Q and A Portion BIR asked about the first immediate action expected from the respective agencies, which they can contribute/

Dr. Dennis replied by mentioning: 1.) Organization of self 2.) identifying of issues and transactions including definition of data elements that can be shared.

DED Villorente added as well that step 1 is on the authoritative registries for agencies. Through this validation of identity can be simply done from one agencydatabase to another. BIR: Will there be an agency that will be identified as the authoritative owner? (ex. Citizen registry, NSO, Land, who will be the authoritative for agency?

DED Villorente: Need not be one person for registry. Tax number, obviously BIR, for address another agency too

Ma'am Guillermo from BIR: Yes, but this needs to be established

BIR: Among LRA and LGUs that issue business permits which agency would be the authoritative?

DED Villorente: we can expose the data to consuming agency in each collaborative group and then they will decide on which data they will use

Who will govern over who has permissions to access data? It is up to the concerned agencies to determine who will

have access/ permissions

The concern of the citizens is the privacy of their data. Is there any effort to review the E-Commerce Law? The challenge is to convince the other agencies that once the citizens give their data to the government, it is now an asset of the government. Is there a counterpart law that will accelerate our efforts at data sharing?

There is a provision in the Data Privacy Law that allows citizens to give their consent with regards to sharing data.It would also depend on the context the agency sharing data. For example: Philhealth asking consent to share medical information with a medical doctor or the BIR can share tax information about an individual but nothing else. It is daunting but we (the ICTO) can provide a structure to get the balling rolling, hopefully which will expose some of our data to the other agencies. At the end of the day, what we want is to facilitate the framework that will make transactions with citizens and businesses a pleasurable experience for them.

Is there a way to eliminate costs in agency interoperability? For example in the case of the BIR there is a cost entailed in verifying with the NSO if a person is really who he is. And what should be done to make that change?

The ICTO can help identify which systems can be improved upon when the GCP is implemented. While this might not totally eliminate any transaction charges, it might be possible to elimnate other expenses (eg. going paperless) and improve efficiency. Hopefully this will encourage other agencies to start thinking that way.

DED Villorente's comments before proceeding to lunch: He emphasized that GCP will just be sharing of data, it will not impose for the technology. But there are also agencies who are looking for platform, GCP can be a solution. The latter is much easier as this is practical especially when sharing info with other agencies

Afternoon Session

Feedback on Leveling of Expectations results by Dr. Dennis

Plenary to discuss mechanics for the breakout sessions

Sir Rage presented the mechanics for the breakout sessions tomorrow (July 7) and what are the expected outputs from the participating groups:

Organize in various registries (which group they will be focusing on for those who have one attendees)

Come up with policies that will govern their group – what will be the composition of the steering committee, who can be the heads of the departments that are involved in the particular group

TWG also have to be set up to for the overseeing of the collaborative group◦ need to identify what particular domains (expert

groups) they want to create under their collaborative group

◦ Project Management Office – for the coordination needs of the group▪ good if they have their own, but we have central

PMO and staff that can be assigned to specific groups

Roadmap – activities in support of those policies or that can help them to come up with policies (Up to 4th quarter this year)

Plenary for the breakout session the following day was further brought to initiating with the groupings. For example with the Citizen Registry, PSA will be the authoritative since they hold the authority for information including:

reported to LGUs prior to reporting to PSA. Philhealthhas different use cases on getting such information

In line with this discussion, the UMID data elements was further presented to the group

There is existing info collaboration with the SEC, SSS, Philhealth, etc. However there are no unifying data standards. The issue is not the available technology, but agreeing upon the standards of data

It was suggested that the SEC can probably share with the rest of the group what they have/ know with other agencies.

There is a discussion in PSA about sharing data. The National ID isproposed as the common reference for all information for the ID holder. It is already in the Upper House, the National ID should behelpful in accessing data of the holder.

As for the next steps/expected output from the participants the following day, these bullet points were presented to them:

LEVELING OF EXPECTATIONS

What do we expect to learn during the 2-day workshop?

1. Learn more about GCP, how registries can be maximized and linked with each other as best practices,the standardization of different data from different agencies and a doable solution on the integration of government systems.
