BACKGROUND
TheCobbCountyComprehensiveTransportationPlan2040 (CTP2040) isthefive-yearupdateoftheCobbCounty2030ComprehensiveTransportationPlan (CTP2030) acceptedbytheBoardofCommissionersonFebruary26, 2008. CTP2040includesstrategiesandrecommendationsthroughtheyear2040, andisrequiredfortheCountyanditsmunicipalitiestoremaincompetitiveforfederalimplementationfunds, aswellastoaddressgrowthandotherchangesthathaveoccurredsince2008.
OnApril24, 2012, theBoardapprovedaSubgrantAgreementwiththeAtlantaRegionalCommission (ARC) toconductaplanningstudyanddevelopCTP2040fortheCountyanditssixmunicipalities. TheprojectisidentifiedintheARCRegionalTransportationImprovementProgramasProjectNo. AR-004-2012, andisdesignatedasGeorgiaDepartmentofTransportationP.I. No. 0008732.
OnFebruary26, 2013, theBoardapprovedacontractwithARCADISU.S., Inc., todevelopCTP2040, inanamountnottoexceed $1,400,000.00. TheBoardapprovedAmendmentNos. 1, 2, and3tothecontractonMay27, 2014, November24, 2014, andApril28, 2015, respectively. Eachamendmentextendedthetimeofperformanceofthecontract; noadditionalcostsorserviceswereincluded.
OnNovember25, 2014, theDepartmentpresentedasummarytotheBoardoftheCTP2040DraftRecommendationsReport. TheDraftRecommendationsReportincludedpreliminaryrecommendationsforstrategies, policies, projects, funding, andpriorities, aswellasanimplementationplan.

BACKGROUND
Overthepasttwentyyears, CobbCountyDepartmentofTransportation (DOT) hasbuiltanAdvancedTransportationManagementSystem (ATMS) inpartnershipwiththeGeorgiaDepartmentofTransportation. TheATMSprovidesoperationaltechnologytooptimizetrafficflow, reducetrafficdelays, andimprovetrafficsafety.
IncludedintheATMSisastate-of-the-artregionalTransportationManagementCenter (TMC) whichisstaffedtomonitorandmanagerealtimetrafficconditionsaswellasmajorweathereventsandmajortrafficevents. Morethan200milesoffiberopticcableandmorethan100closedcircuittelevisioncamerasareutilizedtomonitortrafficonthemajorthoroughfaresystem. Inareaswheredailytrafficishighlyunpredictable, CobbCountyhasalsodeployedtheSydneyCoordinatedTrafficSystemon150of540trafficsignalstomonitorandadjustsignaltiminginrealtime. Inaddition, aBluetoothtraveltimemonitoringsystemwasrecentlyimplemented.
ThefinancialbenefitsoftheTMC, asrelatedtotrafficdelays, conservativelyyieldsanannualsavingsofapproximately $829,000.00. Thetotalcostwillberecoveredinapproximatelysevenyears.

BACKGROUND
In2006, acitizenvolunteergroupknownasTheFriendsofHydeFarm (TheFriends) registeredasa501(c)3not-for-profitorganizationdedicatedtoraisingprivatefundstopreserve95acresoftheHydeFarmineastCobb. Usingtheslogan "IBoughttheFarm", thegroupraisedapproximately $256,000.00indonations.
In2008, theTrustforPublicLand (TheTrust) purchased HydeFarm andheldthepropertyawaitingtheeventualpurchasebyCobbCountyandtheNationalParkService. TheFriendsadmistrativelydissolvedandgrantedtheaccumulatedfundingtoTheTrust. TheTrustforPublicLandutilizedaportionofthe $256,000.00raisedbyTheFriendsfortemporarystabilizationofstructureslocatedon HydeFarm.
In2010, theTrustforPublicLanddonatedtheremainingfundstoCobbLandmarksforthebuildingrehabilitationeffortsat HydeFarm.
In2011, theBoardofCommissionersapprovedacontractwithPBGBuilders, Inc. tocompletetherehabilitationatHydeFarm. Now, CobbLandmarksisfulfillingtheirobligationbytransferringtheremaining $214,100.00toCobbCounty.

IncludedinthosedefinitivedocumentswastheDevelopmentAgreement ( DevelopmentAgreement betweenCobbCounty ( County theCobb-MariettaColiseumandExhibitHallAuthority ( Authority andtheAtlantaNationalLeagueBaseballClub, Inc. ( ANLBC andcertainofANLBC saffiliates, includingBravesConstructionCompany, LLC ( BCC andwithANLBCreferredtohereinasthe BravesParties TheDevelopmentAgreementsetforththerespectiveobligationsofthePartiesrelatedtothedesign, constructionandfinancingoftheStadiumProject. TheDevelopmentAgreementalsosetsforthapreliminarystadiumprojectbudget ( StadiumProjectBudget andmakesitclearthattheCounty sfinancialcontributiontotheprojectiscappedandthattheBravesPartiesareresponsibleforanyandallcostsovertheCounty scappedcontribution.

TheFGMPsetsforththeconstructionhardcostlineitemsintheStadiumProjectBudgetthatABisresponsiblefordelivering. TheFGMPdoesnotcontainallcostsintheStadiumProjectBudget. Excludedcostsinclude, butarenotlimitedto, thecostsofland, parking, pipelinerelocationandBravesdiscretionaryspending. BCCanticipatespresentinganupdatedStadiumProjectBudgettotheCountyonceallthefinalcostsaredetermined.
TheFGMPAmendmenthasbeenpresentedbyABandthefinalcostsandtermshavebeennegotiated. TheStadiumProjectArchitectconcurswithAB srecommendedFGMP.BCCandJonesLangLaSalle ( JLL BCC sProgramManager, havereviewedtheFGMPAmendmentandrecommendapproval. HeeryInternational ( Heery theCounty sProjectManager, aftercarefulreviewandconsultationwithallPartieshasrecommendedtotheCountyRepresentativethattheCountyapprovetheFGMP. TheCountyRepresentativenowrecommendstotheBoardofCommissioners ( BOC thattheBOCapprovetheFGMPaspresentedandauthorizetheexecutionofallnecessarydocumentsrelatedtotheapprovaloftheFGMPincluding, butnotlimitedto, theResolutionandGMPAmendment.

AresidentofMurdockRoad, PhaseIIIhascirculatedapetitionforthecreationofastreetlightdistrictalongthesegmentofMurdockRoadbetweenSewellMillRoadandInmanParkCourt. AccordingtotheprovisionsoftheStreetLightOrdinance, 75percentofthepropertyownersmustsigninfavorofinstallingstreetlightsforcreationofthedistrict. Thissectionofthestreethas20lotswith15 (75percent) infavoroftheproposal.
SincethepetitionmetthepercentagerequirementsoftheOrdinance, theDepartmentpostedsignsintheproposeddistrictindicatingthatapublichearingwasnotrequiredbutcouldbeconductedifanyonewouldliketheopportunitytocomment. TheDepartmentreceivedlettersrequestingapublichearingfromDavidB. Waldropof1600MurdockRoadandAltanandMeganTanjuof3295HollyMillCourt. Thecitizenshavebeennotifiedofthedateandtimeof

Ifapproved, streetlightswouldbeinstalledonexistingwoodenpoles. Eachresidencewithinthestreetlightdistrictwouldbecharged $4.00permonth. Alloftherequirementsfortheestablishmentofastreetlightdistricthavebeensatisfied.

CobbCountyAirport - McCollumField (Airport) isthefourthbusiestairportinthestateandthe238thbusiestairportinthecountry. Thereare17commercialaviationbusinessesbasedattheairportwith250employees, and300aircraftthatarehousedattheairport. TheAirportishometomorelargecabin, internationalcapablecorporateG-Vaircraftthananyothermetro-Atlantaairport, andprovidesaneconomicimpacttothecommunityofover $112million, whileitseconomicactivitysupports842jobs.
TheAirporthasoperatedsince1988withtwofull-timeCountyemployees. Sincethattime, Airportoperationshavedramaticallychangedincharacterandsize, becominganairtraffic- controlledcorporaterelieverairportwithinternationalcapabilities. Inaddition, theregulatoryrequirementshavebecomemuchmorecomplexsince1988.
TheDepartmentrecommendscreationofaSeniorContract/ProjectsManagerpositiontoenhancesafety, ensureregulatorycompliance, overseecontracts/leases, andserveasanadditionalpubliccontactby: conductingairfield, facilityandenvironmentalinspections; monitoringairportactivitiestoensurecompliancewithAirport, State, andFederalAviationAdministration (FAA) rulesandregulations; overseeingoperations, emergency, andsecurityplans; providingaviationexpertiseintheabsence oftheAirportmanager; andcoordinating/supportinggroundsmaintenanceoftheairport.

Severalothersignificantprojectsarecurrentlyunderway, whichthisnewpositionwillalsoassistinmanaging. Anorthapronrehabilitation/expansionprojectiscurrentlyunderdesignandcoordinationwithtenantstoestablishaconstructionphasingplanwillbeamajorundertakingtominimizetheimpactofthe200basedaircraftandallthetransientaircraftthatwillbeaffectedbytheconstructionlimits. Adesigncontractisalsounderdevelopmentfortheinstallationofapproachlightsandeffortsareneededtoassureminimumimpacttoairportoperations. Furthermore, summeristheheaviestworkloadperiodforairportmaintenancecrews. Theadditionofthisnewpositionwillrelievetheairportmaintenancecrewofmanyoperationalandcontractdutiessotheycanfocusonkeepingtheairfieldinanoptimalsafeandaestheticconditiontoreceivethenewcustomersexpectedthissummer.
TheFAArequiresasaconditionofreceivinggrantsthatfeesandrentscollectedfromusersoftheairportbespentonairportexpenses; therefore, fundingisavailableforthispositionandtheassociatedoperatingexpensesfromcurrentrevenues.
IMPACTSTATEMENT
ItisanticipatedthatcreationoftheSeniorContract/ProjectsManagerposition, Grade56, willincreaseexpensesfortheremainderofFY15byapproximately $32,780.00forsalaryandfringebenefitcosts. Anadditional $1,200.00isprojectedtoberequiredforoperationalsetupcostsforacomputer, uniformsandsafetyequipment.

TheCitiesReadinessInitiative (CRI) isapilotprogramtoaidjurisdictionsinincreasingtheircapacitytodeliveremergencymedicalandpublicsafetyresponseduringalarge-scalepublichealthemergencysuchasabioterrorismattackoranuclearaccident. Thiswillbetheeleventhsuccessiveawardtosustainthisongoingprogram.
Thesefundswereoriginallyusedtopurchasefifty-eight (58) 900MHzcellulartelephoneswithprivate, secured, direct-connectfeaturesandglobalpositioningsystemlocatorcapabilities. ByupgradingthecurrentIntradophonesystem, itreducedtheimplementationtimefrom18monthsto60daysandsavedapproximately $1,000,000.00.
OnJune25, 2013, theBoardofCommissionersapprovedaMotorolaCommunicationAgreementtoupgradetheIntradophonesystemwhichincludedthefirstyearofsoftwaresubscriptionandmaintenance. Theimpactstatementidentifiedarenewableannualmaintenancecostof $80,000.00. ThefinalinstallandacceptancewasinNovember, 2013, whenitwasdeterminedthatadditionalon-sitesoftwaremaintenanceserviceswereneeded. Theseadditionalservicesincludetheinstallationofsoftware, systemtroubleshootingandadedicatedcertifiedMotorolatechnician.
Thetotalpriceforthesoftwaresupportis $120,000.00annuallywhichincludesa $40,000.00increaseinthisFirstAmendmenttothepreviouslyapprovedagreementamountof $80,000.00. Theamendedagreementincludesfourone-yeartermsforatotalcostnottoexceed $480,000.00overfouryears.

HumanResourceshasworkedwithPropertyManagementtodesignthisfitnesscenterinthespace (approximately3,271squarefeet) vacatedbytherecentrelocationofInternalAffairs. Thefacilitywillincludeaworkoutareawithcardiovascularandweighttrainingequipmentandaseparateareadesignedforfitnessclasses.
Thefitnesscentersareplannedforemployeestoutilizeduringbreaksorbeforeandafterworktoencourageahealthierlifestyle. Encouraginghealthylifestylechangeshasbeenshowntolowerlongtermhealthcarecostsinotherorganizations. Offeringafitnesscenterwithlimitedservicesisnotdesignedtocompetewiththeservicesavailableatfitnessfacilitiesoperatedintheprivatesector. However, providingonsiteservicesmakestheopportunityforahealthierlifestyleavailabletomoreoftheCountyworkforceduetotheconveniencewithfundingavailablefromwellnessfundstoprovidesuchservices. AddinganonsitefacilitytoencourageemployeestoleadahealthierlifestyleisonecomponentofanoverallwellnessprogramthatinthelongtermwillhelptominimizetheincreasingcostofhealthcarefortheCounty.
