Estonian Chamber of Commerce and Industry welcomes all entrepreneurswho are interested in maintaining a favourable business environment andadvancing their business.
Main activities of the Chamber:� Representing and protecting the interests of entrepreneurs.� Developing the business environment.� Providing services for companies.
In addition to active contribution to the legislative drafting concerningentrepreneurship, the Chamber also offers practical services for Eston-ian as well as foreign companies. The Chamber:
� Gives advice.� Helps to find partners in Estonia and abroad. � Provides information regarding procurements.� Introduces new target markets and business opportunities.� Trains entrepreneurs on relevant issues.� Facilitates trade — issues foreign trade documents.� Settles disputes through its Arbitration Court.� Facilitates export — publishes the Estonian Export Directory. � Rents out rooms of the Chamber for various events. 5

In addition to having their voice heard in the Estonian economic policy,the membership of the Estonian Chamber of Commerce and Industrygives an entrepreneur a number of different benefits, such as:

Upon becoming a member, a single entry fee (30 euros) and the mem-bership fee of the calendar year have to be paid. Thereafter the mem-bership fee is paid each year during the first quarter.

The Chamber organises various business trainings and seminars.
Among the most popular have been for example:� export seminars,� courses on tax issues and public procurements,� target market seminars introducing different countries.
The prices of trainings and seminars depend on organisation expensesand are notified separately for each event. As a rule, the participation feeis 50% cheaper for the members of the Chamber.
Discounts are not applicable if a seminar is commissioned by an externalcontracting entity.

Enterprise Europe Network: Business Support on Your Doorstep
The Chamber offers practical information and partner search services in international cooperation under the name of Enterprise Europe Network(EEN). In Estonia, the EEN Network also includes Tartu Teaduspark SA,Tehnopol SA, OÜ B.I.A. and Invent Baltics OÜ, providing additional value tothe services of the Chamber through their activities which support and facilitate knowledge and technology transfer.
More than 600 organisations in 52 countries in Europe and across the world(including China, Japan, South Korea, USA, Russia, Turkey etc.) have joinedthe Enterprise Europe Network. New members join the Network continu-ously, thus extending the range of reliable information regarding targetcountries and potential partners that can be provided to entrepreneurs.

Active foreign partner searchAfter receiving an inquiry from a client (either by telephone, e-mail or inthe office) the expectations of the client will be identified and the requestfor partner search is sent to the Enterprise Europe Network (EEN) repre-sentative of the target country of the partner search. The European Union (EU) procurement monitoring service helps Estoniancompanies in managing among more than 2,500 procurement offers pub-lished weekly. For making a selection, the Chamber uses information fromthe EU common database TED (Tenders Daily) which publishes more than600 tender notices daily. Information received from there is filtered withthe special procurement search software in order to inform companiesonly of the tenders that are of interest for them. In addition to the tendernotices of the public sector of the EU member states, the TED database includes also tender notices of the EU institutions, assistance programmesand tender notices of other countries such as Switzerland, Liechtenstein,Norway and Iceland.

The Chamber issues certificates of origin verifying the non-preferentialorigin of goods, which are presented to the customs of the importingcountry, in order to prove the origin of the goods. The Arbitration Court of the Estonian Chamber of Commerce and Indus-try as the oldest Estonian permanent arbitration court settles disputesarising from private law relationships, including foreign trade and othercontractual business relations.

� The arbitration procedure is confidential, which means that the Arbitration Court does not disclose to the third persons any informa-tion regarding the disputing parties and the dispute. Information is disclosed to third persons only in case if the Arbitration Court has a previous written consent of the parties for disclosing information.
� The arbitration fee is the cheaper the bigger the amount of claim.Determining the arbitration fee always takes into account the expected complexity of the dispute and the manner of forming the arbitration court (if the parties wish an arbitration court withone or for example five members).
� The arbitration procedure is faster, the term for the procedure is upto six months (which can be extended, if necessary). In most casesthe arbitration decision is made within 3-4 months.
� The parties can participate in forming the arbitration courtsettling the dispute, suggest their candidates, make proposals regarding how many members should the Arbitration Court settlingthe case have etc.
� It is easy to enforce the decision of the Arbitration Court in a foreigncountry (in all countries that have joined the 1958 New York convention- 142).
� The decision of the Arbitration Court enters into force from the moment of its making, thus it can be enforced from the moment of its making (the decision can be taken to a bailiff and the execution proceedings can be started).
