Egypt which has been inexistence for over 15 years.

According to Mostafa, the dayhas since become a nationalannual celebration in all the Arabcountries and it falls on the firstFriday of April.

He said that on that day,orphanages nationwide opentheir doors to the festivities forboth their orphans and sponsors.It is also a prime opportunity fororphanages to attract newsponsors, from largeorganizations and businesses toindividuals.

Mostafa said that on this day,people pay visits to orphanagesand give donations in form offood, clothes and other basicneeds. They also carry out afundraising drive by selling goodsto the invited guests and well-wishers who attend the event.

He added that an Egyptian bankof food also goes aroundcollecting left over food fromhotels and restaurants;repackage it and distribute it tothe orphanages, on that day. Inthis way, he said, they are ableto feed about 700, 000 orphansin Egypt.

He said that through suchcelebrations, the Arab countrieshave managed to raise funds tosupport the orphans. Mostafaadded that through the proceedsgot from the fundraising drive,Egypt has managed to build achildren’s cancer hospital mainlyto offer free modern medical careto orphans.

More than 250 students ofMakerere University FortPortal campus havethreatened to drag the oldestinstitution to court seeking toreverse the impromptuclosure of their campus.

Makerere UniversityCouncil resolved to closethe western campus in FortPortal over low studentenrollment and stiffcompetition from Mountainsof the Moon and UgandaPentecostal University.

Acoording to a letter datedMay 25, signed by CharlesBarugahare, the UniversitySecretary, the campus willnot open for the 2016/2017academic year. He said thecouncil’s decision wasinformed by the poorenrollment since theinception of the campus in2010.

The campus housed at ToroKingdom headquarters inMucwa was established to

serve students from thedistricts of Kibaale, Ibanda,Hoima, Bundibugyo,Bushenyi, Kasese, Kyenjojo,Kamwenge and Ntoroko.

Ritah Namisango, theMakerere University PublicRelations Officer, confirmedthe council’s decision andsaid students who have beenstudying at the campus willnot be affected by theclosure.

Namisango revealed that theaffected students will remainstudents of MakerereUniversity but will berelocated to the main campusin Kampala or Jinja campus.

However, this has not gonewell with the continuingstudents who claim they aredragging Makerere to courtfor breach of agreement.Theaggrieved students, whopreferred anonymity,revealed that consultationswith their lawyers arecomplete and that they aresoon going to court to seekan injunction blocking theinstitution’s decision.They saythey made contracts to studyand complete the three yearsfrom Fort Portal and notKampala or Jinja, noting thatMakerere administratorstook the decision without

consulting them.

“Museveni and his cabalare presiding over amalevolent and capriciousstate capture which isclearly seen in the tyrannyof the majority inParliament. This Cabinettherefore does notrepresent a new direction.You cannot make anomelette by shufflingaround rotten eggs,” MrMao said.

Joseph Nehme, the consul incharge of visa affairs at theFrench embassy, who alsoattended the event, noted thatthe idea is great and not only isgrappling with the problem oforphans.

“Uganda and all embassiesneed to emulate this and showorphans that they are notabandoned,” he said.

The UNICEF report 2009revealed that Egypt grappleswith an orphan crisis of about1.7 million, something Mostafasaid the Egyptian society candeal with them on a charitablebasis.

According to the same report,Uganda has an orphan crisis ofover 2.5 million orphans out ofwhich 1.2 million are orphanedby HIV/ AIDS. For the feworphanages that are set up,there are still hindrances thatbar them from fully catering forthe orphans.

Currently one of the biggestorphanages in Uganda, Sanyubabies’ home, needs aboutsh400m to construct a securitywall fence around it.

“The existing boundary wall isvery old and weak. On severaloccasions, thieves have brokeninto the current fence to steal,”the Home’s AdministratorBarbara Nankya said.

Detectives for the second dayyesterday questioned detainedNakawa Division MP MichaelKabaziguruka, about subversiveactivities that security agenciesare linking to former FDC partypresidential candidate KizzaBesigye and ex-spymaster, GenDavid Sejusa.

In a related incident, police onWednesday intercepted UgandaPeoples Congress party deputysecretary for mobilisation, Mr DanOola Odiya, on Coronation Road inGulu Town as he walked home ataround 8pm.

Mr Patrick Okema, the AswaRegional Police spokesman, said MrOola was arrested “on a verysensitive crime following high-levelintelligence”. He offered no details.

The week’s arrests, which theOpposition has dismissed as post-election political recrimination,began with a Special Forces-ledafternoon raid on Monday inKyengera, Wakiso District, wheresome of the suspected soldiers werereportedly hiding in an incompletetwo-storey building.

Only the district policecommander, whose name wecould not readily establish,joined the team from Kampala.

Soldiers, MP held over rebel links

Police block FDC prayers in Mbarara

MBARARA-

Police in Mbarara onTuesday stopped Forumfor Democratic Change(FDC) party supportersfrom conducting prayers.

The members led by FDCparty chairman StanleyKatembeya had resumedthe “Free My Vote”weekly prayers, whichhad temporally beenbanned by Justice StevenKavuma.

During the prayers, theFDC spiritual leader inMbarara, Mr EmmanuelBukabeba, urged supportersnot to abandon politicalstrategies such as the Power10 that was launched by theformer party presidentialcandidate, Dr Kizza Besigye.

“God free people’s PresidentDr Kizza Besigye and all thoseprisoners of conscience andthose who don’t know whatto do, show them what to do,”Mr Bukabeba prayed.

He added: “You remember his[Besigye] ‘V’ signature, sincehe cannot gesture it nowbecause he is in prison, do itfor him, mobilise others andshare with them theinformation, we have talked to10 persons you also get other10 and those 10 also mobiliseother 10.”

Dr Besigye launched the Power 10in Rukungiri as a mechanism forcitizens to protect their voteagainst being rigged. He also saidthe Power 10 strategy will be usedto identify people participating inthe political liberation of thecountry.

Mr Bukabeba, a former NRMsupporter, distributed leaflets titled“Fdc Foundations for Peace” withvarious messages and DrBesigye’s photo. He emphasisedthat they should be shared amongall party members in rural areas.

Police later stormed FDC partyoffices on Markhansigh Streetwhere the prayers were being heldand ordered them to leave or bearrested. They first prayed onemore time, as police watched,before they deserted the place.

Rwizi Region Policespokesperson Vincent Ssekatesaid the group was holding anillegal assembly. He said theyshould have notified police aweek before so that they areoffered guidance andprotection as Public Order andManagement Act stipulates.He added it was more of apolitical gathering than aprayer session and police hadto go and stop them becausethe congregation was growingbig.

“Look at what was happening;it was more of a politicalgathering because the personwho was preaching wastalking of planting intelligencein NRM to spy on theiractivities, they are talking ofPower 10, they had flierswhich they were distributing,they were calling members ofPower 10 to distribute them,”he said.

produce Dr Besigye in Nakawa

Chief Magistrate’s Court

claiming that his appearance

posed a security threat.

Besigye had been scheduled to

re-appear in court for the second

time after two weeks ever since

he was charged afresh with

treason offenses.

Prosecution then made an

application asking the presiding

Chief Magistrate James Ereemye

to have Besigye’s case heard

from Luzira Prison court on

grounds that his appearance

in court posed a security

threat.

However, Chief Magistrate

Ereemye adjourned the case

to today (June 15) when he

would pronounce himself on

prosecution’s application.

Subsequently, Besigye was

brought to Court at around

8:30am amid tight security. All

roads leading to Nakawa

Court were also sealed off.

In Court, Chief Magistrate

Ereemye overruled state’s

request to have Besigye’s

case heard from Luzira prison.

The magistrate said Dr

Besigye must always appear

in the court where he was

arraigned.

“I don’t wish to undermine

the duty of the state but I’m

convinced the state has capacity to

provide security to this particular

case. But for this court to allow state

application, circumstances of this

case without sufficient evidence

would be to set a wrong precedent

that would undermine the sanctity

and reputation of the court. I’m

therefore not satisfied by the

prosecution to move the mention of

of this case to Luzira court. In search

for justice and justice to be seen to

be done, it’s prudent that this case

remain mentioned in court

where the accused was

arraigned,” said Chief

Magistrate Ereemye.

He also ordered police and the

director of Public Prosecution

to hasten with their

investigations into Besigye’s

case before adjourning it to

plead to the charges on

grounds that they are capital

in nature only triable by the

High Court. Dr Besigye

could not also ask for bail

since the same court does

not have jurisdiction to

large between February 20 and

May 11 in diverse places of

Uganda formed an intention to

compel by force or constrain

Uganda’s consumer priceindex (CPI) statistics state thatinflation increased to 5.4% inMay up from 5.1% that wasrecorded in the month of April2016.

This was attributed to theincrease in annual core inflationand a rise in annual servicessuch as healthcare, education,insurance, financial and legalservices.

Steven Kaboyo of AlphaCapital Markets said theshilling revolved within a range,weakening as demand surgedon account of interbank buyingand importers forex needs. Inthe money market,overnight and one week fundstraded at an average of 12%and 16% respectively.

In the international currencymarkets, the dollar dropped toa two week low as investorslocked in gains on thegreenback’s recent ascent.

”In the coming days, theshilling is seenmarginally weakening as themarket anticipates reneweddemand from market playersduring the budget week,”Kaboyo said.

he International Monetary Fund (IMF) has accepted Uganda’srequest of having its economicpolicy programme extended byanother one year under thecurrent Policy SupportInstrument (PSI) arrangement.

This is intended to facilitatepolicy continuity and allowsufficient time for ongoingstructural reforms in the country.

Uganda’s economic policyprogramme includes:Amendment of the PublicFinancial Management Act,addressing accumulation ofarrears, amendment of Bank ofUganda Act, and improvingproductivity in key sectors ofthe economy such asagriculture, manufacturing andtourism, among others.

The IMF concludedconsultation with Uganda inJune 2013, and completed thefinal review of the country’sperformance under an economicprogramme supported by PSIarrangement and approved athree-year PSI, which issupposed to end this financialyear 2015/16.

However, in April this year,government requested for theextension of the programme togive more time for policyadjustments aimed at usheringin more reforms in the economy.

Following discussions last weekin Washington D.C to extend thecountry’s programme by oneyear, Mr Min Zhu, the deputy

managing director and actingchair of IMF, said despiteexternal shocks, and amidelection-related uncertainty,Uganda’s economydemonstrated resilience, withrobust growth, low inflation, andstrong international reserves.

“However, structural reformshave lagged and need to berevitalised to enhancecompetitiveness, promoteeconomic diversification, andfoster sustained and inclusiveeconomic growth,” he said.

He added: “Economic policieswill remain focused on keepinginflation low and boostinggrowth. Fiscal priorities includeshifting public spending towardinfrastructure and poverty-alleviating expenditures,boosting domestic revenuemobilisation, and enhancingpublic investment efficiency.Continued fiscal prudence couldfacilitate further monetary policyeasing, which would help easetight credit conditions.”

Mr Zhu explained that moreprogress is needed on key

structural reforms. For instance,prompt parliamentary approvalof the Public FinancialManagement Act regulations inline with international bestpractice, decisive action toreconcile and validate the stockof domestic arrears, andfinalising the charter of fiscalresponsibility are paramountsteps to further improvegovernance and strengthen theBudget process.

A team led by Mr Roger Nord,IMF Mission Chief and DeputyDirector of the AfricanDepartment, visited Kampalafrom March 21 to April 6, toconduct the sixth review ofUganda’s economic programmessupported by the PSI.

The PSI is an instrument of theIMF designed for countries thatdo not need balance ofpayments financial support. Ithelps countries design effectiveeconomic programmes thatsignal to donors, developmentbanks, and markets the IMF’sendorsement of a member.

Matsiko is a 42 year old Mechanical Agricultural Engineerwho has discovered his niche in agriculture, to which he is sodevoted that he would love to see people his age get moreattracted to the sector. He is a knowledgeable, energetic andvery innovative farmer who is fulltime on the farm located inKashaari, Mbarara district.

Matsiko operates on over 50 acres of land, on eight of whichhe grows bananas, passion fruits on five and maize for silageon forty. He also rears 36 cows in zero grazing from whichhe collectively earns sh100m per year.

the farm is highly mechanized, with an automated milkingprocess, grass threshers, hummer mill, chuff cutters,silage compactor - which he acquired at sh14m,generator and tractor. The milk produced is suppliedto a milk collection centre at nearby town.

He is very particular about record keeping and hashired a consultant to streamline the books of accounts.He does research, trains his managers in fodder andcalf management, animal hygiene, shares new conceptswith them and also with other farmers, even from asfar as Kenya.

Despite his background in agricultural machinerysalesmanship, he is knowledgeable and eloquentlypassionate about farming and has attracted his peersinto farming.

Matsiko employs twelve people permanently, amongwhom is a trained Farm Manager and up to 15 casualworkers as need arise who help Him and his wife runthe farm.

One of the main challenges while starting out was watershortage, which he has managed to overcome byconstructing a 600,000litre capacity water reservoir.He still faces challenges in form of expensive labourwith only women ready to work yet they are physicallychallenged for some tasks, low milk prices, high energycosts that come with operating power generators.

He keeps books of accounts and has hired a consultantto streamline knowledge acquisition. Matsiko alsotrains his managers in fodder and calf management,animal hygiene and shares new that he learns conceptswith them.

The Bill & Melinda Gates Foundation, theorganisation she co-chairs with her husband, Bill Gates,donates billions of dollars toward improving people’s healthand well-being. In Uganda, Gates monies have helped millionsof people access HIV/Aids life relief drugs, the Anti-RetrialViral Therapy drugs, familyplanning services andmodern contraceptives, andmalaria treatment, amongothers.But for a woman who co-chairs a $39.6bn-richfoundation and a wife to theworld’s richest man, onecan only imagine what ameeting with her can belike.I met Melinda at theWomen DeliverConference in Copenhagen,Denmark in May. About5,733 delegates from 169countries met at aconference that sought toally girls’ and women’shealth and rights in therecently launched worlddevelopment blueprint, theSustainable DevelopmentGoals. Melinda had justgiven a keynote addressand I was one of the sixpersons invited for a 40- minutemedia roundtable discussion withher.Meeting Melinda GatesDressed in a sky blue suit, Melinda was graceful,professional and humble. “Hello, my name is Melinda Gates,”she greeted me with a firm handshake and a smile. “Thereare drinks here, feel free to pick what you like,” she said,pointing to a table at one end of the room. She grabbed a softdrink for herself, and joined me at the table.She speaks calmly but passionately. Melinda’s life is largelypunctuated by efforts to assist particularly women pullthemselves out of poverty. “I meet a lot of people both menand women in the villages, in the slums all over the world. Isee the reality of their lives. I see this disparity particularly(with) women. University students may have life

differences but will certainly be

united where fun prevails. And it

is from that fun that comes

different stories. Some sad and

appalling, others exultant and

memorable.

It is those stories that Samuel

Kizito, a movie director and writer,

seeks to portray in his new

sensational Uganda horror movie,

Bunjako.

A kind of suspense-filled movie

that keep the Ugandan audience

at the edge of their seats,

Bunjako premieres this weekend

on June 17 at Theatre La Bonita,

Kampala.

The plotBunjako follows a story of

University students with

differences in life that plan to go

for a camp fire trip together with

their lecturer. On their way to the

camp fire, they come across a

thick forest which they have to

go through to make it to their

destination. Along the way,

however, they meet the

unfortunate works of the devil.

Their travel vehicle breaks down

and they decide to make it

through on foot. Unbeknownst to

them, the forest they are moving

through is haunted with a killing evil

spirit and human-like carnivores

who feed on animal and human flesh.

And it that one night that is slowly

setting in they have to move through

the forest. One of them gets

possessed by the evil spirit which

uses her to its aid to kill both the

students and the carnivores.

Confusion ensues among the two

groups. At the same time the

carnivores think the students are

killing them, the students think vice-

versa. Either party has to either keep

away or attack the other for revenge.

And that is where all the horror starts.

The cast comprises of a relatively

young breed on the movie scene, but

they perfectly fit in their roles and

execute them well to bring out the

movie’s storyline. Diana Nabatanzi

plays the lead role of Jane. (Atukunda

Joseph as Musinguzi, a policeman and

Jane’s father). Others include Sharon

Atuhaire, Kimuli Brandon, Julius

Mosh, and Jolly D Mukasa—all

relatively new faces on the scene.

Health workers at Jinja RegionalReferral Hospital have askedpatients to buy their own medicalsupplies and sundries beforebeing attended to.

The new guideline, which hasreportedly been sanctioned by thehospital administration, has beenon for one month.

Health workers who talked toDaily Monitor on condition ofanonymity said the medicalfacility ran out of gloves, plastersand needles, among othersupplies in April.

Four medical workers attached tothe hospital have since Decemberbeen arrested for allegedlyextorting money from patientsunder the guise of selling themsuch sundries.

As the situation worsens, themedical workers say they are

unfazed by the possibility ofbeing arrested.

“There is no way any medicalworker here is going to riskcontracting diseases because oflack of sundries. Patients simplyhave to buy them before they areattended to and theadministration is aware,” one ofthe medical workers told DailyMonitor on Wednesdaymorning.

Another health worker advisedthe office of the HealthMonitoring Unit of State Houseto ensure that medical workersget the appropriate tools.

The hospital’s spokesperson,Ms Sarah Mulonge, confirmedthat the hospital had run shortof supplies.

possessing forged academic

papers, walked out, claiming

that their superiors in

Kampala had instructed

them leave court .

Court presided over by

Judge Margaret Tibulya

heard on Wednesday that

Ms Vivian Ayalo, Ms

Jackline Anago and another

officials whose name was

not availed were present in

court, but later informed Mr

Asuman Basalirwa, the

petitioner’s lawyer, that they

were unable to testify in the

matter.

”My Lord, there is evidence

that witness summons were

issued to URSB officials who

have appeared in court this

morning, but after the 15

minutes adjournment, the

three witnesses have

informed me that they have

received a phone call from

their boss stopping them

from testifying in the matter,”

Mr Basalirwa said.

Ms Namujju, who stood on

the ruling NRM ticket in the

February polls was sued by

Mr Martin Kizito

Sserwanga,a concerned

citizen, for allegedly

presenting forged academic

papers and voter bribery .

Mr Basalirwa, who expressed

shock by the witnesses’ action,

asked court to issue fresh

summons to URSB officials,

which court granted.

The trio, together with URSB

registrar general, Mr Bemanya

Twebaza were ordered to appear

before court today.

During her previous appearance

Ms Ayalo, an official from URSB

told court that they got a

complaint to investigate a Deed

Poll in the name of Cissy

Namujju which was found to be

non-existent.

She said instrument number 7649

that appeared on Ms Namujju’s

alleged deed poll belongs to a

private firm, Green Life Enviro

Consult Uganda Ltd, according

to records in the bureau’s

register; which indicates that

her deed poll is forged and

false.

Justice Tibulya said the trio

would give evidence on the

issue whether Ms Namujju made

a deed poll to grant her the right

to have different names on

different documents.

She said the registrar general

would be tasked to explain to

court why he decided to stop

the witnesses from giving

evidence.

The petitioner told court that

Ms Namujju failed her Senior

Four examinations which

means she joined Advanced

Level illegally.

According to Mr Sserwanga,

Ms Namujju’s Ordinary Level

certificate does not reflect

results that could enable her

sit for Advanced Level exams.

In his affidavit, Mr Sserwanga

told court that Ms Namujju

passed only five subjects yet

for a candidate to get Ordinary

level certificate, they must

pass six subjects.

Rev Fr Francis Namuna, a

priest at Kyazanga Catholic

Church has also presented a

booklet containing Ms

Namujju’s baptism

information.

According to Fr Namuna, Ms

Namujju’s baptism card is in

the name of Dionizia Busaba

who was baptized in 1977,not

Cissy Namujju.
