ANNUAL REPORT

ADOPT –A-RIVER/ESTERO WATER BODY PROGRAM

Region 4A-CALABARZON Region

I. Executive Summary

The Memorandum of Agreement (MOA) for Adopt –an- Estero/River Water Body

Program is a public-private partnership that recognizes activities leading to the

restoration of a specific water body such as creek and river.

The monitoring report from 2012 to 2016 of the water quality of all forty four

(44) active donor partners have improved and maintained based on the annual

average levels of most of the physico-chemical parameters the water quality

significantly in terms of Dissolved oxygen (DO) and Biochemical Oxygen

Demand (BOD) levels.

This office managed to persuade twenty one (21) of sixty one (61) esteros / river

adopted that directly draining to the Manila Bay. With this step, it is hopeful

expectation that the water quality management objectives will be anticipated, if

not instantly, or not in the next years but in the next future generations to

come.

Among the tributary rivers/ estero adopted, the stations had fairly

improved/maintained the water quality and conformed to the DENR Class C

criteria. The included water body for Rizal province are Kaybagsik/kalangho

creek, portion of Wawa River, portion of Tagbak creek and Kay Bibit River,

while in Quezon Province are Palsabangon River, Bulusan Creek, Mangilag

creek to San Andres creek and Maloblob creek For Laguna Province are

Langkiwa creek, San Cristobal river, San Jose, Malamig / Banadero River, San

Cristobal River ,Tigas river , NIA Rd estero, Salang langka River, Palo Alto, Soro

Soro River, Carmona River, and portion of Biñan Tributary River. For Cavite

Province are Patda River, Sahing River, Labuyo creek downstream,

Maalimango River, Cañas River, Ylang Ylang River, Rio Grande River, San

Miguel 2 creek, Obispo River, Samaka creek, Labuyo creek, Ello–Zagala creek

and San Isidro River. For Batangas Province are Sinisian River, Palico-Lian

River, Cabubulag River, Tabok River, Maulat River, Cawong, Casuyan Creek

and Dacanlao River.

The DENR through the EMB Regional offices intensified monitoring of

industrial/commercial establishments, and undertake, among others, regular

water quality monitoring and provide the necessary technical assistance to

concerned leaders and stakeholder groups in the area.

1. Introduction

The “Adopt”–A-Estero/River Program is a mutual undertaking between and

among communities along esteros and rivers, concerned local government units, private sector and the DENR-EMB. This program is a leverage to

improve its water quality and achieve a healthier environment through regular cleanup activities such as dredging, collection of floating debris, planting of

appropriate species, and installation of trash traps and installation of engineering design to mitigate soil erosion that cause siltation and turbidity to water

bodies. The initial signing of the Memorandum of Agreement (MOA) for the

donor partner for the Adopt-an-Estero/River was made possible and

successful last June 19, 2012 held in Malacanang Palace during the 25th anniversary celebration of the DENR.

In support to the program of the Water Quality Management Area (WQMA), this office managed to persuade twenty one (21) of sixty one (61) esteros/river

adopted that directly draining to the Manila Bay. With this step, it is hopeful expectation that the water quality management objectives will be anticipated, if not instantly, or not in the next years but in the next future. The adopted rivers

were classified under the Class C category of water bodies. The monitoring report from 2012 to 2016 of the water quality of all forty four (44) active donor

partner have fairly improved the water quality significantly in terms of dissolved oxygen (DO) and Biochemical Oxygen Demand (BOD) levels.

Presently, there are sixty one (61) donor- partners with MOA signed from private industries and LGUs and NGOs who joined and committed as DENR

partners in the restoration/rehabilitation to clean up of esteros/rivers. As of this date we managed to monitor forty four (44) donor partners who are still

active and continuously take their initiative and participation to support the program. A total of seventeen (17) adopters who signed the MOA failed to

sustain the program and listed are the names of the program partners, Cathay Pacific Steel Corporation, Victory Real Estate Lessor, and LGU Antipolo City in

Rizal Province, Mt. Holy Coco Industrial Co. Ltd. in Quezon, LGU Kalayaan and Horizon Land Property Development Corporation in Laguna. St. Dominic

College of Asia, Jetti Petroleum and RMM Trading & Waste Management Services, Solvtech Consultancy Resource and Clean Echo Tecwin, Silangan

Swine, Inc., Silangan Poultry Farm, Tau Gamma Phi, PCAPI Calabarzon and Health Care and Environmental Advocacy leaders in Cavite. LGU San Jose

Batangas.

It is worthwhile to mention that this region nominated Kepco Ilijan power

Corporation for their success story under this program which is the

seven (7) layer falls where water flows to the Maulat River. The river is a potential ecotourism site. Clean water

characterizes its depths that extend all the way to the sea and nearby

Verde Island passage, the acclaimed” Center of the Center Marine

Shorefish Biodiversity in the World”. Because of its cleanliness and good water quality, the river is a

famous a recreational spot and a source of domestic water of nearby sitios. But the biggest plus of Maulat River

lays at the very top of the mountain that lords it from there a huge spring begins which is the first of seven descending waterfalls. The presence of River

Management Council and assistance of DENR and LGUs and the community “bayanihan” is the key partners in sustaining the cleanliness and improvement of the falls and adopted river. One of the strategies in assessing

water quality is rating its conformance to the guideline. Maulat River was assessed using Dissolved Oxygen (DO) and Biochemical OxygenDemand (BOD)

etc. as parameters. Results shows that the river qualities have improved significantly based on the monthly water quality monitoring conducted by the

power plant. Moreover, another success stories to recognize which take part and inspired in

the rehabilitation and improvement of estero/river water bodies advocates includes is the Cabubulag River adopted by First Gen. Power Corporation.

Their MOA was signed also by Secretary Ramon JP Paje and Mr. Richard B. Tantoco of First Gas Philippine Corporation (FGPC) on October 17, 2012 at the

Malacañang Palace during the 25th anniversary celebration of the DENR.

The adopted river which is classified as freshwater

ecosystem is partly sheltered and connected to mangrove

ecology where freshwater mixes with sea water and found in the

intertidal of Batangas Bay. FGPC implements Mangrove Management program, they

regularly conducted water quality monitoring in a quarterly

basis. Results show that the Biological Oxygen Demand and Dissolved phosphate values remained to be

within the guidelines values from 2012 to 2015. This means to say that the quality of the river water was maintained in good condition. The improvement in the water quality of the river is attributed to the regular river clean up and

mangrove propagules planting carried out in the area. Mangroves are essential for a river system such as Cabubulag River as they do help prevent soil erosion

and reduce water pollution but they also serve as food and habitat for fish and other marine species. Livelihood opportunities like crab production and others

are also carried out. Mangrove trees could serve as coastal barriers against large waves and tornadoes against the communities.

Maintenance activities include of walkway and enrichment planting

of mangrove propagules.Latest enrichment planting was

conducted on April 29, 2016 in celebration of Philippine Earth Month. Other activities conducted

are removal of sandbars to maintain its natural depth.

Narrow stream were widened to improve the flow of water and

prevent water stagnation, silt and sand are removed from the river bed and transferred to the walkway in order to improve the flow of water. Residual and compostable waste are collected and

disposed of to Batangas Sanitary Landfill.

Active engagement in the adopt a river program is in partnership with the First gas Multi Partite Monitoring Team. The MMT sectoral monitoring teams

conduct Information Education Campaigns (IEC), witness the conduct of water sampling and conduct inspection in the river and participate in the Environmental Events. The result of the water quality status is being reported

to Compliance Monitoring Validation Report (CMVR) and validated by the Executive Committee members who are composed from different government

agency in which the EMB Regional Director chaired the Committee. Other program partners who did their best in cleaning their adopted river have a lot

of story to share for the success of the program.

To further inspire the program partners, DENR EMB Calabarzon Region pushed river clean up in with our partners in Cavite, this is in line with the celebration of June as the Philippine Environment month, and the Regional

Director has invited all river adopters to participate in the Nationwide Orchestrated clean up on their adopted rivers together with their partner

barangay and community. The river clean up on board motorized bancas and was conducted at Rio de Obispo River in Barangay Sahud Ulan, Tanza Cavite

by river adopters led by Sardido Industries Inc. Micara Land, Villa Excellance Beach Resort, Yumex Electronic Corporation and Barangay Sahud Ulan officials, as program adopters of

Rio de Obispo which is two kilometers long from the National

Hi-way up to the coastal shoreline of Barangay Sahud

Ulan. The narrowest portion of the river, which is shared by four barangays in the opposite river

bank traversing barangay Sahud ulan , is about twelve meters

and the widest portion is about sixty meters which irregularly

runs one meter to four meters deep.

The initial experience of these adopters is lots of struggles of getting rid of informal settlers but with the help of the Barangay Captain Joey Arca as their

partner thru Barangay Ordinance was very encouraging and fruitful to overcome the problems on how to get the cooperation of the residents. As

compared today, the water of Rio De Obispo is now transcends to a livable river that flows freely and directly to the sea. Hundreds tons of sand used to block the mouth of the river that stores ample water of “Talaba” grower

production along waterways was voluntarily removed. Volume of trash collected has been tremendously reduced. Their experience is very important that the

LGUs and DENR must showed all efforts helping the clean up with the adopters to achieve the goal of a good quality of bathable water leading to

Manila Bay.

a. Report and Updates

For the year 2016, this Office accomplished six (6) Memorandum of

Agreements with our Donor program partners as follows as;

1. High Street (SPV-AMC)Inc. located in Barangay Salong Calaca

2. Phoenix Petroterminal and Industrial Park located at lumbang

Calsada and Puting Bato West , Calaca Batangas ;

3. Montalban Concrete and asphalt Inc. located in Barangay

Paliparan I, Dasmarinas Cavite;

4. First Solid Builders, Inc. Located in Barangay Paliparan I,

Dasmarinas Cavite;

5. Orchard Golf Course and Country Club, Inc. located in

Barangay Salitran IV, Dasmarinas Cavite and

6. Part of Binan Tributary River for Sun Power Phils, Mfg. Ltd

located in Mabini St. Poblacion, Binan City.

Every quarter, this office conducted meeting with the active donor partners

reminding them in their undertakings in the sign MOA. Reports from the

adopters were submitted to this Office either by e-mail, hardcopy or both.

Moreover, the program partners in coordination with the Local Government

Units and communities regularly participated of the coordinated activities of

the DENR. In line with the celebration of Environmental activities, series of

orchestrated clean up activity was conducted in celebration of the World Water

Day, Philippine Environmental Month and World Environment Day. The clean

up activity was spearheaded by program partners.

The DENR EMB CALABARZON joined the clean

up with Cleanway Technology Corporation

together with the MMTand LGUs inside the

Sterling Park, removed waste are overgrown

grasses, tetrapacks, plastics and sanitary

napkins that blocks the creek from flowing

continously, included in the cleaning is the

stretch from upstream and downstream part of

the creek in order to bring back the natural

flow of the water. Other activities undertaken

by other program partners in celebration of the

World water day are tree planting construction of green linear parks and

Information and Education Campaign (IEC) and water sampling.

Another MOA Signing for Phoenix Petroterminal Industrial park was held

during the birthday and retirement Party of Regional Director Carlos J. Magno

at Bayview Park Hotel. To further strentghen the program, On August 31, 2016

and September 06, 2016 meeting was held at this office to discuss the

activities, issues and concern of the program partners for International Coastal

Clean up. The meeting was divided into two groups, the first one is for the

province of Laguna, Rizal and Quezon and another group is from Cavite and

Batangas province. The program partners presented also their

accomplishment. Updates of the recent activities of Estero were discussed such

as surface cleaning, tree planting in relation to the forthcoming International

coastal cleanup. Moreover, In compliance with the Annual target for the “Adopt

–an-Estero/River water body program. A quarterly meeting (4th) was held , it

was attended by the program partners from Rizal, Cavite, Batangas, Laguna

and Quezon held at Micara Land Inc., A. Soriano Ave., Sahud-Ulan, Tanza,

Cavite on December 8, 2016. Presented is the nationwide output and

accomplishments of Adopt-an-Estero/River waterbody program partners

showing the nationwide support from the private sector, local governments,

academe and civil society groups. With these, a booklet was produced showing

the compilation of stories of good and successful practices from each region to

encourage acts of environmental stewardship. Keilco Ilijan Corporation was

recognized for being included in the DENR-Ennvironmental Management

Bureau National compilation of successful stories thus encouraging the

commitment of every program partner.

Installed tarpaulin design/billboard at the entry of river

stating the importance of proper disposal of solid waste

generation, Moreover, other program partners conducted

Environmental Fun Run and Women Month‟s and it was

celebrated thru tree planting activities in support with the

National Greening program of the government.

Solid Waste Management

Residual and compostable wastes are collected and disposed

to Sanitary Landfill. Reduction in solid wastes waste shows notable improvement

VII. Information and Education Campaign

1. Active involvement of the community because they have awreness on the value of

their adopted river. Moreover, Barangay officials installed signage on the area to

remind the residents on proper management of wastes.

2. Presence of information and education programs on water quality and solid

waste management for the community.

3. Program partners contributed an article in the school regarding the plant‟s

environmental programs including the Adopt-an-Estero Program and the

activities implemented under this program.

VIII Other activities related to the adopt –an-estero/waterbody program

1. Program partners the SDMP project of RCDC donated Material Recovery

Facilities to be utilized by LGUs and communities.

2. Donated steel drums for trashcans of the communities.

3. Provision of livelihood in Bokashi Balls making for the communities from

SLTEC Power Corporation

4. To the LGU to comply with the RA 9003, KEILCO‟s ER 1-94 project donated

One (1) bioreactor MRF at Brgy. Ilijan

5. Presence of River Management Council or equivalent of program partners.

6. The participation of the LGU and community in the Adopt a River Program

Concept has improved their environmental perception and attitude in

developing keen appreciation in conserving, protecting and improving the

Maulat river condition.

IX. Issues and Challenges

1. Struggles with the informal settlers leaving along the adopted river bank

2. Upstream waste from the communities falls at the adopted rivers

3. Communities small scale piggery discharges drained to the adopted river

4. Burning of solid waste

5. On/Off small scale quarry activities which contribute siltation to the

adopted water body

6. Budgetary requirements to support or protect the river from degradation

7. Some of adopters have no more intention to continue the program activities

and some adopters cease from operation

8. Informal settlers along Cavitex discharge their waste directly and drain to

Manila Bay

1. Focus on one major river where donors partner are invited to participate( Ridge

to Reef Approach)

2. Community participation from the start of planning stage up to monitoring

phase

3. The participating active adopters should be given exemplary awards for the

effort they done in cleaning up adopted dirtiest river

4. Strengthening public awareness, education and information dissemination

and involve the Informal settlers in the clean up activities in coordination with

the LGU‟s .

5. Budgetary requirements to support or protect the river from degradation

6. Intensify the implementation of solid waste management program

and conduct regular meeting with Barangay Chairman in the implementation

of proper solid waste management practice

7. Involve small scale piggery in adopt a river program

8. Implementation of Material Recovery Facility in Barangay level as mandated

under the provision of RA 9003 and educate the local resident especially near

the river in coordination with LGU‟s

9. Find effective ways to share project learning and replicate project successes and

impacts on an even larger scale

10. To inform the communities on the value and importance of river

11. Enhancing River clean up through collective learning and Involvement of the

community from planning, implementation, evaluation and monitoring of

the program activities.

12. The NSWMC could recommend the LGU to tapped ER1-94 funds for the

Environmental Enhancement projects i.e. Establishment of MRF and SLF for

those power plant program partners.

13. Sustained efforts are needed to raise public awareness and gain the support of

the local communities
