This is the time of year when many of us celebrate significant firsts and lasts in our personal lives. If you were in attendance at the August luncheon you heard me mention that I recently sent my seventeen year old off for his (hopefully) last “first day” of school. After I watched him pull out of the driveway and successfully not back over the neighbor’s trash cans I began thinking about the parents of the twenty-five college freshman who received scholarships from our Chapter this past year preparing to ship their sons and daughters off to live away from home for potentially the first time and to embark on their college experience. To know that a Chapter our size can make a difference to so many people is truly humbling. Without the support and commitment of our membership; attending our luncheons and sponsoring our golf tournaments; we could not do what we do without your individual and corporate backing. My personal appreciation goes out to each and every one of you! I am so proud to be associated with a Chapter that does more with half the membership and a third of the budget than some of the larger Chapters in the country. Our Young AFCEANs group is starting to gain notoriety at higher levels within the AFCEA community and we are often contacted by other Chapters looking for help in establishing their Young AFCEAN groups. While those of us who have aged out of being a Young AFCEAN continue to do our part to support our scholarships and STEM initiatives, the Young AFCEAN group has established the framework and social networking structure that all twenty-five members of our “Class of 2013” will be able to come home to and actively participate in when their college days are over. These twenty-five young men and women, and all of our scholarships recipients who have preceded them, are the future - they are our future - they are the people to whom we will hand over the keys to our profession when we’re ready to hang up the CAC card and go play golf poorly seven days a week. Over the years I have had the good fortune to spend time with many of our scholarship recipients and I continue to be amazed at how focused, yet grounded they are when I speak to them. When the time comes, I will not hesitate to hand them my keys, and won’t think twice about it; even if they back over my trash cans in the process. To know that a Chapter our size can make a difference to

so many people is truly humbling. Without the support and commitment of our membership; attending our luncheons and sponsoring our golf tournaments; we could not do what we do without your individual and corporate backing. My personal appreciation goes out to each and every one of you! I am so proud to be associated with a Chapter that does more with half the membership and a third of the budget than some of the larger Chapters in the country.

Our Young AFCEANs group is starting to gain notoriety at higher levels within the

AFCEA community and we are often contacted by other Chapters looking for help in establishing their Young AFCEAN groups. While those of us who have aged out of being a Young AFCEAN continue to do our part to support our scholarships and STEM initiatives, the Young AFCEAN group has established the framework and social networking structure that all twenty-five members of our “Class of 2013” will be able to come home to and actively participate in when their college days are over.

These twenty-five young men and women, and all of our scholarships recipients who

Captain Rodriguez comes to Sector Charleston having completed a successful tour as the Chief of the Officer Personnel Management (OPM) Division, Coast Guard Personnel Service Center, in Arlington, Virginia. In this capacity, he was responsible for all promotions, assignments, evaluations, separations/retirements, and career management product lines for the Coast Guard officer and warrant officer corps. A native of Northern California, he enlisted in the Coast Guard in November 1983 and was assigned to the Coast Guard Cutter POLAR STAR. He then attended Health Services Technician “A” school and served at Training Center Yorktown, Virginia. Upon completion of Coast Guard Officer Candidate School in December 1988, he was commissioned an Ensign and was assigned to the Reserve and Training Directorate at Coast Guard Headquarters in Washington DC, responsible for managing all enlisted training for the Coast Guard Reserve. Captain Rodriguez’s operational assignments ashore have included Team Leader and Operations Officer at the Coast Guard Drug Interdiction Assist Team (DIAT)/International Maritime LE Team (IMLET), Command Center Controller at Coast Guard Greater Antilles Section (San Juan, Puerto Rico), Operations Officer at Coast Guard Marianas Section (Guam), Deputy Commander/Base Executive Officer at Coast Guard Group Galveston, Texas, and Response Department Head and Deputy Commander at Coast Guard Sector San Juan. Captain Rodriguez has also served as the Chief of Officer Promotions and Officer Separations at the

Coast Guard Personnel Command, Future Force Project Manager for the Human Resources Directorate (CG-1B1), Executive Assistant to the Atlantic Area Commander, and the Assistant Chief of Officer Personnel Management Division. His principal awards include four Meritorious Service Medals, four Coast Guard Commendation Medals, and a Coast Guard Achievement Medal. He holds a Bachelor of Science in Business Administration from Southern New Hampshire University and earned a Master’s of Science in Organizational Dynamics in 2003 from the University of Pennsylvania.

William A. McLean, Senior Vice President, Chief Operations Officer, South Carolina Ports Authority will address the October SC Lowcountry Chapter Annual Membership Dinner on October 15, 2013. His topic will be “South Carolina Ports Authority: Enabling Security, Trade, and Prosperity for South Carolina and the Nation”. South Carolina’s seaports have been one of the state’s most vital resources for hundreds of

years. Today, the South Carolina Ports Authority operates the state’s vital seaport and inland port assets in Charleston, Georgetown, and Greer, a $45 billion-a-year economic engine generating hundreds of thousands of jobs in the state and beyond. Operating for the public’s benefit, the Ports Authority exists to drive economic investment to South Carolina. Mr. William McLean joined the South Carolina Ports Authority in 1997 as Director of Operations. At the South Carolina Ports Authority, he is responsible for all of the Authority’s seven Marine and Inland terminals located in Charleston, Georgetown, and Greer. Prior to joining the authority, Mr. McLean worked in the private sector for two major American flag steamship line operators and has been domiciled in multiple major US Seaports, Canada, and South and East Africa. Some of his past responsibilities have included managing major intermodal networks, vessel/fleet management, chartering, terminal design and construction, labor relations, and marine terminal management. A native of North Carolina, Mr. McLean graduated from Appalachian State University with a Bachelor of Science degree in 1979.

This event is operating under our newly adopted sponsorship levels and guidelines. The primary reason for change was an attempt to better make the process as fair as possible for all interested parties who wished to obtain sponsorship, while at the same time, not to disrupt or alienate our loyal and longtime supporters. The Young AFCEANs SC Lowcountry Chapter has been active this summer, busy supporting the Charleston based Military Open Source Software (MIL-OSS) Summit in its third consecutive year. This year’s conference included events such as a Hack-a-Thon, Training, and Speaker tracks. Growing in size and attendance each year, sponsors included Red Hat, Dell, IBM and many others. Panels were well represented by speakers from both government and industry to give attendees a great glimpse of government requirements and strategy, as well as the latest industry advancements. The Young AFCEANs supported all facets of the local conference; including the charity golf event, the full two-day summit, and evening activities. The theme for the conference this year was Security in the Open Source Community, and as an important U.S. Government focal point, the Young AFCEANs have enjoyed supporting the efforts and being on the cutting edge of technology. The Young AFCEANs also partnered with the local chapter of Women in Defense (WID) Palmetto Chapter, to help raise money through the WID Corn-hole Tournament. The local Young AFCEANs have taken a special interest in building valuable and strategic relationships with other local organizations. Most importantly, the young AFCEANs were able to raise $700 dollars by supporting the Golf and Corn-hole Tournaments. This will go toward our goal of $2,700 to be donated to the Military Magnet Academy.

The AFCEA South Carolina Lowcountry Chapter will host Discussion 3 of the Small Business Boot Camp Series on Tuesday, October 22 from 3:00 PM to 5:00 PM at the Crowne Plaza Hotel, 4831 Tanger Outlet Blvd, North Charleston, SC 29418. The Discussion topic will be "What are Rates, Build ups, Pricing, and Cost Centers?" The panel consists of local finance and cost analyst experts, both government and contractors, who will lead you in the right direction. Panelists from SPAWAR Systems Center Atlantic include Timmy Wiand, Associate Deputy Director, Office of Small Business Programs; Jean Duncan, Lead Cost & Pricing Analyst; and the local DCAA Representative. Last year we rocked the Crowne Plaza with our Semantics Symposium in March and our Big Data Forum in October. Providing valuable Government-Industry exchange opportunities is one of the main charters for the AFCEA SC Lowcountry Chapter. We know how important it is for everyone, and based on last year’s success we were primed to support with even more events in 2013! That's what our constituency deserves! Unfortunately, each and every time we queued up to put on an event outside our normal luncheon cycle, we were stumped by new DoD regulations preventing conferences. Turns out, no matter what you call it, any gathering of DoD and Industry now requires approvals that are nearly impossible to obtain. It’s not for a lack of trying! The AFCEA SC Lowcountry Chapter Events Committee has put in many long, unrewarding hours with no success. So, until things settle down up there in DC (and they will!), we will continue to provide our luncheons, young AFCEAN and Golf Events, but the learning forums will have to wait it out. Bruce Carter, Integrated Decision Superiority (IDS) Business Portfolio Manager at SPAWAR Systems Center Atlantic addressed a packed house at the Crowne Plaza for the September AFCEA SC Lowcountry Chapter Luncheon. With over 110 in attendance, Bruce provided the audience with candid insights into the current and future developments within the IDS business portfolio and SPAWAR Systems Center Atlantic overall. Selected as the IDS Business Portfolio Manager (BPM) for SPAWAR Systems Center Atlantic in April 2013, Mr. Carter is responsible for delivering Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) solutions that integrate Battlespace Awareness, Command and Control, and Cyber Warfare solutions for Navy and other Federal customers. In this

capacity he oversees the business planning and management, customer relationships, and delivery of C4ISR products within cost, schedule, and performance parameters. The IDS portfolio

has 37 Integrated Product Teams (IPT) grouped into the following 6 sub-portfolios: Air Traffic Control (ATC), Mission Command (MC), Battlespace Awareness (BA), Special Reconnaissance, Surveillance & Exploitation (SRSE), Cyber Assurance Security Engineering (CASE), and National Capital Region Integrated Decision Superiority (NCR IDS). Through this structure the IDS delivered $647M worth of capability to its customers. Mr. Carter has been privileged to serve in a number of SSC Atlantic positions in his government career to include Command Chief Engineer; Command Director of Engineering Operations; Intelligence, Surveillance, and Reconnaissance/Information Operations/Information Assurance (ISR/IO/IA) Department Chief Engineer; and Information Assurance Division Technical Operations Manager. Mr. Carter has also served as project lead and lead engineer in a number of efforts within SSC Atlantic. Some of Mr. Carter’s projects include:

• Navy Data Center and Application Optimization/Data Center Consolidation Initiative – Chief Engineer

• NMCI Program Management Office Information Assurance Tiger Team (IATT) – Project Lead

• IT-21 Network Operations Center (NOC) – Chief Engineer

• Navy Network Security Systems (NSS)/Firewalls – Project Lead

• Navy High Assurance Guard (HAG)/Cross Domain Solution (CDS) – Project Lead

Mr. Carter, a native of Savannah, GA., received his Bachelor of Science degree in Electrical Engineering from Clemson University. He began his government civil service career in 1995 after having worked for General Electric Apparatus Service Department (ASD) for approximately 12 years and serving 8 years in the United States Coast Guard Reserves. He enjoys living in the low country with his wife Dorothy, and sons Alex and Adam.

During the September Chapter Luncheon, AFCEA SC Lowcountry Chapter President John Gallagher presented a $2500 AFCEA Scholarship to Sergeant John Baylis, USMC, a student at College of Charleston. Sergeant Baylis was awarded the scholarship by the AFCEA International Education Foundation, providing financial support to veterans to further their college education.

Thank you for being a valued member of AFCEA. The AFCEA Membership Commit-tee has been focused on finding ways to increase membership among traditionally underrepresented groups, to include active duty military and government individuals as well as Young AFCEANs – those AFCEA members age 40 and under. Based on the Committee’s recommendations, we have decided it was time to take a closer look at each of our target audiences and adjust our dues structure accordingly. Therefore, effective October 1, 2013, we will now be offering significantly reduced rates for active government and military memberships to include Life Member-ship. We will also offer a discounted one and three year rate for Young AFCEANs. Traditional one and three year membership rates will increase slightly.
