    THE PROCESS OF THE PRE-SELECTION OF ESMs

    1.1. OBJECTIVES OF THE PROCESS:The objective o the Pre-seection- process o ESMs isto ive a frst overview or the dierent ESMs coectedin the Inventory. In order to obtain this overview,DElPHIS ased to a the partners rom the SHOs andtheir scientifc partners to seect, amon the ESMsinventoried or every WP, those 5 ESMs identifed asthe most reevant.

    Useulness:

    The objective o this document is to buid upon thedrated Factsheets to prepare and monitor the pendinESM seection. The partners, both Socia HousinCompanies/Nationa Housin Associations andResearch Institutes, wi identiy the most sinifcantESMs coected.This identifcation process wi hep us:

    - To now what are the main tendencies or thepartners reardin the dierent WPs and to identiypriorities at a are scae.- To mae the coordination easier or the ESMseection stae ensurin that the seected ESMs wi

    ive a ood overview o the main topics reardinenery efciency in the housin stoc.- To support the Factsheets process (which isan iterative proress a set o questions and answers:questions comin rom the scientifc partners tosecure the oba approach and answers cominrom the SHOs securin the main objective o AFTER:ooin or cost eective enery savin measuresimmediatey and easiy to be impemented) identiyinthe most reevant and useu Factsheets to compete.

    Process:

    The impementation phase o AFTER wi test on-siteoptimum standards or ESMs reardin O&M o thehousin stoc.The process ocuses on optimization measuresreevant to be impemented. The identifed ESMs wirepresent interestin tendencies to contribute to theoba enery efciency o the stoc.- As a consequence, the identifed ESMs haveto be seected usin compementary criteria: theirstrateic roe in the manaement and maintenance othe housin stoc (proessiona nowede).

    - Their nown efciency and perormanceand their dissemination potentia as a standardizedsoution (Inventory + proessiona nowede). Theiroptimization potentia.The process aims at ivin priorities accordin to theeperience and the proessiona nowede o theSHOs and their scientifc partners. These proessionasis shoud compete the eistin ESMs coectionand the data coected in it.

    The Inventory has to be used as a ist to name andidentiy the reevant ESM. The document ives cues

    reardin the main characteristics to identiy reevantESMs:

    These data heps to have a frst assessment o the

    dierent ESMs reardin the economic impact, theenery perormance and the manaement opportunityor every inventoried measure. Even i the data canbe incompete in the Inventory, the t partners wicompete the assessment usin their proessionanowede to identiy what are the priorities toeperiment durin the impementation phase o theAFTER project.

    This pre-seection process ives a quaitativeevauation and assessment o the ESMs reported inthe inventory. It consists o the proessiona inputs o

    the SHOs and their scientifc partners. It representsan important coordination too to synthetize but aso toorientation the ESM seection phase and to anticipatethe impementation stae.

    1.2. IDENTIFICATION OF THE PRIORITYTOPICS

    The objective o the Pre-seection process is to ivea frst overview o the dierent ESMs coected in theInventory.

    In order to obtain this overview, DElPHIS ased thedierent partners to seect each 5 ESMs or every WP.The ESMs shoud be seected amon the ESMs in theInventory, identifed as the most reevant and as havinthe best potentia to increase the enery perormanceo the socia housin stoc usin O&M.This pre-seection has been done reardin to theeements incuded in the Inventory, but aso usin thenowede and proessiona eperience o the AFTERpartners. Its aim was to in the ESMs isted in theInventory with identifed staes reardin the eneryefciency o the buidins.

    The topic o heat cost aocators to individuaize theenery consumption creates a controversy. ESMsined with it have been seected by some partners(Sovenia, Itay) whereas they meet opposition romother partners (France, Czech Repubic, etc.). Itappeared that buidins where heat cost aocators hadbeen dissemated dispayed enery efciency resutssinifcanty dierent rom one country to another.Thisstatus is ined with some ea nationa conditions

    and shoud be discussed deeper by the partners.

    2.2. ENERGY MONITORING

    This topic is ined with severa ESMs inventoried, or

    These ESMs have been identifed as priorities bydierent SHOs and NHAs (#1 or Denmar and CzechRepubic, identifed as a priority by ATC/FEDERCASAand SPl). The WP eader or WP3 (CSTB) sinas theESM in its Top 3 (#3).

    The monitorin o the enery consumption is an

    important measure to improve and to test. Dierentquestions are in with this item and can participate inoptimization cues:

    - What is metered and monitored?- Who benefts rom the inormation (tenants,administrators, caretaers, etc)?- How and when the inormation is iven?- How to inuence the consumption thans to theinormation?

    These questions shoud be some interestin points to

    o into in depths durin the impementation phase.The enery monitorin is a major topic in operatinmanaement strateies. What shoud be the improvedmeasures to eperiment in order to obtain efcientstandards?

    2.3. CONTRACTING AND PERFORMANCEOBJECTIVES
