JSP Two-Year History

BACKGROUND

01 May 2015 – DSD directed alignment of IT services

in the Pentagon and NCR under a single joint service

provider.

01 Oct 2017 – JSP became a Field Service Activity

under DISA OPCON.

DECISION RATIONALE

– Costly and duplicative IT Services, Service

Providers and IT Infrastructures supporting OSD, OSD

Components, Defense Agencies/Field Activities, Joint

Staff, and DoD IG, in the Pentagon and NCR.

– Leadership lacked end-to-end network, security

posture and IT investment visibility within the

Pentagon and the NCR.

– No detailed authoritative source or cost accounting

structure to break down IT costs for leadership

decision making.

BENEFITS

– DoD realized $122M in FYDP (FY18-22) savings

from the merger of 43 legacy IT organizations.

FY16-17 Operational Plan Achievements

JP8 – BRC

• Developed Consolidated Cost Model for JSP services to include WiFi, Virtual Desktop Infrastructure, Installation Processing Node hosting, Public-facing DMZ costs, and Remedy 9 upgrade. Published first ever Products & Services Catalog with transparent pricing data for DoD supported organizations.

• Effectively consolidated JSP Telecommunication Services, and gained efficiencies via a JSP-led contract oversight exercise for the ADCON Army and ADCON WHS integrated wireless.

• Exceeded DEPSECDEF FY16 savings target of $14M for a total of $23M– 50% higher than expected.• FY17 booked $8.7M savings and $3.0M cost avoidance. Project $18.5M savings FY19-23• Consolidated 60% of 499 contracts from IOC

• Gained efficiencies and optimized defenses by consolidating the Active and Passive Cyber Security contracts, ultimately collapsing and strengthening JSP’s expertise and improving the Pentagon’s cyber security posture.

JP2 –CND

• Onboarded Joint Staff into the JSP cyber security baseline; HQDA complete 3Q/FY18 – streamlined to one Joint Network w/ DCO-IDM. • Achieved ATO for JSP WIN and DMZ, the first effort of its kind in the Pentagon.• Actively migrating Pentagon to DoD / JRSS – IOC expected 3Q/FY18

• Consolidated and standardized the enterprise firewall process.• Delivered centralized end point security capability, providing the cornerstone for accreditations by all JSP serviced customers.

• Realized annual savings of $3M by using expanded capability of current equipment, increasing efficiencies by upgrading the NAP stacks to 3.2GB, vice 10 GB; Setting the stage for migration to the Joint Regional Security Stack.

• Successfully passed DISA CND - score of commendable; Conducted 14 SAV inspections in NCR/mitigated critical findings.• Identified & removed non-compliant customer websites from DoD whitelist & developed POA&Ms to secure all public facing websites in a DoD DMZ.

JP3 – SDC

• Achieved high customer incident surveys score of 4.9/5. • Exceeded SLA targets for DCIN, backups, and other systems. • Migrated 6,000 Joint Staff users from JSINS/JSINU to User Domain.

• Stood up and operationalized the JNOSC. • Installed and accredited over 800 WiFi access points at the Pentagon to deliver modernized capabilities. • Successfully overhauled C&A and continual process improvement programs for IOC.

• Realized a savings of $500K by reducing 1,024 non-critical assets on the Brocade Network Subscription Contract.

• Deployed the public DMZ platform for commercially-hosted web sites. • Build, deployed, and accredited, and met USCC Fragged DMZ compliance criteria• Modernized Pentagon VoIP; sunset two legacy phone systems in last 12+ months

JP5 -ACES

• Rationalized service components of all legacy organizations, ultimately, resulting in the JSP Product & Service Catalog (P&SC). • Integrated legacy CPIC processes to enable actionable FY17 decision making.

• Conducted >100 formal tests of Enterprise systems that eliminated defects increasing efficiencies and savings.• Engineered WAN/LAN critical connectivity to NCR to include Mark Center, Ft Belvoir, Hoffman Blvd decommissioning improving NCR connectivity

• Developed WIN 10 strategy and implemented critical changes for over 40,000 endpoints. • COA 13 Feb 18, over 98% complete with all DoD NCR WIN 10 deployments / NIPR / SIPR –will meet SECDEF WIN 10 mandate 2Q/FY18

• Maintained high levels of compliance by completing 13 formal security evaluations for Port Security, Remote Access Tools, and Remote Security Monitoring.
