    VACANCIES

    Pursuant to Section 13 (2) of the Office of the Director of Public Prosecutions Act No. 2 of 2013, the Office shall have power to appoint, control and supervise its staff in a manner and for such purposes as may be necessary for the promotion of the purpose and the object for which the Office is established.

    Applications are invited from suitably qualified candidates for the under listed vacancies:-

    SENIOR ASSISTANT DIRECTOR OF PUBLIC PROSECUTIONS FIFTEEN (15) POSTS V/NO. 44/2014

    Basic Salary Scale: Kshs. 109,089 - Kshs. 144,928 p.m. DPP 4 (JG R)

    Terms of Service: Permanent and Pensionable

    Benefits:

    (a) Requirements for appointment

    For appointment to this grade, an officer must have:-(i) A cumulative eighteen (18) years relevant experience from the date of admission as an

    Advocate of the High Court of Kenya OR practiced for not less than eighteen (18) years in any law OR served for three (3) years at the level of Senior Principal

  • 2Prosecution Counsel DPP6/JGP and above or relevant and equivalent level in the wider public service or private sector;

    (ii) Bachelor of Laws (LLB) degree from a recognized university;(iii) Postgraduate Diploma in Legal Studies from the Council of Legal Education; (iv) Admission as an Advocate of the High Court of Kenya;(v) A Certificate in Computer Applications from a recognised institution; (vi) Demonstrated merit and ability as reflected in work perfomance and results; and (vii) Be a member of a recognized professional body.

    NOTE: Possession of a Masters degree in law or any other social science from a recognized institution and a Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution will be an added advantage.

    (b) Core Skills/Competencies

    In addition to the above requirements, an officer must have the following skills:-(i) Resource management skills;(ii) Communication skills;(iii) Technical competency skills;(iv) Target setting skills; and(v) Interpersonal and communication skills.

    (c) Personal Qualities

    (d) Duties and Responsibilities

    An officer at this level may be deployed to head any of the divisions at the Headquarters or a County Office. Specifically, duties and responsibilities at this level will entail:-(i) Undertaking prosecution

    (ii) Initiating policy research; (iii) Undertaking research on legal issues; (iv) Reviewing legislation, legal documents/instruments, opinions and briefs; (v) Preparing country/periodic reports and ensuring compliance with regional and

    international instruments;

  • 3(vi) Preparing cabinet briefs, papers and memoranda; (vii) Developing strategies for stakeholder consultations and engagement; (viii) Developing proposals for reform on emerging legal issues; (ix) Ensuring compliance with principles and values of good governance, human rights,

    transparency, accountability, ethics and integrity; and(x) Advising Ministries/Departments on legal policy issues.(xi) Implementation and realization of the strategic plans and objectives in respect of the

    legal function; (xii) Coordinating and implementing work plans for the Division; (xiii) Preparing and implementing performance appraisal systems; (xiv) Preparing Division budgets; (xv) Managing resources; and(xvi) Overall supervision, control, discipline, staff training and development.

    transparency, accountability, ethics and integrity; (x) Advising Ministries/Departments on legal policy issues; (xi) Working in liaison with other law enforcement agencies; (xii) Screening possible criminal prosecution from police; (xiii) Studying and evaluating case files presented for decisions whether to or not to

    charge; (xiv) Analyzing judgments, rulings and orders;(xv) Preparing appropriate documents for appeal, review, or revision and related

    proceedings; (xvi) Studying and evaluating case files presented for decisions whether to appeal and

    make appropriate decisions; (xvii) Handling appeals; (xviii) Reviewing investigations files for legal and factual sufficiency; (xix) Formulating plea offers; and(xx) Preparing theme for the cases and anticipating legal problems or objectives.

    (i) Undertaking prosecution;(ii) Undertaking research on assigned legal issues; (iii) Collecting and collating research data;(iv) Interviewing customers for proper referrals; and(v) Preparing themes for the case and anticipating legal problems or objectives.
