CALL TO ORDER: Chair Postle called the meeting to order at 6:15 pm.

Public Comment: There was no public comment.
1. Chair's Report: Chair Postle announced that the City of Belvedere and the Town of Tiburon both approved an amendment to the Agency's Joint Powers Agreement (JPA) regarding trustee terms, as discussed at the May 16 Agency meeting. This is the first JPA amendment in 20 years.
2. Director's Report: Director Mazzolini reported that Suzanne Siminger's art is currently on display in the Founders Room. Suzanne is a well established artist in Marin.
Director Mazzolini reminded the Agency of the scheduled party for Joan and Hillary Don on June 30, from 6 to 8pm at the China Cabin. The Landmarks Society is providing the space, while the Library is providing the refreshments.
Director Mazzolini asked for a date change for the July Agency meeting from July 18 to July 25. This was generally agreed upon by the Agency members present.
At the request of the Executive Committee, starting in the fall, Library staff members will present their current work and special projects to the Agency, so that Agency members can get to know the staff, and learn what they do.
The MARINet system will be providing a new patron interface which will feature more social media links and features (book lists, etc.) and will be much more interactive. The new system is currently being tested, and will be up and running later in the summer.

3. Belvedere Tiburon Library Foundation Report: Foundation Executive Director Donna Bero reported that the Annual Campaign is nearly completed, with donations at $138,000, slightly lower than last year. Several donors who typically make large gifts have shifted to the capital campaign at this time. Other annual givers who typically give late in the campaign will be reminded in the next few weeks. Generous donations for the capital campaign continue to arrive.
The Foundation's Annual Report will be released in the next few weeks with new imaging that colorfully illustrates the Library community, with Children's Librarian Alicia Bell on the cover.
4. Report on Financial Statements, May 2016 Director Mazzolini reported that revenue stands at 98% of budget and will probably top 100% with the receipt of June revenues. Expenditures are at 85% of budget, and will probably be below budget at fiscal year-end.
Chair Postle noted that the Parcel Tax specifically is at 96%, and asked if more receipts were expected in that category. Director Mazzolini affirmed. Clerk Johnson added that additional receipts may come in July and August for the June 30, 2016 fiscal year.
5. Committee Reports: Director Mazzolini reported that the Art Committee reception for Suzanne Siminger was held last week. Outgoing Trustee Joan Don will also be leaving her position as Art Committee Chair, so the Art Committee is formulating new plans for leadership and scheduling a download of information and strategy. Joan Don led the Art Committee for about 7 years, was on the Foundation Board for 6 years, serving as President for 3 years. Joan's husband Hillary has been a supportive volunteer at most Art Receptions and the biennial Art Auction. Diane Green has offered to assist in the planning of the annual Art Jury this fall. The Art Committee determines the artists who will be shown in calendar year 2017.
For the Program Committee, Programs are scheduled through calendar 2016 and into 2017. We hope to have an upcoming program on the Zika Virus, thanks to Trustee Cromwell's efforts.
Consent Calendar
Several corrections to the minutes of May 16 were requested: On page 2, paragraph 5, the first sentence should read "The Library will receive ..." On page 3, paragraph 1, the first sentence should read "The Library received $47,000 in Educational Revenue Augmentation Fund (ERAF)."

8. Consideration of Proposed Agency Budget for Fiscal Year 2016-2017
Chair Postle said that the budget process had been seriously and diligently undertaken. Starting in February, three Budget Committee meetings were held with rigorous study of the budget detail, after Staff had thoroughly researched and prepared the proposed numbers. He thanked Director Mazzolini for her clear commentary.
Trustee Cromwell asked Director Mazzolini to explain the Step and Track System. Director Mazzolini explained that most governments use this system for personnel, designating a matrix of staff positions, with usually 6 steps, i.e. pay progressions, within each position. This system is used by the Town of Tiburon and the City of Belvedere. New employees, depending on their experience are assigned to steps 1 through 3. Employees are moved to their position's next step on their anniversary date. After employees have reached step 6, they are given cost of living increases as the budget allows. Step and Track increases are 4.5% per step. This year, the Library gave employees beyond step 6 a 3% increase. The Library's step levels are in line with Marin County's step levels.
Motion to approve the Belvedere Tiburon Library Agency Fiscal Year 2017 Budget made by Trustee Cromwell, seconded by Trustee Aylwin, passed unanimously by those present.
Director Mazzolini announced that Trustee Jeff Foran was re-appointed for another 3-year term on the Library Agency by the Town of Tiburon.
13. MONTHLY CALENDAR
There was no discussion of the monthly calendar.
14. FUTURE MEETING DATES
As discussed above, the July meeting will be held 1 week late, on July 25th. New trustees and new officers will be installed.
In August, there will be no Agency meeting unless it is deemed necessary.

RESOLUTION OF THE BELVEDERE TIBURON LIBRARY AGENCY ADOPTING THE ANNUAL BUDGET
FOR FISCAL YEAR 2016/2017
WHEREAS, a balanced annual budget for the Belvedere Tiburon Library Agency has been fully prepared for Fiscal Year 2016/2017 and has been published and presented in a public hearing to the Agency Board of Trustees on June 20, 2016 in accordance with Article 3, Section (G) of the Joint Powers Agreement for the Belvedere Tiburon Library and with Article VII, Section 2 of the Bylaws of the Board of Trustees of the Belvedere Tiburon Library Agency.
WHEREAS, on June 20, 2016, the Belvedere Tiburon Library Agency has thoroughly reviewed the recommended Fiscal Year 2015/2016 budget as presented by the Library Director and the Library Budget Committee.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Belvedere Tiburon Library Agency as follows:
The Belvedere Tiburon Library Agency finds and determines that the Agency's proposed budget for Fiscal Year 2016/2017 is in compliance with the Agency's Gann appropriations limitation, and hereby approves this budget in its entirety, text and amounts, as the Annual Budget for the Belvedere Tiburon Library Agency for Fiscal Year 2016/2017, commencing July 1, 2016 and ending June 30, 2017.

RESOLUTION OF THE BELVEDERE TIBURON LIBRARY AGENCY ADOPTING THE 2016/2017
GANN APPROPRIATIONS LIMIT
WHEREAS, Article XIIIB of the Constitution of the State of California requires governmental jurisdictions to establish appropriations limits each fiscal year; and
WHEREAS, the Belvedere Tiburon Library Agency has calculated that limit for the 2016/2017 fiscal year to be $1,406,116 and
WHEREAS, said Agency also calculates the amount of the proceeds of taxes that are subject to the appropriation limit to be $1,112,114 for the 2016/2017 fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Belvedere Tiburon Library Agency that the Sinn of $1,406,116 is hereby established as the appropriations limit for the Belvedere Tiburon Library Agency for the 2016/2017 fiscal year.

WHEREAS, the Belvedere Tiburon Library Agency has calculated the said Community Facilities District No. 1995-1 limit for the 2016/2017 fiscal year as $814,482 and
WHEREAS, said Agency also recalculates the amount of the proceeds of taxes that are subject to the appropriation limit to be $653,146 for the 2016/2017 fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Belvedere Tiburon Library Agency that the sum of $814,482 is hereby established as the appropriations limit for the Belvedere-Tiburon Library Agency Community Facilities District No. 1995-1 for the 2016/2017 fiscal year.

RESOLUTION NO. 228-2016
RESOLUTION EXPENDING AND FUNDING RESERVES
WHEREAS, the Belvedere Tiburon Library Agency established three reserve accounts — Insurance Reserve, Operations Reserve, and Building Maintenance Reserve — as separate accounts, currently within its regular LAIF account, and
WHEREAS, the Agency has kept and wishes to keep the money in these three reserve accounts separate from other financial transactions, and
WHEREAS, the Belvedere Tiburon Library Agency has in the past set aside funds for these reserves to which additions and subtractions may be made by Board resolution, and whereas during the 2015/16 fiscal year the Belvedere Tiburon Library Agency purchased irrigation repairs, founders' room tables, a patio storage shed, children's room cushion replacements, and light bulb replacements in the nave for a total cost of $24,099 and made an accounting entry for a total of $24,099 prior to the end of the fiscal year to reflect payment for this work with Building Maintenance Reserves; and whereas the amount of these reserves at July 1, 2016 were:
Insurance Reserves $ 50,000 Operations Reserves $250,000 Building Maintenance Reserves $629,809 TOTAL RESERVES $929,809
NOW, THEREFORE, effective the date of this resolution, the Belvedere Tiburon Library Agency resolves to increase the reserve for Building Maintenance Reserves by an additional $63,654 as recommended by reserve analysis, to a total of $693,463 and a total of all reserves amounting to $993,463.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted by the Governing Board of the Belvedere Tiburon Library Agency, Marin County, California, at a regular meeting thereof, held on the 25th day of July, 2016.
