(i) CD ratio of Shahdol, Mandla, Dindori,

Umaria&Tikamgarh districts in the State, hasbeen historically low (below 40%). It wasdecided to form the Special Sub Committee(SSCs) as per RBI guidelines to draw upMonitorable Action Plans (MAPs) forimprovingtheCDratio.LDMswereadvisedtoprepare consolidated report and submit toSLBCfordiscussion/information.Action: LDM, Shahdol, Dindori, Mandla,UmariaandTikamgarh

(ii) As the districts Shahdol, Mandla, Dindori,Umaria are generally tribal prominent /backward areas and dependent solely on theprimary sector. In such areas, conventionalmethods are not likely to work unless theBanks, the State Government & other stakeholders come together in an especiallymeaningfulway.Itwassuggestedthataspecialtaskforceatthestatelevelmaybeformedforthispurpose.Action:StateGovernment

(i)• SpecialSubCommitteeshavebeenformed

in Dindori and Mandla districts on26.02.2018and28.02.2018respectively.

• District Shahdol held DCC meeting on21.03.2018 and prepare MonitorableActionPoints(MAPs).

• UmariadistrictheldaspecialDCCmeetingon27.04.2017forincreasingCDratiointhedistrict.

• Tikamgarh is remain low at the end ofMarch31,2018andstoodat38.23%.SSCisnotyetformedtomonitortheCDRatio.

(ii) ASLBCSub-Committee is already inplaceunder the chairmanship of Commissioner,Institutional Finance and Union Bank ofIndiaisConvenersforthesame.

2 Agriculture(i) Investment credit under agriculture sectors

need tobe increased,whichwasonly23%oftheagriculturecreditasonDecember31,2017.Action:AllBank

(ii) It was observed that RRBs and cooperativebanksarelaggingbehindinthisregard.AsonDecember 31, 2017, agriculture term loanspercentagetototalagricultureofthesebankswere only 10% and 1% respectively. Theywereadvisedincreasetheirportfolio.Action:RRBs&CooperativeBank

(iii) NABARDwas requested to share the modelscheme on micro irrigation under “NationalMission onMicro Irrigation (NMMI), so thattheschememaybepercolateduptograssrootlevel.Action:NABARD

(i) AsonMarch31,2018,investmentcreditin

agriculturehasbeenincreasedto24%.(ii) AsonMarch31,2018,cooperativebanks

have improved4.46%of totalagriculturecredit. However, performance of RRBsneedsimprovement.

(iii) NABARD has shared the model

schemeonmicroirrigationunder“NationalMission onMicro Irrigation. The same isalso availableon thewebsite ofSLBC.Allbanksarerequested to takeadvantageofthismodelscheme.

3 EducationloanShareofprivatesectorbankswasminimal.Thesebankswereadvisedtocomeforwardandincreasethisportfolio.Action:PrivateSectorBanks

AsonMarch31,2018,shareofprivatesectorbanks under education loans improved to3.91%from3.11%duringthepreviousquarter.

4 SocialInfrastructureIt was observed that loans financed to socialinfrastructure sectors have not been classifiedproperly in the CBS system, while banks lend alargeamounttothissector.Bankswereadvisedtocarry out the data cleaning exercise, resulting intheactualamountunderthissector.Action:AllconcernedBanks

OutstandingamountofthebanksinthissectorworkedoutatRs.150croreduring31stMarch2018. Visible improvement could not beobserved.

5 AnnualCreditPlanFY2017-18(i) Agriculturecreditrecorded50%achievement

during the third quarter of current fiscal. Allbanks were requested to ensure 100%achievementbyendofthisfinancialyear.Action:AllBanks

(ii) Performance of RRBs and cooperative banksneedmoreimprovementastheycouldachieveonly 33% & 48% of their targets of prioritysectorrespectively.Action:RRBs&CooperativeBanks

(i) At the end of financial year 2017-18, ACPachievement under agriculture sector was64.18%.

(ii) PerformanceofRRBsandcooperativebanksinACPachievementunderagriculturesector improved to 43% and 56%respectivelyason31.03.2018.

6 PradhanMantriFasalBimaYojanaVarious issues viz. rejection of claims by theinsurancecompaniesontechnical/flimsygrounds,poor infrastructure of the insurance companies,non-issuanceofcovernoteorpolicydocumentstofarmers, lack of coordination pertains toAgriculture InsuranceCompanieswere raisedbythebanks.Itwasinformedthatsuchissueswillbediscussed in the meeting of SLCCCI for theirresolution.Action:Farmer’sWelfareDept.,Govt.ofM.P.

Such issues were discussed in the SLCCCImeetings held on weekly basis under thechairmanship of APC. However, could not bebroughttologicalconclusion/logicalend.

7 Monitoring the timeline for disposal ofproposalsunderGovt.sponsoredschemesIt was raised that some bank branches do notdispose of MSE loan application within theprescribed time line formulated by the BankingCodes and Standards Board of India (BCSBI).PrincipalSecretary,MSMEmentionedthatthereisa need to devise some system to monitor thetimeline for disposal of cases. It was decided todiscuss the said matter in the subcommitteemeetingofindustryindetail.Action:PunjabNationalBank

The matter was discussed in the Sub-Committee meeting on Industries held on16.02.2018. Itwas suggested thatMPOn-linewill provide status of pending application atleastonceinaweekforbettermonitoringthetimeline fordisposalofproposalsunderGovt.SponsoredSchemes.MPOn-lineinformedthatthesoftwareisbeingdevelopedforthispurpose.

8 GovernmentSponsoredSchemes(i) CreditabsorptioninTribaldistrictsAchievement index under various governmentsponsoredschemeswaslowfortribalcommunity.Regional Director, RBI stated that banks areprepared to increase the credit in these areas.However, it was requested from the stategovernment to work it out for increasing creditabsorptionintribalareas.Action:TribalWelfareDept.,Govt.ofM.P.(ii) Ghumakkad&ArdhGhummakad

It was observed that achievement index ofGhumakkad and Ardh Ghumakkad departmentswas low. It was mentioned that banks have notbeenabletointegratewiththenomadictribesduetotheirpeculiarsocialmores.Itwassuggestedthatsuchmattermaybediscussedindetailinthesub-committeemeetingofIndustry.Action:PunjabNationalBank(iii) PMEGPIt was raised that uniform distribution of loanapplications are not happening at the field level.The concerned departments were advised toaddresstheissue.Action:KVIC,KVIB&DIC(iv) Stand-upIndiaItwasinformedthatthebanksarenotgettingleadsunder this scheme. SC/STwelfaredepartmentofthe state governmentwas requested to generateleads.Action:SC/STWelfareDept.Govt.ofM.P.(v) PMAY-UrbanBankswererequestedtoclaiminterestundertheCreditLinkedSubsidyScheme(CLSS).Action:AllBank

(i) Muchmoreneedstobedoneonthisscore.(ii) The convenor bank of the sub-committee

i.e. Punjab National Bank informed that itshallbediscussedinthenextmeetingofthisSub-Committee.

(iii) Bankshaveachieved101%of the target

forfinancialyear2017-18underPMEGPscheme.AsagainstthetargetofRs.75.87croreonMarginMoneyutilization,bankshave utilised Rs. 76.60 crore. However,numberofsanctionedcasesapprovedarenotequallydistributedamongdistricts.

(iv) SC/ST department needs to generate

lead on this score, which is lackingpresently.

9 OpeningofBankingOutlets invillageshavingpopulationmorethan5000As of December 31, 2017, out of 47 identifiedcentres,43centreshavebeencovered.Remaining4centresinBhinddistrictaretobecovered.Duetopromptcorrectiveactionwhichputsrestrictiononexpansionofbranches, it couldnotbeopened. Itwas suggested that banks may come forwardvoluntarilyforopeningofbankingoutlets.Action:AllconcernedBanks

PunjabNationalBankrequestedSLBCtosharethe list of unbanked village for opening ofbanking outlets. PNB informed that the BCAgentsshallbedeployedatallthefourcentresasperthereviseddefinitionof‘BankingOutlet’ofRBIattheearliest.

10 Engagement of Lead District Managers inactivitiesotherthanprescribedbyRBITimeandagain,thesaidmatterhasbeenraisedbySLBC,TheStateGovernmentwasagainrequestedtodelinktheLDMsfromthismechanism.TheACSassuredthehouseonthisscore.Action:Govt.ofM.P.

The matter is under consideration with thestategovernment.

11 AadhaarseedingBanks were requested to complete the tasks ofAadhaar seeding with bank accounts withinstipulatedtimelinei.e.31.03.2018.Action:AllBanks

AsonMarch31,2018,therewerearound5.98crore Current Account and Savings Account(CASA) in the state. Of which 5.03 croreaccountswereAadhaarseeded,whichcomesto84%oftotalCASA.

12 StudyRRCmodelofUttarPradeshIt was informed that the RRC model of UttarPradesh is successful and canbe replicate in thestate.BankofBarodaistheSLBCconvenerbankinthe state of U.P. BOB was requested to submitdetailedreporttoSLBCattheearliest.Action:BankofBarodaChiefMinisterRuralHousingMission(CMRHM)Delinquencies under this schemewas13.57% ofthe portfolio as on December 31, 2017 and it isincreasing day by day. During subcommitteemeeting of recovery held on 03.02.2018, it wasdecidedtocomeoutwithasolutiontoaddresstheissuebyallstakeholders.Thechairmanstatedtodeliberate this issue separately in thesubcommitteemeetingonhousing.Action:CentralBankofIndia

Bank of Baroda has shared report to SLBC,which is enclosed with the agenda note asAnnexure-I.Sub-committeemeeting on housing could notbeconvened.

§ The year-on-year (y-o-y) growth inaggregate deposits worked out to8.45% inMarch 31, 2018which waslowerascomparedwiththatinMarch2017i.e.11.18%.

§ The year-on-year (y-o-y) growth in

creditworkedoutto13.69%inMarch31,2018,higherthanthegrowthofayearagoi.e.7.92%.

§ Publicsectorbankscontinuedtomaintain

their leading position accounting for79.05% of total deposits and 65.62% ofbank’screditinMarch31,2018followedbyPrivate sector banks, Cooperative banksandRRBswithshareof9.67%,5.84%and5.44%indepositsand18.62%,11.42%and4.33%respectively.

§ Term deposits constituted the highestshare(55%)inaggregatedepositsfollowedby savings deposits (39%) and currentdeposits(11%)ofpublicsectorbanks.

§ While deceleration in growth of bankdeposits and credit spanned across allpopulationgroups,thegrowthratesinthesemiurbanareaswerehigher(y-o-y).

§ Non-PerformingAssets(NPAs)ofthebanksincreasedfrom6.85%oftotalcreditduringMarch2017to8.05%attheendofMarch31,2018.Inabsoluteterm,it increasedbyRs. 5526 crore (y-o-y) and stood at Rs.21971croreason31.03.2018.

§ The credit-deposit (C-D) ratioof the state

increasedto74.69%attheendofMarch31,2018 from 71.25% a year ago. However,actual CD ratio stood at 77.60% as on31.03.2018afterincludingtheutilizationofcreditasper“placeofutilisationNorm”ofRBI.

§ ExcludingcooperativebanksandRRBs,CDratio of Scheduled Commercial Banks(SCBs)was70.92%asonMarch31,2018.

§ Two-thirdofaggregatedepositsandcreditcontinuedtobeconcentratedintenbanksnamelyStateBankofIndia,DCCBs,BankofIndia, Central Bank of India, PunjabNationalBank,UnionBankof India,HDFCBank,ICICIBank,AllahabadBankandBankofBaroda.

OVERVIEW OF AGRICULTURALCREDITINMADHYAPRADESHASON31.03.2018Agricultureisthebackboneoftheeconomyof Madhya Pradesh. It is the source forlivelihoodofaround70%ofthepopulationdirectlyor indirectly. Itcontributesaround28percenttoGDPofthestate.Aspercensus2011,outof31.6milliontotalworkersinthestate, 9.8 million are cultivators and 12.2millionareagriculturallabourers.Theagriculturalsector inthestategrewataround9.7percentperannumduring2005-06to2014-15,thehighestregisteredbyanymajorstateofIndia.Thelastfiveyearshavebeen even more spectacular (14.2% perannum). The major factors that havecontributed to agricultural growth inMadhyaPradeshare:

a) Conducive policy of the stategovernment.

b) Increased power supplies toagriculture

c) Assuredandremunerativepriceforfarmproduce(includingbonusoverMSP)bystrengtheningprocurementsystem

d) Additional irrigation through tubewellsandcanalsetc.

e) Expansionofall-weatherroadsf) Timelycreditdeliverytofarmersetc.

To meet the requirement of the growingpopulation and rapiddeveloping economy,agriculture has to grow fast and getmodernized. This requires the use of highpay off inputs, adoption of high yieldingvarieties, irrigation,modernizedequipment

andmachineriesetc.Agriculturalcreditisacritical resource support to farm sector inthestate.COMPOSITION OF BANK CREDIT TOAGRICULTURE• Loans to agriculture and alliedactivities showed a growth of7.61%asonMarch31,2018,ona year-on-year basis,downfrom12.75%lastyear.

• There were nearly 93.16 lakhagriculturecreditaccountswiththebanksasonMarch31,2018withtheaveragesizeofcreditatRs. 1.07 lakh. Of which,Scheduled Commercial Bankshad 30.22 lakh accounts withtheaveragesizeofcreditatRs.2.02lakh.

The state's agriculture production for thecurrentfiscalcamedownfromthepreviousfinancialyear.In2017-18,thestaterecordedagriculture production to the tune of42,136,000metrictonne(provisionaldata),whichis2,334,000MTlessthanthe2016-17figureof44,470,000metrictonne(MT).Thecrop sowing area also shrunk by 599,000hectares in year 2017-18 compared to thepreviousyear. Inyear2016-17, thesowingarea was 17,543,000 hectares which hasbeen reduced to 16,944,000 hectares in2017-18. (Source- Economic survey ofMadhyaPradesh2017-18)

• 87%oftotalagriculturalaccountswerecroploans,whichaccountfornearly76%oftheoutstandingagriculturalloanamountasonMarch31,2018.

• AverageloanamountofcroploanwasRs.0.93lakhforallthebanks.Bankgroupwise,itwas2.05lakh,1.39lakh&0.51lakhforcommercialbanks,RRBsandCooperativebanksrespectively.

• Theloansforinvestmentinequipmenthadashareofnearly13%and24%inthenumberofaccountsandtheloanamountrespectivelyasonMarch31,2018.Ofthetotal93.16lakhagriculture credit accounts, about 62 lakh accountswere held by small andmarginalfarmershavinglandholdingupto2hectares.

1. TheCentralGovernmentisprovidinginterestsubventionof5percentperannumtoallpromptpayeefarmersforshorttermcroploanuptooneyearforloanuptoRs.3lakhsborrowedbythemduringafinancialyear.Farmerswillthushavetoeffectivelypayonly4%asinterest.Incasefarmersdonotrepaytheshorttermcroploanintimetheywouldbeeligibleforinterestsubventionof2%asagainst5%availableabove.Thisschemeisinoperationsince2006-07.1.1 Theobjectiveoftheschemeistomakeavailableatgroundlevel,agriculturalcreditfor

ShortTermcroploansatanaffordableratetogiveaboosttoagriculturalproductivityandproductioninthecountry.

1.2 During the meeting, members suggested that the amount of Rs. 3 lakh should beincreasedinthepresentscenarioforavailinginterestsubventionbecausethislimitiscontinuingsince2006-07.SLBC&theStategovernmentmayrecommendthesametoCentralGovernment.

2. As per the guidelines, overdue accounts under agriculture are not eligible forRestructuringincaseofNaturalcalamity.Banksrequestedtopermittheoverdueaccountsalsoforrestructuring.ThismattermayalsobereferredtoRBI&NABARD.

3. Cropinsurance-bankshavesuggestedthatgraceperiodofatleast3workingdaysshouldbe allowed for remitting insurance premium after last date fixed by insurancecompanies/Government. This is required to address unforeseen circumstances i.e.technicalproblem,networkissueetc.

OVERVIEWOFMICRO,SMALL&MEDIUMENTERPRISES(MSMEs)ANDEMPLOYMENTGENERATIONBYBANKSINMADHYAPRADESHASON31.03.2018The contributions of the Micro, Small andMedium Enterprise (MSME) sector havebeensignificantintermsofemploymentandindustrial output. The sector is the secondlargest source of employment. MSMEs notonlyenablecreationofjobsatlowercapitalcosts relative to other sectors, but alsorequire smaller capital investment andeffectivelyutilizelocalresourcesandtalent.Madhya Pradesh is among the fastestgrowingstatesinthecountry.Atprevailing

rates, the Gross State Domestic Product(GSDP)ofMadhyaPradeshfor2016-17wasRs6,39,220crore,whichrosetoRs7,07,047crorein2017-18.GSDPgrowthat constantpricesduring thebaseyear2011-12wasatRs3,15,562crorewhichhasrisentoRs4,65,136crorein2016-17. Between 2011-12 and 2016-17, theCompoundAnnualGrowthRate(CAGR)forGSDPwas14.65%.

Source-EconomicsurveyofMadhyaPradesh2017-18Aspereconomicsurveyofthestate2017-18,the per capita income has increased to Rs79,907in2017-18fromRs73,268in2016-17, showing increase of 9.06 per cent in2017-18comparedtothepreviousyear.

The number of MSME units established inthe State has been increasing consistentlysince 2012-13. In the year 2012-13, therewere 19894 registered Micro, Small &Medium Enterprises, which increased to87071 in the year 2016-17. 363812employments were made by theseenterprisestilltheyear2016-17.

State Government has put in place,favourable developmental policies and isalso improving its infrastructure facilities.Nowthestatehasmovedfrombeinganagri-dominatedstatetoatertiaryeconomy.TheGovernmentofMadhyaPradesh intends toadoptvariousmodestoaddresspovertyandproblems of unemployment. “MukhyaMantri Employment GenerationSchemes”areoneofthepioneerstepsinthecountry,whichprovidevariousassistancetothe unemployed youth (entrepreneurs),scheduled castes, scheduled tribes andwomenetc.

SWAROJGARSAMMELANINALLDISTRICTSThe Government of Madhya Pradesh isimplementing very attractive self-employment generations schemes i.e.Mukhya Mantri Yuva Udyami Yojana,Mukhya Mantri Swarojgar Yojana, MukhyaMantri Arthik Kalyan Yojana & MukhyaMantri Krishak Udyami Yojana. Besidesabove, Prime Minister EmploymentGenerationPrograamme(PMEGP),PradhanMantri Mudra Yojana (PMMY) & StandupIndia schemes of the Central Governmentandotherschemesarealsoimplementedinthestatesuccessfully.The State government is keen to expandsmallindustriesintheStatewiththehelpofyoung entrepreneurs. So that MadhyaPradesh can be made a hub of start-upcompanies with the assistance of youngentrepreneurs. 27.39 lakh number ofbeneficiaries have been assisted throughMudra loan during 2017-18. Besides this,manybeneficiariesassistedthroughvariousself-Employmentgenerationprogrammesof,asmentionedabove.Apartfromtheformalbanking channels like public sector banks,private sector banks, regional rural banksandcooperativebanksitwasobservedthatduring 2017-18 large number ofbeneficiarieshavebeen extended loans forswarojgar by the non-Banking FinanceCompanies, microfinance institutions andothers. However this Financial Institutionswe are not made part of the formaldiscussionsandmemberofSLBC.Inadditionto this the performance under variousswarozgar schemes in the state areappreciatedbyallthestakeholdersincludingCentral Government of India. However toassess the benefits derived by thebeneficiaries, inform various otherresourcesavailablefortheswarojgariesandtoknowtheproblemsfacedbythem,ithasbeen decided by the state government tohold Swarozgar Sammelans ( Seminars)

No. Leg.BC.34/09.07.005/2008-09 dated August 22, 2008 onunclaimed deposits/inoperative accounts, a savings or current account should be treated asinoperative/dormantiftherearenotransactionsintheaccountforoveraperiodoftwoyears.State Governments has expressed difficulties in crediting cheques/Direct BenefitTransfer/ElectronicBenefitTransfer/Scholarshipsforstudents,ZeroBalanceAccounts,etc.intoaccountsopenedforthebenefitsundervariousCentral/StateGovernmentschemesbuthadbeenclassifiedasdormant/inoperativeduetonon-operationoftheaccountforovertwoyears.Keeping the above in view, RBI vide Circular no. RBI /2013-14/262/DBOD.No. Leg. BC.53 /09.07.005/2013-14 dated September 17, 2013 advised banks that theymay allot a different“product code” in their CBS to all such accounts opened by banks so that the stipulation ofinoperative/dormantaccountduetonon-operationdoesnotapplywhilecreditingproceedsasmentionedabove.Inviewoftheabove,itisrequestedthat

a) All banks having such accounts should approach respective CBS department tocomplywiththeaboveinstructionsofRBI.

b) TheStateGovernmentisrequestedtoprovideaccountnumberandIFScodeofsuch

beneficiariessothatthesamecanbesharedwithCBSdepartmenttochangetheproductcode.

REVAMPOFLEADBANKSCHEMETheReserveBankofIndiaon6thApril2018vide Circular no. BI/2017-2018/155FIDD.CO.LBS.BC.No.19/02.01.001/2017-18came out with revamp of LeadBank Scheme. As per the directives thefollowing ‘action points’ will beimplemented by the SLBC Convener BanksandLeadBanks.

1. State Level Bankers’ Committeemeetings shouldprimarily focusonpolicy issues with participation ofonly the senior functionariesof thebanks/ Government Departments.All routine issues should bedelegatedtosub-committee(s)oftheSLBC.

Status/Suggestions-

(i) Sub-committee is required todiscusstheissuesindepth.

(ii) Convenor of the sub-committeeshould collate information/datafrom various sources andprepare comprehensive agendanote with data for fruitfuldiscussions.

(iii) Itisobservedthatminutesofthesub-committee meeting(s) donotreleaseontime.Itshouldbereleasedwithin7daysafterthemeeting.

2. ASteeringSub-committeeshouldbeconstitutedintheSLBCtodeliberateon agendaproposals fromdifferentstakeholdersand finaliseacompactagenda for the SLBC meetings.Typically, the Sub-Committee couldconsist of SLBC Convenor, RBI &NABARD representatives & seniorState Government representativefromtheconcerneddepartment,e.g.Finance/ Institutional Finance andtwo to three banks having majorpresence.Otherissue-specificsub-committeesmaybeconstitutedasrequired.

A sub-committee may beformedtoreviewsuchissues.

3. The corporate business targets forbranches,blocks,districtsandstatesmay be aligned with the AnnualCredit Plans (ACP) under the LeadBank Scheme to ensure betterimplementation. The ControllingOffices of the banks in each stateshould synchronize their internalbusiness plans with the ACP underLeadBankScheme.

Suggestions-AllBankstoconvergeACPintheirAnnualbusinessGoals.

4. Inordertomaintain,theintegrity&timelinessof thedata submittedbybanks,therelevantdatamustalsobedirectlydownloadablefromtheCBSand/orMISofthebankswithaviewtokeepingmanualinterventiontoaminimal level in the process.Necessary modifications may bemade on the SLBCwebsites and totheCBS&MISsystemsofallbankstoimplement the envisaged data flowmechanism.

Status/Suggestions-

(i) SLB-MPispioneertoimplementsuch functionality and it isalreadyavailableonthewebsite.

(ii) All Banks should approachrespective corporate office todevelop requisite MIS for SLBCdata.

5. TostrengthentheBLBCforumwhichoperatesatthebaseleveloftheLeadBankScheme,itisnecessarythatallbranch managers attend BLBCmeetingsandenrichthediscussionswith their valuable inputs.ControllingHeadsofbanksmayalsoattend a few of the BLBCmeetingsselectively.

Status/Suggestions-

(i) Allbanksshouldissuedirectivesto their branches to participateinBLBCmeetingsnecessarily.

(ii) ControllingHeadsofbanksmayalso attend a few of the BLBCmeetings.

6. Rural Self Employment TrainingInstitutes (RSETIs) should bemoreactively involved and monitored atvariousforaofLBS.Focusshouldbeondevelopmentofskillstoenhancethecreditabsorptioncapacityinthearea and renewing the trainingprogrammes towards sustainablemicro enterprises. RSETIs shoulddesignspecificprogrammesforeachdistrict/ block, keeping in view theskillmappingandthepotentialoftheregionfornecessaryskilltraining.

Status/Suggestions-

(i) A sub-committee on MSMEs &RSETIs is already in existenceundertheConvenorshipofBankof India. Bank of India maycontinue as Convener andconvenemeetings on quarterlybasis.

InadditiontoabovetheReserveBankofIndia vide letter no.FIDD.CO.LBS.No.3134/02.01.001/2017-18 dated April 06, 2018 requestedNABARD to initiate the followingmeasures.

(i) To undertake a study/prepareon the impact of the Potentiallinked Plans (PLPs) onBranch/Block Credit Plan &Annual Credit Plantargets/Achievements.

(ii) PLPs should be more focussedandimplementablesothatbankscanutilizeitmoregainfullywhilepreparing Branch/Block CreditPlan.

(iii) PLPs should emphasize on

promotion of sustainableagriculture practices suitable tolocalconditions.Whilepreparingthe PLPs, the focusmust be onidentifying processes andprojectsthat

a) reduce the carbon foot-print,

b) prevent the overuse offertilizers

c) ensureefficientutilizationofwaterand

d) address agriculturalpollutionissues.

(iv) The plans must also focus on

promoting innovative farmingsystems.

(v) The Block is the base for thedevelopment process in adistrict. Therefore, Block LevelBankers’ Committee (BLBC)must be strengthened.Participation of DistrictDevelopmentManagers (DDMs)of NABARD in BLBC to ensurebetter and more meaningfuldiscussionsforthedevelopmentoftheBlock.

NABARD is requested to undertake thestudyandsubmitreportby30thJune2018toSLBC.

INTEGRATIONOFLANDRECORDSWITHBANKSBackgroundTimely sanctioning and disbursal of loansare a part of achieving the objectives of“Doublingthefarmers’ incomeby2022”.Inorder tosecure theadvances,banksobtaincollateral securityon aggregate agricultureadvance of more than Rs.1.00 lakh. Bankscreate the charge on land which is beingofferedbythefarmerforgettingfarmcredit.Afterrepayingtheentireduesbythefarmer,bank further releases the property on therequestoftheborrower.In the current system, it takes time forregisteringthechargeonland,causingdelayindisbursalof loans.Besidesthisfollowingissuesarebeingfacedbythebanks;Issues

a) It has been observed that in manycases, bank’s charge is beingremoved without prior consent ofthelender.

b) In the case of sale of land havingbank’s charge, during themutation,bank’schargeisnotmigrated.

c) During ancestral agriculture landdivision between family membersalready having bank’s charge onparent land, in many cases, bank’scharge is not migrated on all thedividedlandsetc.

The matter of “integration of land recordwith banks” has been raised by SLBCwiththe State Government from time to time.SLBCvideitsletterdated28thMarch2018tothe Commissioner Land Record has giventhefollowingsuggestions:

Suggestions1. Sanctioning authority of loans i.e.

Branch Manager should be given therights to raise requests forcreating/deletingchargeonland.

2. There should have time limit forapprovalofrequest.Ifitdoesnottakeplacewithintheprescribedtimeline,itshouldbeapprovedautomatically.

3. Banks should be given a chance toverify and create their charge in theexisting accounts. In case of multiplefinance,chargeofallsuchbanksshouldberegistered.

4. In the case of “Division of land orMutation”,ifthereisBank’schargeonparent Khasra, it should also bemigratedonothers.

5. Thebenefitsofthissystemistoprovidehasslefreeloanstothefarmers,tosavetimeindisbursementofloans,curbingmultiple financing andalso the fraud.ThissystemneedstobelinkedwiththeSub Registrar office so that it couldprohibit the sale/purchase ofpropertiesalreadymortgagedwiththebanks.

6. Once themakermakes the correctionin Khasra, the printing of the recordshould not be allowed withoutapprovalofthechecker.

7. Loans financed by the cooperativebanksshouldalsobebroughtunderthepurviewof registrationof record intothe portal to restrain multiplefinancingetc.

TheStateGovernmenthasgivenimportancetotherequestandsuggestionsofSLBCandanewsoftwareisbeingdevelopedtoprovidehassle free loans to the farmers. Draftdetails of the mortgage module are asmentionedbelow:

MORTGAGEMODULE1. Current Status of Land Records

computerizationinMadhyaPradesh:

a. The Land Records for the entireStatehasbeencomputerized.

b. There are two IT systemscurrently functional for landrecordsmanagement

i. NIC’sBhu-abhilekh:Offlinesoftwarethatisbeingphasedoff

ii. WebGIS: Online land recordsmanagementsystemwhichisbeingrolledoutacrosstheState.

c. The entire State would be startusing WebGIS in a period of sixmonths.

d. The mortgage module will berolled out in WebGIS. For non-WebGIS districts the creation ofmortgage would follow thecurrentprocess.

2. Registrationofbanks:

a. Any bank can apply for

registrationinWebGISandwouldalso submit awritten applicationtotheLBO.

b. The Lead Bank Officer of theDistrict would approve theonboardingoftheBankonWebGISandapprovetheusercredentials.

3. Functionalities to be available for

banks:

a. Requestforcreationorremovalofcharge

b. Viewing and downloadingcertifiedcopiesoflandrecords

c. DashboardandMIS.d. Analyticalreportsoncropsgrown,

productionandproductivitye. Notifications regarding

proceedingapplication/registration ofproceeding for change in landrecordsofmortgagedlands.

f. Submission of claims andobjections in proceedings relatedto change in land records ofmortgagedlands.

g. Once approved the bank branchwouldbeabletoplacerequestsforcreationofcharge.

h. Access to information on cropscultivatedbythecultivators.

4. Request for creation or removal of

charge:

a. Theprocesswouldbedifferentforregistered and un-registeredmortgage

b. RegisteredMortgage:i. Whenamortgagedeedisregisteredin the sub-registrar’s office, anapplication for creationofa chargeofmortgagewouldbeautomaticallycreatedinWebGIS.

ii. An acknowledgement would bedeliveredtothepartiestomortgageat the time when they collect thecopy of the registered deed. TheacknowledgementwouldalsohaveauniqueIDfortheapplicationandtheservice charges for creation ofmortgage.

iii. Once, the fees is paid the chargewouldbecreatedwithintwodays.

iv. A copy of the land records will bemadeavailabletothebankthroughitslogin.

5. Unregisteredmortgage:

i. Application in prescribed formatwouldbefilledonlineinWebGIS

ii. Both the Bank official and Loaneewould have to authenticatethemselves through aadhaarauthenticationandpaytherequiredfeesonline.

iii. Applicationwould be forwarded totheRevenueDeptofficials

iv. Revenue department officials willcreate a charge in two days afterconducting an enquiry to identifytheveracityofthebhumiswami.

b. Removalofchargeofmortgagei. Applicantwillsubmitapplicationforremovalofchargeofmortgage

ii. NOCwouldbesoughtfromthebankthroughWebGIS.

v. The Presiding Officer of the courtwould decide on this matter afterconsidering information providedbybothparties.

6. DashboardandMIS.

a. Bank would be able to link the

records of all the land for whichmortgage has been created in itsfavourwithitsaccount.

b. Details such as applications forcreationofmortgageanddecisionof the Revenue Dept Officials oncanbeviewed.

7. Viewing and downloading certified

copiesoflandrecords

a. Banksshallbeabletoviewkhasra,B-1andmapsthroughtheirlogin

b. They can also obtain certifiedcopiesofthelandrecordsthroughWebGIS.

8. Information on proceeding forchanges in land records ofmortgageland:

a. Notifications would be made

available to banks whenever acaseforchangeinthelandrecordsofmortgagedlandisregistered.

b. Mechanism for submission ofclaims and objections onlinewould be made available forbanks.

c. Case status and decision of thecompetentauthoritywillbemadeavailabletobanks.

9. Financialmodel

a. WebGISisaPPPprojectbasedon

revenue from sale of extracts oflandrecords.

b. Hence, an amount approved byGovernmentshallbeleviedforthevariousservicesoffered.

this sector was Rs 46493 crore withachievementof69%duringFY2017-18.

§ Banks performed well under Ancillaryactivities category and achieved 147%ofthetargets.LoansuptoRs.5croretoco-operative societies of farmers, Loans forsettingupofAgri-clinicsandAgribusinessCentres, Loans for Food and Agro-processingup toanaggregate sanctionedlimitofRs100croreperborrower,LoanstoCustomServiceUnits,loanstoPrimaryAgricultural Credit Societies (PACS),Farmers’ServiceSocieties(FSS)etc.comeunderancillaryactivities.

§ Against the allocation of Rs 6996 crore

credit for the housing sector (prioritysector), the credit off take was Rs 3428

croreattheendofthirdquarterofcurrentfiscalandachievementindexwas49%.

§ Under MSME (priority sector), banksdisbursed Rs. 22512 crores during FY2017-18asagainstthetargetofRs.18441crores and achieved 122% of the targethigher than the achievement of 102%during same period of previous financialyear.

§ As on 31stMarch 2017, there were 5.21crores operative CASA accounts includingPMJDY accounts, which increased to 5.87croreduringayearasonMarch31,2018.24lakh PMJDY accounts increased during ayearandthe totalsuchaccountswere2.73croreasonMarch31,2018.

§ Out of total operative CASA accounts,percentage of Aadhaar andmobile seedingwas84%and66%respectively.

§ In PMJDY accounts, percentage of Aadhaarseedingwas78%.

§ 7.13%PMJDYaccountsarestillinoperativeandtherewasnobalanceintheseaccountsasofMarch31,2018.However,itisreducedfrompreviousyear.

§ Total balance in PMJDY accounts wasincreasedtoRs.3682croresasofMarch31,2018 from Rs. 2833 crore a year ago.Average balance per account comes to Rs.1349/-ason31.03.2018.

DuringPMJDYcampaignin2014,all54903villagesacrossthestatehavebeenmappedwithvariousbanksaccordingtotheserviceareaofeachbanktohaveatleastonefixedpoint banking outlets/BusinessCorrespondents catering to 1000-1500householdspreferablywithintheradiusof5km,calledasSubServiceArea.Thereare11864SubServiceAreas(SSAs)inthestateandallarecovered.Outof 11864SSAs,1521SSAsare coveredthroughbrickandmortarbranches. InrestoftheSSAs,10343BusinessCorrespondents(BCs) are providing basic banking servicesi.e.openingofbankaccounts,cashdeposits,cashwithdrawal, transferof funds,balanceenquiries,Aadhaarseedingetc.TheBCmaycater his/her services to the neighboringvillagesinhisarea.

a) There is immediate need fordeploymentofBCatinactivelocations.Banks to ensure that all BCs arefunctioninrespectiveSSAs.Incaseofinactive location, BC should bedeployedby31.05.2018.

b) District Level ImplementationCommittee (DLIC) headed byDistrictCollector may decide to choose aRation shop, a fertilizer shop or SHGmemberasBCinidentifiedlocations.

c) Issue of viability of existing BC mayalso be discussed and as decided inDLIC, the committee can allot the BCpoints to any bank if SSA bank isrefusing to deploy BC in reasonabletimeframe.

§ The50RuralSelfEmploymentTraining

Institutes(RSETIs)and1RUDSETIintheState, an initiative of Ministry of RuralDevelopment (MoRD), are impartingtraining and skill up-gradation to ruralyouth encourage towardsentrepreneurshipdevelopment.

§ TheReserveBankofIndiainitscirculardated6thApril2018issuedthefollowinginstructions:

a) Rural Self Employment TrainingInstitutes (RSETIs) should be moreactively involved and monitored atvariousforaofLBSparticularlyattheDCClevel.

b) Focus should be on development ofskills to enhance the creditabsorption capacity in the area andrenewing the training programmestowards sustainable microenterprises.

c) RSETIs should design specificprogrammesforeachdistrict/block,keepinginviewtheskillmappingand

the potential of the region fornecessary skill training and skill upgradation of the rural youth in thedistrict.

PerformancehighlightsofRSETIsintheStateason31.03.2018FY2017-18§ There was a target of 1231 number of

programmesforfinancialyear2017-18,out of which 1342 training programswereconductedduringtheyear.

§ Outofthetargetoftotal35570traineesforFY2017-18,36179candidatesweretrainedupto31.03.2018.

§ Out of total trained candidates, 7636,8141&24210werefromSC,STandBPLcategoriesrespectively.

§ Sinceinception,6919programmeshavebeen conducted wherein, 191022candidates were trained. Out of these,128733 candidates are settled andsettlementratiowas67.39%.

ENAGAGEMENT OF LEAD DISTRICT MANAGERS (LDMs) IN ACTIVITIES OTHERTHANPRESCRIBEDBYRBIIn order to implement governmentsponsored schemes and to have bettercoordination between the government andthe banking fraternity, the “Lead BankScheme”was introduced by the RBI underwhich the Banks are supposed to appointLeadDistrictManager in each district. Thescheme is working successfully across thecountry.The effectiveness of Lead Bank Schemegenerally depends upon the dynamism ofDistrictCollectorandLeadDistrictManager.RBI in their master circular has clearlydefined the role of LDMs, which has beenenclosedhereto.Asperthescheme,theLDMis expected to undertake leadership forcoordinatingtheeffortsofcreditinstitutionsandgovernmentagencies.Of late, it has been observed that alongwiththecoordinationjob,LDMsarealsomade to work for complaint redressal.The State Government has brought in averycomprehensivegrievanceredressalmechanismthroughChiefMinister'shelpline wherein the different levels ofredressal of complaints have beendefinedbythegovernment.ThefirstlevelofredressalisL-1andforallcomplaintsrelated to activities, the LDM is madegrievanceredressalofficeratLevel-1.Due to vastnetworkof bankbranches andlarge number of schemes underimplementation, the volume of complaintsreceivedishugeandthetimeperiodallottedtotheL-1officerforredressalis7days.Assuch,majorchunkoftheLDM’stimeisbeingconsumedingrievanceredressalandinthe

process,themainfocusoncoordinationanddevelopmentalactivities in thedistrictgetsimpaired.Timeandagain,thisissuehasbeentakenupwithDirectorateof Institutional Financeofthestategovernmentandotherappropriateforum.But,itisyettoberesolved.We suggest that under the grievanceredressal mechanism (CM Help Line), thegovernment may assign the role of L-1officer to an officer of the concerneddepartment of the government whoseschemes are being financed by the Banks.ThiswillnotonlyhelpquickdisposalbutwillalsoenabletheLDMstoconcentrateontheirprimary role of coordination betweendifferent stake holders for successfulimplementation of various schemes.However,theLDMwillcontinuetoprovidegrievanceredressaltotheextentpossibleatDLCCmeetings.All the LDMs have been raised aserious concern about thisarrangementandfindasahindrancetotheirjobroleasdefinedintheLBSscheme.DuringlastSLBCmeetingthesaid matter was also flagged. TheState Government had assured toresolve the issue at the earliest.However, it could not be brought tologicalend.Thematterisplacedfordiscussion.

To facilitate the banks in recovery of theirdues with borrower, the Government ofMadhya Pradesh passed “The MadhyaPradesh LokDhan (ShodhyaRashiyon KiVasuli)Adhiniyam in 1987.Purposewas torecoverthepublicmoneyandreutilizedfortheir developments. Of late, it is observedthat purpose of the scheme is not gettingdesired result, which is evident from theabovementionedtable.During last SLBC meeting held on08.02.2018,effectivenessofRRCsmodelwasdiscussed,whereinitwasinformedthattheRRCmodelofUttarPradeshissuccessfulandcanbereplicated inthestate.SinceBankofBarodaistheconvenerofSLBCinthestateof U.P., it was requested bank to submitdetailedcomparativereporttoSLBC.ReportisattachedintheagendanoteasAnnexure-I.Summary of the report is as mentionedbelow:

a) There is nomajor difference in theprovisionofLawsinboththeStates.However, some additional featuresareavailableinboththestates.

b) Themajorissueisimplementationoftheenactedlawsonthefloor.

c) TheLawofM.P.isquitegoodbutforthe lack of implementation of thelegalprovisions,desiredresultisnotcomingforward.

The State government is requested toimprove themechanismofRRCmodelandhelp the banks to curb the burden of non-performingassets.

EDUCATIONLOANSSTATUSINMADHYAPRADESHASON31.03.2018AverageticketsizeofeducationloansuptoRs.10lakhwasRs.2.40anditwasRs.9.83lakh for the loans above Rs 10 lakh as onMarch 31, 2018. Education loan underpriority & non priority sector has shown7.86% growth over previous year duringmarch 2018. However, it was negative fortheloansunderprioritysector(UptoRs.10lakh).Total exposure of all banks in MadhyaPradesh to education loans was Rs 2239croreduringpreviousyear,whichincreasedto Rs. 2415 crore as on 31st March 2018.TotalexposureofbanksforeducationloansaboveRs.10lakhwasRs221croreduringprevious year, which increased to Rs. 503croreduringmarch2018.Banksfacea6.24%defaultonthisportfolio–thatisRs.119croreason31stMarch2018as against Rs. 110 crore during previousyear. Default in the loan belowRs10 lakh(prioritysector)was6.07%&itwas0.62%fortheloansaboveRs.10lakhasonMarch31,2018.Outof totalexposureofall thebankstoeducation loans, contribution of Privatesector banks is negligible and held theshareofonly3.91%.PublicSectorBankshaveashareof92.41%.RepaymentisbetterincasesofloansaboveRs. 10 lakh. Generally, the borrowers ofthese loans are settled abroad after study,andtheygetgoodemploymentandareableto repay their dues. Also, such loans arebacked by collateral security. Students arevery mobile. They move away from theirplaceofstudyanditbecomesverydifficultto trace them.Looking to thesedifficulties,IBA has advised to obtain PAN/ Aadhaardetails of the borrower/ co-borrower,however,itisnotmandatory.DelinquencyishighestinthebracketuptoRs4.5lakh

Loans to individuals for educationalpurposesincludingvocationalcoursesuptoRs.10 lakh irrespective of the sanctionedamountareclassifiedunderprioritysector.HIGHER EDUCATION LOANGUARANTEE SCHEME & HIGHEREDUCATION LOAN SETTLEMENTSCHEME, GOVT. OF MADHYAPRADESHThe Government of Madhya Pradeshoperates a “Higher Education LoanGuarantee Scheme” to provide guaranteetomeritoriousstudents,whoareunable toprovidecollateral,incaseofloansaboveRs.7.5lakh.In addition to above, in case ofdemise/permanent disability of thestudents,whohadtakentheeducationloansandtheirfamilyisunabletorepaytheloan,“Higher Education Loan SettlementScheme”isoperationaltoprovidereliefstothefamilyofthestudent.FY 2017-18 TARGET VIS-À-VISACHIEVEMENT UP TO MARCH 31,2018DirectorateofInstitutionalFinance,Govt.ofMadhyaPradeshallocatedatargetof15000casesofRs.300crore forprovidinghighereducation loans by bank during currentfiscal. As on March 31, 2018, bankssanctioned18045numberofcasesofRs.702crore. Out of which, Rs. 309 crore wasdisbursed in 17715 accounts andachievement index was more than 100%.Fortheyear2018-19,atargetof10000casesofRs200crorehasbeenfixedbytheStategovernmentforhighereducationloans.Bankwiseachievementwasgiven inTableno.18

During current financialyear, 1660 crore and 1324 crore weredisbursed to SC and ST communitiesrespectively.BankwisestatusisshowninTableno.22&23Outstanding & Disbursement toWomenbeneficiariesTotal outstanding loans to women wereRs.25977 crores to 2078470 womenbeneficiaries as onMarch 31, 2018.
