Welcome / Call to Order
The meeting began at 10:00 a.m. Chairman Ron Woody called the joint meeting of the Executive Board
and Technical Committee to order.
Determination of Quorum / Roll Call
A quorum was present for both the Executive Board and the Technical Committee. All attending
introduced themselves.

Approval December 13, 2018 Technical Committee Meeting Minutes
Technical Committee Chair Becky Ruppe asked for a motion to approve the minutes from the December
13, 2018 Technical Committee Meeting. A motion was made by Terry Bobrowski to approve the
minutes and seconded by Ellen Zavisca. Members of the Technical Committee approved the minutes.
Approval December 13, 2018 Executive Board Meeting Minutes
Executive Board Chairman Ron Woody asked for a motion to approve the minutes from the December
13, 2018 Executive Board Meeting. A motion was made by Mayor Mark Potts to approve the minutes
and seconded by Larry Henderson. Members of the Executive Board approved the minutes.
Election of New Chairman for Technical Committee
Don Brown discussed that four recommendations had been received for consideration for the SRPO
Technical Committee Chairman: Becky Ruppe, Terry Bobrowski, Eddie Simpson and Rene'e Crowe. Gary
Carver nominated Terry Bobrowski to serve as Chair. Darrell Helton seconded. The Technical
Committee voted to elect Mr. Bobrowski as chairman.
TDOT's Project Selection Process
Brian Hurst with TDOT’s Program Development and Scheduling Office made a presentation on the
process used by TDOT to select projects for inclusion in TDOT’s 3 year comprehensive multimodal
program. Mr. Hurst discussed the criteria and weight of each criteria used in TDOT’s project ranking and
selection. Mr. Hurst noted that the RPO ranking receives an 11.8 % weight in the formula used to by
TDOT to rank and select projects. Input from the TDOT Region 1 Headquarters Staff also receives an
11.8 % consideration in the formula. A chart as presented at the meeting is attached showing TDOT’s
criteria and weights.
TDOT Presentation of Projects to be Prioritized
Don Brown discussed the process to be used in prioritizing the projects and the two options available for
the prioritizations process. Mr. Brown also discuss the “SRPO Project Ranking List December 16, 2019”
as contained in the meeting folder. Mr. Brown noted the addition of a column with information
regarding the project readiness to move to the next phase.
Dexter Justice, Director of TDOT’s Region 1 Project Development, discussed each of the projects on the
“SRPO Project Ranking List December 16, 2019”. Mr. Justice discussed each project description, the
status and the project readiness to move to the next phase.

Technical Committee Vote on Project Prioritization
After discussion, a motion was made by Gary Carver and seconded by Lucas Graham to adopt the
project ranking shown on the column “Ranking December 2019” of the attached “SRPO Project Ranking
List December 16, 2019”. The motion passed.
Executive Board Vote on Project Prioritization
A motion was made by Lowell Russell and seconded by Trey Dykes to adopt the same project ranking
adopted by the Technical Committee. The motion passed. The attached “SRPO Project Ranking List
December 16, 2019” shows the adopted project rankings.
Presentation of the Rural Regional Plan
Andrea Barbour, Special Projects Coordinator with TDOT’s Office of Community Transportation, made a
presentation on TDOT’s Rural Region Transportation Plan for the RPO. The plan will be presented for
adoption by the RPO at a future meeting.
I-75 and I-40 Corridor Studies
Troy Ebbert with TDOT’s Office of Community Transportation made a presentation on the I-75 and I-40
Corridor Studies currently underway. Mr. Ebbert noted opportunities for local officials to provide input
into these corridor studies.
Coordinator's Report
Don Brown provided the RPO Coordinators report. Mr. Brown noted that the ETDD Transportation
website contained useful information regarding the RPO. Mr. Brown also noted that the CTPG
application is in the meeting folder.
