The introduction of our firstcorporate newsletter, known as SME Newsfurtherstrengthenourcommitmentofprovidingan important platform for communicationto flow freely from the Bank and our variousstakeholders.
SME News will be published on quarterlybasis and it highlights SME Bank's corporateactivities, issues focusing on the SMEs as wellas training and development undertakenby our subsidiary, Centre for EntrepreneurDevelopmentandResearchSdnBhd(CEDAR).Sinceitsinceptionin2005,SMEBankhasgonethroughvariousphasesofdevelopmentanditsfocusremainedunchangedthatistoachievethe mandate given by the government tonurture and groom the SMEs as a catalyst indrivingtheeconomicgrowthofthecountry.Theultimategoalistoensurecollectivelywiththe other agencies, SMEs in the country willcontribute 41% toward the country’s GDP bytheyear2020.
Onourpart,inadditionofprovidingfinancingthroughthevariousgovernmentfunds,wehaveundertaken various value added initiativeswhich has directly benefited the SMEs. Ourintervention programmes which concentrateon guiding and coaching the entrepreneurshaveyieldedpositiveresults.

Institutions of Malaysia (ADFIM), incollaborationwithAssociationofDevelopmentFinancing Institutions in Asia and thePacific (ADFIAP) and Association of AfricanDevelopment Finance Institutions (AADFI)organized the 10th International CEO Forum2014 at Prince Hotel Kuala Lumpur from 4-6November2014.
Deputy Secretary of Treasury (Systems andControl), Ministry of Finance Malaysia, YBhgDato’ Mat Noor Nawi graciously officiatedthe event. This event also witnessed aMemorandumofUnderstanding(MoU)signingceremonybetweenADFIMandAADFI.
Thiseventgathered10localandinternationalfinancial leaders as speakers and forumpanelists to share their views, knowledgeand experiences to strengthen ties amongstthe participating Development FinancialInstitutions (DFIs) as well as entrepreneurdevelopment organizations, governmentand corporate agencies to enhance thedevelopmentofsmallandmediumenterprises(SMEs) in eachmember country. SMEBank bersama-sama MITI telah menjalinkan satu kerjasama strategik denganmenganjurkan SME Smart Partnership iaitu Program Padanan Perniagaan yang
melibatkan syarikat-syarikat GLC, 'Hypermarket' dan usahawan-usahawan PKS. Program inimerupakan salah satu inisiatif untukmenyahut seruan YAB PerdanaMenteri Malaysia dalamusahamemperkasaekonomiBumiputera.
Program SME Smart Partnership ini telah diadakan dengan jayanya di dua lokasi berbeza.ProgrampertamatelahdiadakandiKualaLumpurpada19-20Mei2014yangmembabitkan650syarikatdalampelbagaisektordansebanyak1,231sesipadananperniagaantelahdiadakan.Program keduapula telahdiadakandi Johor Bharupada 22-23 September 2014dan jumlahpadananperniagaanyangberjayadiadakanadalah505sesi.
ProgramSMESmartPartnershipinitelahberjayamencapaiobjektifnyaapabilabeberapasyarikatyangmenyertainyatelahmendapatpeluangmembekalkanbaranganataupunperkhidmatanmerekakepadasyarikat'anchor'.

Pada tahun ini SME Bank telah menerimapenyertaan daripada 84 buah sekolah dankebanyakkannya merupakan pertama kalimenyertai pertandingan ini. Mutu produkyang dihasilkan oleh para pelajar juga turutmenunjukkanpeningkatan.
Program Inovasi Usahawan Muda SME BankY-Biz Challenge ini juga telah mendapatpengiktirafan antarabangsa iaitu, “Plaque ofMerit”bagikategoriProgramTanggungjawabKorporatdaripadaAssociationofDevelopmentFinancing Institutions in Asia and the Pacific(ADFIAP) yang telahberlangsungdiMoscow,Rusiapada23-25Aprillalu.
Program yang disokong oleh KementerianPendidikanMalaysia(KPM)iniadalahterbukakepada semua sekolahmenengahdibawah
KPM. Para peserta mestilah aktif dalamKelab Keusahawanan, Kelab Koperasi atauKelab Usahawan Muda. Selain daripadaaspek keusahawanan, program ini jugamenumpukanfokuskepadaaspekrekacipta,inovasi, kerjasama berpasukan dankepimpinan.

KecildanSederhana(PKS)melaluikerjasamaterbaharu antara Majlis Amanah Rakyat(MARA) dan SME Bank yang telah bermulapadabulanJanuaritahunini.
Perjanjian ini adalah susulan daripadakolaborasi yang telah terjalin sekian lamaantara MARA dan SME Bank. Kedua-duaorganisasi ini bersetuju untuk menjalinkankerjasama strategik dalam pelbagai aktivitiyangakanmemberimanfaatkepadakedua-duabelahpihaksertausahawanBumiputera.
Melalui kerjasama ini, pihak MARA akanmemanjangkan permohonan daripadausahawanmikroBumiputerayangmemerlukanpembiayaanbernilai lebihbesarkepadaSMEBankbagimelicinkan lagiperjalananmerekadalammembesarkanperniagaan.

SME BANK to offer RM30 million for SME Financing
CGC andSMEBanksignedaPortfolioGuarantee(PG) agreement with CreditGuarantee Corporation Malaysia Berhad(CGC) to offer RM30 million of financing toviableSmallandMediumEnterprises(SMEs) inAugust2014.
This is the first ever PG between CGC anda development financing institution in thecountry. The PG is designed to ease thefinancing burden of viable SMEs as they areexpected to benefit from the lower cost offinancingandafasterturnaroundtimeintermsofapprovalsanddisbursementofferedunderthisagreement.
The initial portfolioof RM30millionwill benefitapproximately 200 SMEs within the next oneyearthroughfinancingbetweenRM100,000.00toRM500,000.00.Thepurposeofthisfinancingfacility istoprovidetheSMEswiththeworkingcapitalrequiredtomanagetheirbusinesscashflowsandforbusinessexpansionatafixedrateofbetweenjust5%-7%perannum.

SMEBankandINTIInternationalCollege Kuala Lumpur(INTI) signed a Memorandum ofUnderstanding paving the way forboth parties to collaborate in thedevelopment of human capital forbothorganizations.
The SME Bank–INTI CorporatePartnershiphastwomaincomponents:the students’ programme and theworking adults component. Underthe former, INTI students will be ableto perform their internship, engage inreal life projects and ultimately enjoypriorityhiringforeitherfulltimeorparttimeemploymentwithSMEBank.
Through the latter, SME Bank employees willbe able to enjoy free participation in anyof the training programmes conducted byINTI and at the same time receive specialpreferencetreatmentforusageofINTIcampusfacilities. SMEBank aims to provide RM3 billionin financing to Small andMedium
Enterprises (SMEs) this year to nurture theirdevelopment,saidGroupManagingDirector,YBhgDatukMohdRadzifMohdYunus,duringtheBank’s2013FinancialAnnouncementheldinJune2014.
YBhg Datuk Mohd Radzif said as of May thisyear, the Bank has given out RM1.2 billion inloanstoSMEstosupporttheirbusinessgrowth.He added, “We provided financing worthRM2.73billionto1,737SMEsin2013.”

The Bank posted a pre-tax profit of RM93.97million in 2013, nearly 1.5 times more thantargeted. It recorded an operating profit ofRM99.47millionwhichwasmorethandoubledthetargetedamount.TheBank’sgrossincomefromIslamicbankingbusinessrose22percentto RM209.3 million from 2012, reflecting itsrobust growth in Islamic banking asset. This isinlinewiththeBank’stargettobecomeafull-fledged shariah-based development financeinstitutionby2015.

ThisEPP (entrypointproject) isaimedatboostingdomestic drug manufacturing through theproductionofgenericversionsofdrugtargetedtogeneraterevenueofRM610million,shortfallsby3%duetoexternaldemands.ThetrendsofpharmaceuticalMNCsistooutsourceselectedvaluechains to reduce thecostandhigh riskderived from the time-intensive and costlyprocess of research and development forproducinganewdrug.
The government’s plans as part of the NKEAprogrammewillhelptoreducetherelianceonimports.ThegovernmentprovidedRM96millionfrom2010to2012toconstructmanufacturingfacilities for the production of generic drugs.The latestbatchof investment,announced inJuly 2013,would seeRM388.1million spent toboost the manufacturing capabilities of fivefirms.

Permohonan dan dokumen-dokumen sokongansepertiSijilPendaftaranSyarikat, sebuthargamesinperalatan,penyatabankdansebagainya.Secaraumumnya,RancanganPerniagaandiperlukanolehpihak institusi kewangan bagi membuat penilaianterhadappermohonanpembiayaantersebutsamaada'viable'dan'bankable'atausebaliknya.
Institusi kewangan akan menilai risiko terhadapsesuatu perniagaan yang bakal diberikanpembiayaan. Aspek Pasaran:
i. Bagi perniagaan yang mempunyai pasaranterbuka seperti kedai runcit, restoran dansebagainya adalah penting untuk membuatkajian pasaran bagi menentukan kawasanpasaran, pelanggan sasaran, saiz pasaran dananggaran pendapatan. Bagi mendapatkanpopulasipenduduk,maklumat inibolehdidapatimelalui laman web Jabatan PerangkaanMalaysia.
ii. Apabila membuat anggaran pasaran, pasaransasaran atau pelanggan sasaran andahendaklahjelas.Sebagaicontoh,sekiranyaandamenulis pasaran anda sebagai ‘sekolah-sekolahdiMalaysia’, sila senaraikan sekolahmanayangdirujuk atau sekolah mana aktiviti pemasarantelahdibuatdengananggaranjualanyangbakaldiperolehi.
Aspek Operasi:
i. Bagi yang belum memulakan perniagaanatau yang ingin mendapatkan lokasi baruatau menambah 'outlet', menamakan lokasiperniagaan yang disasarkan sebagai lokasidikenalpastiiaitumaklumatlokasidankadarsewadiketahui,tetapibelummembayardepositsewaataumenandatanganiPerjanjianSewaanadalahlebih selamat. Ini mengelakkan anda daripadaterperangkapmembayarsewapremissementaramenunggupembiayaandiperolehi.
ii. Buat pengubahsuaian yang selari dengankeperluan dan jenis perniagaan anda padahargayangberpatutan.
iii. Buat pemilihan mesin dan peralatan denganmerujukkepadabeberapapembekalagarandamemperolehi yang sesuai dengan keperluananda. Pemilihan bukan hanyapada harga tapimengikutkeperluanperniagaananda.
Aspek Pengurusan:
i. Pastikan bahawa pengurusan atau kakitanganyang penting sebagai kunci utama perniagaantelah diperolehi dan dimasukkan dalam cartaorganisasi beserta biodata. Sebagai contoh,sekiranyaandainginmembukasebuahrestoran,tukangmasakadalahkunciutamaperniagaan.
Aspek Kewangan:
i. Pastikan apabila memberikan angka-angkaandaian untuk unjuran kewangan (forecast),ianyaadalahberdasarkanfaktayangjelassepertidarisebuthargaataurujukanyangsahih.
ii. Pastikan angka-angka andaian anda adalahlogik dan realistik. Anda boleh buat rujukandenganusahawanyangmenceburiperniagaanatau pakar dalam sesuatu industri agar andadapat membandingkan angka-angka andaianandadengankebiasaanindustri(industry norm).
Ini adalah beberapapetua yangmungkin sedikit-sebanyak dapat membantu memantapkanpenulisan anda dalam Rancangan Perniagaan.Mereka yang berminat boleh juga merujukkepada para pegawai bank untuk memastikanyangmaklumatbersertadokumen-dokumenyangdiperlukanlengkapdansempurna.
Kesimpulan
Penyediaan Rancangan Perniagaan adalahtidaklah begitu sukar. Mungkin penulisan
Rancangan Perniagaan sepanjang 15 hingga 20halamansudahmemadaisekiranyadiolahdenganbaik.Mungkin juga terdapat sedikit cabaran bagimendapatkan dokumen-dokumen sokonganseperti sebutharga daripada pembekal mesin,permit, penyata akaun beraudit dan sebagainya.Yangpalingpentingadalahpemohonmemahamidan menghayati perniagaan yang diceburi sertasentiasa merujuk kepada keperluan perniagaan(business requirement) yang rasional sebagai asasdantidakberlebih-lebihan.

MOU between CEDAR & SEEDCEDAR signed a Memorandum of Understandingwith the Secretariat for the Empowerment ofIndian Entrepreneurs (SEED) on 4 September 2014.Following the collaboration, CEDAR will run aseries of training programmes for budding Indianentrepreneurs chosen by SEED. The participantswill go through CEDAR’s signature trainingmodules knownas LEAP (Leaders EntrepreneurshipAcceleration Programme). Upon completing theprogramme, participants are eligible to apply forsuitablefinancingfromSMEBank.
SEED has disbursed a total of RM347.32 million inloans to 9,318 Malaysian Indian entrepreneurssinceAugust 2012. About RM131million or 40 percent of the loans were disbursed to 9,067 Indianentrepreneurs through a special loan under theNationalEntrepreneurGroupEconomicFund(TekunNasional).Theremainingwasprovidedbyfinancialinstitutions to those in the Small and MediumEnterprise(SME)sector.
CEDAR’s annual SME Biz-Talk 2014 has againproven tobeahitamong the localentrepreneurscommunity judgingfromtheoverwhelmingturnoutduring the nationwide road shows. A free half-day talk was held at 11 different venues namelyKuching,Miri,KotaKinabalu, Tawau,Melaka,ShahAlam, Kuala Terengganu, Penang, Kuala Lumpur,Kuantanand Johor Bharu inApril toMay 2014.
