AFL STATE MANAGER – NSW/ACT DEVELOPMENT’S REPORT

Season 2010 has provided some significant achievements which has put the competition in a great position heading into the future. The introduction of divisionalisation last year has already paid dividends with two new clubs, Auburn and Saints afc, plus five new teams entering the competition this season. The establishment of the under 18 pathway policy this year is a major stepping stone which will help encourage junior players to transition into

senior football. We see this as a major process for the betterment of the competition. Representative football was again played at a high standard this year. The AFL Sydney senior side travelled to Melbourne to play Victorian Amateurs. While the team didn't get the result they were seeking, players would have benefited immensely from the experience under the guidance of Leigh Forsyth. Representative football was also played in Wagga Wagga at the 2010 Regional Championships. Congratulations to AFL Sydney which went on to win the coveted title. It was a fantastic achievement for the side given the average age was 20-years-old and they beat the best country footballers from the Riverina, Farrer and Black Diamond leagues. There has been plenty of talk about the establishment of the Northern States League in 2011. This league will change the landscape of AFL Sydney football and it is hoped to have Sydney representation in 2012. The local football competition in Sydney continues to improve in standard both on and off the field. We acknowledge that the resources available to clubs are limited however we are indebted to the role the game's volunteers play. The introduction of Team GWS has also assisted in providing players with more opportunities to play for the club in the TAC Cup. Local players have again had the opportunity to play as a top up player in the Sydney Swans reserves side. This experience is invaluable for players aspiring to join an AFL club in future drafts. Once again we couldn't be happier with the number of AFL Sydney matches scheduled at Blacktown Olympic Park. The state of the art facility is easily the best AFL Sydney ground and we look forward to playing there again next year. In 2010 the Facilities Department has been able to contribute towards a number of outcomes for senior AFL clubs in Metropolitan Sydney. These include the completion of a $5.3 million new amenities building and club rooms for the Balmain AFC at Drummoyne Oval, the completion of $500,000 Surface Reconstruction for the Western Suburbs AFC at Picken Oval, the opening of Gipps Road Oval for the Holroyd/Parramatta AFC following the completion of the $400,000 resurfacing project, the completion of the $100,000 resurfacing project for the Campbelltown AFC at Monarch Oval, as well as acquiring two new grounds in Mona Park for the Auburn Tigers to train and play matches. The AFL (NSW/ACT) Talented Player Program, which has grown significantly in recent years, has been bolstered with the establishment of the Sydney Swans and Team GWS Academies. This is a major milestone with the possibility of NSW/ACT players now being provided with additional development work and the increased opportunity to play at the elite level in their home state. While over ten players joined AFL clubs through the AFL (NSW/ACT) scholarship system, which ended in July, Team GWS has signed a number of southern NSW players in Kurt Aylett, Sam Schulz, Anthony Miles, Mark Whiley, Jacob Townsend along with Canberra's Josh Bruce. Again, thank you for all of your dedication and support this season. As you can tell we have made some significant achievements which will put the game in better shape for future generations. The 2010 season has now concluded and it is time to reflect on what has been a successful season. 2010 was an exciting time with the introduction of two new clubs, Auburn and Saints afc. Both clubs fielded sides in the Division Four competition and had a successful start with Auburn winning the Premiership and Saints afc being eliminated in the Preliminary Final. Indications are that both clubs will field multiple teams in 2011. After just one season there inclusion has had a positive impact on AFL Sydney. Overall 54 (49 in 2009 senior teams and 18 (19 in 2009) Under 18's sides competed in 2010 although Balmain Dockers Under 18's side withdrew

after six rounds. These matches involving Balmain Dockers were voided and the competition re-fixtured. There were seven individual Premiers and congratulations must go to East Coast Eagles on winning Back-to-Back Premier Division titles, UTS on also taking out successive Division One Premierships, Southern Power in Division Two; Moorebank Sports in Division Three, Auburn as unbeaten Premiers in Division Four, Sydney University in Under 18's Premier Cup in their first season and Penrith who claimed the Under 18's Challenge Cup Premiership after winning all matches throughout the season. All Grand Finals were played at Blacktown Olympic Park and were well attended. UTS also took out the Club Championship Award for the third year in a row. Southern Power came in second place with Sydney University coming in third. The Club of the Year program was again in place in 2010 to reward those clubs who achieve administration excellence. This year $23,660 was returned to the club under this program. Individual reviews were held with each club, in October. The reviews included discussions about their on and off field performances in 2009, financial position, plans for 2010 as well and any AFL Sydney issues they wished to raise. The reviews were well received and will continue moving forward. Financial Benchmarking was again undertaken and it was pleasing to note that all clubs participated. The main point to come out of the Benchmarking was the pressure that clubs are under to raise funds and the importance of finding alternative income sources. AFL Sydney clubs have proven an ability over the years to be able to operate successfully on limited income. Another pleasing aspect was that almost all clubs were able to meet their financial obligations to the league in 2010. Planning for the 2010 season started prior to the conclusion of the 2009 season with a process called "Towards 2010" undertaken. This involved all clubs making suggestions on ways AFL Sydney could be improved in areas such as Competition Structure, Administration, Under 18's, Umpires, Representative Football etc. Once the clubs made their suggestions these were then collated and sent to the clubs for comment. Clubs then responded to this request, the responses were summarised and sent to clubs. This process was not overly supported and will not be continued in 2011. Items raised from the "Towards 2010" process were discussed at the Planning Meeting with the following changes implemented: • Amended Wet Weather policy which prevented matches being transferred to alternate day; • Changes to Finals Qualification to include a provision for Long Term Injuries; 2010 also saw the introduction of the AFL Sydney Pathway Policy for Under 18 players. The aim of the policy was to get junior players to progress through to senior clubs within their region. It was also designed so that the senior clubs take a greater interest in the development of the junior clubs in their region. Another major reason for the implementation of the Policy was to ensure that the quality Under 18's is maintained. Without the policy the possibility exists that the strong clubs would cannibalise the Under 18's competition.

The Policy received a mixed reaction as senior clubs, junior clubs, players and parents become accustomed to the restrictions placed upon them. Overall though, following the introduction of the Policy only eight players played outside their Pathway in 2010 as opposed to 63 in 2009. 2010 also saw the second year of Divisionalisation and the first whereby clubs participated after being promoted or relegated from the previous season. The key indicators i.e.. average margins, win/loss ratios and percentage ranges have shown an improvement which is positive and as teams continue to get promoted and relegated the competitiveness of the competitions and the health of clubs should also be increased. Another positive sign was the way that the clubs have adapted to having their club split when playing away from home. Once again in 2010 saw the production of an Operations Handbook. The booklet was in A5 format and included AFL Sydney Information, club contacts, By-Laws and AFL NSW/ACT Regulations, AFL Transfer Policy, AFL Sydney Tribunal Rules and Guidelines (the Guidelines were written to assist clubs in better understanding the Tribunal Rules and requirements), AFL Sydney 2010 Fixtures, Footyweb Guidelines and the Laws of Australian Football 2010. Footyweb continued to play an important role in the AFL Sydney Competition Management and membership database. The clubs were required to maintain their own membership database and match day requirements. This included inputting new registrations, printing off team sheets prior to each match and, at the conclusion of the each match day, the home club inputting match scores, goalkickers and best players of all matches by 9pm on match day. Most clubs exceeded this expectation and it was not uncommon that by 7pm on matchday all match details were able to be viewed via the website and it is well received by football followers around Australia as well as overseas. Clubs had the opportunity to attend training sessions on Footyweb usage. Thank you to all clubs for their efforts. Prior to the season starting there was also the Annual Football Operations Meeting whilst Presidents meetings were held in February and July. The Coaches were invited to a meeting with Sydney Swans Coaches Daniel McPherson and Stuart Dew to discuss the position with Sydney Swans Reserves and the top-up players required for the season. This session also included a tour of the Swans facilities. These meetings were all important in ensuring the competition ran as smoothly as possible and I believe they achieved their objectives. In 2010 AFL Sydney adopted all of the new Laws of Football including the "Deliberate Rushed Behind" as well as the "Free after Disposal" which were not introduced in 2009. During the season AFL Sydney were required to provide players to assist the Sydney Swans Reserves (Top-ups) every time they played in Sydney. The process was managed by Daniel McPherson (Sydney Swans Reserves Coach) and he was responsible for liaising with the Swans, the AFL Sydney clubs and the players. Throughout the year 39 players from AFL Sydney had the opportunity to play for the Sydney Swans Reserves. 39 Players from AFL Sydney clubs were also called upon to support the Team GWS which participated in the TAC Cup Competition. Both the Sydney Swans Reserves and Team GWS TAC Cup side presents the players with fantastic opportunities. The clubs need to be congratulated for supporting the process and although at times the provision of players was inconvenient, they still managed to meet their obligations. Each Premier Division Club and the NSWAF Umpires Association were again provided with a complimentary uncatered corporate box for a Swans home game. In addition to this all clubs received ten (10) complimentary tickets to each Swans home game. Club Presidents were also invited to attend the Swans Presidents Lunch prior to the Swans vs Brisbane Lions match.

Club Umpires again played an important role in AFL Sydney, as whilst the umpiring numbers are increasing there is still insufficient numbers to fulfil the requirements. Club umpire training was conducted by Carl Fletcher with sessions held prior to the season as well as one session during the year. This year we had 164 Registered Club Umpires of which 90 officiated in matches. The general feedback regarding the quality of club umpires was encouraging. This process will continue in years to come. There were five senior competitions with Premier Division to Division Three all consisting of ten teams whilst fourteen teams competed in the Division Four competition. The Under 18's Premier Division competition commenced with 11 teams however following the withdrawal of Balmain Dockers this was reduced to ten teams. Seven teams competed in the Under 18's Challenge Cup competition. Whilst the senior competitions were very competitive there is a concern regarding the Under 18's competitions and a review of these competitions will be conducted prior to 2011. The draw for all competitions were finalised by Christmas 2009 utilising the AFL Software. With the competition restructure from club based to team based this required extra work with the draw to ensure that the senior and reserve grade teams were not split excessively. A Draft draw was sent to clubs who had the opportunity to request the day and times for their home games. In addition to this each club were required to transfer two home games to Blacktown Olympic Park. Other matters that needed to be taken into considerations included the Swans home draw, Drummoyne Oval and Sydney Uni No 1 Oval Rugby Union requirements & Henson Park Rugby League requirements. Overall we were able to keep the club splits to a minimum. With Easter falling on the first weekend in April all competitions commenced for the 2010 season on the weekend of April 10/11 with the Grand Final replay between East Coast Eagles and UNSW/ES being the highlight. Round 12 was the Round designated as the "Health Awareness Round" which once again raised funds for the Cancer Council "Call to Arms" program, whilst Western Suburbs and Pennant Hills clashed in Round 15 at Blacktown Olympic Park for the annual Blacktown "Mayoral Shield", which Western Suburbs retained. With Balmain Dockers withdrawing from the Under 18's Premier Cup competition after Round 6 the Premier Cup fixture was redone with every team playing 16 matches. Included in the redraw was a round in which all ten teams played at Blacktown Olympic Park on the same day. All competitions consisted of 18 home and away matches, with two designated wet weather rounds. Four weeks of finals were required for the Premier Division, Division One and Under 18's Premier Cup competitions with the Grand Final played on September 18 at Blacktown Olympic Park. The Lower Division and Under 18's Challenge Cup had three weeks of finals with their Grand Final played on September 11 also at Blacktown Olympic Park. The majority of competition matches were played on Saturday, Saturday night and Sunday. In order to celebrate East Coast Eagles ten year association with West Coast Eagles their Round 3 match was played at Blacktown Olympic Park on Friday night, 23 April 2010. Whilst the idea was good the issue with travelling to Blacktown on Friday evening prevented the match from being as well attended as it should have been. Wet weather plagued the competition during the middle of the season which required in excess of 100 matches to be transferred to alternate venues due to ground closures. With a change in By-Laws at the beginning preventing the matches being transferred to an alternate day the ability to get all matches played was a challenge. Matches were played on each of the two designated wet weather rounds. Despite the wet weather only one Division One and Division Two and two Under 18's Premier Cup matches were unable to be replayed which was a fantastic effort. The standard of the Premier Division continues to improve as the younger players make their mark on the competition. The average age of the Premier Division this year was 23 years of age. Despite the lack of financial resources, clubs in 2010 were able to bring a number of high quality recruits into the competition. This certainly helps increase the standard as these players mix with the younger players.

All competitions were fiercely contested with the average margin in four of the five senior competitions being reduced significantly from the previous year. This alone is evidence that the Divisionalisation process is working. Forfeits were again an issue with clubs on 23 occasions (19 in Under 18's) being unable to meet their commitments. Greater financial penalties were imposed on those clubs who forfeited matches with 50% of the penalty being offered to the home club affected by the forfeit. The Premier Division Finals were all played at Blacktown Olympic Park, except for the Second Semi Final which was played at Bruce Purser, due to BOP being unavailable. All finals at both venues were very well attended despite the inclement weather for the matches at Bruce Purser Reserve. The Lower Division Finals were split between Henson Park and Gipps Rd Oval with the Grand Final being played at Blacktown Olympic Park. A highlight for the year was the re-opening of Gipps Rd Oval after being redeveloped. The quality of the venue was such that Geelong played an intra-club trial game there in February. AFL NSW/ACT continues to invest in improving AFL Sydney facilities with major works to be undertaken on Drummoyne Oval, Mike Kenny Oval, Weldon Oval and Picken Oval. These works are due to be completed either prior to, or during the 2011 season. In 2010 a total of 28 venues were used to host AFL Sydney matches. Manly Warringah were again required to use Pittwater No 6 Oval as their home ground whilst Weldon Oval renovations continued. Apart from the normal home grounds, other grounds used included Alan Davidson Oval, Henson Park, Mahoney Park, Blacktown Olympic Park No 1 & No 2 Oval and University Northern Oval. Eight breach notices were issued during the year for "Possible Breaches of the By-Laws". These included playing ineligible players, playing an Under-age player & playing a match with only one field umpire. On one occasion the decision of the match was reversed, on another the match was voided and the club who didn't provide a club umpire were deemed to have forfeited and on other occasions clubs received a fine. Representative football again played a significant role within AFL Sydney with three games scheduled, as well as a post season International Rules games against the NSW Gaelic Athletics Association (NSWGAA). The Senior side played Victorian Amateurs in Melbourne, the Development side (23 years and under) played and won the NSW Regional State Championships in Wagga Wagga and the Emerging Players side played Team GWS TAC Cup side in a Pre-season match at Blacktown Olympic Park. In addition to six players represented NSW at the 2010 Landmark Australian Football Carnival in Canberra. The Phelan/Snow Medal Presentation Dinner was once again the off-field highlight of the year, with over 440 people attending the gala event at Doltone House, Pyrmont. Insurance for clubs, players and public liability was again taken out through JLT Sport as part of the National AFL Program. The prescribed penalty system continued in 2010. The system meant that players who were reported were given the option of taking a set penalty rather than appearing before the tribunal. The reporting umpire completed a report template which was then assessed and converted into points and subsequently the number of weeks that the player would be offered under the Prescribed Penalty. There were a total of 91 reports in 2010 of which 76 were offered a Prescribed Penalty. 56 players opted to take the Prescribed Penalty. 2010 continued the practice whereby Umpires, Club Officials and other officials had the opportunity to report any incident which they believe should be brought to the attention of the Administration Committee via the "Incident Referral Form". During the year 11 Referrals (17 in 2009) were received of which all were investigated and action taken as warranted. Of these one was referred to the AFL Sydney Investigator with the remainder being able to be handled by the Administration Committee. This action taken included two cases being sent to the tribunal as well as Clubs being spoken to or sent notices requesting them address a number of matters with their members.

The practice of visiting clubs bring alcohol into opposition grounds again caused some concerns during the year especially given the Liquor Licence Regulations. At the Presidents meeting in July it was agreed that alcohol was not permitted to be taken into any AFL Sydney venue. 2010 saw the introduction of a new CBA Agreement with the NSWAF Umpires Association, and after almost 18 months of negotiations a satisfactory outcome for all parties was reached. Umpires were again supplied by the NSWAF Umpires Association and we thank them for their support. Through Sporting Pulse AFL Sydney conducted a Tipping Competition in 2010 with 78 tipsters involved. Each week participants were required to tip the winner for each match as well as the margin on one designated match. At the conclusion of the season Mark Coles was the winner on percentage from Daniel Bylsma and Col Huggins. Interestingly the winners had a tipping success rate of 76%. Media Exposure was again a challenge however through the hard work of Jordan Laing as well as club personnel, AFL Sydney is well represented in the Regional papers. In the National papers our scores are included each Monday whilst the Daily Telegraph printed the Premier Division teams in Saturday's edition as well the Premier Division Goal Kickers and Best Players and all our Division scores in Monday's paper. When you compare this with other second tier codes we do pretty well. AFL Sydney Match of the Week was again shown on Foxtel on Main Event Channel 518 each Friday evening as a lead in to the AFL Friday night match. This is important exposure for the league and none more evident than when you go to a hotel in Noosa Heads on a Friday night and there shown on every television screen was the AFL Sydney Match of the Week. A big thank you goes to Craig Abercrombie and his team at Digital Sports, not only for the job they do with the Match of the Week, the Phelan Medal and the finals but also for all the help they provide me during the year. Craig was also able to bring the Mean Fiddler on board as a sponsor for the Player of the Week and this award is much appreciated. In closing I would like to thank all those people who have assisted me in my role. The Football Services department continued to support clubs with their governance and administration and capacity to provide a quality club environment. Notable programs and activities conducted during 2010 include: Quality Club Program

The AFL NSW/ACT Quality Club program entered its first full year in 2010 with moderate uptake from clubs. The program provides a nationally recognised AFL accreditation system which enables clubs to

benchmark and improve their administrative processes. During the course of the season six clubs were accredited at the Bronze level - Auburn, Campbelltown, East Coast Eagles, North Shore, St George and Wollongong. Well done to these clubs for taking the first steps and we encourage these clubs continue to build on their good work and step up to the Silver level this year. Being the premier league in NSW, we expect that all clubs would be able to accredit themselves at the minimum Bronze level by the end of 2011. I encourage all clubs engage your club development officer or myself to help you complete the requirements. Club Development Report The Club Development Report ran for the third year and contained information on grants, club education, tips and hints on how to improve your club administration. The newsletter will be continuing in 2011. NAB Introducer Program The NAB Introducer Program rolled on into 2010 and opportunistic clubs again reaped substantial financial windfalls. Over $20,231 in commission was distributed to AFL Sydney clubs in the year to date as part of a total of $60,098 given back to community clubs across NSW and ACT. With fundraising and sponsorship opportunities becoming harder to obtain, the NAB Introducer Loan program is a great way for clubs to raise sizeable cash for little effort. AFL Sydney Volunteer of the Year

The AFL Sydney can never thank enough the amazing work our volunteers do to keep our clubs in great shape. For the third year running, we gave all clubs the opportunity to recognise their volunteers via the AFL NSW/ACT Volunteer of the Year Program. After receiving a number of nominations, this year’s winner of the AFL Sydney Volunteer of the Year was Anthony Leach of the UTS Bats – here is a short excerpt from his nomination: “Leachy” has a massive heart and has a lot to give to the game he loves and the Club that he has made his own. He has given more to this Club in its short history than any other individual and in return he has asked for the least. His success on and off the field is in no small part to his dedication the sport he loves, his professionalism and meticulous eye for detail – Scott Baker, Vice President, UTS Bats Congratulations to Anthony, to the other nominees and also thank you to those volunteers within all clubs who worked tirelessly to ensure their club was the best it could be in 2010. AFL Merit Award

As part of the AFL’s commitment to recognising volunteers, Ian Parker of Pennant Hills was awarded with an AFL Merit Award. AFL Merit Awards are awarded to people who have contributed outstanding service to Australian Football. The award criteria states that these volunteers must have contributed significantly to football in a number of roles for a minimum of 10 years, however, recipients are generally recognised for a lifetime of service and dedication to our game.

Ian was one of two AFL Merit Award recipients across NSW and ACT for 2010. Here is the short version of Ian’s lifetime involvement in football: Ian has been a stalwart of Sydney football since 1991 after a long and distinguished career in Tasmanian football, including membership of the North Hobart Team of the Century and Life Membership of that club. In Sydney, Ian has been at the forefront of junior football as a member/coach/team manager of Westbrook and membership of Northwest and Northside Association committees. He has been a very active member of the Pennant Hills Demons since 1998 and is a valued Life Member and currently Vice President of the club. Ian is well respected for his deep football knowledge, his high levels of accountability and integrity and his willingness to get involved in the cause of improving Sydney AFL. There is barely a role within football that Ian has not taken on with success, from being a Tasmania FL Director, through to talent identification officer, through to timekeeper, Ian has an imposing list of achievements throughout over 38 years in both junior and senior football networks. Ian is still going strong today.

The weekend of July 3rd

and 4th marked the fourth year of AFL Sydney’s Health Awareness

Weekend; 2010’s purpose was once again to promote and create awareness of a disease with the potential to affect all our players, officials and volunteers – cancer. The affect of cancer was brought closer to home through the story of UNSW/ES U18 Coach, Mick Keys, who lost his father to cancer. Mick became the face of the Health Awareness Campaign for AFL Sydney. AFL (NSW/ACT) teamed up with the Cancer Council of Australia via their ‘Call to Arm’s’ initiative which saw all players in all divisions take the field wearing yellow armbands to create awareness of men’s cancers. Clubs were also asked to donate funds via donations on game day. The total registered clubs in the program increased 21% from last year, and we thank all clubs we were able to raise a significant amount of money for the Cancer Council. Club Education Sessions

„Hands Up‟ Volunteer Coordinator Training In a pilot program with the NSW Department of Sport and Recreation, a two-session training program was conducted to educate Volunteer Coordinators from clubs on issues of volunteer recruitment, retention and coordination. A special session on volunteer mentoring was also conducted by a representative of the AIS. The training was provided to address the overt need of clubs to improve their internal volunteer recruitment and management practices. Following the training, participating clubs were also provided with the opportunity to advertise volunteer positions on the Centre for Volunteering jobseeker website. Further volunteer coordinator training will be provided to clubs in 2011. Club Development Month In February, for the third year running, AFL NSW/ACT ran ‘Club Development Month’ – a series of club management education sessions. The session on ‘Raising Club Revenue’ was particularly well attended, however other sessions did not receive similar interest. In season 2011, we will continue with Club Development Month and will endeavour to make these more interactive, relevant and accessible for all clubs in February 2010. Respect and Responsibility Training Module

As part of an ongoing commitment to player education and welfare, the Respect and Responsibility training program was offered to all clubs in 2010. The broad aim of the program is to provide underage players with information that may assist them to build and maintain social relationships with women that are healthy and respectful. Training sessions for U18 teams were co-facilitated by trained ex-AFL player, Nic Fosdike, and an AFL program manager.

We encourage all clubs who have not yet conducted a session for their U18 players to ensure that they undertake training during the 2011 season. Leading Teams Pilot Program In 2010 two clubs – North Shore and Pennant Hills – were provided the opportunity to engage the skills of Leading Teams, a specialist sports consulting group. The clubs were selected as part of a national AFL pilot program which focussed on a ‘whole-of-club’ review and planning exercise for community clubs. As part of program, an external facilitator was engaged to assist the clubs through five strategic planning workshops. AFL Community Club website This season saw the launch of the new AFL Community Club website – www.aflcommunityclub.com.au. The website is a ‘one stop shop’ for resources and information to assist clubs in all aspects of their operations. I recommend the site to all club administrators, coaches and members alike. AFL SYDNEY UMPIRING GROUP REPORT

The AFL Sydney Umpiring Group continues to grow within the structure and frameworks of the competition. In the 2009 Annual Report there were six areas indentified that required more work within the umpiring group, they were:-

Lack of attendance at training by umpires in the lower grades of football to ensure they are proficiently skilled for each of the games.

Recruiting quality field Umpires in order to officiate in every AFL Sydney game being played.

The age of the core boundary Umpires. The boundary Umpires is an aging list and more work is required to engage younger people

onto the boundary.

Improvement in relations between the Umpiring group and the clubs. Clubs to invite umpires to training sessions during the year and the umpiring group to invite clubs to their training especially during the pre-season.

Training of club umpires to an appropriate level.

Greater coaching of umpires in lower grades on game day. I can report that we achieved or made inroads to five of the areas. Training attendance of community umpires Training attendance is always difficult challenge to solve. Many of the umpires with other elements in their life make it difficult to attend training on a regular basis. While the group has two training bases there are still people that find it difficult. Coaching sessions for umpires were split in 2010 with the community field umpires coaching session being conducted on Tuesday nights while the Premier Division panel field umpires coaching session was on Thursday nights. This allowed for the community umpires to engage more in the coaching session. A secure coaching intranet was also established for the field umpires so that all coaching sessions were uploaded onto the website for review and to allow those unable to attend the chance to participate in the coaching sessions. Goal and boundary umpires also had regular coaching sessions throughout the year and in 2011 will also have the ability to log into the secure coaching intranet to review or catch up on the coaching session missed Recruiting quality field umpires to officiate in every game played This season saw an increase in the number of umpires in all disciplines. The field umpire numbers increased from 68 in 2009 to 72 in 2010. The table below represents the number of games that had league appointed umpires.

A full panel of field, boundary and goal umpires were provided 37.2% of all games played. The age of the core boundary umpires The average age of the boundary umpires fell in 2010 to 27.7 years along with recording an increase in numbers from 18 in 2009 to 27 in 2010. The Premier Division boundary umpires average age was 28.3 years. Through the juniors umpiring in AFL Sydney football there has been a number of younger recruits that have decided to become a boundary umpire over field umpiring. Improvement in relationships between clubs and umpires This is always a work in progress however many of the clubs issued invites to umpires to attend the after match drinks and where possible umpires would attend. There were also a number of clubs that invited umpires to a training session to assist. Training of club umpires to an appropriate level Four training were conducted for new club umpires or club umpires that had not umpired consistently over the last two years. As from the end of the 2012 season all umpires will need to be accredited under the National Umpire Accreditation Scheme and therefore even club umpires will be required to obtain their Level 1 Accreditation. The accreditation process is based on performing key competencies. Greater coaching of umpires in the lower grades A Community Umpires Coach, Glen Callaghan was appointed for the first time to work with umpires in the Division Two and Three grades. While it is still very difficult for one person to view all the games every week we were able to provide critical performance feedback each week for the community umpires along with tailoring a coaching program suitable for their needs A comparison to umpire numbers between the 2009 and 2010 season

Training was again conducted at Blacktown Olympic Park on Tuesday evenings and North Sydney Oval on Tuesday and Thursday nights. The average number of attendees at training each night was 47.4 compared to 44.6 umpires per training session. With the work of Carl Fletcher, Umpire Development Officer, the junior umpiring groups were engaged to assist with boundary and goal umpiring of Under 18, Division One and Two games. In all 75 junior umpires (475 appointments) were involved in either boundary or goal umpiring on their ‘off’ day to the junior competition. For the Foxtel game each week umpires used a MatchCom system which allowed umpires to talk to each on the ground. MatchCom vastly improves the team work and communication between umpires along with the ability for the game day coach to be able to listen in during the game. The MatchCom was also part of the Digital Sports coverage giving Sydney football an insight into the umpire’s decisions during the coverage. MatchCom also provides an invaluable tool for the reviewing of games and the coaching of umpires. Over the course of 2010 a number of umpires were selected for higher appointments as part of the development pathway. CLUB PATHWAY POLICY

2010 saw AFL Sydney introduce a Club Pathway Policy (CPP), which created a designated Pathway from Junior football through to Senior Football. Currently once a player finishes playing Junior Football (Under 16's) they are then required to find a senior club to continue playing football. Under the CPP all players, and clubs will know which senior clubs are in their Pathway and with better interaction between the Senior and Junior Clubs the transition for the player from Junior to Senior Football should be a smooth one. Whilst the CPP may prevent some players from playing for the Under 18's Club of their choice Senior Football Operations Manager, Gary Burkinshaw believes that some level of control or management of development of growth in our club market which is demographically distorted is required, at least in the short to medium term. "It is important for the development of AFL across the region as a whole that junior players are encouraged to continue playing senior football at their local senior clubs" Burkinshaw said. "The CPP will also enhance the quality of the Youth competitions across the board as a result of closer and more effective links between clubs in the 10 pathway areas" he added. In 2010 (after the introduction of the CPP), eight players played out outside their designated pathway as opposed to 63 in 2009 (prior to introduction of CPP). How would the Pathway Policy work? The structure would be: • Each junior player registered in AFL GSJ, excluding Central Coast & Newcastle, is identified

as part of a club pathway. • The pathway is based around premier division club plus and may have one or more lower

division clubs and a number of junior clubs aligned to it.

The management of players coming through the youth level pathway would necessitate senior clubs identifying and having a better knowledge of the youth in their area. The cornerstone of the pathway process will require senior clubs, on an annual basis, to assess their under 18 potential market. The process would work as follows:

• A player is bound to the senior club within their region for the period they are eligible for under 18s. • Each AFL Sydney club, expecting to have under 18 team(s) will, at the designated time (Dec

31), nominate one list of 30 players (the named list). This list would include players from both their existing list and known under 16 players coming out (i.e.. 17 years old after Dec 31) of the junior football system from junior clubs designated to their pathway.

• Under 15 and 16 year olds are not to be included on the named list, rather they are to play in

their pathway • Any existing under 18 player who has played 5 or more games in the previous season is

automatically included on a senior clubs named list. • If the senior club has more than one under 18 team only players who have played 5 or more

games in the Premier Cup team the season before will automatically be included on the named list.

• These lists essentially become the clubs in the pathway required lists. With multiple senior

teams in a pathway some players may appear on more than one list. • Players coming out of the junior system must have played at least 5 games in the previous

season with that junior club in the pathway.

• After these named lists are signed off by all senior clubs and AFL Sydney any existing under 18 players not named become openly available to register or seek a clearance to any club. In effect the un-nominated player has the choice to play with any club.

• On this basis a senior club may then build a base beyond the original 30. • The principle is that under 18 players will not be able to move outside their designated

pathway unless agreed to by the senior club(s) having name listed that player. That said their may be some circumstances where that principle should be reviewed.

• An appeal process to the AFL Administration Committee for players looking for an exception

to sign with a club outside of their pathway will be in provided. Any decision of that committee is final. Some of the possible reasons an appeal may be successful include moving residential location or school significantly impacting the players ability to train or play for the club(s) in the players original pathway.

• The table on the following page outlines the principle of pathways scenario applied to the

2009 season

REPRESENTATIVE FOOTBALL

In 2010, the AFL Sydney Representative program was again very busy and included the biannual match against Victorian Amateurs for the senior side and a pre-season match against the Team GWS for an AFL Sydney Emerging Players side. The Development squad played in the NSW Regional State Championships, and the annual International Rules clash against the NSF Gaelic Athletics Association. Six AFL Sydney players also had the honour of representing their state after gaining selection in the NSF side that played in the 2010 Landmark Australian Country Football Carnival.

Seniors AFL Sydney travelled to Melbourne to take on the Victorian Amateur Football Association (VAFA) in their bi-annual clash. The match was played at Elsternwick Park on 14 June 2010. With Rohan Graham taking up a position with North Shore, Leigh Forsyth was appointed as the new coach. Leigh was assisted by Terry Mudge and Richard Gerke. Graeme Merkel took on the role of Team Manager as well as Chairman of Selectors, whilst Garry Burkinshaw was also a selector. Merkel did an excellent job as Team Manager and was a major reason was the Rep Program ran smoothly and his professionalism and thoroughness was appreciated by the players and the officials. A selector was in attendance at almost every Premier Division Senior game in the lead up to the Representative match. At the completion of Round 3 a training squad of 44 players was selected. Another five players were added to the squad during the program. From the original squad eight players withdrew through injury with another ten players making themselves unavailable. Declan Donohue was named Captain of the Representative side with Earl Shaw and Damien Bowles (pictured) his deputies. The squad trained six times in total (one was washed out), three at Henson Park, two at Blacktown Olympic Park and recovery session at Picken Oval. Each training session was attended by trainers Bruce Hunter and Russell Penton as well as Physiotherapist David Pattison who ensured that all injuries and ailments were well managed. The input and professionalism of these three people was much appreciated by the players. The squad was reduced to 25 in the week prior to the match and on the Tuesday night prior to the game the squad gathered at Picken Oval for a massage and game plan meeting. The squad also had a team dinner at the Wests Rules Club where the players and officials were presented with their playing gear, representative shirt, jacket and bag. All players and officials were required to wear their team shirt, black dress pants and black shoes travelling to Melbourne, to the game as well as to the after match function. This requirement was completed without exception and presented a positive image for AFL Sydney. The side travelled with Virgin Blue departing Sydney lunchtime Saturday. The team stayed at "Crest on Barclay", St Kilda and had a light training run at an oval near the motel on Saturday afternoon. A team dinner was held at the motel on Saturday night. After the official match function on Sunday night the players had some free time which enabled them to sample to local scenery. The players returned to Sydney on Monday morning. The side prepared well for the match, although the result of the match did not go according to plan. (see match report below). Fortunately there were no major injuries from the game and all players were available for their clubs the following week. Following the game the players, officials and supporters progressed to the function room for the after match function, which included finger food and refreshments.

Presentations took place at the function and included the presentation of the trophy to the VAFA as well as Best Player awards to Earl Shaw (as selected by the AFL Sydney Coaching Staff) and Chris Jordan (selected by the VAFA Coaching Staff). In the weeks following the match the players were provided with a questionnaire in relation to all aspects of the Representative Program. The feedback received was very informative and will be beneficial for future programs. All players and officials were presented with a Representative Pack which included a Team photo, DVD of the match and a copy of the Football Record as mementos of the experience. Match Report AFL Sydney was no match for Victorian Amateurs (VAFA) going down by 80 points at Elsternwick Oval, 20.11.131 to 7.9.51. AFL Sydney battled hard however were unable to contain the home sides run in the second half. A good crowd was in attendance, and included many AFL Sydney followers, with the match being played in overcast conditions. The rain held off although the ground was in a heavy condition. a heavy condition. AFL Sydney made a perfect start to the match when Alex Lee took a good mark and then converted the goal. VAFA responded courtesy of a dubious free kick in front of goal and followed this up with another major before Damien Bowles kicked a long goal from 50 metres out on the run. A late goal from the home side saw them go into the first break leading by 10 points. The second quarter saw the home side lift there game and with costly turnovers by Sydney putting the defence under plenty of pressure. To their credit though the defence led by captain Declan Donohue and Chris Jordan was standing tall. Two strong marks up forward saw the Amateurs kick three goals for the quarter however two late goals by Matt Edwins and Alex Lee saw the home side get within 17 points at the half time break. This could have been even closer except for two missed shots on goal from 20 metres out late in the quarter. At the long break the AFL Sydney coaching staff emphasised the need to for the team to make better use of the possession. The start of the third quarter saw the VAFA side take control of the match, with three goals in the first five minutes had the visitors on the back foot. With the Sydney side continuing to turn over the ball under the pressure of the home side the VAFA were able to run the ball at will and with a dangerous forward line they were able to kick seven goals for the term to set up a match winning lead of 51 points at the final break. The highlight of the third term for Sydney was goals to Daniel Spiteri and Sam Crichton. The final term continued in the same vein with the VAFA continuing to display their skills and AFL Sydney battling hard to contain them. Ben Absolum was able to kick a goal after clever work from Edwins, however in the end the VAFA were too strong winning by 80 points. Despite the shoreline the AFL Sydney side were far from disgraced and the young players would have benefited enormously from the experience and will be keen for revenge in two years time when the VAFA travel to Sydney. At the aftermath function Earl Shaw was presented with the best player award as judged by the AFL Sydney Coaching staff whilst Chris Jordan received the award presented by the VAFA. Development Squad (23 years & Under) AFL Sydney decided to send their Development Squad to Wagga Wagga to contest the NSW Regional State Championships on 13-14 June 2010. Brad Pullin was appointed coach, assisted by Mick Keys with Adrian Raftery the Team Manager. The senior Coaching Panel Leigh Forsyth, Terry Mudge, Richard Gerke, Graeme Merkel and Garry Burkinshaw also involved in the selection process. Raftery did an excellent job as Team Manager and was a major reason for the Development Teams success. His professionalism and attention to detail ensured the trip ran smoothly, and his efforts were appreciated by the players and the officials, even the 6am team walk on Sunday morning.

A selector was in attendance at almost every Premier Division Senior game in the lead up to the Championships. At the completion of Round 7 a training squad of 37 players was selected. This squad included 16 players who dad already been training with the senior squad. Another ten players were added to the squad during the program including one on the morning the side departed. From the original squad ten players were selected in the Senior team to play in Melbourne, 3 withdrew through injury whilst another twelve players made themselves unavailable. The squad were scheduled to train four times in total however one session was washed out. They trained twice with the senior squad, once at Henson Park and once at Blacktown Olympic Park. The final training session was also held at Henson Park. The training sessions were well attended on all occasions. Each training session was attended as Physiotherapist from Balmain Sports Physio to ensure that all injuries and ailments were well managed. On the Tuesday night prior to the game the squad had a team dinner at the Wests Rules Club where the players and officials were presented with their playing gear, representative shirt, jacket and bag. At the dinner Lachlan Pryor was named captain of the side with Ben Rogers named as vice-captain. All players and officials were required to wear their team shirt, black dress pants and black shoes to the games each day as well as when they went out to dinner and also the Championship function. This requirement was completed without exception and presented a positive image for AFL Sydney. In addition to the players and officials Will MacArthur and Mat Baigent of the AFL Sydney Umpires Association also made the trip as the field umpires representing AFL Sydney. The trip to Wagga Wagga on Friday was by bus, engaged from Port Stephens Coaches. The coaching staff kept the players busy on the trip which engendered a firm sense of comradeship amongst the group. Accommodation was at the Centralpoint Motel & Apartments in the centre of Wagga Wagga and upon arrival the squad went to Bolton Park for a light training run. A team dinner was held on the Friday Night at the La Porchetta Restaurant. At the Championships, the players were attended to by Physio Ryan Broad, as well as trainers Lee Clout and Megan Sales. These three were all from Wagga Wagga and they ensured that all injuries and ailments were well managed. Match day on Saturday involved playing 3 pool games against Riverina Football League, Farrer Football League and Black Diamond AFL, each consisting of 2 x 17 minute halves. After losing their first game to the Farrer Football League the side won their next two games to progress through to the final on Sunday. (See match report). A down side was the injuries suffered by Shanan Kershaw (Broken arm - Game 1) and Jesse Martin (Concussion- Game 2) who were both required attend to hospital. Both players were accompanied to hospital by Megan Sales whilst Garry Burkinshaw remained with them until they were released. Shanan was released that afternoon whilst Jesse was not released until 9pm that night. Families off both players were informed of the players injuries and kept informed with their progress. Both players were unable to play on Sunday and in fact Shanan unfortunately missed the remainder of the season. The Championship Function was held at the Rules Club on Saturday night which the players and officials attended. Trophies were presented to the best players for each team with Ben Woods collecting the best player award for AFL Sydney.

On Sunday, the team played the Black Diamond AFL in the final, which consisted of 4 x 15 minute quarters, and played possibly their best game of the carnival winning easily. (See match Report)

Following the final the players received medallions whilst the team was presented with the Regional Championship trophy. Pryor was also named as player of the Championships. After the match on Sunday the players returned to Sydney. Overall it was a fantastic performance to win the Championships against strong senior leagues on a limited preparation and full credit must go to Brad, Mick and Adrian who worked well as a team and ensured the players were able to play to their potential over the championships. Match Report Saturday AFL Sydney Development Representative side progressed through to the final of NSW Regional State Championships being held in Wagga Wagga. After a sluggish start which saw the side lose to Farrer Football League by two points, after trailing by 17 points at half time, the youthful AFL Sydney side defeated the highly fancied Riverina Football League by one point, courtesy of a late Kieran Emery goal. In the final game the AFL Sydney side were too strong for the Black Diamond AFL winning by 26 points. Jackson Potter Sunday AFL Sydney Under-23's have taken out this year's AFL (NSW/ACT) 2010 Cougar Sportswear Regional Championships in Wagga Wagga. Eight AFL leagues travelled to the heart of the Riverina for the event as large crowds gathered to watch the best footballers from around the state battle it out for their respective leagues.

The equation was simple for AFL Sydney to make the grand final. A loss in their first match ensured they would need to win their next two games if they were to have any chance of progressing. They came up against last Championships' winners, Riverina FL, in their second match and a gutsy one point win meant they would need to beat the undefeated Black Diamond in their final game of day one. The side did exactly that and earned themselves a rematch against Black Diamond in the Grand Final.

AFL Sydney U23's produced a hard running brand of football that couldn't be matched by Black Diamond AFL, the surprise packet of the tournament that knocked out the Riverina fancied leagues on their way to the biggest game of the weekend. AFL Sydney U23's were simply too good, winning at every change and as the match wore on the side looked to be getting better. AFL Sydney often switched the ball from one end of the ground to the other without their opponents getting their hand on the football. Gutsy running, hard tackling and fluent football was the catalyst to AFL Sydney's 50 point victory over Black Diamond. The team will now carry the title of the state's best league for the next two years. Lachlan Pryor capped off a superb tournament claiming the Player of the Championships award. After a narrow defeat in the first game to the Farrer FL by 2 points the team remained un defeated and eventually won the grand final on the Sunday against the Black Diamond FL. Best players over the two days were: L Pryor, B Rogers, B Woods, J Potter, D Chivas. I would like to thank all the Assistant coaches and support staff for there on going help over the weekend. A special thanks to team manager Adrian Raftery for his organisational skills and to the individual clubs for releasing their players. The end result was a great indication of the standard of talent that is playing in the AFL Sydney football competition and I was honoured to be part of this team as their coach.

Emerging Players (19 Years and under) An invitation was issued by Team GWS for an AFL Sydney side to play a pre-season match against their TAC Cup side at Blacktown Olympic Park on 20 March 2010. Leigh Brain as appointed coach, assisted by Leigh Forsyth. Garry Burkinshaw was also a selector. The side consisted of players under the age of 19 years with twenty five players taking to the field. The squad trained twice at Henson Park which, on both occasions, was well attended. Each training session and the match was attended by trainer Bruce Hunter as well as Physiotherapist, David Pattison to ensure that all injuries and ailments were well managed. The players received a pair of shorts and socks for playing in the match. Team GWS won a closely fought match (see match report) After the match the players and officials were provided with sports drinks and subway sandwiches. Match Report Team GWS have recorded their first win with an 11 point victory over the AFL Sydney Emerging Players side at Blacktown today, 6.12.48 to 5.7.37. In hot conditions both sides struggled with their skills which was to be expected given the conditions and also the fact that it was the first game of the season for most of the players. The enthusiasm and commitment of the players could not be faulted however and the match was a tight contest throughout. The match was played over 5 x 15 minute periods and Team GWS got the jump early and kicked the first three goals of the game to lead by 20 points at the first change. AFL Sydney then slowly got their game into gear and kept the GWS side goalless for the next two periods to trail by one point after three periods.

International Rules

The annual International Rules match with the NSW Gaelic Athletic Association (NSWGAA) was held at Mahoney Park on 10 October.

Leigh Forsyth was appointed Coach assisted by Rohan Graham whilst Adrian Raftery provided his International Rules knowledge at both training sessions. Graeme Merkel was the Team Manager.

Invitations were issued to the Representative Players, Team of the Year members and other players considered suited to the International Rules format. Unfortunately a number of players were unavailable due to clubs having their end of season trips that weekend. In the end twenty one (21) players represented AFL Sydney in the match.Ron Wason was named as Captain. In addition to the above, four NSWAF Umpires Association umpires also made themselves available for the game i.e. Central: Paul Barron, Boundary : Gordon MacArthur and Goal: John Curran and Frank Dicosmo. The player had two low key training sessions with the main emphasis being on getting used to handling the round ball as well as the rules. The match, which was well attended, was a quality affair despite the windy conditions with NSWGAA winning the match (see match report). Players from both sides adjourned to Durty Nellie's pub in Paddington for the after match function. Match Report The NSW Gaelic Athletic Association (GAA) side has won The Mick Raftery Cup for the first time with an emphatic 25 point victory over AFL Sydney in the International Rules match played at Mahoney Park today. Final score 4.7.8 (53) to 0.7.7 (28). Blustery conditions greeted the two sides in the third annual clash between the two local codes and how the teams mastered the strong wind would be crucial to the final outcome. Running with the wind, the Irish fully utilised the conditions and made the perfect st 24 point lead in the first quarter. Any fear that the NSWGAA had on a AFL Sydney three-peat had been quickly extinguished with two early goals by Mickey Kennedy and Padraig Berry, much to the delight of the strong Irish contingent in the crowd. Three overs by Declan Donahue early in the second quarter inspired the AFL Sydney to bounce back strongly but poor disposal of the round football would ultimately prove costly as the Irish defence stayed firm to secure a 14 point lead at the main break. In the third quarter, the NSWGAA continued to pile on scoreboard pressure with deft handling of the round football in the conditions and extended their lead to 24 points with a goal to Roch Hanmore who plays Australian Rules with Premier Division side, UTS. These International Rules clashes are renowned for the strong finishing by the Australians and with the wind behind their backs for the last quarter, it was expected that AFL Sydney would mount a strong challenge to retain their crown and set the match up for a thrilling climax. But any hope of the AFL Sydney winning the Mick Raftery Cup for a third time was evaporated by goal in the opening minute of the last quarter by the GAA's (and UTS) ruckman Alex Whooley. After the match NSWGAA's captain Mark Murphy was presented with the Mick Raftery Cup from Mai Raftery whilst NSWGAA's Padraig Berry, who has played county football in Ireland with Longford, was presented with the Kerry Murphy medal for a best on ground performance. In the earlier match of the day, the NSWGAA women easily accounted for the SWAFL 8.19.16 (119) to 0.1.5 (8). New South Wales

Six AFL Sydney players (maximum allowed under Carnival Rules) were selected to represent New South Wales at the 2010 Landmark Australian Football Carnival which were held in Canberra from 25-28 July 2010. Damien Bowles, Jamie Vlatko, Daniel Spiteri (East Coast Eagles), Declan Donohue (St George), Kieran Wright (Pennant Hills) (pictured), Kieran Emery (North Shore) and Earl Shaw (UNSW/ES) played in the Carnival whith Shaw named as Vice-Captain. Lachlan Pryor (North Shore), Jeremy Kiel, Ben Woods (UNSW/ES), Ben Rogers (East Coast Eagles), Jeremy Stiller and Josh Houlihan (North Shore) were also named in the

initial training squad however did not make the final squad. New South Wales came fifth at the Carnival with 2 wins, 1 draw and five losses. All AFL Sydney players performed well at the Carnival.

PHELAN MEDAL NIGHT

In excess of 440 people attended AFL Sydney's Night of Nights at Doltone House, Pyrmont on Monday, 15 September. Hosted by Mark Beretta, the night recognised the achievements of individuals, volunteers and clubs who excelled during the 2010 season. All past Phelan Medal winners were invited along with Life Members, members of the NSW AFL History Committee,

Representatives of Team GWS and Sydney Swans and sponsors. Each Premier Division Club was represented by at least two tables and the other Clubs by one. Also in attendance were Liberal Senator for NSW, Senator Marise Payne and State Member for Penrith, Mr Stuart Ayres. Digital Sports provided the audience with a fantastic presentation which included video and photographic highlights from the 2010 season. A full vote count was conducted for all Premier Division Seniors games. Alex Lee was named the winner of the 2010 Phelan Medal with 19 votes. In all other divisions the top ten vote getters were acknowledged. Well renowned comedian, Paul Martell and young singer Nellie Dargan provided the entertainment on the night. Three new members were inducted in to the AFL Sydney Hall of Fame at the event. Bob Sterling, William Cottis and Ralph Turner were in attendance along with family and friends to celebrate their achievements and contribution to AFL in Sydney. Ian Parker from Pennant Hills was presented with the prestigious AFL Merit Award for outstanding service to Australian Football. Kevin Taylor contribution to AFL (NSW/ACT) was also acknowledged when he was made a Life Member.

PHELAN MEDALLIST

Sydney University's Alex Lee has capped off a remarkable year claiming the Phelan Medal last night for AFL Sydney's best and fairest player. The 26-year-old polled 19 votes, two votes ahead of teammate Ben Mankarious and St George's Declan Donohue. While it was a fitting reward for the consistency the midfield/forward has shown all season, this weekend's grand final will be the last time he dons the Sydney University Guernsey for at least a year. The financial advisor will be taking the 2011 season off footy as he jet-sets around the world. "I'm a bit surprised actually, I had odds on favourite for Macca [Adam McConnochie] followed by Manka [Ben Mankarious] and Kieran Wright so yeah it was a good surprise," Lee said. Lee's victory is only the third time in the club's 123 year history that a player has won the coveted Phelan Medal - with only Brydon Coles (2009) and Michael Davis (1990) before him. After five years playing in AFL Sydney, Lee will take next year off as he travels around the world. His teammates and the wider football community will be eagerly anticipating his return in the 2012 season. East Coast Eagles utility Damien Bowles polled the most Phelan Medal votes (21) but was ineligible to win the award after serving a two match suspension for being reported in Round 15.

NAB RISING STAR Campbelltown youngster Ryan Bottin-Noonan has celebrated a stellar first season by being named as the 2010 AFL Sydney NAB Rising Star Award. Bottin-Noonan spent most of the year playing at Centre Half Back with the responsibility of containing the oppositions best forward and he completed this task with aplomb. He was also able to provide plenty of counter attacks for his side with his hard running through the middle of the field. The 18 year old's year was highlighted by selection in the AFL Sydney Representative side which played against the Victorian Amateurs and also in the AFL Sydney Team of the Year. Ryan received a trophy along with a $500 cheque from NAB. Full list of nominees:

AFL SYDNEY VOLUNTEER OF THE YEAR

Anthony Leach joined the UTS Bats AFC in 2002 in the formative years of the UTS Bats from the Wollongong league. The Club soon knew he had a passion for Aussie rules and helping others. This Melbourne boy and Melbourne supporter was there to make a difference, not for personal gain, but purely because he is "that sort" of person who sees volunteering to make things happen a normal part of his life. He understands "community" and thrives on old fashioned values. "Leachy" has a massive heart and has a lot to give to the game he loves and the Club that he has made his own. He has given more to this Club in its short history than any other individual and in return he has asked for the least. His success on and off the field is in no small part to his dedication the sport he loves, his professionalism and meticulous eye for detail. It would be embarrassing to calculate the volunteer hours Leachy has given The Bats and the Game of AFL in Sydney. Not only has he volunteered enormous hours but he has also managed to be one of only 5 players to reach the 100 game milestone for our Club. There's a saying around the Bats "Ask Leachy" - he is the walking talking encyclopedia of the Bats, there is little he doesn't know with respect to running an AFL Club in Sydney. Our reliance on this person became so great after many years of him doing so much, we had to conduct a "if Leachy got hit by bus" audit on the Club and established just how much this guy does for us including organising pre season training venues and pre season opponents, wet weather training venues, physics, medical equipment, coaching interviews, filling coaches requirements, umpires, council liaison, ground management, UTS Union liaison, registering players, player clearances, AFL liaison officer, washing jumpers, ordering Jumpers, socks, shorts and other equipment, setting up for match days on Friday nights, ordering new footballs, ensuring footballs are pumped up ready for training, returning equipment to the ground after dark when others are onto their 2

cleaning up the home and away rooms well after the last person has left for the day, sending off or entering match results to the AFL, organising trophies for presentation nights. He has also developed a club availabi l i ty roster via "Teamer" to improve the selection process this year. He knows all 150 players by name and organises the weekend's jumper bags off the top of his head by knowing every player and their number. On top of this, in 2010 he continues his on field passion by being the Second division runner. Anthony has been also been the instigator of the selfless winter "cans of food to train nights" he organizes each year to support the homeless at Matthew Talbot hostel, not far from our home ground. Leachy's willingness to help build this Club and lead so many men by example has been inspirational. He lives by the motto "Respect" and and demonstrates this in all facets of his life. This list is merely a sample of how he contributes and is certainly not exhaustive. His contributions are not one offs; they are the 1 %ers 100% of the time year in year out. Leachy is an incredibly valuable asset to this Club, the Code of AFL and is one of life's true gentlemen. We are proud to be nominating him for the AFL volunteer of the year award and firmly believe he constantly lives the values of our club and those of the AFL. He would be an extremely worthy recipient of this award.

HALL OF FAME

In 2003 Sydney AFL established a Players' Hall of Fame. Nominees are judged by the selection committee to have made an outstanding contribution to the AFL Sydney competition. The Hall of Fame is principally for players with the following criterion used in the selection of inductees:

Level of service and overall contribution to the game

The number of playing years is a consideration but not the sole determining factor in assessing a person's eligibility

A player may only be eligible to be inducted as a Hall of Fame member once they have been retired from playing for a minimum period of three years

Only those who have played in a senior competition in Sydney are eligible. In 2010, three new members were inducted in to the AFL Sydney Players' Hall of Fame: Bob Sterling

He played 175 senior matches for St George from 1962 to 1972 mostly as a centreman, Centre Half Back or Half Back Flanker

He joined the club after playing his junior football with Penshurst AFC

Won St George Best & Fairest on a record five occasions (1964,1965,1967,1969 & 1970)

Played in St George's 1964 Premiership winning team and was also a member of their losing Grand Finals teams in 1965 & 1966.

Represented Sydney Football league in 1965

Played for NSW on eight occasions between 1967 & 1970 playing against the likes of QLD, ACT & VFL Seconds side.

After retiring at the young age of 28 years, Bob has remained an active member of the St George AFC filling numerous roles

In 2008 He was awarded the AFL Sydney Volunteer of the Year for his contribution to the St George Football Club and AFL Sydney

William (Bill) Cottis

William `Bill' Cottis was an outstanding centreman for Newtown in the Sydney Competition from the mid 1940's to the mid 1950's. He played in 5 consecutive Premiership sides for Newtown from 1946 to 1950. Bill Cottis was one of Newtown's leading players during this time. Bill won the Phelan Medal at the age of 19 in 1946. The 1940's are regarded as probably the strongest period of Australian Football in Sydney as there was a large influx of Victorian and other interstate players as a result of service in World War 2 and National Service. Leading VFL players who played in Sydney during this time included Phonse Kyne, Sam Loxton, Keith Miller and many others. Bill also represented NSW on a number of occasions. Ralph Turner

Ralph Turner was born circa 1936 in Preston, Victoria.

He joined the Australian Navy in 1954 and was drafted to HMAS Albatross at Nowra.

He played for South Sydney from 1955 to 1959, winning the clubs best player award in 1957 & 1959.

He won his first Phelan Medal in 1959, polling 37 votes which equals the highest number of votes polled by one player. He polled votes in all bar one match.

In 1960 he transferred to Sydney Naval Club in the NSWANFL where he played until he joined the RAAF and returned to Victoria.

He was Captain/Coach in 1961 & 1962 and captain in 1963 & 1964.

He played in Sydney Naval's Premiership teams in 1960 & 1962.

He won his second Phelan Medal in 1961.

In 1965 he joined the RAAF and was posted to Victoria where he played for Werribee in the VFA. He won Werribee's Best & Fairest player award in 1965 and 1966. He was named in Werribee's Silver Anniversary team (1965-1989).

He returned to Sydney in 1971 and was Captain Coach of the Combined Services in Sydney's 2"

CLUB CHAMPIONSHIP AWARD

The Club Championship Award is awarded to the leading AFL Sydney Club based on the on-field performance of their top three grades. Points were awarded as follows: Seniors: 6 points for a win; 3 for a draw, 0 for a loss Reserves: 4 points for a win; 2 for a draw, 0 for a loss Under 18's/Thirds: 2 points for a win; 1 for a draw, 0 for a loss If a club only had two teams their total points have a 10% weighting added to them. AFL SYDNEY TEAM OF THE YEAR

Sydney University duo Roger Moten and Mark Egan were recognised for their sides excellent season by being named Coach and Captain of the 2010 AFL Sydney Team of the Year. The team was announced at the Phelan Medal Presentation evening held at Doltone House. Twelve players were named for the first time, whilst McConnochie and St George Captain Declan Donohue were honoured for a fourth time. Nine of the clubs had representatives in the team with both Sydney University and Western Suburbs having the most representatives with four. Matt Gestier was awarded the Umpire of the Year. The Team of the Year was selected by the AFL Sydney Premier Division Coaches, and Football Operations Manager, Garry Burkinshaw based on the following criteria:

Players must have played a minimum of seven (7) games as at Round 15;

The Coaches could not pick players from their own clubs The selections were based on the following categories with the team to comprise 18 on field players, 4 Interchange Players, Captain, Coach & Umpire:

AFL MERIT AWARD

Pennant Hills stalwart Ian Parker was presented with the prestigious AFL Merit Award at the Phelan Medal Presentation Dinner on Monday night.

AFL Merit Awards are presented to people who have contributed outstanding service to Australian Football. The criteria states that these volunteers must have contributed significantly to football in a number of roles for a minimum of 10 years, however, recipients are generally recognised for a lifetime of service and dedication to our game. The award has been running since 1931 and over the years recipients of the award have included household football names such as David Parkin, Sir Kenneth Luke and Noel Judkins, and closer to home, Ian Ferguson, Ian Granland and Ian Wright.

Each recipient's name is added to the honour board in AFL house alongside the names of 600 other past winners and they also receive a AFL framed certificate signed by the AFL CEO, Andrew Demetriou, and AFL Commission Chairman, Mike Fitzpatrick.

Ian has been a stalwart of Sydney football since 1991 after a long and distinuished career in Tasmanian football, including membership of the North Hobart Team of the Century and Life Membership of that club. In Sydney, Ian has been at the forefront of junior football as a member/coach/team manager of Westbrook and membership of Northwest and Northside Association committees. He has been a very active member of the Pennant Hills Demons since 1998 and is a valued Life Member and currently Vice President of the club. Ian is well respected for his deep football knowledge, his high levels of accountability and integrity and his willingness to get involved in the cause of improving AFL Sydney .

There is barely a role within football that Ian has not taken on with success, from being a Tasmania FL Director, through to talent identification officer, through to timekeeper, Ian has an imposing list of achievements throughout over 38 years in both junior and senior football networks.

Ian is still going strong today. In a state league club that has a very young and local list, he is still the 'go to' man for many players for advice, counseling and support. Throughout a life in football, Ian has made a valuable and sustained contribution to the game and upholds all of the values of youth and player development.

AFL (NSW/ACT) LIFE MEMBER

Kevin Taylor was awarded Life Membership of AFL (NSW/ACT) as recognition for his contribution to AFL in this state. Taylor was presented with his award at AFL Sydney's Presentation Dinner. Taylor relocated from Melbourne to Sydney in the mid 1970s due to his employment in movie theatre management. He became a member of the Board of Directors of North Shore AFC, and also served as Treasurer of the NSWAFL. For a number of years, the VFL match of the day on Saturday afternoon was televised live to Sydney, by Channel Nine and by Channel Seven. Kevin helped promote the game in Sydney by hosting a panel discussion during half time of the VFL match. This was the first television exposure in Sydney of the local Australian Football competition on a regular basis. Kevin also obtained segments promoting the local NSWAFL competition on the major radio stations in Sydney including 2UE, 2GB and 2KY. Prior to Kevin's involvement, the only radio exposure was the broadcasting of the match scores. Kevin's segments included player interviews and panel discussions. Kevin's radio and TV promotion of the NSWAFL helped promote the code in Sydney at an important time when the VFL was looking to expand the competition to a National Competition. In the late 1970's the VFL played matches at the SCG for competition points. Previously a number of exhibition matches had been played. The late 1970s and early 1980s was a strong period for Australian Football in Sydney, before the Swans came to Sydney and the national AFL competition was established. Kevin produced the NSWAFL/SFL Record for as number of years. It became a much more informative publication than just listing of players and details of matches from the previous round. Kevin has also published a number of books on Australian Football including a history of the Swans Club and detailed statistics and records.

His Footystats web site has been operating for 25 years and is a wonderful detailed free resource of statistics and football information to delight all Australian Football enthusiasts. Kevin was also the inaugural Secretary of the NSW Australian Football History Committee.

FINALS

Premier Division Finals Once again 2010 saw the Premier Division Finals consist of the top five finishes following the home and away season. All finals with the exception of the Second Semi Final were played at Blacktown Olympic Park (BOP). Due to BOP being unavailable for the Second Semi Final this match was played at Bruce Purser Reserve. BOP was in excellent condition for the finals and players, officials and spectators all appreciated the excellent facilities available at the venue. All final days featured three matches with the Premier Division, Division One and Under 18's Premier Cup matches scheduled. Catering for the AFL Sydney finals is allocated on a rotating basis and in 2010 it was Pennant Hill's turn to undertake the task. They paid a catering levy to the League of $2,000. I am certain that the club would have benefited greatly r is arrangement which would be a just reward for the effort that they put in. East Coast Eagles were appointed the Gatekeeping duties and they completed this task with great diligence. The club received 12.5% of the gate keeping proceeds. The admission charge for all finals was increased to $10 for adults whilst entry for children Under 16 remained free. Each participating team (including umpires) received 35 player/official entry passes if they had one team and 32 passes for each subsequent team. Football Records were given away for free. Parking was free at all venues. The finals were well supported with good crowds at all finals. The Grand Final Day was attended by in excess 2,000 people. The weather for all finals was excellent except for the second semi final which was played in rain. BOP was in excellent condition for the finals and players, officials and spectators all appreciated the exellent facilities available at the venue. The ground staff at Blacktown Venue Management provided great support during the finals and we thank them for that. Unfortunately rain in the lead up to and during the day made for a muddy cricket pitch area at Bruce Purser Reserve however the remainder of the ground was in good condition given the weather. Thanks also to East Coast Eagles for their support in ensuring the ground was in good condition for the match. For the Grand Final the AFL (NSW/ACT) logo, along with the logo of the two competing teams was painted onto the playing surface. This was well received and added to the presentation of the day. The National Anthem was perfomed by Nellie Dargan, who also performed at the Phelan Medal. The coin toss for the Premier Division match was performed by 2010 NAB AFL Sydney Rising Star, Ryan Bottin-Noonan. The Premiers in each grade were presented with individual player medallions and the Premiership Cup on a stage on the ground in front of the grandstand. The presentations were completed with the assistance of a person nominated by the Premiership winning club. A presentation was also made to the player adjudged by the Digital Sports Commentators as "Best on Ground". In the Premier Division, Damien Bowies received the Rod Podbury Medal.

Lower Division Finals The Lower Division Finals consisted of the top four sides at the end of the Home and Away season. Three venues were used for the First Division Finals in 2010. Henson Park for the First & Second Semi, Gipps Rd Oval for the Preliminary Final and Blacktown Olympic Park for the Grand Final. All Lower Division Finals had four matches scheduled, Division Two, Division Three, Division Four and Under 18's Challenge Cup. The weather conditions were fine except for the Preliminary Final which was played in extremely wet conditions. The catering was undertaken by Holroyd Parramatta who were charged a levy of $1,000. The Club did an excellent job in ensuring that those who attended the Lower Division finals were well fed and did not go thirsty. Moorebank Sports were appointed the Gatekeeping duties and they completed this task with great diligence. The club received 25% of the gate keeping proceeds for the Semi Finals & Preliminary Final and 12.5% for the Grand Final. The admission charge for Semi Finals & Preliminary Final was $5 for adults with children Under 16 free. For the Grand Final this was increased to $10 for adults whilst children Under 16 were still admitted free. Each participating team (including umpires) received 35 player/official entry passes if they had one team and 32 passes for each subsequent team. Football Records were given away for free. Parking was free at Gipps Rd Oval and Blacktown Olympic Park with a $5.00 per car fee charged for parking inside Henson Park. The finals were well supported with good crowds at all finals. The Grand Final Day was well attended with approximately 1,000 people in attendance. The atmosphere in the grandstand during the day was fantastic as supporters provided excellent encouragement for their teams. The Premiers in each grade were presented with individual player medallions and the Premiership Cup on the ground in front of the grandstand. The presentations were completed with the assistance of the President of the Premiership winning team. A presentation was also made to the player adjudged by the Umpires as "Best on Ground". PUBLICITY

In 2010, the AFL Sydney competition again achieved significant media coverage through local media outlets and websites. Local papers tracked the progression of clubs from their first game all the way until September when teams either tasted premiership glory or bowed out trying their best. AFL Sydney’s success on the representative stage was one of the main drawing cards this year for media coverage. AFL Sydney Under-23’s success at the Regional Championships in Wagga Wagga received wide-spread media coverage in Southern NSW and areas of Sydney. AFL Sydney’s match against Victoria Amateurs at Elsternwick Park, Melbourne also saw coverage across NSW and Victoria – particularly online. Several AFL Sydney players took part in the Australian Country Football Championships, and their output for the NSW team, received wide media coverage throughout Australia. The AFL Sydney finals series also saw significant coverage in all local competing clubs’ local papers, as well as the Blacktown based papers where the finals were held. AFL Sydney Scholarship listed players and NSW/ACT Rams players were a strong promotional tool for the league, with many of the young players featured in their local publications.

One of the media achievements of the year was the continued following of the Auburn Tigers by the Auburn Review. The club appeared weekly in the paper and also featured in Melbourne’s the Herald Sun. Balmain’s star signings at the start of the season also saw media coverage in the Sydney Morning Herald. On radio, AFL Sydney scores and updates were broadcast weekly through the national AFL Today program and features were ran on Sydney’s number one AFL show – The Bounce on 2GB. Again this year the match of the week was broadcast on Fright nights across the eastern states of Australia through Foxtel. This platform is integral to showcasing the talent on display in the local competition. A huge thank you must be extended to Craig Abercrombie and his team at Digital Sports for their continued support. With the AFL’s expansion plans moving forward, particularly with the new North East Australian Football League, there are huge plans to increase AFL Sydney media coverage at both a local and national level. In order to increase media coverage and to improve local clubs’ profile and media presence, AFL (NSW/ACT) will be distributing media packs to all clubs for season 2011. Included in this pack will be a range of initiatives to increase the amount of media coverage in local papers. Again the AFL Sydney website (www.sydneyafl.com.au) proved to be a major source of promotion for the league with over 2,684,605 visits from January 1 to September 30, 2010. On top of the AFL Sydney website, www.aflnswact.com.au was rebranded this year which provided weekly scores and ladders as well as news articles on the local competition. These websites will be developed further next year to keep readers up to date with all that is happening in AFL Sydney. CLUB FIELD UMPIRES 2010 saw the continuation of the Club Field Umpire Program (CFUP).

The program involved the following: - For all matches where two accredited umpires were not appointed, each club was required to

provide a club umpire. This occurred on most occasions in Division Three, Division Four and Under 18's Challenge Cup.

- To become a Registered Club Field Umpire the club umpire would need to either hold a

current umpire accreditation, have officiated a match as a club umpire in 2009 or attend a club umpire training seminar in 2009 or 2010. They would also need to complete a Club Field Umpire Registration Form.

- Upon registration the club field umpire received a registration card, Laws of the Game DVD, 2010

Laws of Australian Football, AFL Sydney Club Umpire Manual, and red/yellow cards. - Club umpires were required to wear yellow/black shirt, black socks (supplied by the league) and

black shorts. The league also provided whistles. - A minimum of two umpires required for any game to commence. Prior to the season commencing, AFL NSW/ACT Umpires Development Officer, Carl Fletcher conducted 3 CFUP training seminars throughout Sydney. Another seminar was held during the year. In 2010 there were 164 Registered Club Umpires of which 90 umpired at least one game, whilst 23 umpired in excess of five matches.

CLUB OF THE YEAR INCENTIVE SCHEME

The Club of the Year incentive scheme was continued in 2010 to give clubs the opportunity to receive financial rewards for achieving excellence for off field administrative tasks. These tasks included provision of financial information, attendance at meetings and matchday duties. Items relating to discipline (both on and off the field) and representative football were also included in the scheme.

Points were allotted for each task, each worth $0.50 to the club. Each week points were calculated and clubs issued with a statement. At the end of the season, clubs were paid the amount which they earned. Clubs must have achieved a minimum of 1,000 points to be eligible to receive a payment. If a club finished with a negative amount they would be required to pay this amount. It was pleasing to note that all 22 clubs were eligible to receive a payment.

The incentive scheme is an excellent initiative that saw $23,660 returned to the clubs in 2010.

TELEVISION COVERAGE

AFL Sydney continued to gain national exposure with highlights of one AFL Sydney Premier Division match shown each week on the FOXTEL Main Event Channel (518). The one hour program was shown on Friday nights at 6.30pm as a lead in to the AFL Friday Night match. The program consisted of highlights of the selected AFL Sydney match of the week. The Match of the Week was selected to ensure that all clubs received exposure during the year with most matches being broadcasted were played at Blacktown Olympic Park. Our broadcast partner, Digital Sports provided "live streaming" of the Premier Division Grand Final. This was once again well received by those who were unable to attend the Grand Final but still wanted to follow the match live. Digital Sports should be commended on the quality of the production and presentation and it is hoped that this exposure will continue in years to come. All seven Grand Finals were filmed, with commentary and were available for purchase via Digital Sports.

MEAN FIDDLER PLAYER OF THE WEEK

As a further promotion of the AFL Sydney Match of the Week the Mean Fiddler offered a "Dinner Voucher" to the player adjudged by the commentators as the Best on Ground. SPONSORSHIP/APPROVED SUPPLIERS AFL NSW/ACT was again the major contributor to the funding of the AFL Sydney competition. As part of the AFL NSW/ACT Licence Agreements, AFL Sydney was able to benefit by way of assistance for resources such as Footballs, Representative gear and medical supplies. Clubs were able to benefit by way of cheaper prices due to the AFL’s buying power. In 2010 AFL NSW/ACT continued more cost effective process for ordering footballs via a centralised ordering system. Rather than each club sourcing their own Sherrin footballs they could now place an order with the AFL who would then in turn place a bulk order with Sherrin and arrange for distribution of the footballs. THE FOOTBALL RECORD

The production of a weekly Football Record continued in 2009. The coloured cover was pre-printed with a space for the round, date and match. This information was then printed on to the covers each week. Clubs were again asked to contribute notes each week. The notes were placed adjacent to their team list and home clubs were issued with 50 copies each round. The publication was compiled and edited by Jordan Laing. Garry Burkinshaw would then lodge a copy of the record with Officeworks, Gosford on Tuesday Morning for printing and collating. Once printed and collated, the A5 booklets were collected that afternoon, sorted and boxed into home club lots and couriered to the house of a home club official each Friday. Officeworks provided a 5% discount for the inclusion of an advertisement in the Record. The season’s records will be bound and kept as part of the leagues historical records. Whilst there is a reasonable effort in publishing the Football Record the end result is a tremendous vehicle for the league and clubs to push their cause and a wonderful effort for those concerned in its publication.

FOOTY TIPPING 2010 saw AFL Sydney hold their own football tipping competition which attracted 78 tipsters.

The competition was run through the Footyweb system and managed by the Football Operations Manager and required the tipsters to initially join the competition and then on a weekly basis make their selection for each of the five games and also predict the margin for a designated match.

If a tipster did not submit they tips they were allocated the away team.

Two points were allocated for a win, one for a draw and nil for a loss.

If tipsters were level on points their ladder position was decided by percentage which was based on the difference between the actual margin and the tipsters predicted margin for the designated matches, on an accumulated basis.

The tipping competition was won by Mark Coles on percentage from Daniel Bylsma and Colin Huggins.

No prizes were on offer for the winners.

PHOTOGRAPHY

AFL Sydney contracted the service Michael Vetta Photography to take photo's of matches throughout the year.

Michael attended matches on most weekends (sometimes multiple matches) and provided the AFL with a selection of photo's from each match. Michael also travelled to Melbourne to photograph the Representative fixture.

He also displayed photo's on the photo gallery on the AFL Sydney website as well as at www.saflphotos.com.au . The photo's were also available for purchase.

AFL Sydney certainly benefited through the availability of quality photograph's.

In comparison to 2009, charges in 2010 were reduced by 11 %. In 2010, 84% of all charges were 'offered a Prescribed Penalty of which 74% were accepted. This percentage compares to 2010 where 75% of charges were offered a Prescribed Penalty with 74% accepting. In 2010, 89°/ of those cases which appeared before the tribunal resulted in a guilty verdict as opposed to 72% in 2009.
