PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. The provisions of the Contract Documents apply to the work of this Section.
B. This project involves work under four different contracts covering 12 different localities spanning the state of Virginia. Some of the localities utilize private utility authorities/companies rather than local government to provide water and sewer services to their residents. Most of the localities or local authorities have their own set of standard specifications for utility construction. Some localities utilize an adjacent larger locality’s standards. The Contract Documents attempt to reference the latest version of the local specifications where available. Contact the local utility department, authority, or company for each locality to obtain the latest version of that localities specifications and permitting/inspection requirements.

1.2 SUMMARY
A. This section includes water service piping, fire protection service mains and appurtenances from the source of water to a point 5 feet outside the building.
1.3 SUBMITTALS
A. Product data for piping, valves, vaults, enclosures, fire hydrants, FDCs, meters, backflow preventers (RPZ, RPDA, DCVA, DCDA etc.) and identification devices.
B. Provide submittals for each locality separately due to varying standards.

1.4 QUALITY ASSURANCE
A. Coordinate and comply with each Local Utility Department and Fire Department standards pertaining to materials, meter boxes, hose threads, thread direction and installation.
B. Comply with the requirements of the latest editions of the Local Utility Standards and Specifications for each locality as outlined above.
C. Arrange a pre-construction meeting for each locality at least 48 hours prior to the start of construction with the Architect, Owner, and Local Utility Department, Authority or Company to confirm specifications, permitting/inspection requirements, any work to be performed by the locality (i.e. taps of public mains/work within public right-of-way), fees and schedule.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Preparation for Transport: Prepare valves, including fire hydrants, for shipping as follows:
1. Ensure valves are dry and internally protected against rust and corrosion.
2. Protect valves against damage to threaded ends, flange faces, and weld ends.
3. Set valves in best position for handling. Set gate valves and fire hydrants closed to prevent rattling.
B. Storage: Use the following precautions for valves, including fire hydrants, during storage:
1. Do not remove end protectors unless necessary for inspection; then reinstall for storage.
2. Protect valves from weather. Store valves indoors. Maintain valve temperature higher than the ambient dew point temperature. If outdoor storage is necessary, support valves off the ground or pavement in watertight enclosures.
C. Handling: Use a sling to handle valves, including fire hydrants, whose size requires handling by crane or lift. Rig valves to avoid damage to exposed valve parts. Do not use handwheels or stems as lifting or rigging points.
D. Deliver piping with factory-applied end caps. Maintain end caps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.
E. Protect stored piping from moisture and dirt. Elevate above grade. Do not exceed structural capacity of floor when storing inside.
F. Protect flanges, fittings, and specialties from moisture and dirt.
G. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

1.6 PROJECT CONDITIONS
A. Site Information: Perform site surveys, research public utility records, and verify existing utility locations. Verify that exterior water system may be installed in compliance with the original design and referenced standards. Notify Architect immediately of any discrepancies.
B. Coordinate connection to the existing water service with the applicable Local Utility Department, Authority, or Company.
C. Each locality has their own backflow prevention and/or metering requirements for fire service lines. The plans attempt to reflect the local standards. Confirm with the local authority any work to be performed or materials to be provided by the locality including but not limited to the providing and setting of fire service meters, detector bypass meters, taps of existing public lines, and work within the public right-of-way and notify the Architect and Owner of any associated fees.
D. Where projects involve work within VDOT right-of-way a VDOT land use permit is required from the local residency.
E. Where projects involve work within a locality’s right-of-way a right-of-way permit may be required from the locality.
1.7 SEQUENCING AND SCHEDULING
A. The project sites are within actively used Army National Guard facilities. Coordinate construction schedule and the relocation of stored materials and or vehicles with the Architect and Owner prior to construction.
B. Arrange a pre-construction meeting for each locality at least 48 hours prior to the start of construction with the Architect, Owner, and Local Utility Department, Authority or Company to confirm specifications, permitting/inspection requirements, any work to be performed by the locality (i.e. taps of public mains/work within public right-of-way), fees and schedule.
C. Coordinate with interior water piping and interior fire protection piping.
D. Coordinate with other utility work.
E. Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions:
1. Notify Architect not less than two days in advance of the proposed interruption.
2. Do not proceed with the interruption without Architects written permission.
3. Provide temporary utility service to the facility unless otherwise directed by the Architect.
PART 2 - PRODUCTS
2.1 GENERAL
A. All piping, valves, fittings, fire hydrants, meters, meter vaults, appurtenances and other products shall conform to the requirements of the latest edition of the Local Utility Standards and Specifications.

A. Installation of the exterior water system shall comply with the requirements of the latest edition of the Local Utility Standards and Specifications.
3.2 PREPARATION OF BURIED PIPE FOUNDATION
A. Grade trench bottom to provide a smooth, firm, stable, and rock-free foundation throughout the length of the pipe.
B. Remove unstable, soft, and unsuitable materials at the surface upon which pipes are to be laid, and backfill with clean sand or pea gravel to indicated level.
C. Shape bottom of trench to fit bottom of pipe. Fill unevenness with tamped sand backfill. Dig bell holes at each pipe joint to relieve the bells of all loads and to ensure continuous bearing of the pipe barrel on the foundation.
3.3 PIPE AND PIPE FITTINGS INSTALLATION
A. Depth of Cover: Provide minimum cover over piping of 18 inches below average local frost depth or 42 inches below finished grade, whichever is greater.
B. Water Service Termination: Terminate water service piping 5'-0" from building foundation in location and invert as indicated. Coordinate location with interior water piping and interior fire service piping. Provide temporary pipe plug for piping extension into building.
3.4 IDENTIFICATION INSTALLATION
A. Install underground warning tape and tracing wire for underground water service piping, as required by the latest edition of the Local Utility Standards.
B. Install underground warning tape and tracing wire for private underground water service piping even if not required by the locality.
3.5 FIELD QUALITY CONTROL
A. Testing and Disinfection: Disinfect, flush and test in accordance with the requirements of the latest edition of the Local Utility Standards and specifications.
B. Coordinate with Architect if there is no local standard. Testing and Disinfection is still required.

THAT THE ORIGINAL DATA WAS OBTAINED ON FEBRUARY 17, 2014; AND THAT THIS PLAT, MAP, OR DIGITAL GEOSPATIAL DATA INCLUDING METADATA MEETS MINIMUM ACCURACY STANDARDS UNLESS

SEQUENCE OF CONSTRUCTION
1. A PRE-CONSTRUCTION MEETING IS MANDATORY BEFORE ANY WORK IS DONE ON THE SITE. ARRANGE A MEETING WITH
THE OWNER, ENGINEER AND THE LOCAL INSPECTOR, 48 HOURS NOTICE IS REQUIRED.
2. THE PROPOSED FIRE LINE CONNECTS TO A WATERLINE OWNED BY PRINCE WILLIAM COUNTY SERVICE AUTHORITY
(PWCSA). NOTIFY PWCSA AT LEAST 72 HOURS PRIOR TO INSTALLATION OF THE TAPPING SLEEVE AND VALVE SO THAT
AN INSPECTOR CAN BE ON-SITE FOR CONNECTION.
3. SAWCUT EXISTING PAVEMENT ALONG LIMITS OF DISTURBANCE.
4. EXCAVATED ASPHALT AND OTHER WASTE MATERIAL ARE TO BE REMOVED FROM THE SITE AND DISPOSED OF AT AN
APPROVED FACILITY.
5. INSTALL FIRE HYDRANT LINE AND FIRE HYDRANT ASSEMBLY. COORDINATE UTILITY CONSTRUCTION WITH OWNER AND
APPROPRIATE INSPECTORS.
6. REPLACE THE ASPHALT PAVEMENT PER THE PRIVATE PAVEMENT TRENCH RESTORATION DETAIL.
7. APPLY PERMANENT SEEDING TO ALL DISTURBED GRASSED AREAS.
