DPR is requiring all tarps sold after June 01, 2016 to have the printing (tarp identification) on the tarps for consideration to qualify for a 60% buffer zone reduction. Tarps sold before June 01, 2016 will need an invoice sent to the C.A.C. with
the NOI to I.D. the tarps qualifications for a 60% buffer zone reduction. Tarp pricing and similar sensitive information can be redacted from the invoice
before submitting to the C.A.C.
DPR has determined through testing that there was insufficient data to allow reductions in chloropicrin buffer zones for tarps that the U.S. EPA designated to receive 20-40% reductions on label buffer zone tables.DPR will only give buffer zone credits for those high barrier tarps that qualify
for the 60% reduction.DPR did additional evaluation of the data which supports the tarps listed as
receiving a 60% buffer zone reduction are effective in reducing the emissions significantly.
The best management practices and labels require fields to be fumigated at soil moisture contents high enough to control the movements of the fumigants out of the soil- creating high humidity environments under the tarps.DPR determined that data is needed to confirm whether tarps provide similar
protection during high humidity conditions.DPR has created their own list from U.S. EPA’s 60% credit list. These tarps on DPR’s list retain their retention capabilities under conditions of
high humidity.DPR only requires tarp testing for chloropicrin.
Name and lot number must be printed on 60% credit tarps.Must be 2-3 inches in height and printed at least 1 foot from each edge at
intervals of 20-30 feet along the length of the tarp and visible while being used in the field. Permeability results submitted to DPR can be requested as part of the
California Public Records Act if companies are interested in further data.
