All of the proposed monthly meeting dates are to be held on the second Tuesday of each month, at 7:00 pm, in the * Colonial Courthouse (closed meetings to begin at 5:45 pm in Conference Room 305 of Administrative Offices Building Two) until such time as meetings can be held at the Thomas Calhoun Walker Education Center. *-Except June, which will be held at Gloucester High School due to the Primary.
As in the past, all meetings shall be adjourned by 11:00 pm unless unanimously approved by the Board; and extended by 15 minute increments.
I have also included the previously approved budget meetings; as well as the January 2014, annual organizational/ monthly meeting date; and a proposed schedule of work sessions (for those months without budget work sessions except May, July, November and December).
3-Member Panel meetings for Student Disciplinary Hearings will be scheduled only as needed.

The regular monthly meeting of the Gloucester County School Board was held on Tuesday, November 13, 2012, at the Colonial Courthouse. The Chairperson called the meeting to order at 5:51 pm in the Emergency Services Conference Room.
ROLL CALL
Roll call was taken by the Acting Clerk, and the following persons were recorded as present: Anita F. Parker, Chairperson, George R. (Randy) Burak, Ann F. Burruss, Kim Hensley, and Carla B. Hook, Members. Also present for the closed meeting: H. Ben Kiser, Ed.D., Superintendent of Schools, John E. Hutchinson, Assistant Superintendent for Administrative Services and Acting Clerk, and Charles A. Wagner, Ed. D., Assistant Superintendent for Instructional Services. Kevin M. Smith, Member, was absent.
12-141: CALL FOR CLOSED MEETING
At 5:51 pm, a motion was made by Ms. Burruss, seconded by Mr. Burak, and unanimously approved to adjourn for a closed session, pursuant to Code of Virginia, 1950, as amended, Section 2.2-3711 (A), Subsection 1, for the discussion of personnel matters (Monthly appointments, resignations, etc., and renewal of the Superintendent's contract) ; and Subsection 2, for the discussion of student personnel matters (one recommendation for expulsion). At 6:55 pm, the Chairperson declared a recess, and the Board members relocated to the Colonial Courthouse for the regular meeting.
12-142: RETURN TO OPEN MEETING/CERTIFICATION
Note: Ms. Betty Jane Duncan, Deputy Clerk, recorded the remainder of the meeting. The Deputy Clerk noted that all members present for the closed session were present for the open meeting. (Mr. Smith absent)
At 7:00 pm, a motion was made by Mr. Burak to reconvene the meeting into open session and to certify that the Gloucester County School Board, while in closed session, discussed only public matters lawfully exempted from open meeting requirements provided in Subsection A of Section 2.2-3711 and that only public business matters that were identified in the motion convening the closed session were heard, discussed or considered. The motion was seconded by Ms. Burruss and approved as follows:

1. Presentation by Botetourt SCA to Page Technology Fund in Memory of Dr. Pugh - Dr. Bambi Thompson, Botetourt Principal, and student representatives presented a contribution from the Botetourt SCA to the Page Technology Fund in Memory of Dr. Pugh. Funds for this contribution were raised at the Botetourt Fall Festival and totaled $600. Ms. Parker accepted the donation on behalf of the school division.
2. Recognition of FFA National Competition - Dr. Paul Mclean, Director of Technology, recognized students who excelled in national competition at the All American Quarterhorse Competition in Columbus, Ohio.
3. Recognition of Sherry Rollins, MAMEA Award Winner - Mr. Bryan Hartley, Peasley Principal, recognized Ms. Sherry Rollins, Peasley teacher, who recently received the 2012 Classroom Teacher Award from the Mid-Atlantic Marine Education Association.
4. Reserved for Remarks by Candidates/Supporters - Gloucester Point District School Board Seat - Applicants for the Gloucester Point District School Board seat were invited to address the Board. Candidates were asked to limit remarks to ten minutes or less, and supporters (2) were permitted to speak on their behalf for five minutes or less. The fo llowing candidates and supporters spoke:

Ms. Parker thanked the applicants for their willingness to serve. She announced that the School Board will hold a closed meeting at 6:30 pm on Thursday, November 29, 2012, in order to conduct interviews with the candidates. The School Board anticipates that the appointment of a School Board member representing the Gloucester Point District will be made following the closed meeting.
5. Updates on Committees/Boards by School Board Members - Ms. Parker noted that Mr. Smith was absent from the meeting due to a death in the family and extended condolences to his family.
Ms. Parker introduced Ms. Hannah Witt, GHS Senior, who will be shadowing Ms. Parker as a part of her senior project during this school year.
Ms. Burruss noted several highlights of school activities from the Instructional Report including Bethel PTA scholarships awarded to teachers, GHS activities including guest speaker Shanah Kendall , Oceanography workshop attended by Ms. Susan Gardner, and development of a math game by Mr. Gross.

Ms. Hook reported on the sock hop held recently at Achilles and praised those who worked so hard to make this and other activities successful for the students. She also thanked Dr. Thompson for the time she afforded Ms. Hook in touring Botetourt recently.
Mr. Burak reported that the Chesapeake Bay Governor's School had recently hired a permanent director, Ms. Dianne Pollard; and also indicated the possible need for additional funding from each of the districts to reconcile a budget shortfall at Chesapeake Bay Governor's School (note - minutes approved at 12/11/12 SB meeting and resubmitted for approval with this revision at January 8, 2013 meeting).
Ms. Parker noted that the Education Foundation would be announcing the award of 15 minigrants totaling $4,000 on November 14. The 2nd annual Education Foundation 8K Run will be held on February 16, 2013. Fundraisers also will be held at Chick-Fil-A on November 20 and Courthouse Diner on November 30.
6. Resolution in Support of Current Laws Governing Continuing Contracts for Teachers -Mr. Brian McGovern, GEA President, provided a brief history of the continuing contract laws and regulations in Virginia. He asked for the support of the Board in approving a resolution in support of the current laws governing those contracts. After discussion, Board members agreed to receive an update on this matter at the December meeting regarding the status of proposed legislation in the General Assembly.
7. Presentation on TC Walker Educational Center- Mr. Scott Shorland, Project Manager, introduced Ms. Donna Phaneuf from VIA Design Architects. Ms. Phaneuf described to the Board the vision in developing plans for the center which would create an efficient modernized structure while incorporating features honoring the history and legacy of the former school and its namesake.
At 9:08 pm, the Chairperson called for a ten (1 0) minute recess.
8. Reserved for Remarks from Citizens in Audience -- Ms. Parker asked if there were any persons present who wished to address the Board. She asked that all persons state their name, the district in which they reside and to limit their remarks to five (5) minutes or less. The following persons came forward to speak:
Howard Mowry (Gloucester Point) discussed issues including graduation and dropout rates, religious exemption numbers, State budget cuts, increased class sizes, and transportation costs. (Copy of Mr. Mowry's remarks attached to agenda)
Clint Alexander (Ware/GEA representative) asked the Board to support the resolution presented by Mr. McGovern regarding continuing contract legislation.
Ronald Paige spoke on various topics.

12-151: SUPERINTENDENT'S ITEMS
1. Update on Page Middle School - Mr. Shorland provided slides of the conceptual plan for Page Middle School and reviewed the project schedule. Projected completion date is April 2015. Dr. Kiser noted that the completion date would extend the need to lease modular units for the 81
h
grade on location at GHS.
2. Update on Thomas Calhoun Walker Educational Center - Mr. Hutchinson apprised the Board on the status of bidding for the renovations to be completed at TC Walker, with bids scheduled to be open on January 2. In-house modifications are currently underway in the auditorium.
The Board discussed changing the name of the TC Walker facility. A motion was made by Ms. Burruss and seconded by Ms. Hensley to change the name of the TC Walker Educational Center to the Thomas Calhoun Walker Education Center. The Deputy Clerk polled the Board as follows:

12-152: SCHOOL BOARD MEMBERS' ITEMS
1. VSBA Legislative Positions to Consider- Ms. Parker and Ms. Burruss outlined the new legislative positions and bylaws changes proposed for consideration by the VSBA at the annual convention . It was the consensus of the Board to support the VSBA legislative positions as outlined.
2. VSBA Annual Convention Schedule - Ms. Parker noted the convention activities scheduled for Thursday, November 15.
3. Discussion of Tribute Honoring Dr. Jean Pugh- To be discussed at a later date.
4. Approval of February 2. 2013 Joint Meeting with Board of Supervisors - A motion was made by Mr. Burak, seconded by Ms. Burruss, and unanimously approved to schedule a joint meeting with the Board of Supervisors on Saturday, February 2, 2013 at 9:00 am, at a location to be determined by county staff.

Mr. Hutchinson recommended approval of policy revisions GCG, GCN, and GCPB on 2nd reading. A motion was made by Ms. Hensley, seconded by Mr. Burak and unanimously adopted to accept the recommendation for revision of policies on 2nd reading.
2. Proposed Revisions to 2012-2013 School Calendar (Make-up Days) - Mr. Hutchinson reviewed the current school calendar with Board members. Due to the recent closure of schools due to inclement weather, staff recommends that January 3 and 4 be scheduled as makeup/bank time days and that January 2 be designated as a holiday for all employees. A motion was made by Ms. Hensley and seconded by Ms. Burruss to approve the recommended changes to the school calendar. Upon a voice vote, the motion was carried with Ms. Hook voting nay.

Television Production Television Production I
Mr. Brayton has been instructing the three sections of TV I (A3, B3, B4) on Scriptwriting -Chapter 7- "the story behind the story" of any television or video production project.
The TV I students are applying this newly acquired knowledge and skill set through the production of public service announcements (PSAs).
Mr. Brayton is instructing them on formulating and developing a basic video idea/concept, target audience, shooting location/sequence/schedule, hook (attentiongrabber), outline, script, and storyboard.
The students are then recruiting and assigning talent (actors and actresses) for the actual recordings.
Lastly, the students are editing their videos and learning the fine points of post production.
Television Production II The two sections of TV II (A2, B2) are continuing to develop new programming segments for their morning show-The Duke Daily-they are quite the creative ones!

The deadline for registration is January 8. Registration is $140. Registration fees received after January 8 will be $190 per person. Purchase orders and registration via telephone do not constitute payment of registration fees and will result in a $50 late fee if paid after the deadline date. No refunds will be made after January 8 except in the case of Personal illness. Prior to January 8, refunds of one-half of the registration minus a $50 processing fee may be made.
All requests for refunds must be made to the VSBA President in writing signed by the Board Chair, certifying a personal illness, and submitted within 30 days of the conference.
A block of rooms has been reserved at the Richmond Marriot for the nights of January 22 and January 23 . Make your hotel reservations by calling 804-643-3400. Inform the staff you are attending the VSBA conference to receive a special rate of $139. The deadline for the reserved block is January 8, 2013.
