    PREFACE

    A work like this, covering over 58 years o f the com mand's history, is a collabora-tive effort. Most of the information from 1943 through 1974 came from an earlier workcompiled by Lloyd H. Cornett, Jr., and MSgt James H. McDermid and published by thethen-ATC History and Research Division entitled "Bases, Bosses, and Budgets of AirTraining Comm and 1943-1974." Information from 1942 and after 1 974 came from thecommand histories compiled by the current historians and our many predecessors.

    Finding new photographs for this study led us to the collection of yearbooks andclass books maintained in the AETC History Office. These books provided photographicinsights into the various eras portrayed in this study. Including pictures from them givesus glimpses into the past. Graphic artist Joe Beach from the Randolph Mu litmedia Ce ntercreated the artwork that graces this cover. We thank him for his time and talent inadapting the design from the cover of a Barksdale Field y earbook, circa 1947 .

    We owe special thanks to Mrs PatriciaE. Parrish, who took on the tremendous taskof laying out the entire study. She spent countless hours rearranging the data and fitting inthe pictures, adding immeasurably to the book's eye-catching appeal.     PROLOGUE

    Born during the hurly-burly days of World War 11, Air Education and TrainingCommand (AETC) traces its lineage to 23 January 1942 when the C hief of the Army A irForces received authorization to establish the Army Air C orps Flying Training C omm andin Washington, D.C., under the command of Maj Gen Barton K. Yount. The youngcommand had a single mission- flying training. On 15 Ma rch 19 42, the organizationbecame the Army Air Forces Flying Training Command. A little over a year later, on31 July 1943, that m ission expanded to include military and technical training when theArmy Air Forces Technical Training Comm and merged with the Army Air Forces F lyingTraining Command, and the War Department redesignated the organization as the ArmyAir Forces Training Command (AAFTC). The merger created an organization with overone million people assigned at over 600 training installations, including 375 devoted toflying training.

    Since those hectic years of World War 11, the men and women of AETC haveresponded to the surges in training requirements brought about by the Korean War, thewar in Vietnam , the C old War, and then adjusted to the periodic dow nsizing that a retu rnto peace always signaled. During these decades, AETC added and deleted various mis-sions. It gained and then lost operational aircrew training in the 1950s only to have itreturn in the 1990s. It picked up responsibility for recruiting in 1954. It also assumedresponsibility for the Air ForceS educational mission when Air University (AU) becamea part of ATC first between 1978 and 1983 and again in 1993 when A U was reassignedto the command. A s the new millennium dawns, the command is responsible for spec ial,continuing, and professional military education in addition to recruiting and basicmilitary, technical, and flying training.

    This study focuses on the evolution of the command over the past three genera-tions, the ch anges in organization and basing structure over the years, a nd the acquisitionof new missions and responsibilities. It lists the commanders of AETCand its predeces-sor organizations, his staff, and the commanders of the various units in the field. Thestudy also contains population figures, budget data, and the number of students graduat-ing from command courses over the years. Looking a t the myriad changes that occurredduring the last 58 years, it is probably safe to assume that even more dramatic shifts lieahead.

    ORGANIZATIONAL CHANGES IN THE HQS

    23 Jan 42Air Education and Training Command (AETC) traces its lineageto 23 Jan 42 when the War Department constituted and activatedthe Air Corps Flying Training Command at Washington, D.C.The photograph on page 2 shows the Gulf Coast Arm y Air ForcesTrainin g Center a t Randolph Field, Texas, one of th e ma jo r com-ponents of the new flying training command.

    The War Department redesignated the Air Corps Flying TrainingCommand as the Army Air Forces Flying Training Command(AAFFTC).

    The War Department approved General Yount's request to align hisstaff under the general staff, or"G," organization. T hose organizationsincluded Personnel, Intelligence, Operations, and M ateriel. In addition,the headquarters had seven special staff sections: Jud ge Advocate,Inspector General, Finance, Ord-nance, Signal, Medical, and Quarter-master. A few months later aChemical Warfare section wasadded.*

    A Public Relations Office came intoexistence.

    Army Air Forces FlyingTraining Command moved itsheadquarters from Washington,D.C., to the Texas and PacificRailroad building (at right) inFor t Worth, Texas.

    *The first Staff Quartermaster was Maj Buford R. Nyquist,1 Jul 42 . Two weeks later, on15 Ju l4 2, M aj Bernard Case became the first Signal chief and Maj William R. Huber, thefirst Ordnance director. On 19 Oct 42, Maj ArchboldR. Jones became the first chief ofthe Chemical Warfare section. By 28 Jul 43, A-4, Materiel had absorbed the ChemicalWarfare, Ordnance, Signal, and Quartermaster functions. However, by Jan 48 Air Instal-lations, Quartermaster, Ordnance, and Chemical were part of the special staff again untilthe headqua rters reorganization of Nov 48 w hen all four went under DCSIMateriel.

    3 1 Ju143 The War Department inactivated Army Air Forces Technical TrainingCommand and transferred its mission to Army Air Forces FlyingTraining Command. At the same time, the flying training commandwas redesignated as Army Air Forces Training Command to show ithad responsibility for flying, techn ical, a nd basic m ilitary training.

    28 Au g 43 The headquarters established a Dep uty Chief of Staff (DCS) for FlyingTraining and a DCS for Technical Training to supervise flying andtechnical training activities. Bo th were dropped by Dec 45.

    18 Oct 43 A Management Control Section came into existence, reporting to theChie f of Staff. It had three units assigned: Organizational Planning ,Manpower, and Statistical.

    10 Ju l44 Within the headquarters, senior staff established a Deputy Commanderfor Flexible Gunnery.

    1 Aug 44 The headquarters e stablished a Plans S ection, reporting to the C hief ofStaff, to produce post-war plans.

    On 16 Jun 41, the Southeast Air Cor ps Training Ce nter assumed jurisdiction of the Air CorpsGunn ery School at Tyndal l Field, Florida. When th e Train ing Department opened in Aug 41,its initial task was instructor training. The first class of gunners began training in Feb 42.During World War 11, thousands of aerial gunners received their silver wings from whatquickly became (be largest flexible gunnery school in AAF Trai ning Command.

Consequently, the ATC commanding general establisheda Deputy Commanding General for Flying Training and a DeputyCom manding General for Technical Training.

    The headquarters established a Vice Commander position, replacingDeputy Comm anding General for Administration.

    The ATC commander renamed his Deputy Commanding General forFlying Training position as Deputy Comm ander, Flying.

    Deputy Commanding General for Technical Training became DeputyComm ander, Technical.

    In response to a major increase in aircraft accidents, the ATCcommander established a Director of Flight Safety and assigned theposition to DCSIOperations.

    With the establishment of Flying Training Air Force at Waco, Texas,HQ ATC closed its Deputy Co mm ander, Flying office.

    HQ ATC discontinued its Deputy Commander, Teclmical positionwhen it established Technical Training A ir Force at G ulfport, Mississippi.

    DCS Programming established.

    The Public Information Office becam e the Office of Information Services.

    Control of Sc ott AFB transferred from AT C to M ilitary Air Tran sportCommand.

    HQ ATC established a Directorate of Procurement, DCSIMateriel. Itreplaced the Procurement and Production Division, Directorate ofSupply and Services, DCSIMateriel.

    DCSIPlans and Operations renamed DCSIPlans, Programs, andOperations Services.

    With the inactivation of Flying Training and Technical Training AirForces, management of flying and technical training returned to HQATC and its new DC SIFlying Training and DCSIT echnical Training.

    DCSIInstallations became D CSICivil Engineering.

    ATC inactivated the 3500th USAF Recruiting Wing. In its place, thecommand activated HQ USAF Recruiting Service.

    The Office of Information Services was replaced by the Office ofInformation.

    The position of Adjutant General was replaced by the Director ofAdministration.

    DCSiFlying Training became DCSlOperations, and DCSIPlans, Pro-grams, and Operations Services became DCSIPlans. Flying activities

    fell under O perations as did the command post, weather, and opera tionservices. DCSIOperations transferred responsibility for monitoringOTS and general military training to DCSIT echnical Training.

    Headquarters USA F Recruiting Service moved to Randolph AFB.

    DC SRla ns set up a M ilitary Assistance Program(MAP) Directorate

    The History and Research Division realigned from the Office ofInformation to the A TC Chief of Staff.

    The Director of M AP becam e the Director of Military Assistance.

    New office of the Senio r Airman Advisor established.

    The Office of Foreign M ilitary Affairs was established. It replaced theMilitary Assistance Directorate in DC SP lan s.

    Communications/ElectronicsSupport Office established.

    DCSICivil Engineering became D CS Engine ering and Services.

    The Security Police Directorate moved out of the Office of theInspector G eneral and became a special staff activity.

    At the direction of the ATC comm ander, DCSITechnical Training w asreplaced by co-equal offices reporting directly to the comm ander- theAssistant Chief of Staff for Technical Training Operations andAssistant C hief of Staff for Technical Training Support.

    Some time during this four-month period, the title of the SeniorAirman A dvisor was changed to S enior Enlisted Ad visor.

    DCSlInformation Systems came into existence when the ComputerResources and the Com munications-Electronics Directorates merged.

    DCSIInfomation Systems became DCSICommunications.

    T h e R e a d i n e s s D i r e c t o r a t e t r a n s f e r r e d f r o m D C S I P l a n s t oDCSlOperations, and the latter was redesignated DCSIOperations andReadiness.

    The San Antonio Joint Military Medical Command activated. TheATC C ommand Surgeon was dual-hatted as the JMM C comm ander.

    DCSIPlans changed its name to DC SIPlans and Requirements.

    DCSIRecruiting Service became DCS/Recruiting Service and Com-

    missioning Program as ATC disestablished the Assistant Chief ofStaff, Commissioning Programs. Responsibility for the Air ForceReserve Officer Training Corps and Officer Training Schooltransferred from the Assistant Chief of Staff for CommissioningPrograms to Recruiting Service's new directorate for commissioningprograms. The ATC commander realigned Community College of theAir Force and the 3340th School Squadron (NCO Academy) underDCSlTechnical Training.

    In addition to its Foreign Military Affairs Training Group, ATCestablished a Foreign Military Training Affairs Directorate underDCSPlans and Requirements. The group commander was dual-hattedas the chief of the directorate.

    Two other functions related to foreign training (the Defense LanguageInstitute English Language Center and Euro-NATO Joint Jet PilotTraining) became management responsibilities of DCSIPlans andRequirements.

    DCSIMedical Services and Training replaced the office of the ATCSurgeon.

    DCSICommunications changed its name to DCS/ComrnunicationsComputer Systems.

    The Director of Information Management replaced the Director ofAdministration.

    A Commander3 Action Group went into operation in the head-quarters.

    *DCS/Education was created on 29 Mar 78 in preparation for AU's reassignment to ATC.The function ceased to exist when, on 1 Jul 83, HQ USAF returned AU to majorcommand status. Along with this change, ATC established an Assistant Chief of Staff forCommissioning Programs (Col Bobhy G. Waddle, 1 Jul 83 - 30 Sep 85; Col William D.Reese, 1 Oct 85 - 1 Apr 87). HQ ATC disestablished the organization on 1 Apr 87 andtransferred its responsibilities to Recruiting Service and Commissioning Programs. Tenyears later HQ USAF again merged AU with ATC and redesignated the command as AirEducation and Training Command. This time around, the AU commander retained policydevelopment responsibilities as Director of Education on the AETC staff.
