Where We Are Now

• Auckland Plan Operative • Proposed Unitary Plan under submissions then Hearings • We have 1x (Main) City Centre* and 10 Metropolitan Centres • Area Plans under way such as the Otara-Papatoetoe Local Board’s Area Plan

• Area Plan gives outline, goals, and aspirations • Local Boards that have Metropolitan Centres want to get Master Plans for those

Metropolitan Centres under-way to realise these goals and aspirations • While City Centre is under-going large scale redevelopments there is an appearance

our Metropolitan Centres have stalled

Notes 1. Have currently a submission away with the Unitary Plan that looks at the Metropolitan Centres. Presentation does not cover submission content 2. * Officially (NZTA and New Zealand Geographic Board) Auckland has two City Centres. Auckland City Centre and Manukau City Centre

Role of the Metropolitan Centres

• Second Tier Centres behind the First Tier City Centre • Main Hub serving a sub-regional catchment*# • Under Proposed Auckland Unitary Plan the Metropolitan Centres take up

second highest level of intensification behind the City Centre

*Debate current on whether the Manukau City Centre Metropolitan Centre serves a regional catchment (hence the Super Metropolitan Centre concept) # Page 53 of Auckland Plan has Metropolitan Centres serving sub regional catchments while page 253 has Regional 10/07/2014

Area Plans

• Area Plans are getting under way in several Local Boards areas including: • Mangere and Otahuhu • Papatoetoe and Otara (which is seeking endorsement today) • Takapuna and Devonport

• Area Plans gives outline, goals, and aspirations. Eg. Outline, goals and Aspirations for Manukau (City Centre) Metropolitan Centre

• Push by some Local Boards to get dedicated Metropolitan Centre Master Plans under way. I would concur with the push

• Thus the need for Council to start the ball rolling on dedicated Metropolitan Centre Master Plans – especially as Area Plans start coming into effect

Metropolitan Centre Master Plans

• As Metropolitan Centre serve sub regional or regional rather than localised catchments. Separate Master Plans to implement goals and aspirations of the Area Plans that have a Metropolitan Centre in them

• Should be able to do two to three Metropolitan Master Plans (start to finish) each year

• The Metropolitan Centre Master Plans should follow same concepts as City Centre Master Plan. This includes regular implementation updates once plans are operational

• As always Auckland and Proposed Auckland Unitary Plans are overarching guiding documents

Metropolitan Centre Time Frame

Manukau City Centre, Albany August 2014 – May 2015

Henderson, Newmarket, Papakura

May 2015 – November 2015

New Lynn, Takapuna February 2016 – July 2016

Botany, Westgate, Sylvia Park July 2016 – March 2017

* Manukau City Centre and Albany have regional catchments (Super Metropolitan Centres)

Where Next and The Future

• Calls from Local Boards to get Metropolitan Centre Master Plans under way • We are seeing high quality Area Plans coming through that lay down solid outlines,

goals and aspirations for their (and our) Metropolitan Centres • Council need to follow through on a timeline similar to previous slide

on Metropolitan Centre Master Plans to fulfil those Area Plan goals and aspirations • Noting that there is a call (submissions) for the Unitary Plan to include a new zone:

The Super Metropolitan Centre Zone which includes: • Manukau City Centre • Albany

• Metropolitan Centre Masters Plans should be reviewed every 10 years
