What GoI & NABARD want to

Issue RuPay ATM Debit / Kisan Card to
farmers as a self-service enabler.
Facilitate loan operations through multiple
service channels such as ATM / POS /
Mobile phones.
Enable farmers to make need-based,
multiple withdrawals and repayments as
per their seasonal agricultural activities.
Move towards accessing online land
record and creation of charge.
What are the Hurdles?
Farmers are customers of PACS, which
are not banks and therefore cannot issue
Debit Cards to their customers.
PACS have no direct access to Banking &
Payment Networks.
Practically no CBS platforms available
today has end-to-end capability to
process agri loans as per KCC guidelines.
Business processes at PACS have not
been factored into existing CBS
platforms.
The Govt.’s Vision & Existing Hurdles

Shadow registers have limited
authenticity and cannot constitute the
basis for online KCC operations.
Manual updating of shadow registers
is, and will continue as, a challenge
even after CBS implementation, as the
farmer level data & transactions are
with PACS in manual books.
Real registers containing member
information and loan accounts are
maintained by individual PACS
Historically PACS identify the
borrower, secure loan applications,
get documents executed, supervise
the disbursement and recovery of
agri loans.

It would be a Combined
Card for SB and KCC and
work at any RuPay enabled
ATM.All KCC operations will
be through SB account
held in DCCB branch.
Farmer SB account can be Aadhaar
seeded for DBT of GOI/GOS and any
other State Govt. Schemes for farmers.
KLS maintains the complete farmer loan
accounts at PACS and the corresponding
loan(borrowing) account of PACS at
DCCB, fully Mapping all operations in
both the accounts simultaneously.
