AND APPROVECommissioner Gil Almquist, Chair, acknowledged that a quorum was present toconduct business. He presented minutes of the February 13, 2019 SteeringCommittee meeting for discussion and consideration of approval.

MS. CAROLYN WHITE MADE A MOTION TO APPROVE THE MINUTES ASPRESENTED. MAYOR JOHN BRAMALL SECONDED THE MOTION AND VOTINGWAS UNANIMOUS IN FAVOR OF THE MOTION.

III. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - NATE WIBERG.FIVE COUNTY AOG ASSOCIATE PLANNER

A. APPROVAL OF FY 2019 REGIONAL RATING AND RANKINGPRIORITIZATIONMr. Wiberg noted that the handout (regional funding allocation) is the Staffrecommendation and was compiled using criteria approved by the SteeringCommittee last August. Mr. Wiberg noted that this prioritization scheduleneeds to be approved by the Steering Committee in its role as the RegionalRating and Ranking Committee. Commissioner Almquist, Chair asked if therewere any concerns, and with none being presented, asked for a motion toapprove.

MIKE DALTON MADE A MOTION TO APPROVE THE REGIONAL RATINGAND RANKING PRIORITIZATION SCHEDULE AS PRESENTED. NOLANDAVIS SECONDED THE MOTION AND VOTING WAS UNANIMOUS INFAVOR OF THE MOTION.

B. ADOPTION OF CONSOLIDATED PLAN - ONE YEAR ACTION PLANMr. Wiberg noted that this item was discussed in the most recent SteeringCommittee meeting and that no public comments were received at the publichearing or during the required 30-day public comment period. Mr. Zabriskiebriefly described the purposes of the HUD required Consolidated Plan,including identifying regional needs and the plan to address those needs. Mr.Wiberg indicated that this plan needs approval by the Steering Committee.

MAYOR JOHN BRAMMAL MADE A MOTION TO APPROVE THECONSOLIDATED PLAN - ONE YEAR ACTION PLAN FOR 2019 ASPRESENTED. COMMISSIONER LAMONT SMITH SECONDED THEMOTION, AND VOTING WAS UNANIMOUS IN FAVOR OF THE MOTION.

C. FIVE COUNTY AOG APPLICATION CDBG 2ND PUBLIC HEARING

COMMISSIONER GIL ALMQUIST, CHAIR SUSPENDED THE NORMALMEETING AT THIS TIME AND OPENED A PUBLIC HEARING FOR ITEM3C.Mr. Wiberg noted that the purpose of this hearing is to allow all citizens toprovide input concerning the project that was awarded in the 2019 CommunityDevelopment Block Grant program. Five County AOG was pre-approved to

receive $90,000 to administer CDBG throughout the Five County region;develop capital improvement lists, update the consolidated plan, providetechnical planning assistance and prepare and update affordable housingplans. This project is on the capital improvements list which is available to seein the Consolidated Plan either at our office or at our website(fivecounty.utah.gov). Commissioner Gil Almquist, Chair asked for publiccomment.

AS THERE WERE NOT ANY PUBLIC COMMENTS, THE PUBLIC HEARINGWAS CLOSED, AND THE MEETING RETURNED TO AGENDA IV.

Mr. Gary Zabriskie noted that we can now proceed with the final applicationand contract.

IV. RATIFICATION OF FIVE COUNTY ECONOMIC DEVELOPMENT DISTRICTREVOLVING LOAN FUND BOARD - GARY ZABRISKIE, DIRECTOR OFCOMMUNITY AND ECONOMIC DEVELOPMENT

Mr. Zabriskie indicated that the Five County AOG has had a Revolving Loan Fundsince I 987 and that the official name is the “Five County Economic District RevolvingLoan Fund”. This fund has a loan administration board and Mr. Zabriskie proposesthat the Steering Committee (list distributed to the Steering Committee members)approve this list as presented and ratify the service terms as noted. Mr. Zabriskie alsonoted that he is in the process of filling a vacant position which will be done soon andbrought to the Board for approval.

MAYOR JOHN BRAMMAL MADE A MOTION TO APPROVE THE REVOLVINGLOAN FUND BOARD MEMBERS AS PRESENTED WITH THEIR ACCOMPANYINGTERMS. COMMISSIONER JERRY TAYLOR SECONDED THE MOTION, ANDVOTING WAS UNANIMOUS IN FAVOR OF THE MOTION.

V. REQUIRED ANNUAL BOARD TRAINING — JOHNNIE MILLER, CHIEF EXECUTIVEOFFICER, UTAH COUNTIES INDEMNITY POOL

Mr. Johnnie Miller provided the annual open meetings training for the Board.

VI. OPPORTUNITY ZONE PRESENTATION AND DISCUSSION - PATRICK MULLEN,UTAH ASSOCIATION OF COUNTIES OPPORTUNITY ZONE AND FINANCIALINCENTIVES DIRECTOR

Presentation by Patrick Mullen, Utah Association of Counties Opportunity Zone andFinancial Incentives Director and Nick Fritz, Sorenson Impact Center. The power pointpresentation will be sent out by email to Board Members.

VIII. STATE UPDATES

As the legislature was finishing its session this week, representatives from most stateagencies were unable to attend, and will present updates at an upcoming meeting. WayneMonroe, from Utah State Parks, was in attendance, and gave a brief update on improvementsto be made to various State Parks this next year. Of note, Gunlock State Park will now haveelectricity and they are working on improving the campground area. Coral Pink Sand Dunes isgetting a new campground, new asphalt and new restrooms. Quail Creek is also receiving newasphalt, new restrooms and adding new sites to the campground area. In response to a questionregarding possible increases in State Park Fees, Mr. Monroe noted that the State Park Feesshould remain somewhat the same.

lx. CONGRESSIONAL STAFF UPDATES

Adam Snow, area representative for Congressman Stewart, addressed the Committee via atelephone call on speaker phone. He covered a number of recently passed bills as well aslegislation that is currently in the works. The handout he had staff distribute to the Board membersat this Steering Committee meeting will be attached to the minutes as a permanent record of Mr.Snow’s presentation to the Board.

x. SOUTHERN UTAH UNIVERSITY AND DIXIE STATE UNIVERSITY UPDATES

As the legislature was finishing its session this week, the representatives from the universitieswere unable to attend and will present updates at an upcoming meeting. Mr. Gary Zabriskiereferred attendees to a handout from Dixie State University regarding an upcoming open housefor the Makerspace at Innovation Plaza on March

XI. LOCAL AFFAIRS

A. AREA-WIDE CLEARINGHOUSE REVIEWSThere were none this month.

B. CIB APPLICATION REVIEWSC. There were none this month.

D. OUT-OF-STATE TRAVEL APPROVALS

Mr. Gary Zabriskie presented five out-of-state travel requests for the SteeringCommittee’s consideration and approval. Three were for the following staff in theAging program at the Association: Carrie Schonlaw, Janeil Esplin and Krintina Ranerto attend the National Council on Aging Conference in Washington, DC in June. Onewas for Gary Zabriskie, Director of Community and Economic Development, to travelto Denver, Colorado in April to attend a Revolving Loan Fund training conferencesponsored by the Economic Development Administration. The final request was forToniTuipulotu to attend a training in Seattle, Washington in September to become theSOAR leader for Washington County.

Business Loans of

UTAHWhat is the BLU Fund?Business Loans of Utah (BLU) is a unique financial resource that partners with banks andmunicipalities to support economic development and job creation by funding small businesseswithin participating cities and counties which may not otherwise qualify for traditional financing.For every $ 1 Class B Lenders (government entities) provide the fund, they will have access to $7in small business loan funds.

How does it work?Referrals can come from many sources including cities and counties’ economic developmentdepartment, local financial institutions or the small business owner may contact BLU directly orthrough its website www.blutah.com. Once BLU receives the application, they will contact thesmall business and gather preliminary information. BLU then sends a summary ofthe informationto the community where the small business is located. The community determines ifthe smallbusiness meets their parameters and, so, the community gives approval to proceed with the fullunderwriting. BLU then works with the small business to gather all the information required inthe application. Once the application is complete, BLU underwrites the loan, prepares a loanapproval package for the BLU Credit Committee to review, recommends a loan structure and loanterms to the Credit Committee, and closes and services the loan.

How big is the fund?Currently the fund has a total of $5MM available for small business loans. Lenders provide$4MM in funding and cities and counties, along with BLU, provide $ 1MM in subordinated debt.Additional lenders and cities and counties are being added.

Who are the participating members?The fund consists ofthree classes of members:I Class A Lenders: financial institutions. Class B Lenders: cities and counties. Class C Lenders: BLU

What types of loans can BLU finance?Equipment loans

RECOMMENDATION - Supportive April 2, 2019

1. Title: New Easement No. 2254 - East Canyon water line.SITLA Project #68163

Sponsor: Utah School & Institutional Trust Lands Administration

Description: Zion Mountain Resort Inc. dba Zion Mountain Ranch has submitted an easementapplication for a water pipeline within Section 36, T405, R9W, SLB&M, in KaneCounty. The water line would be known as the East Canyon line and would bring waterfrom a series of springs which are located on adjacent private property (parcel0-9-25-1 ) across trust lands to another adjacent private property (parcel 1 -9-1 -2). Theeasement would also include an existing pipeline that conveys water from Big Springwithin trust lands, currently authorized under SULA 1429.

There would be approximately 2,000 feet of 1 .5-inch and 3-inch pipeline for connectionwith the existing Big Spring lease infrastructure. The remainder of the alignmentwould contain a 1.5-inch pipeline, all buried at approximately three feet deep. Thealignment largely follows existing ATV routes and requires no changes to existinggrade. The proposed easement is approximately 14,000 feet long and 10 feet wide,containing approximately 3.21 acres. The requested term of the easement is 30 years.

No long-term negative impacts are anticipated.

Received 03/15/2019Comments:Kane County was contacted to receive their comments and concerns for this review. The Countyresponded that it is in full support of the proposed project for a water pipeline easement on trustlands within Kane County. According to the County, Zion Mountain Resort, Inc. has worked with KaneCounty to help Kane County implement the “East Zion Initiative.” Furthermore, Kane County hasindicated that they are working with the Federal Government to effectively balance the visitor loadwithin the park [Zion National Park] and this is key infrastructure to the plan.

Comments:Staff recommends that the Steering Committee support this project in Kane County through a formalmotion and vote to support this A-95 review.

The water line would be known as the East Canyon line and would bringwater from a series of springs which are located on adjacent private property (parcel 0-9-25-1) across trust lands toanother adjacent private property (parcel 1-9-1-2). The easement would also include an existing pipeline that conveyswater from Big Spring within trust lands, currently authorized under SULA 1429.

There would be approximately 2,000 feet of 1.5-inch and 3-inch pipeline for connection with the existing Big Spring leaseinfrastructure. The remainder of the alignment would contain a 1.5-inch pipeline, all buried at approximately three feetdeep. The alignment largely follows existing ATV routes and requires no changes to existing grade. The proposedeasement is approximately 14,000 feet long and 10 feet wide, containing approximately 3.21 acres. The requested term ofthe easement is 30 years.
