Are you planning to make similar changes to other Opel models and engines? A: In December 2015, Opel announced an improvement package to be implemented through a voluntary field campaign and Model Year 2017 production. This package will become available to all Zafira 1.6 CDTi models and eventually can be applied by the dealer through a reflash. Opel will – as already announced – also roll out similar improvements to the Euro 6 2.0L Diesel models, in Zafira, Insignia, Cascada and Antara. An Opel Zafira 1.6 CDTi performed at 404 mg/km average NOx emissions in a DUH PEMs test (exceeding the regulatory limits by factor 5,1), however the same Opel Zafira with new engine control unit and calibration by the manufacturer was measured with PEMs again by DUH at 94 mg/km, nearly meeting the regulatory limit. How do you explain that in the laboratory tests following the NEDC protocol performed by different authorities the emissions with hot start are higher than with cold start? A: Information on these tests has not been provided to Opel in detail as such it is difficult comment specifically. There are potentially varying reasons for the referenced results, relating to differences in testing parameters, vehicle selection and preparation, and testing implementation. A potential reason for hot test results to fluctuate from the cold test is that usually the hot test is run in sequence with the cold test or, in any case, in the absence of the appropriate vehicle preparation, so-called “pre-conditioning.” Due to the short distance of the NEDC (11 KM), the absence of pre-conditioning may lead to different results in a hot test, as every change to the state of the system at test start (i.e. level of ammonia in SCR system, soaked hot air under hood) can influence the outcome because they have a dominant weight in the (short) NEDC cycle. In addition, we would kindly like to remind that there are many test results on Opel vehicles that do not show this trend (i.e. Commission indépendante mise en place par la Ministre Ségolène Royal après la révélation de l’affaire Volkswagen, (“French Commission”) see fig.1 attached, in which the Opel Zafira emitted lower numbers than in the preceding cold test, or show the hot test result within the limits (i.e. BMVI Untersuchungskommission Volkswagen)

Following your discussions with the German KBA authority, you’ve agreed to voluntarily recall 90,000 vehicles as part of the recall programme ordered by KBA. Could you specify the changes to emission control technologies such as EGR and LNT you’ve committed to make as part of this recall: how much will you expand your thermal window from the current one at 17C, or extend any other operating conditions under which emission control technology works fully without modulation? A: As mentioned in the Answer to Question no. 1, Opel announced a voluntary field action in December 2015, months before KBA issued its final report on emissions. Opel took this action early in the conversations with KBA in order to demonstrate Opel’s clear commitment to meeting upcoming RDE requirements. Emissions controls are expanded in many different operating conditions, not just ambient temperature. All changes are presented in the respective AES/BES documentation. These changes were not quick and easy; instead they are founded on approximately three years of field experience and additional development work that Opel had commenced to meet RDE requirements.
