ADDENDUM No. 1 REQUEST FOR TENDER No. 91-2019
For: Waterfront Neighbourhood Centre BAS Replacement, Located at 627 Queens Quay West
CLOSING: 12:00 NOON (LOCAL TIME), March 22, 2019 Please refer to the above Request for Tender (RFT) document in your possession and be advised
of the following:
I. Revised Pricing Form
The attached three (3) pages Section 3 – Tender Submission Package - Pricing Form shall replace pages 46 and 47 in the Tender Call Document. This revised pricing form must be included in the bidder submission package.
II. Revision to Drawings and Specifications
Specifications Section 26 29 23 – Variable Frequency Motor Controllers; page 161 of 166 Modify sub-section 2.1.1 to read "Furnish new inverter-duty motors"
Tender Section 4 – Scope Of Work (Security of the Site While Work is Being Performed); page 53 of 112 Modify sub-section 1 to read "The Vendor will be obliged to adhere to the owners' Security Policies for work by outside Vendors while work is being performed. A Cash Allowance has been added to the Pricing Form for sourcing of security guards if required for after-hours access to the building" Drawing M-1 – Existing HVAC Mechanical Schedules Insert new M-1 drawing (Attached one (1) page) Drawing M-6 – HVAC Mechanical Rm Lower & Upper Sections Insert new M-6 drawing (Attached one (1) page) Drawing M-7 – Retrofit HVAC Mechanical Schedules Insert new M-7 drawing) (Attached one (1) page)
III. Clarification of Questions from Bidders
Q1 – Can bidders come back for an optional site visit to conduct more site investigations? If bidders are permitted to come back for an optional site visit, will the City consider extending the closing deadline? A1 – No; the City considers the Tender documents combined with the 2-hour mandatory site meeting to be sufficient for purposes of preparing bids. The Tender closing deadline will not be extended.

Q2 – Can existing cabinets and conduits be reused? A2 – Yes; existing cabinets and conduits can be reused where possible as long as doing so will not compromise the contractor's ability to seamlessly switch over equipment from existing controls to new controls with no negative impact on building occupants. Q3 – Can existing control wires be reused? A3 – No; control wires cannot be reused. Q4 – Drawing M-6 shows a reference to an air compressor. What is the air compressor for? A4 – There is currently no existing air compressor in the Penthouse Mechanical Room contrary to drawing M-6. Also, control or demolition of any existing air compressor is not in the scope of work for this Tender. Q5 – How will the contractor gain access to the control and balancing valves for radiators? A5 – Bidders to carry costs to move or dismantle and rebuild any furniture blocking access to controls components. If destructive work is required to gain access to controls components, the contractor will notify and obtain instructions from the owner and engineer. Q6 – Where new VFDs are being installed, will new fan shutdown safeties be wired to existing starters at the MCC? A6 – No; where new VFDs are being installed, the contractor shall wire all new fan shutdown safeties to the new VFD safety contacts. Q7 – For terminal units, will air balancing be performed at each diffuser? A7 – No; for terminal units, the contractor is expected to perform air balancing at the unit only as per the air flow setpoints shown on the Tender drawings. Q8 – Drawing M-2 Detail 1 shows Carbon monoxide sensors. Is the contractor required to provide and install new sensors? A8 – No; existing gas detection systems to remain. The contractor is only required to monitor associated exhaust fan status and gas alarm points. Q9 – For hydronic coils with no existing shut-off valves, is the contractor required to provide and install new shut-off valves? A9 – No; new shut-off valves are not required around hydronic coils. Bidders to carry costs associated with shutting down, draining and refilling hydronic loops as required to complete all project work. Q10 – Do staff performing contract work have to be unionized? A10 – Bidders must abide by the City's Fair Wage Policy and Labour Trades Obligations.
Q11 – Will existing balancing valves be replaced? A11 – No; existing balancing valves will not be replaced but are required to be balanced as part of the contract. All hydronic coils are assumed to be equipped with existing balancing valves

Q12 – On Drawing M-7, the valve schedule for the 2-way control valves calls for Belimo Zone220N valves. These valves are 2-position only (Open/Close only) and cannot meet note 3 – “Actuators to be electronic, 2-10V modulating…” Are the valves to be modulating? A12 – All 2-way and 3-way control valves shall be fully modulating with 0-10Vdc or 2-10Vdc actuators. Manufacturers' product names or model numbers, where mentioned, indicate standard of acceptance only. Please attach this addendum to your RFT document and be governed accordingly. Bidders must acknowledge receipt of all addenda on the space provided on the Tender Call Cover Page as per the Process Terms and Conditions, Section 1, Item 10 - Addenda, of the Tender Call document. The Bidder must provide the rate and the amount for each Tender item, the total for each part / subsection, the grand total, HST amount and the total amount of Tender on the forms in the ensuing pages. Bidders that do not fully complete these forms (such as leaving lines blank), or have unclear answers (such as "n/a", "-", "tba" or "included" etc.) will be declared non-compliant. Prices that are intended to be zero cost/no charge to the city are to be submitted in the space provided in the price schedule as "$0.00" or "zero". All spaces for the aforementioned information must be completed in ink ensuring the printing is clear and legible.
Where included, the Alternative Prices, and Supplementary List of Prices Required for Extra Work Forms must also be completed.
The lowest Bidder will be determined solely from the Total Base Bid, subject to the City's reserved rights not to award to any Bidder.
