Plan Estratégico para las Especies Migratorias 2015-2023
• El Grupo de Trabajo del Plan Estratégico creó este documento con comentarios de las Partes
• El objetivo es evaluar cómo el Plan Estratégico 2015-2023 respalda el Plan Estratégico para la Diversidad Biológica 2011-2020.
• Se concluyó que el Plan Estratégico para la Diversidad Biológica y sus Metas de Aichi para la biodiversidad serían utilizados como un marco para el PEEM
• El nuevo plan ofrece una manera lógica y eficaz de que los objetivos de las especies migratorias se integren en las Estrategias y Planes de Acción Nacionales de Biodiversidad (EPANB).
Restructura del Consejo Científico
• La Resolución 10.9 tal identifica la necesidad de reestructurar el Consejo Científico a fin de maximizar su eficacia, experiencia y conveniencia para la Convención
• En la COP 11, se pedirá a las Partes decidir sobre una nueva estructura
• Han sido propuestos tres escenarios diferentes como opciones para una nueva estructura: – 11 representantes regionales elegidos, 12 consejeros designados por
la COP (6 Taxones, 6 temas)
– 5 representantes regionales elegidos, 12 consejeros designados por la COP (6 Taxones, 6 tema), 4 ONG
– 15 representantes regionales elegidos (3 para Aves, 3 Marinos, 3 Terrestres), 6 consejeros designados por la COP (por tema)
Propuestas de especies
• Se propone protección para 32 especies migratorias incluyendo tiburones, rayas, pez espada, aves de bosque y humedales, el oso polar y león africano
• Las nuevas propuestas de especies a la COP 11 fueron presentadas por Costa Rica, Ecuador, Egipto, Etiopía, la Unión Europea, Kenia, Mónaco, Mongolia, Níger, Noruega, Paraguay, Filipinas y Senegal.
• Si las especies son aprobadas por la COP11 éstas serán adoptadas en los Apéndices de la CMS 90 días después de la Conferencia
