We’ve Changed!

The new look quarterly bulletin of CAO’s office for the quarter ending Jun 2006 is in your hand. The multi-coloured bulletin has now been printed. It has more pages and more reading material and it looks smarter than its earlier cyclostyled version. In its new format, the Bulletin reflects the forward-looking spirit of CAO’s office. Change is the sign of a living organism. Our society is changing fast. Governance is also changing in tandem. Spread of education, computerisation, globalisation and active media have raised the level of expectation of our citizens. They know precisely what they want and for them time is precious. Objective of governance is to meet the rising expectation of the citizens of the country. We shall give only a few examples of how the CAO’s office has tried to make governance responsive to the expectations of the citizens, it is chartered to serve. The single window clearance system introduced for settling retirement dues of superannuated employees has been in operation for many years now. All superannuated employees are handed over their dues within a week of their superannuation. Gone are the days when employees had to run from pillar to post after their retirement for their legitimate dues. Immediately after the passage of Right to Information Act by the Govt, its provisions have been implemented in the CAO’s office. CPIOs have been appointed and procedure has been prescribed for obtaining legitimate information. MOD Pool Accommodation Rules, application forms (downloadable), updated allotment position in respect of Army, Navy and Air Force officers is available on CAO Website. Latest offer letter and allotment lists are being displayed on the intranet of the Service HQ. This bulletin provides a forum that will inform you and will be interactive also. Readers are welcome to send informative articles, on varied subjects, particularly of relevance to government employees. Feedback and suggestions are also welcome and these will form part of our ‘Readers’ Mail’.

We take this opportunity to welcome Shri Jatinderbir Singh, IAS, our new JS(T) & CAO, who is also the Chief Patron of this magazine. We are sure, readers would continue to support us, as they have been doing in the past.

CAO’S OFFICE – THEN & NOW Suparna Prasad

ecently, I chanced upon an old photograph of 1945 vintage, of officers in the then Office of the

Chief Administrative Officer. This put me on to explore more about the genesis of our office and as I rummaged through old files I uncovered a whole lot of interesting data. I discovered that just as 1942 was a landmark year in India’s struggle for independence, 01 Aug 1942 was a red letter day for CAO’s office as well. It was on this day that the first Chief Administrative Officer, Brig WH Blood assumed charge following an order dated 12 May 1942 of the then Defence Department, Govt of India. It is for this reason that 01 August is celebrated as AFHQ Day. In those days the office of CAO was a section (W-3) of the War Department, handling matters pertaining to establishment, accommodation etc. Besides, the CAO was also made responsible for the reception, accommodation, travel and other facilities for officers visiting General HQ. Air Raid Precautions - quite an important function in those days – also came under his purview. Assisting him in his duties were personal staff comprising of Dy CAO (GSO-1) and three Assistant CAOs (1 CSO II, DAQMG and 1 Staff Captain). The sections were controlled by a Quartering Commandant (AQMG), 08 Administrative Officers and a Telephone Officer.

The next few years saw the Office of the CAO, expanding its activities to re-orient itself to peace time functions as well. Due to the multifarious functions now assigned to this office, a need arose to upgrade the post of the CAO. The post was upgraded to the rank of Joint Secretary with effect from 01 Jan 1989 and the office was re-designated as the Office of the JS and CAO. Subsequently, the training and ceremonial functions of the Ministry of Defence were also allocated to the JS and the office is presently functioning as the Office of JS (Trg) & CAO. Over the years the office of the JS (Trg ) & CAO has evolved as the Cadre Controlling Authority of over twelve thousand civilian employees posted at the three Service Headquarters, i.e. Army, Navy and Air Force and 26 other Inter Service Organisations (ISOs). Besides this, the CAO exercises the powers of Station Commander providing for residential accommodation to Service Officers posted at the Service Headquarters and ISOs. The CAO is also the Director of Security for the Defence Headquarters Zone. Shri Jatinderbir Singh, IAS of Assam-Meghalaya Cadre, has taken charge as our new JS(Trg) & CAO on 30th May 2006 and is being assisted in his duties by two Directors, six Dy CAOs and several Senior Administrative/ Administrative Officers.

BRINGING INFORMATION TO THE CITIZENS

The Right to Information Act, 2005 (RTI) mandates providing information on demand to the citizens of India. The extensive use of the Right to Information Act by the citizens is imperative for the success of the Act which could bring in a positive change in the current democratic set up of the country.

The RTI Act 2005 is one of the most advanced Right to Information legislations in the world. The Act is based on the principle that all government information is the property of the people. It takes democracy to the grass-root level and is also a step towards ensuring participatory governance in the country. RTI Act is a source of strength for all Indians as it would ensure timely response to their information needs on government functioning and lead to greater transparency in governance. It vests ultimate authority on the Central Information Commission (CIC), constituted by the Central Government. Citizens can directly approach the CIC for appeal. However, in the present scenario, effective implementation of the Act has a major impediment in the form of lack of awareness among officials and citizens. Unless both the segments are sensitized enough about the Act, it will just remain in the papers.

Relevance of ICT in RTI, 2005

This is the age of Internet, where any information is available on our fingertips, it becomes all the more important that we use Information & Communication Technology (ICT) to exercise our information rights. This can bring about a positive change in our lives and our governance systems. A proper information management system in the government departments is required to strengthen the information flow and hence computerisation of records and use of Internet are specified in the Act. Chapter II - 4 (1-a) of RTI Act specifies the need to computerize departmental records and the

use of internet to disseminate information to the people. To start with, all offices of government are to have websites with relevant information. Most of the government departments are working towards this. Community information centres (CICs) are being set up across the country. The knowledge commission under Sam Pitroda and the MS Swaminathan Research Foundation are also putting in their efforts to disseminate information. The RTI Portal National Informatics Centre (NIC) created the RTI Portal in an attempt to provide a portal gateway for the citizens to search for information published by various government departments on their websites. The portal is meant to be a central repository of information where citizens can access information of any government organization through a user-friendly search engine. This is expected to ensure a proactive and fast flow of information. As of now, the portal is not yet full-fledged. On-line uploading of the documents by various central/state governments /departments are in progress. The support from NIC includes :-

• Setting up of a specialized website (http://rti.gov.in) for proactive disclosure of documents of various public authorities under central & state governments. • Development of portal service for uploading of the documents by the concerned public authorities • Directory service of public authorities, public information officers, appellate authorities, Chief Information Commissions etc. • User friendly search engines • Workflow application for monitoring status of requests, appeals, complaints etc.

Over 300 departments have uploaded their documents. A repository of public information officers of various departments has also been built to help the citizens to approach them for request for information. However, a lot more effort has to be put in for the portal to be a well-equipped central repository of information.

CAO’S OFFICE & RTI

Any citizen of India can ask for any information in any form including records, documents, memos, emails or even data in electronic form. The Right to Information includes right to inspect works/documents/notes, take notes /extracts or copies of documents, take certified samples of materials and obtain information in the form of print-outs/diskettes/floppies.

Under Sec 5 of the Act, 10 CPIOs (Central Public Information Officer’s) have been designated in CAO’ Office for dissemination of Information and is notified vide A/2220/CAO/Coord dated 07 Oct 2005. The list of CPIOs along with the subjects to be handled by them has been displayed in the Reception Office of CAO. Two Appellate Authorities in CAO’s Office have also been designated. The

following procedure has been decided for receipt of applications under the Act :-

(a) The person seeking information under the Act will approach SAO/A-1 of the Admin Div of CAO’s Office for depositing the fee. AO, Grievances Cell under the control of SAO/A-1, will be collecting the fee and a receipt signed by SAO/A-1 will be handed over to the person seeking information in duplicate. (b) The person seeking information will submit the application for information along with one copy of the receipt for application fee to the concerned CPIO. (c) There is no specified format for seeking the information. Reasons for seeking the same need not be given. The application should clearly mention that the information sought is required under RTI Act. The CPIO will give a receipt for the application with date and stamp to the person seeking information.

Under the Act, it is obligatory on the part of CPIO to provide the information within 30 Days from the receipt of the application. Information on matters mentioned under Sections 8 and 9 of the Act are exempt from disclosure.

FREQUENTLY ASKED QUESTIONS (FAQs)

1. What constitutes Information ?

‘Information’ means any material in any form, including records, document, e-mails, opinions, advices, press releases, circulars, contracts, reports, papers, data material held in any form and information relating to any private body which can be accessed by a public authority.

2. What does Right to Information mean?

Right to Information includes the right to :-

Inspect works, documents and records.

Take notes, extracts or certified copies of documents or records.

Take certified samples of material.

Obtain information in form of printouts, diskettes, floppies, tapes, video cassettes or

in any other electronic mode or through printouts (S.2(j)).

3. Who are CPIOs (Central Public Information Officers)

In compliance with Section 5(1) of the RTI Act, 2005, CPIOs are officers designated by the public authorities in all administrative units or offices under it to provide information to the citizens requesting for information under the Act. The list of CPIOs and the respective Appellate Authorities for CAOs office has been published vide CAO ID No A/22220/RIA/CAO/Coord dated 06 Feb 2006.

4. What is the Application Procedure for requesting information?

Apply in writing or through electronic means in English or Hindi or in the official language of the area, to the CPIO, specifying the particulars of the information sought for.

Reason for seeking information are not required to be given; Pay fees as may be prescribed (if not belonging to the below poverty line category).

5. What is the time limit to get the information?

30 days from the date of application 48 hours for information concerning the life or liberty of a person 5 days shall be added to the above response time, in case the application for information

is given to Assistant Public Information Officer. If the interests of a third party are involved then time limit will be 40 days (maximum

period + time given to the party to make representation). Failure to provide information within the specified period is a deemed refusal.

6. Is the applicant required to give any reasons for seeking information?

An applicant making request for information is not required to furnish any reasons for requesting the information or any other personal details except those that may be necessary for contacting him.

7. What is the fee?

An application fee of rupees ten by way of cash against proper receipt or by demand draft or bankers cheque.

If further fees are required, then the same must be intimated in writing with calculation details of how the figure was arrived at;

Applicant can seek review of the decision on fees charged by the PIO by applying to the appropriate Appellate Authority;

No fees will be charged from people living below the poverty line Applicant must be provided information free of cost if the PIO fails to comply with the

prescribed time limit.

8. To whom the information request be addressed to ?

Information has to be asked from the designated CPIOs by paying the requisite fee and the requisition should contain the receipt of the cash paid. The List of CPIOs for CAO’s office is available on www.caomod.nic.in and is also displayed at the Reception Office at E-Block.

9. What could be the ground for rejection?

If it is covered by exemption from disclosure. (S.8) If it infringes copyright of any person other than the State. (S.9)

LEAVE TRAVEL CONCESSION (SALIENT FEATURES)

Minimum Service :- All Govt Servants who have completed one year of continuous service on the date of journey are eligible to avail the benefit of LTC for self and family. Family :- The term `family`, for the purpose of LTC, means;-

A Government servant`s wife / husband; and

Two surviving unmarried children or stepchildren wholly dependant upon the Government servant; Whether they are residing with the Government servant or not.

The dependency condition does not apply to the government servant`s spouse.

Married daughters who have been divorced, abandoned or separated from their husbands, and widowed daughters, if residing with and wholly dependant upon the Government servant.

Unmarried minor brothers, sisters who are unmarried, divorced, abandoned or separated from their husband or widowed sisters residing with and wholly dependant upon the Government servant, provided their parents are either not alive or are themselves wholly dependant on the Government servant.

Parents and/or stepmother residing with and wholly dependant upon the Government servant.

Dependency :- For deciding the “dependency”, income from all sources should not exceed Rs. 1500/- p.m. The Dearness Relief (DR) on pension is not to be taken into account. Not admissible to :- The concession is not admissible to those Govt Servants:-

(a) Whose spouses are employed in Railways or National Airlines. (b) Who is under Suspension, however, his family can avail the concession. (c) Who proceeds on leave but resigns his post without returning to duty. During leave only: - The concession can be availed during regular/casual/special casual leave but it can not be availed during week end or any holidays alone. It can also be availed during Maternity/Paternity/Study leave and Leave Preparatory to Retirement (LPR). Home town concession: - The concession to home town is allowed once in a block of two calendar years. The block is counted from 1956-57 and the current block year is 2006-07. However, a Govt Servant (married or un married) who has his family living away from his headquarters at home town can avail this concession for himself alone, every year, if he forgoes the eligibility for his family. In such cases his family will lose the right of LTC to any where in India. Concession to visit any place in India :-Concession to visit any place in India is admissible once in a Block of four years. The first block was 1974-77 and the current block is 2006-09. This concession is in lieu of one of the two home town concession available during the block of four year. Grace time for availing concession :- Concession not availed during a block year may be availed within the grace time i.e before end of the next year. Concession in different batches :- Family may travel independently in any number of batches. But journey of each group/unit should be completed within three months in case of advance and otherwise within six months.

Advance :- The advance may be drawn both for the forward and return journey, provided It should be completed within 3 months or 90 days. 90% of estimated fare can be drawn sixty five days before the proposed date of the outward journey in case of Rail Journey. In other cases it is 30 days. Encashment of EL :- Earned Leave up to a maximum of ten days at a time may be encashed, subject to the condition that at least an equivalent duration of E.L is also availed. This is limited to a Maximum of 60 days during the entire career and the total number of days so enchased will be excluded for computing maximum quantum of leave encashable at the time of quitting service. Reimbursement :- In respect of Home town and Any Place in India, the Govt will reimburse 100% of the to and fro fare by rail/road/steamer as per the entitlement of the Government servant. The Govt assistance will be limited to the fare by the shortest direct route calculated on a through ticket basis, irrespective of the fact whether

the journey was performed by the shortest or any other route. Journey by Air :- The air Journey by the non-entitled officers (both by National Airlines or by Private Airlines) are permitted provided the reimbursement of the fare would be restricted to the actual Air fare or entitled train fare (other than Rajdhani/Shatabdi Exp) which ever is less. Special Relaxation :- Concession is admissible by Air between Leh and Srinagar/ Jammu/Chandigarh during the winter for the Govt Servant, his/her spouse and two dependant children(upto 18 year for boy and 24 year for girl). Submission of Claims :- Claim should be preferred within one month of the completion of return journey if advance is drawn and within 3 months if advance is not drawn. PNR number & ticket number should be clearly indicated in case of Rail ticket. However, in other mode of conveyance viz Bus/Air/Steamer, original tickets are to be attached.

Dedication, Hardwork & Support from the Office Made me what I am!

oach of the National Junior and AFHQ Powerlifing Team and a former International who had represented India

in the World Championships, Devi Chand, CAO’s office, has been instrumental in making AFHQ Powerlifting team, a force to reckon with in the inter-ministerial competitions. Apart from being the Coach, he is a National Referee – Cat II for powerlifing. Here, he is in conversation with Prasanth, discussing about his experiences, his future plans and about his passion for the sport. Tell us about yourself as a player and as a coach? How different are the two? Well, the pressure that a player is subjected to is quite different from what goes inside a Coach. As a player, it was more of individual worries, taking care of ‘myself’ in non-conducive environments, and my responsibility towards myself. But as a coach, I have the responsibilities of the whole team and as well as the accountability factor. As a coach, I have to analyse the strength and

weakness of each one of my wards, and coordinating all these is really challenging.

Which role you enjoy most...? As a Player, or as a Coach? I enjoyed being a player; and I am enjoying being a coach now. As I said earlier, the pressures of both are different. What I would like to mention here is the fact that only a good player can be a GOOD COACH. Recall the days when you were there in Finland representing India in the world C’ships? Helsinki, Finland hosted the World BenchPress Power lifting Championships ’99. I was there representing India. The competition was good, and we came 7th. The extreme cold climate – it was -40o C - and the non-veg European diet made it very difficult. The plus point was that I could learn a lot of new techniques from various competitors of other countries, which benefited me in the long run. What were the expectations on you, when you took over the assignment as the coach of the National Junior team?

Well, I was selected as the Coach of the India Jr team for the Asian Power lifting Championship to be held at Taibeak, Korea in May 2006. I was called to the Talkatora Stadium by the federation to join the camp and I was required to analyse the past performance of the team. The immediate agenda was to improve the results of the last games. What I found then was that the team was not very far off from the medal podium. My coaching agenda thus, was to enhance the team’s performance instead of stabilizing it, as the level of Power lifting in India is already above the asian standards.

Tell us about the achivements of the Indian Junior Team under you?

About 50 participants from our country were there in Korea, and all of them got Medals in their respective categories. The Indian Team also won the overall Team Championship in the Men’s Jr, Men’s Sr and the Women’s Division. In your view, what are the qualities you had that helped you in your achievements? Well, as a player, my dedication towards the sport and my hardwork, and as a coach, my commitment to both myself and my wards and my federation. The Killer Instinct in me and of course discipline also are important factors which kept me going. What I would like to mention here is the unflinching support that my office gives me, and I would like to thank CAO’s office for the same.

How do you manage your coaching life with your inter-personal relations with your wards? I am a hard taskmaster when it comes to my work, and as such, I am very strict during our training/practice and game sessions. But at other times, I and my team are one family out there, and I do whatever I can to help them overcome their problems and try to give them the emotional support that my boys need. These days, we hear a lot about doping and use of performance enhancing drugs, at the player level and the presence of an organized syndicate behind it. How true are these and what is your take on that? Doping is one phenomenon that is happening round the world and nothing much can be done about it unless the individual players make a move against it. To connect that with the Indian scene and to say that it is rampant and there is an organized syndicate working behind it would be a gross overstatment. Before leaving India for any games, SAI takes the blood and the urine samples and only after the samples are tested negative, does the Youth and Sports Ministry

give the clearance for individual participants. It is to be kept in mind that generally, the traces of such steroids remain in the body fluids for more than six months and masking them is quite difficult. What about the future? What are you looking upto in the coming days? Well, it is always tough and silly to speak about the future. Next year the Asian Power lifting Championships will be held in Chinese Taipei, and we are looking forward to better our own results. I am sharing my experiences I had from the World Championships and the Asian Juniors, with my boys of both the national team and the ministerial team, so as to make them reach international standards, thereby making them fit enough to represent India. I am certainly looking forward to coaching the Indian Seniors, and let’s hope that Power lifting is included in the Commonwealth Games 2010, New Delhi. We all would like to know about the diet regime that you follow? There is no strict diet regime as such. It all depends on the body weight and the role you play. Diet for people in my sport basically consists of a combination of Proteins, Carbohydrates, and liquids. For example, as a player, if your body weight is 100 Kgs, you need to supplement that with about 1000 calories of proteins, which is a must. Generally now, I have about 4-8 eggs, around 150 gms of Paneer, dals and soyas with various breads through the day. I wash them off with 4 glasses of fresh juices in the morning and evening. To supplement more protein, I go in for some white meat, - which is always chicken for me - twice a week. What about your gym and training schedules then ? Basically, training and practice are of two types. Off-Season training is what we do during the summers, when a person performs only 60-80% of his maximum ability. During this period, I train about 3 hours, involving PT and light weight exercises.

In-season training is mostly during winters, and this is a time when a person’s performance level increases to around 90-105% of his maximum ability, and the training regime would extend upto 4 hrs during this period. A person like me always aspires to have a physique like you. Any advice that you can give? Anyone anytime can start light weight training and gym practices from scratch. The only thing that should be kept in mind is the fact that, once you start, you have to sustain it, I mean, you have to sustain the exercises, the diet and your discipline. There shouldn’t be any compromise on that front. Tell us about the Gym Facilities available for people like me; I heard there is a Gym in Sena Bhawan. How good is it...and how can I use it? It is good that you asked a question like this. I don’t know much about the gym facility in Sena Bhawan, but I have heard that there is one running there and is a good facility. Recently, 25 Lakhs were sanctioned for a new gym facility in ‘G’ Block, which will be under CAO’s office and will be open to both Men and Women. The construction of the building will start in another month or so. It will be a multi-purpose gym, spacious and air-conditioned with all ultra-modern stuff.

How exactly this Gym will benefit the people here? AFHQ Personnel and officers, I found, were a little over-burdened with the amount of work and work pressure they are subjected to. There has been an increase in the cases of heart-attacks, diabetes etc affecting many among us. The gym will be a step towards a healthy workforce, which in turn will enhance the work-efficiency of AFHQ Cadre in general. Of course, with such an ultra-modern gym, our ministry team performance will also improve. What is to be remembered here is we’ve been winning the inter-ministry overall championships in both Powerlifting and Weightlifting for the last 20 years and the gym will only help to consolidate our reputation in the years to come. It has been a pleasure talking to you, and I wish you all the best for your future on behalf of CAO’s office.

I would like to close it by saying that health is important to each of us and what goes into building a healthy body and mind is perfect discipline towards oneself. I would advice everyone to be health conscious and be disciplined and committed to whatever they do. Internet Deprivation Syndrome (IDS)

hen civilization started, communication was through gestures, and then speech was invented by human race. After

many centuries, another simplified mode came in the form of written words. With the evolution of human race, man thought of easier and fast reachable mode of communication. Then came evolution of INTERNET. With this mode of communication, there was one language to speak throughout the globe. The Internet as with all path-breaking technological developments gives us all the opportunity to act as a global community, advertise and operate across all frontiers, over borders and beyond the control of any national Government.. It is then we started shouting...IT’S SUCH A SMALL WORLD!

To put in a common man’s language, Internet is a global network of computers; all of them speak the same language. The real power of Internet is that it is available to anyone with a computer and a telephone or a cable line. As Internet is proliferating like a web through out the globe, facilities like E-Mail (gmail.com), Instant Messaging (chat.yahoo.com), Voice and Video chats (skype.com), Images (images.google.com), Mappings(maps.google.com), personal networks and Communities (orkut.com), Online Diaries - or ‘Blogs’ (blogger.com) as I and my species call them - and Online Encyclopedias – or simply Wikipedia (wikipedia.org/en) - and also grave issues like Cyber Terrorism, Privacy Infringement, Violation of Intellectual Property Rights (IPR) and Piracy became the order of the day.

Alongwith all this, something else too came into the picture......Addiction to Internet. Yes, Addiction...just like one is addicted to Drugs....Coke....Alcohol. I too have succumbed to this new fad....so to speak!! And what do u have when u are

deprived of ur addiction....Yes....Withdrawal Symptoms....!

So these days, after 5 Email Ids, 3

Messengers, 2 Blogs, and endless number of webpages, I end a conversation on my handphone by clicking a button on my computer (Thanks to Voice Chat and VoIP), and get irritated when other landlines doesn’t respond to the clicks on my computer…. I end up with a unique urbane disease called IDS or Internet Deprivation Syndrome. My fingers are itching…My eyes are twitching….

It has been 6 hrs already. Yes 6 looong looong hours. Yesterday, I chatted for three hours and 27 minutes with my chat buddy ‘love_an_ice’ (it is her online nickname). When ‘Nandini’ came and told me proudly that she chatted for three hours 14 minutes on her handphone hooked to the internet with her online friend from ‘Greenland’, I told her that I chatted for 13 minutes more than her, with this ‘love_an_ice’ from, believe it or not, ‘Cyberia’. U should have seen her face then….talking green, she had indeed turned ‘green’. She was the loser this time around, and I the victor, for a difference! This ice cream lover is my online pal. I chat with her almost everyday. Daughter of an Iraqi Colonel, she tells me all the latest gossips from her office and even her struggles of being a Muslim woman in a small city of Samarra near Baghdad. She even tells me how her people are fighting the ‘Invaders’ and how she heard a giant thud of a bomb dropping just across her street.

I tell her about how fast Delhi is developing into a world class infrastructure! I then tell her about the latest bollywood movies to hit the streets. I tell her all about my life in an Indian metropolis. To the rest of the world, I am ‘Me’, the meek, the quiet, but to this ice cream lover, I am a ‘SuperGuy’ (well, that’s my on-line nickname), the oh so cool, the one that everyone flip for! To this

ice cream lover, ‘SuperGuy’ is the epitome of manhood. I can do anything I want. I invent. I tell her all the things I wish had happened to me, as if they actually did! Who is to know? She does not know my real name, my address or anything else. ‘SuperGuy’ actually exists. Here, inside my computer!

As u may have guessed by now, when it comes to the Net, I am a hardcore Nut. I love chatting. I love telling this ice cream lover and anyone else who might want to listen, all about the imaginary ‘Me’. As someone said, “No one knows u r a dog” how true…no one knows ur plain ‘ol ‘Me’ either. True, if otherwise, my life is to be made into a movie....would you have brought the tickets...? I don’t want an answer to that.

Next to chatting comes music. In fact, more often than not, while I am chatting or not, I am listening to music. Celine Dion, Richard Marx, Bryan Adams, Phill Collins …They are my favorite singers. All my friends ask me, with that music system behind me, why is it that I have to listen to a soul…sou…l… rendition by Phill Collins on the net, with so much static delay and hiss, that too at a low volume. Say what u will. There is something about the net. Something about the fact that u can actually get some great music out of this box that other people use for spreadsheets and word processors (Ugh! ☺) Aah! See I couldn’t resist it…the smilies - ☺ - or have u seen the saddie …?

….That is what I am…a saddie…. when I can’t get through the chat line of ‘love_an_ice’. Yeah, I do have problems when I withdraw from the net – withdrawal symptoms which I earlier mentioned - I feel like an insomniac, symptoms when one is deprived of his daily quota of Cocaine…U must’ve heard of this when u talk about someone’s addiction to Coke or even Prozac…but not with the internet….well, times have changed! And this is the age we live in…Yeah!…I am addicted to the Internet! ...and so I have to log in to internet again...!

So, other than chatting and Music, what does the ‘SuperGuy’ do online? All my

friends love walking down the super malls in the city, window-shopping. What do they know? That this ‘information super-highway’ is the largest window-shopping mall in the world. True, true, I can’t buy my favorite kurta here (but believe it or not…sooner or later, our very own ‘Dilli Haat’ ‘Fab India’ are going to be online…) But I can check out the latest styles. Levi is here. Versace, Armani, Tommy Hilfiger is all mine. Even the designer malls of MG Road are here, so that I can tell my ‘ice-cream lover’, who the leading designers of my country are and what they have in store for her….Infact, she does the buying too… Indeed!! Who wants to ogle at platform stuff in the local bazaars? And in the net, there is no one to question us, asking why we are loitering so long. In fact, they welcome it.

Oops, what about Movies (www.hollywood.com)? check out that online clips of dreamy Kate Winslet and Micheal Pfeiffer, she is here too…. I can even have a chat with Lara Dutta or Priyanka Chopra, if I want to (www.indiafm.com). Trailers, I watch them long before the guys in my office even hear the movie titles (www.youtube.com). And Aamir, Aishwarya, they are all here, just in front of me, and I can even have a blind date with none other than Jennifer Lopez!!… Say CHEESE!! This world just rocks!!!

Speaking of Cheese, have u ever tried a Maurya Sheraton Kadai Paneer? That is my other hangout! The websites of five star hotels (www.fivestarkitchens.com). Have a look at their menu, and yummy, ur stomach is full. Other places where I frequent is the recipe sites. Okay agreed, I am no King when it comes to making home dishes. But when it comes to Egg Florentine, or Cheese Dumplings, dipped in that Thousand Island sauce (don’t ask me what I used instead of the thousand island sauce) I certainly have the last word and it just thrills!!

Oh! I am hungry again…where’s it?

HERE I COME…….. ‘love_an_ice’...!!! Epilogue :- ...Now, as I lay in the darkness at the dimly lit ceiling, a bright halogen lamp on the adjacent road envelops my room in a strange, sci-fi glo. Even at midnight, my eyes are wide open…eardrums close…breathing becomes heavy…body feels the weightlessness…mouth dries up…palms sweat…heart races…mind crawls….BP rises…stomach sinks… I am sleepless again... I expect the ‘Jadoo’ to crawl in through the window, or the entire ‘Star-trek’ team to march in. I try humming those melodious songs, or going over the day's happenings. I even try resorting to pleasantly distorted memories of my college days, lacing them with wild exaggerations and silly fantasies. Tried selling my ‘Ferrari’ to the first ‘Monk’ I saw on the street, or cooking the ‘Chicken Soup’ for the countless ‘Souls’... But nothing works...Together with an utter lack of appetite; Sleep is hard to come by. ...Its been a looong month since I heard anything from ‘love_an_ice’...wonder what happened to her...? May be, one of those ‘precision laser-bombs’ fired by the US might have hit her computer. CNN-IBN on my TV is flashing the images of buildings in Iraq razed by bomb explosions and the MG Road Mall being bull-dozed by the MCD. I log in again on my computer and as the title music from ‘Titanic’ wafts across my room thanks to www.celinedion.com, what remains with me at the end of the day is the hope of finding ‘love_an_ice’ for that one last time!

DISBURSEMENT OF PENSION TO JOINT ACCOUNTS

Ministry of Finance, Deptt of Expenditure has decided that the disbursement of pension through Authorised Banks available to pensioners can now be credited to an account held jointly with their spouses, provided an authorisation for family pension exist in the Pension Payment Order (PPO). The joint account of the pensioner with the spouse could be operated either by ‘Former or Survivor’ or ‘Either or Survivor’ basis subject to the following terms and conditions:-

(a) Once the pension has been credited to a pensioner’s bank account, the liability of the Govt/Bank ceases. No further liability arises, even if the spouse wrongly draws the amount.

(b) As the pension is payable only during the life of a pensioner, his/her death shall be intimated to the Bank at the earliest and in any case, within one month of the demise, so that the bank does not continue crediting monthly pension to the joint account, after the death of the pensioner.

(c) If, however, any amount has been credited wrongly, it shall be recoverable from the joint account and/or any to her account held by the pensioners/spouse either individually or jointly. The legal heirs, successors, executors etc shall also be liable to refund any amount, which has been wrongly credited to the joint account.

(d) Payment of Arrears of Pension (Nomination) Rules, 1983 would continue to be applicable to a joint account with the pensioner’s spouse, which implies, if there is an ‘accepted nomination’ in accordance with Rules 5 and 6 of these Rules, arrears mentioned in the Rules shall be payable to the nominee.

The format of the application form which is required to be submitted to the Bank, in case of pensioners desirous of getting their pension credited to a joint account, is available with CAO Coord and all Admin Sections. The same can also be downloaded from the CAO Intranet at http:\\caontserver
