Rialto’s Certified Farmers’ Market

Rialto’s Certified Farmers’ Market is held every Wednesday, 10:00 a.m. – 2:00 p.m. Farmers’ Market is located at City Hall where vendors sell a variety of fresh vegetables, baked goods, fruits and nuts at a reasonable cost to consumers. Come out and see what our local growers have to offer!

Economic Heartbeat of Rialto

Mayor Deborah Robertson’s Economic Heartbeat of Rialto can be seen on the Rialto Network, Channels 3 and 99. It is also available on live stream via the City’s web site, www.rialtoca.gov. This show is an in-depth interview with local Rialto businesses.

Administrative Services

Finance

The Finance Division has completed the Fiscal Year 2015-16 Comprehensive Annual Financial Report (CAFR) and the City’s comprehensive Mid-Year Budget review process. The next and final step in both of these processes is presentation to City Council.

The Finance Division has distributed the calendar and instructions for the Annual FY2017-18 Budget. The first deadline is fast approaching for any personnel and/or program changes on March 9th from the Departments to the Finance Division. The Preliminary Revenue and Expenditure Budgets are due March 23rd from the Departments to the Finance Division. Challenges for the FY2017-18 budget process include, but are not limited to, the Utility Users Tax and the CalPERS discount rate decrease. These challenges are separate yet, related because without stable revenue streams the possible solutions to the effects of the discount rate decrease are diminished. The Finance Division received the information from CalPERS in December and has calculated the effect on the City and is evaluating potential solutions. Human Resources

The new Community Career Center is open!! Residents have access to six computers to assist with job searches, job banks, resume writing, etc... Rialto Fitness and Aquatic Center

Strong by Zumba

The Fitness and Aquatic Center is currently offering this high intensity course STRONG by Zumba twice a week. The group exercise class combines high intensity interval training with music motivation. In every class, music and moves sync in a way that pushes you past your perceived limits, with the intent to help the participants reach their fitness goals faster. The winter season never stops City-wide Special Events! Currently, the Special Events division is busy planning the annual Spring Eggstravaganza. This event is one of our biggest events of the year as the City of Rialto gathers to celebrate the spring season. Spring Eggstravaganza will be held on Saturday, April 15, 2017 from 11:00 a.m. – 2:00 p.m. at Rialto City Hall. This year, Spring Eggstravaganza is taking a trip down the White Rabbit’s hole to the magical world of Alice in Wonderland! Children will participate in a variety of activities, including egg hunts, spring crafts, bubble fun, an enchanted magic show, photos with the Easter Bunny, and a thrilling experience on the spinning Tea Cups ride. Families are also invited to attend the Mad Hatters Tea Party to cool off with some light refreshments and delicious sugar cookies. Our goal is to provide free activities for all community members to enjoy. Businesses and organizations are encouraged to participate in the event as a vendor, information booth, or event sponsor. This year we anticipate over 3,000 people, making Spring Eggstravaganza the perfect opportunity to promote business/organizations, while making a difference in our community. KIDSTUFF: PRESTON PRESCHOOL

Our KidStuff Preschool program provides quality Kindergarten readiness activities to youth ages 2 to 5 years of age, who are fully potty trained. All forms of alternative payments are accepted for the community’s convenience. In the month of February our students have been learning about beginning sounds. Our students really enjoyed the vegetable garden in a cup activity for the letter V and enjoyed the underwater project. Through the activities our instructors plan our students are able to strengthen their ability to use their fine and gross motor skills, problem solve, and develop their social skills. KIDSTUFF: TINY TOTS PROGRAM

Looking for a program that is perfectly designed for your 3-5 year old? Tiny Tots is the answer for your preschooler. Our kids have fun while learning and developing their social skills, creating arts and crafts, enjoying music, story time and creative play. Parent/teacher conferences are scheduled for the week of March 6th. Our instructors are looking forward to discuss each child’s progress and offer tips on how to better prepare for kindergarten. The Community Services Department’s Fit4Kids is currently conducting the 2nd wave of assessments for the winter session. Participants are assessed on a number of physical activities three times per session to track their physical progress. This month’s physical activities included soccer week where participants will learn the basics of soccer and exercise while having fun! Some soccer drills and activities scheduled this week are: warm-ups, dribbling, passing around the cones, defense and scoring. Fit4Kids is a FREE program for Rialto residents who are 6 to 15 years and qualify under low-moderate income households. We look forward to speaking with you soon and working with your child on their fitness goals.

The Grace Vargas Senior Center held our Annual “Sweethearts’ Senior Dance” on Thursday February 9th from 3:00 - 6:00 p.m. The dance was sponsored by the Friends of Rialto Senior Center. Entertainment was provided by Art Cooper & Company. Upon entrance to the dance each senior participant received a box of Sweethearts’ Candy. We served light appetizers, finger sandwiches, potato salad, cake, and punch. The cakes were donated by our SCAN Healthcare Representative Vanesa Layton-Lowe. We had 95 senior participants in attendance, which dance, socialized and spent time with friends

while having a great time. The feedback from the participants was all positive. This event was a sold-out event.

Youth and Adult Sports

Youth Basketball (Divisions 2-5)

The Spring Basketball season began on February 4th, 2017. This season will boast 6 teams in all divisions and 8 in the 8 – 10 year old bracket. The St. Catherine’s Cougars return to defend their crown. In this division, we also have a new first. We have an all-girls team, the first in the history of this age group. The basketball program is considering keeping this team and adding them to the Rialto Pride program. We look forward to their progress during the season.

Basketball Division 1- Rialto Pride

The Rialto Pride’s has been continuously practicing to remain ready for the next tournament(s). At this time, we have over 20 participants who want to be involved with the program. Stay tuned as this program continues to grow. They have been running scrimmage games against local travel ball teams. As always, the Rialto Pride would like to send a huge thank you to volunteer coaches for all their hard work and dedication to the team.

Girls Volleyball

The spring season of Girls Volleyball began on Feb. 3rd, 2017. This season, division 2, the youngest division, has been merged with the oldest division, division 1. This has not been a factor as all games have been competitive so far. Although division 2 is the learning division, the older division will absorb these new players, and grow with the program. Division 1 has 6 competitive teams, 4 of which go to the Playoffs.

The Drop-In Teen Center

The Rialto Drop-In Teen Center Program provides teens with a safe and nurturing environment where they can develop healthy relationships and participate in activities that focuses on leadership, teamwork, individual growth and healthy lifestyles. The activities for the month of February consisted of an “I have a Dream” Speech in remembrance of

Construction nears completion for the Rialto Marketplace, a 240,000 square foot shopping center anchored by a Wal-Mart Supercenter. National retailers including Chipotle, Jersey Mikes, Pieology, Juice It Up, and GNC will fill the pad spaces on Riverside Avenue.

Dr. Martin Luther King and a Taste Challenge in where our teens participated in a guess what food it is contest. The Teen Center awarded Subway gift cards to the top three finalists.

Development Services Department

Trak-iT Debuts

On February 2, 2017, the Development Services Department went live with the Trak-iT land management software system. The debut of Trak-iT marks the end of independent record keeping and the beginning of digital information sharing. Until now, the Department operated on an inefficient paper based system. Each Division stored its property data in separate paper files.

Trak-iT stores data for Licensing, Building, Code, Planning, Public Works in electronic format called modules that are linked, and geo coded. This enables Building, Licensing, Code, Planning and Public Works to comprehensively review activity for a property with a few keystrokes. The hallmark victories of implementing the Trak-iT system are: informed decision making; fast, geo-based access to current and historical property data, and increased efficiency and responsiveness to internal and external customers.

It will take several more months to replicate paper processes in a digital format and realize the software’s full potential. Staff continues to work out some of the bugs in the hardware and software. However, upon completion, the public will access Trak-iT to request inspections, make payments, log a property nuisance complaint, and submit plans online.

Retail Report

Renaissance Marketplace. During February, the Development Services Department authorized the issuance of a rough grading permit for the Renaissance Marketplace shopping center at Renaissance Parkway and Ayala Drive. In order to secure the grading permit, LHR entered into a Streambed Alteration Agreement with the California Department of Fish and Wildlife, which requires mitigation for impacts to sensitive habitat. The California Department of Fish and Wildlife also approved a Burrowing Owl Exclusion Plan, and LHR implemented the first phase of that Plan by trapping, banding, and relocating the birds to temporary burrows on undeveloped portions of the Airport. The City and LHR will monitor the health of the owls pending the final implementation phase that moves the owls to permanent habitat approved by the California Department of Fish and Wildlife. Rough grading commenced on March 3rd.

Coffee Bean & Tea Leaf. Fountainhead Shrugged (the developer for Coffee Bean) commenced preparation of construction drawings. Fountainhead will submit Construction drawings to the City Public Works and Building Divisions by May 1st for plan check review. Assuming normal plan check review turnarounds, the building permit should be ready for issuance by July 1st.

Rialto Marketplace. Wal-Mart progresses toward its Wednesday, April 5, 2017, scheduled grand opening to the public. The Public Works Department, Pacific Retail Partners, and Wal-Mart frequently meet to coordinate the remaining street work to ensure a smooth opening. The utilities (SCE and Gas) have remaining work scheduled within the right-of-way that creates challenges for completing the street work and energizing the streetlights and traffic signals prior to the scheduled opening. The various pad tenants will open over the coming months.

Easton/Ayala Retail Center. The City and developer continue to negotiate final agreements for the acquisition of the site and the development of a restaurant and hotel, along with other retail shops. The City Council will consider an Option to Purchase and Develop Site Agreement on March 14th. The County of San Bernardino approved the City’s purchase offer and County Counsel is now preparing the Purchase and Sale Agreement.

Aldi/WSS. Development Services staff met with the property owner and architect for a proposed Aldi Food Market and WSS project on the northeast corner of Foothill Boulevard and Cactus Avenue. The applicant confirmed process milestones for the proposed project. The Public Works Department executed a traffic scoping agreement, and the applicant anticipates submitting entitlement applications within the next couple of weeks.

Industrial Report

The Development Services Division issued new permits for construction of the following industrial

facilities:

FedEx Expansion. FedEx pulled permits for a 100,000 square foot expansion to its facility on Resource Drive.

Panattoni I-210 III Logistics Center. Panattoni Development received approval for its Owl Exclusion Plan from the California Department of Fish and Wildlife, and commenced implementation by trapping and banding the owl located on this site at the northeast corner of Alder Avenue and Baseline Road. Panattoni then commenced clearing and grubbing and pulled its rough grading permit. Panattoni will construct a 700,000 square foot industrial build-to-suit for a home products distributor that is relocating from Fontana.

Building 5. Lewis-Hillwood Rialto pulled grading permits and commenced construction on a 620,000 square foot industrial facility on a 50 acre site just north of the Monster facility under construction on Miro Way.

Residential Report

Home Buying Seminars. The City and Neighborhood Housing Partnership Services will host several upcoming home buying seminars. The first seminar is tentatively scheduled for Saturday, April 1, 2017, from 9:00 a.m. to 12:00 p.m. at the Rialto Senior Center at 1411 S. Riverside Avenue. The topics include: qualifying and purchasing a home; pre-qualifying for a loan; applying for the City’s down payment assistance program; and resources for finding available homes.

Rialto Metro South Affordable Housing. In June 2016, the City Council and the Rialto Housing Authority approved a 64-unit affordable housing rental project on the north side of Bonnie View Avenue and just west of Riverside Avenue with National Community Renaissance, Related California and LaBarge Industries (known as “Rialto Metro South”). In July 2016, the developers submitted a 9% tax-credit fund application to the California Tax Credit Allocation Committee. However, the project did not receive an award of funding. In February, Rialto Metro South resubmitted a 9% tax-credit fund application for the March 2017 round. Award announcements are expected in May 2017.

Residential Infill. Residential development is finally perking up, with a handful of smaller infill residential projects commencing construction:

o Adams Grove is a 75 unit planned residential development on South Cactus Avenue, between Merrill Avenue and Randall Avenue. The builder is Crestwood Communities. Prices start in the low $300,000’s.

o Serrano Place is a 33 unit gated single-family residential community located at the southwest corner of Bloomington Avenue and South Willow Avenue. The builder is RC Hobbs. Prices are expected to start in the mid-$300,000’s.

o Montecito is a 15 unit single-family subdivision under development by Blackmon Homes on Nicholas Court on North Cedar Avenue. Grading is complete, and homes are under construction.

Planning Commission Summary

The Planning Commission approved the following land use applications in February:

Tow Storage Yard. The Commission approved a request for an outdoor towing storage yard. The outdoor towing storage yard is on a 0.69 acre parcel located on the south side of Persimmon Avenue approximately 250 feet east of Locust Avenue within the I-PID (Planned Industrial Development) zone of the Rialto Airport Specific Plan. The applicant is Marcos Banegas.

Heavy Processing Recycling Facility. The Commission approved a request to allow the development of a heavy processing recycling facility on a 3.5 acre site. The recycling facility will be located at 2321 South Willow Avenue within the Heavy Industrial (H-IND) zone of the Agua Mansa Specific Plan. The applicant is SCOR Industries.

Current Planning Report

The Current Planning function reviews development proposals for conformance to the City’s development standards as memorialized in the General Plan, Zoning Code, and related governing documents. During the month of February 2017, the Planning Division served 178 customers while reviewing the following notable development plans for consistency:

CDREP. Development of a 120,756 square foot warehouse building on 6.52 acres located on the west side of Alder Avenue approximately 900 feet south of Walnut Avenue within the Employment Zone of the Renaissance Specific Plan. On January 18, 2017, the Development Review Committee (DRC) conducted a preliminary review of the project. Thereafter, the project planner met with the applicant to discuss design corrections required by the DRC. On February 27, 2017, the applicant submitted revised plans to the Planning Division, which appropriately addressed all of the required design corrections. On March 1, 2017, the Transportation Commission approved the traffic study. The Planning Commission will review the project on April 12, 2017.

7-Eleven. Development of a 7-Eleven gas station consisting of a 2,720 square foot overhead canopy with 6 fuel dispensers and a 3,139 square foot convenience market. The project site consists of 1.80 acres of land located at the northwest corner of Renaissance Parkway and Ayala Drive within the Town Center (TC) zone of the Renaissance Specific Plan. On February 8, 2017, the Development Review Committee (DRC) conducted a preliminary review of the project. The applicant is currently working towards revising the design of the project per the requirements of the DRC.

Landex. Development of a 74,366 square foot warehouse building on 3.86 acres located on the south side of San Bernardino Avenue approximately 90 feet east of Lilac Avenue within the Industrial Park (I-P) zone of the Gateway Specific Plan. On February 15, 2017, the Development Review Committee (DRC) conducted a preliminary review of the

project. Thereafter, the project planner coordinated with the applicant to discuss the design corrections required by the DRC. The applicant is currently working towards revising the design of the project per the DRC corrections.

Rialto Town Center. On February 9, 2017, staff met with an owner regarding a new standalone drive thru building within the retail shopping center on the northeast corner of Foothill Boulevard and Eucalyptus Avenue. The owner will need to conduct a parking analysis to determine what size building can be accommodated on the site prior to any formal submittal.

Renewable Energy Partners. The applicant plans to install a new carport/solar voltaic

system over 10,000 square feet in size. Staff directed the representative to submit a Precise Plan of Design for the proposal and meet with staff to obtain additional information prior to submittal.

On February 18th, the City Council adopted an Ordinance that allows businesses to elect to pay the business license tax on January 1st or July 1st of each year.

Building Division Report

During the month of February 2017, the Building Division provided the following services:

Counter Services. Building Division staff provided 362 counter assists: three were over the counter review (typically, walls, patios, small room additions, patio enclosures, etc.).

Plan Check Submittals. Customers submitted 81 plans for plan check review: staff completed 27 of those in-house, and referred 54 plan sets to Willdan.

Construction of exterior tilt-up panels, interior footings, slab, and K-Frame at the Monster construction site.

Plan Check Approvals. The Building Division approved 33 plans for permit issuance, primarily for solar installations and tenant improvement projects. The average review period for first plan check was 6 business days.

Building Permits Issued. The Building Division issued 105 building permits this month. Plan check and permit receipts totaled $89,720. The most notable permits included the FedEx Ground expansion on Resource Drive, followed by a new Sprint outlet and Les Schwab tire outlet in the Renaissance Marketplace. Total valuation for all permits issued in February was $29.6 million.

Development Impact Fees Collected. The Building Division collected $226,674 in development impact fees. Total development impact fee receipts for FY 17 are $9 million compared to $4.7 million during the same period during FY16.

Building Inspections. The City’s building inspectors performed 612 inspections, with 335 stops, or 44 inspections per working day with 24 stops a day.

Final Certificates of Occupancy. The Building Division issued final certificates of occupancy for 25 projects.

The Building Division provided added support to help re-establish power to the Rialto Gateway Center at 1501 South Riverside Avenue. On February 6th, an electrical fire caused an outage for all tenants westerly of the Chuze Fitness. The Building Division met several times with the property owner and its contractors to develop a strategy for energizing the existing businesses. On February 16th, the property owner submitted temporary power plans, and the City issued a permit on February 22nd. The property owner has not yet commenced work on the permit. A permanent fix requires approval of an electrical plan and several weeks of construction.

Code Enforcement Services

Monthly Activity Report

During the month of February 2017, the Code Enforcement Division provided the following services to the community, with an average response time of 2.5 days.

New Complaints Registered. The Code Enforcement Division received 79 phone complaints and assisted with 20 counter inquiries. The majority of these complaints relate to residential properties followed by commercial and some industrial areas.

Inspections. Code Enforcement Officers completed 194 total inspections and 53 re-inspections, which includes commercial inspections and re-inspections.

Code Enforcement Volunteer, George Apker and Code Enforcement Field Service Assistant, Sean Murphy continue to abate illegal signs throughout the city’s main thoroughfares and residential streets in 2017.

Vendors. Code Enforcement Officers contacted 4 unlicensed phone, and 10 flower vendors in commercial areas for the month of February 2017.

In addition, two Code Enforcement Officers patrol all commercial and industrial areas within the City (Area 1 is the area south of Foothill Boulevard, and Area 2 is the area north of Foothill Boulevard). Rialto citizens now have a safe place to conduct child custody exchanges and E-Commerce trades/sales. In an effort to eliminate the threat of violence during child custody exchanges and electronic commerce, the Rialto Police Department has created a designated area to conduct such exchanges. The exchange point is located inside the north parking lot of the Police Department. The two parking stalls are well lit and marked by posted signage, and is monitored by 24 hour video surveillance. It is the hope of the Rialto Police Department that those conducting e-commerce or child custody exchanges will take advantage of this established “e-commerce/child custody exchange point,” thus reducing the incidents resulting in theft or violence. Warrant Service Detail

The Traffic Division conducted a Warrant Service Detail collaborating with San Bernardino County Probation. Eleven arrest warrants were served for DUI related crimes and an arrest was made. The detail was funded through the Office of Traffic Safety Grant

and it is the police department’s goal to continue to find new and innovative ways to use the grant funds and keep Rialto streets safe.

PRIDE Platoon Program

The Pride Platoon program began its 13th class on February 24, 2017, with an enrollment of 44 students. The students embarked on their new journey with a 2-night camping trip to the Irvine Ranch Outdoor Education Center where they spent the weekend without their cell-phones, electronic devices and no access to the internet or social media accounts. The students engaged in physical fitness training, marching drills, a platoon hike, and team development activities. Police staff also spent the weekend at camp where they are mentors and build trust with the students. The weekend ended with several fun team challenges and a high-ropes vertical challenge course.

The PRIDE Platoon program is specifically designed to deal with students ages 14 to 17. It utilizes proactive and innovative techniques for positive redirection. Overseen by Rialto police personnel, the 14-weeks program offers teaching, coaching and mentoring to alter negative behavior. Through the leadership role of the program, the PRIDE Platoon program hopes to instill such qualities as Pride, Respect, Integrity, Discipline, and Enthusiasm.

Bridge to Success Summer Youth Program

The Rialto Police Department has partnered with several community based organizations to host its third annual “Rialto Youth Summer Bridge to Success Leadership Program.” The fourteen (14) week summer program will be held every Saturday with occasional hosted activities and/or field trips for youth to participate in during the week. The program is designed for youth ages 8-14. Summer Bridge “Class 3” will begin June 2nd through August 26th 2017. The overall goal of the Rialto Youth Summer Bridge to Success Leadership Program is to help youth identify “at-risk” behaviors, deter and alter negative behavior. The program provides a healthy environment where Rialto youth can come together in a collaborative environment to learn early intervention techniques that will help them combat daily peer pressures of gangs, substance abuse, fighting, bullying, anti-social behaviors as well as learn effective ways to improve communication skills and enhance self confidence. They will learn valuable life-long lessons and principles from certified instructors and will work closely with the following organizations: YOUNG VISIONARIES, YOUTH ACTION PROJECT, BLACK VOICE FOUNDATION, and SARGES COMMUNITY BASE. The youth will also be paired with a mentor through BIG BROTHERS BIG SISTERS while learning and focusing on four core Positive Youth Development Activities:

Rialto PD’s First Motorcycle Safety Course

On February 25, 2017, the Police Department’s Traffic Division held a “Ride to Live’ civilian motorcycle training course at Sunrise Church. The training provided attendees with proper manipulations of the clutch and throttle, emergency braking, proper use of

head and eyes when turning a motorcycle counter steering, negotiating curves and low speed precision maneuvering. There were over 20 people who attended the riding class.

Community Outreach Program

The Rialto Police Department’s Community Outreach Program (C.O.P.) incorporates the philosophies of Community Oriented Policing and Problem Oriented Policing. The C.O.P. team collaborates with the community partners, business owners, faith based organizations, non-profits, county/state service providers, and citizens to make positive changes in the community. The C.O.P. team holds a FREE monthly resource event open to all citizens in the county. Representatives from an assortment of county service providers, community based and faith based resources such as: County of San Bernardino Department of Workforce Development, Transitional Assistance, Child Support Services, Behavioral health service providers, Education Programs, Vocational Training Programs, Faith-Based Counseling, Drug & Alcohol Abuse Counseling, and more are in attendance. The next Community Resource Event will be held on Monday, 8:30 a.m., March 27, 2017, at the Rialto Community Center, 214 N. Palm Avenue. Improving Services to Our Community

As the City continues to grow, the City’s Fire Department will need to grow with it. One of the areas where the City has seen the need for expanded emergency services is the area located south of Randall Avenue. Realizing this, our City leaders have taken a series of steps to improve services in this area. These steps are critical. The Fire Department has been making great strides in our goal to achieve one of the highest survival rates from sudden cardiac arrest in the country. However, the response delay to calls in the southern part of the City results in a lower survival rate in those areas. This, along with the negative impacts of longer response times to fires, traffic accidents, and other medical emergencies, was seen by the Mayor and City Council as the call to action to improve these services. Placing Additional Resources in Service

One of the first steps taken by the City was to add a fire engine to the response system that is staffed with paramedics. Normally, this could cost over $1.8 million annually to staff. However, the City was able to place the new Paramedic Engine in service by using savings achieved through an innovative reconfiguration of Fire Department staffing. As a

result, the new Medic Engine 205 was placed in service in December 2016. For now, this resource is operating out of Fire Station 201 at 131 S. Willow Avenue until a new fire station can be constructed to serve the southern part of the City. Even so, adding this Medic Engine is already showing improvements to services simply having more resources available. Since it was placed in service, response times to the specific areas south of Randall Avenue have improved by 18%. Additionally, we have seen a 50% reduction Citywide in the need for assistance from outside agencies to respond to fires within the City. This is important because units coming from outside the City take longer to arrive than those located within the City, and therefore increases the potential for greater life and property loss. A New Fire Station and More for the Community

While the new Medic Engine is already making a difference in some areas of performance, it still falls short of closing the gap of achieving the same cardiac survival rates in the south part of the City as we do in other City areas. To close this gap, the City is actively looking at a three acre site located in the 1500 block of South Willow Avenue as the proposed home of the new Fire Station 205. Once completed and units can respond directly from that area, the Fire Department will be able to deliver faster response times to the southern part of the City than has ever been possible in the past. Adding to that, however, is the City’s proposal to also use the site for a new community room. The City is exploring options of a facility up to 5,000 square feet to be used by community members for meetings, events, youth activities, etc. This is a great opportunity to provide a combination of emergency and non-emergency service benefits for Rialto residents, and its location next to a fire station is mutually beneficial for the firefighters and the community. More to come on the progress of this community enhancement. Rialto Fire Department Study Published in National Medical Journal

In the pre-hospital setting, effective ways to treat extreme bleeding are limited. Surgery for internal bleeding or whole blood replacement is not practical until the patient reaches a hospital, which is sometimes too late to reverse the damage from hemorrhage.

To deal with this challenge, the Rialto Fire Department took a leading role with local hospitals and medical schools in a study on a new approach to treating trauma patients with severe internal or external bleeding. The goal of this trial study was to determine if the administration of Tranexamic Acid (TXA) to bleeding trauma patients in the pre-hospital setting will help improve survival rates. Although this drug has been used in hospitals and military field settings, it has not been introduced to the pre-hospital setting for use by Paramedics. Since the success of

the drug is highly dependent on rapid administration (less than an hour of when the injury occurred) this may one of its best applications. Rialto Fire pioneered this trial study, which is the first of its kind in the county.

The study was completed in 2016, and the results compiled in a research paper. The research found that TXA is safe to use in the pre-hospital setting by paramedics, and that

it reduced mortality rates from trauma induced hemorrhage. This research was peer reviewed and published February 2017 in the Western Journal of Emergency Medicine. Publication in a scholarly

journal such as this is a high honor, and reflects the importance of the RFD’s contribution to medical research and commitment to leading-edge medical care in our community. Job Opportunities

Daylight-saving time ends on Sunday, March 12th, at 2:00 a.m. and marks the 29th anniversary of the Change Your Clock Change Your Battery program, sponsored by Energizer and the International Association of Fire Chiefs. This event reminds us to change and test the batteries in all smoke alarms and carbon monoxide detectors. This message is simple and the habit can be lifesaving. The Rialto Fire Department reminds residents that one easy step can help save lives. We encourage

everyone to change the batteries in their own smoke alarms and carbon monoxide detectors, test the alarms, and remind friends, family, neighbors and fellow community members to do the same. Doing so is one of the most effective ways to reduce tragic deaths and injuries from residential fires. Additionally, the International Association of Fire Chiefs recommends that smoke alarms in homes should be replaced every 10 years and having both ionization and photo electric smoke alarms are best to alert people to all types of home fires.

CPR and Basic First Aid Training

Don’t forget, the Rialto FD is offering CPR and Basic First Aid training every month. Classes will be held on the third Thursday of each month at Fire Station 203, located at 1550 N. Ayala Dr. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 a.m. to 12:00 p.m. Upon successful completion, you receive Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR.

The Basic First Aid portion of the training then picks up from 1:00 to 4:00 p.m. This class uses standardized curriculum to give the student the ability to properly deal with a variety of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual.

The contractor is preparing the roadway for installation of median improvements on Ayala Drive from Renaissance Parkway to Baseline Road. The contractor has installed concrete improvements, paving improvements, signal improvements and street light improvements. Riverside Avenue, San Bernardino Avenue, Willow Avenue and Valley Boulevard Street and Traffic Signal Improvements

Community Center Exterior Painting Project

The project was awarded to Polychrome, Inc., agreements are executed and a pre-construction meeting is tentatively set for Monday March 6, 2017. There are 30 working days for the project.

Street Light Acquisition

The City of Rialto is moving closer to acquiring roughly 3,800 street lights from Southern California Edison (SCE). SCE filed with the California Public Utilities Commission (CPUC) on February 21, 2017. The CPUC approval process could take 3 to 6 months to complete. The goal of the acquisition project is to convert the street lights to LED technology and thereby save the City energy.

Construction of Site Improvements to Support the Concession and Restroom Facilities at Frisbie Park and Andreson Park

On February 28th, the City Council awarded the construction of focused site improvements at two City parks to Fleming Environmental. The work includes site improvements to support new concessions and restroom buildings at Frisbie Park, serving the baseball fields, northerly of Easton Street, and replacement of the existing restroom facilities at Andreson Park. Also included with this work is upgraded Americans with Disabilities Act (ADA) enhancements, path of travel improvements and parking lot modifications, bringing these portions of these two parks to current ADA standards. The work will be largely completed by July of this year.

Encroachment Permits. A total of 24 Encroachment permits were processed and issued for work to be performed by the utility companies.

Household Hazardous Waste

During the month of February the Household Hazardous Waste (HHW) Site received 124 residents which yielded:

180 gallons of used motor oil 1 pallet of paint 3 drums of miscellaneous poisons and other toxic liquids 9 barrels of sharps.

During the month of March the site will be open from 8:00 a.m. until 12:00 p.m. on the following dates:
