Organize application staff more effectively
2 ways to accomplish – outsource or utilize DOC employees
Decided to use advantages of each Outsource Advantages:
the ability to throw additional people at the problem current skills sets and resources can add staff and resources quickly Clearly defined costs associated with a project
Advantages of in house staff are: “local” knowledge – DOC staff know the systems, people,
and process and can affect change quickly and effectively. Can implement new projects that take less than 2 months
to develop more quickly and cheaper than vendors
