A Special meeting of the City Council was
held this afternoon at the above named hour, pre-
sent His Worship the Mayor, Controllers Finlay
Hines, Mur).hy and Taylor and Aldermen Macnab,
H. S. Colwell, Gillis, R. B. Colwell, Furness,
Kelly, Foley, Day, Guildford, Godwin, and Par-
ker.
The Counci; was summoned to consider Tub-
erculosis Hospital Site, to proceed with bus-
Jness standing over and §he transaction of other
business.

RULES OF COUNCIL.
Aldermen Macnab and Kelly and Controller
Finlay objected to the consideration of any
business except the business for which the
meeting was specially called and asked for the
opinion of the City Solicitor.
His worship the Mayor stated that in his
view the Council was summoned for both general
and special business according to the notices
served on the members.
The City Solicitor gave as his opinion that
under Section 10 of Ordinance No. 2 the Council
is required to rroceed at once to the consider-
ation of the particular business for which the
meeting was called before taking up general
business.
TUBERCULOSIS HOSPITAL SITE.
The following resolution is submitted:-
Resolved that the Board of Control be 1.:istructed to appoint at their next meeting an Arbitrator for the purpose of taking whatever action is necessary for the acquiring of the Tramway Com-pany's site for the proposed Wber-culosis Hosptals as unanimously pas-sed by this Council early 1Rst March.

the Council desired the question to be put.
