Members present: Tweed Shuman, Brian Bisonette, Kathy McCoy, Dale Schleeter

Shuman called the meeting to order at 10:07

Motion by Bisonette, 2nd by Schleeter, to approve the minutes from the August 8, 2019 meeting. Motion carried Veteran’s Service Officer Gary Elliott provided a written report to the Committee. The Veteran’s Service Office did 661 phone calls, 380 office visits and 81 counseling appointments in August. Gary provided the Committee with a copy of the 2018 Sawyer County Veterans Service Office Annual Report. 1,560 veterans resided in Sawyer County in 2018. In 2018, the SCVSO assisted Veterans in Sawyer County to collect $6,666,000 in compensation and $3,756,000 in medical care. The staff handled 5,027 office visits and 8,949 phone calls. Full report attached to the agenda on the website.

Information Technology Director Mike Coleson provided a written report to the Committee.

Human Resource Coordinator Rose Lillyroot provided a written report to the committee. Lillyroot proposed a revision to the Sawyer County Employee Handbook. The current handbook has lower accrual rates for employees hired after 1/1/2015. The proposed handbook includes changes in accruals to provide the same amount for all employees. There is also a change to how employees earn vacation and when it appears on employee check stubs. With approval of the new handbook, employees will see all the vacation they have earned added each payroll. Motion by McCoy, 2nd by Schleeter, to approve and forward to County Board contingent on review by legal counsel. Motion carried

The Committee reviewed the HR 2020 budget. Total increase of $6,500.

Administrator Hoff provided his written report and reviewed with the Committee.

2020 Budget discussion included review of potential referendum.

From the course author: “In SEC504 we dig into the hacker tools, techniques, and exploits used by

modern attackers from the perspective of an incident response analyst. ” This is a program sponsored by the Wisconsin Department of Enterprise Technology.

For the 18th month in a row, there are more job openings in the US than available workers

10,000 baby boomer retire EVERY DAY

‘Full employment” is around 4.5%, WI unemployment rate is fluctuating between 3 and 3.5%

Getting more and more difficult to attract workers – particularly in the northern region. Sawyer is

lucky in that we have the Birkie and HAMH promoting the ‘outside’ lifestyle, which can help attract

some workers. Less young families moving here means less workers and less children which will have

lasting impacts that are expected to continue beyond 2040

Need to be creative in who and how we are hiring - perhaps focus more on older workers, flexible

schedules, telework, job sharing, part time workers or non-traditional (GIG) workers.

Several ongoing personnel issues

Several employees on extended medical leave, had one retirement

On-going work with Horton on health insurance and other benefit premiums. Have made some

progress on the initial renewal rate, will have to change to a different insurance company and there

will be plan design changes, including co-insurance and increased deductibles. Will have health,

dental, life, disability and vision all through the same provider. This process will be a lot of work to

implement and will be a big adjustment for the employees.

Continue research on Timekeeping systems/payroll automation. Will be having demos within next

two weeks and will implement shortly thereafter.

County Administrator Work Report Presented at the October 10, 2019 Administration Committee Meeting

New Matters:

WCA Annual Conference - I recently attended the 2019 Wisconsin Counties Association (WCA) Annual Conference September 22-24 in Sauk County. This year’s conference focused on the diverse and complex issues facing counties around the state. The 2019 WCA Annual Conference had a full agenda with speakers, concurrent sessions, general assembly highlights and special meetings. This year, speakers included Governor Tony Evers, NACo President Mary Ann Borgeson, Wisconsin Supreme Court Justice Patience D. Roggensack, Wisconsin Department of Veterans Affairs Secretary-Designee Mary Kolar, Wisconsin Department of Transportation Secretary-Designee Craig Thompson, WCA Executive Director Mark O’Connell, and UW-Madison Provost John Karl Scholz. The WCA Annual Conference hosted a series of concurrent workshops featuring sessions on topics such as election security, the opioid and meth epidemic's impact on county child welfare services, county redistricting, and mental health programming. Criminal Justice Coordinating Council (CJCC) – With the departure of Aaron Marcoux, the previous Chairperson of the CJCC, Supervisor James Schlender was elected as the new CJCC Chairperson and Kathy McCoy as Vice Chair. The CJCC is a key committee to provide analysis and guidance to County officials in issues such as the increased opioid and other drug use, increased inmate population at the County jail, and consideration of the second circuit court. Health Insurance – Mike Keefe and I have been actively negotiating with the Horton Group in light of the 22% increase in health insurance rates from Group Health Trust. Our original budget projections anticipated an increase in health insurance premiums of 10%, so resolving health insurance costs is a crucial component of the budget. After putting out bids, Anthem is the County’s only viable option given our utilization rate and claims history. The discussions with Anthem focus on plan design changes and restructuring. 2020 County Budget Update – We have made significant revisions to requested budgets in order to develop a budget within our levy constraints. If we cannot contain our health insurance premiums to a 10% increase, we will be revisiting department budgets to make further adjustments. The public hearing for the budget will be held on Thursday, November 7th, with adoption scheduled for the Board meeting on Tuesday, November 12th.

Pipestone Tower Road Damage – The Pipestone Tower access road is an ongoing issue with discussions continuing both internally and with stakeholders to ensure that the road to the Pipestone Tower is adequately maintained. However, damage to the road after recent storms has expedited the discussions and the Town of Radisson is seeking aid payments for repair from the state. Broadband to OO Property – The PSC will award up to $24 million in Broadband Expansion Grant funding in 2020. Grant applications are due by December 19, 2019. Discussions are underway with an internet provider and the Birkie to prepare an application for broadband to the OO property. Board Member Paulsen will be the lead on the grant application and will be attending a PSC grant writing workshop in Rice Lake on October 10th. ATV/UTV Speed Regulations – We have received inquiries whether the County may include speed limits in the Letters of Understanding with the various ATV/UTV organizations. Gary Gedart and I are working with legal counsel to determine the available options.

Ongoing Matters/Updates: Sawyer County Airport – We have been working with the Public Works Committee to negotiate the terms of the Fixed Base Operators Agreement, the Airport Management Agreement, and the Minimum Standards Ordinance. Below represents the status of the key Airport issues in which I remain involved:

a. Sawyer County Municipal Airport Minimum Standards and Procedures Ordinance – The Ordinance is a key component to ensure appropriate and efficient use of the County’s airport. In addition to the current FBO Agreement and Management Agreement, the Ordinance applies to all businesses being conducted at the airport. It is a key component to prompt new development at the Airport and maximizing the County’s asset, yet also ensuring that the public’s health, welfare and safety are the focal point. This Ordinance is near complete and will go before the Public Works Committee for final comment on October 9th. A public hearing is required for the Ordinance, which will occur at the November 13th Public Works Committee meeting. Once the Public Works Committee makes its recommendation, the Ordinance will then proceed to the County Board for review.

b. FBO Agreement and Airport Management Agreement - The terms of the FBO

Agreement continued being revised after the proposed operator requested additional revisions. The updated FBO Agreement will be discussed at the Public Works Committee meeting on October 9th. Once the Public Works Committee acts on the FBO Agreement, the FBO Agreement and Management Agreement will come before the County Board (the Management Agreement was previously approved by the Public Works Committee.)

Ojibwa Ambulance Station – Construction continues on the project. It is currently on schedule for completion by the end of the year.

Dam Repairs – There are costly dam repairs needed in the County, and we continue to receive updated information. The County is exploring the possibility and feasibility of imposing special assessments for the repairs as a method to offset the expense to taxpayers across the County. Assistant District Attorney Positions – State legislation was passed for the County to be granted a second ADA position for Sawyer County. Recruitment is underway for that position and for the ADA position vacated by Aaron Marcoux.

Town of Winter Train Depot – The Friends of the Tuscobia Trial for Winter Train Depot will be reporting to Mike and me regarding the project’s fiscal status as the restoration construction gets underway. We will make a report to the Finance Committee at its December meeting.

Birkie/OO Property – I continue working on multiple issues relating to the County’s OO property and the Birkie, including a meeting on October 4th to this the OO Ground Lease.

a. Ground Lease: We continue drafting a Ground Lease Agreement for the County’s OO property with the Birkie organization. A Ground Lease Agreement will clarify the relationship, expectations and responsibilities for the operations at the OO building.

b. New Memorandum of Understanding: We are in the process of preparing a new MOU with updated and additional terms. Both the Ground Lease Agreement and the updated MOU are tools to ensure the County’s best interests are protected while also utilizing the County’s assets in the most appropriate and valuable manner.

c. Rezone of the OO Property: A portion of the OO property is being considered for rezoning to a C-1 commercial designation, which would allow for the Birkie to engage in certain commercial activities at the OO building. The uses will also be further described in the Ground Lease Agreement.

Opioid Litigation – The County’s legal counsel continues to monitor opioid litigation settlements across the nation, with the most recent occurring in Oklahoma. I sent the most recent update out in an email to Board members last week. HHS Collection Policy – The HHS Collection Policy was reviewed and updated by legal counsel. Staff still has some internal process questions to resolve, so the final version will be presented to the HHS Board in November.
