economy,

Innovation, Science and Job indicating that it has sent a letter requesting that interventions in

heritage protection category are made by graduates.

3 - Sending a letter to the University of Granada requesting interventions in protection category

goods belonging to them are carried out by graduates or students of higher degrees in practice.

4 – Sending a letter to the agencies that subsidize Albaycín Center indicating that higher degrees

are regulated whose profiles are included in official announcements, and given that the Center

does not confer certification according to European guidelines.

5 - Request to the Albaicin Center to report publicly the level it deserves within the European

Qualification Framework and eliminate the denomination restoration of his name.

7. NEW CASE OF PROFESSIONAL INTRUSION IN THE CHURCH OF FRANCE AND NAVA

MADROÑAL (SALAMANCA)

On the occasion of the interventions carried out by unqualified staff in Cultural Heritage in the

towns of France and Nava Madroñal of Salamanca, ACRE has shipped a number of letters

requesting that interventions are carried out by qualified personnel.

These are the models that we have sent to various agencies that should be responsible for their

safekeeping:

ACRE letter sent to the Church Diocesan Delegate of Salamanca, the Bishop and the priest in

charge of the parish of France and Nava Madroñal

ACRE letter sent to the Directorate General of Heritage of Castilla y León Regional Culture of

Salamanca, and Restoration Service of Castilla y León

ACRE letter sent to the Municipalities of France and Nava Madroñal.
