Thursday 11th August 2016

The Meeting was opened at 11.07am by the Chair Samuel Daylight and the Roper Gulf Regional Council Pledge was read.

Roper Gulf Regional Council to provide a solution that is suitable to the Hodgson Downs Local Authority that potentially employs a Housing Maintenance Officer and Community Housing Officer on site.

7.1 *Elected Member Report:

Mayor Tony Jack has resigned from Council to take part in the Northern Territory Elections to be held 27th August 2016. If unsuccessful he will resume his role as Mayor after Elections.

Deputy Mayor Judy MacFarlane has stepped into the Acting Mayor position. The Sport & Recreation Master Plan has been passed by Council. Rates and Charges have been passed at the last OCM in July held in Katherine.

Recommendation: That the Hodgson Downs Local Authority receive and note the Elected Members report. Moved: Ken Muggeridge Seconded: James Nuggett Carried

7.2 *Managers Report: Business has been operating as usual, services are running well. *Work Health and Safety Update- Follow up with visit from RGRC Work Health &

Safety.

7.3 *Council Financial Reports: Fourth Quarter Financial Reports A request was made to have Financial Reports made larger for easier viewing.

Recommendation: That the Hodgson Downs Local Authority receive and note the Council Financial report. Moved: Clive Roberts Seconded: Samuel Swanson Carried

7.4 *Governance Updates:

* Local Authority Funding Update- Carry over $7,878.32 of 2015/2016 funds.

*Complaints Register- Nil

*Policy Updates-

Recommendation: That the Hodgson Downs Local Authority receive and note the updates from Governance. Moved: Ken Muggeridge Seconded: James Nuggett Carried 7.5 Community services Update (Night patrol):

Currently Chris Cookson is Regional Manager, Juan Hernandez Night Patrol Coordinator will be responsible for Minyerri.

The Contractual Arrangements are being put in place for ALAWA to take over the delivery of Night Patrol services in Minyerri. It is expected that arrangements will be in place within the next 2 months.

Roper Gulf Regional Council will have responsibility for the Night Patrol Vehicle, including servicing, supply Night Patrol Uniforms and Wage payments.

All reporting will be via ALAWA.

Recommendation: That the Hodgson Downs Local Authority receive and note the Night Patrol update. Moved: Mayor Judy MacFarlane Seconded: Cr Daylight Carried

7.6 *CDP-Community Development Program:

Currently ALAWA subcontracts the CDP program through Roper Gulf Regional Council. CDP has approximately 178 CDP Participants for Minyerri on the books and around 30% participation rate.

ALAWA wants to review the current CDP Contract and is currently having discussions with Roper Gulf Regional Council. Mayor Judy MacFarlane noted that CDP at Jilkminggan and Mataranka was working really well and a visit to see how things were being done elsewhere may be inspiring. Chair Samuel Daylight also mentioned he was undertaking a Health and Well Being Program with Aged Care and was hoping to engage CDP Participants to help. Samuel is undertaking the Health & Well Being Program as part of his work for First Circles, NT Government Leadership Program.

7.7 *Alcohol Management Plan:

Action: Request update from Barry Clarke, GEC, for November Local Authority meeting.

8. Other Business 8.1 New Housing:

Trevor Troy, Department of Infrastructure, briefed Members on the new Remote Public Housing rollout that will be undertaken in early 2017.

Trevor will be consulting with Community about the new building Minyerri will receive 6 new replacement houses/6 houses to be knocked down. Currently looking at 6 houses to be demolished, Lots 21, 23, 30, 32, 40, & 41

have been identified, Lots 14 and 43 were unacceptable to the LA. Power & water are currently doing a Strategic Plan for the Minyerri Community There are potential business opportunities for ALAWA and job opportunities The Dump will need to be accessed and there is specific funding set aside for

Asbestos removal. Trevor will attend the next ALAWA Board Meeting to present information.

Action: Ken to contact Trevor with regards to attending next ALAWA meeting. Action: Trevor will contact Big Rivers Region Waste Management Consultant to advise on the Dump. Recommendation: The Hodgson Downs Local Authority recommends Nic Sharah, Department Local Government a& Community Services, follow up and report back to LA on the Roper Gulf Regional Council, Housing Maintenance Officer issues and Lots 18 and 2. BACKGROUND At the Ordinary Meeting of Council on the 14 September 2016 Council approved the following new and reviewed policies. New CL008 Council Vacancy Policy CL009 Elected Member Support and Development Policy Reviewed FIN002 Debt Collection Policy FIN005 Corporate Credit Card Policy FIN008 Rating Policy ISSUES/OPTIONS/SWOT CL008 Council Vacancy Policy The purpose of the Council Vacancy Policy is to provide for an accountable and transparent process for the filling of Council vacancies which occur during a term of office. CL009 Elected Member Support and Development Policy This Council Policy is to enable Elected Members:

To develop and enhance their knowledge pertaining to their role, understand their obligations, make well informed decisions and effectively represent their constituents.

Roper Gulf Regional Council will provide Elected Members with the provision of appropriate facilities and support to assist them in fulfilling their role. FIN002 Debt Collection Policy The Debt Collection Policy is:

To ensure a fair, consistent and accountable approach to Council’s debt management and collection decisions and practices.

Assist in the efficient management of Council assets through the timely collection of outstanding monies.

To minimise the amount of outstanding monies that Council is owed.

The policy was reviewed by the Policy Owner and only administrative changes were required. FIN005 Corporate Credit Card Policy The Corporate Credit Card Policy is to clarify the allocation and use of credit cards issued to Roper Gulf Regional Council’s employees and Elected Members to prevent fraudulent behaviour. The policy provides clear and concise guidelines for the use of Corporate Credit Cards of the Roper Gulf Regional Council. The policy was reviewed by the Policy Owner with administrative changes and changes reflecting the new Organisational Structure were required. FIN008 Rating Policy The Rating Policy is for the determination and recovery of rates and charges levied which seeks to the greatest extent practicable to achieve fair and consistent treatment of all ratepayers. The policy was reviewed by the Policy Owner with the following amendments:

administrative changes, updated the 5 year vision table and inclusion of the Special Rate - Animal Health Management.

Council Community Grants Program 2016-17 Round Two REFERENCE 673676

Regional Council’s Community Grant Program 2016-17 Round Two. BACKGROUND Roper Gulf Regional Council runs a Community Grants Program to support different projects within the region. These grants are used to strengthen local culture, economy, family or the environment. Grant applications are usually called for twice a year through advertisements in local media and on the Council website.

Anyone from individual applicants to community groups are encouraged to apply for up to $1000 (minor grant) and incorporated organisations for up to $3000 (major grant). The Council’s Grants Coordinator collates the applications received and Council’s Grants Committee assesses the applications by how they support the Council’s vision, mission, goals and outcomes and their targeted outcomes. The Grants Committee then makes recommendations to the Council, and the Council decides on successful applicants and grant amount.

On 16th June 2016, Council committed $30,000 toward the 2016-17 Community Grant Program.

On the 14th September 2016, the Grants Committee met to deliberate over Round One grant applications. Council approved the following recipients:

Borroloola Amateur Race Club

To assist with the upgrade of spectator seating in Borroloola.

Enterprise Learning Centre Assistance with the delivery of business workshops in Numbulwar.

$3,000

Borroloola FERGS Assistance with the fit out of change room area and facilities at Borroloola FERGS Shed.

Mataranka Local Authority Assistance with the purchase and install of playground equipment in Mataranka

Numbulwar School Assistance with the building of a garden at the Numbulwar School

BACKGROUND In August 2016, the Department of Housing and Community Development (formally titled the Department of Local Government and Community Services) confirmed the Hodgson Downs Local Authority will receive a further $68,040.00 in 2016-17. This funding is to be used for the delivery of local community projects. This funding amount is in addition to the $136,080.00 that was allocated in in the 2014-15 and 2015-16. Since 2014, the Hodgson Downs Local Authority has received a total of $204,120.00 in Local Authority Project Funding. Attached to this report is a summary and status of the projects that the Hodgson Downs Local Authority have allocated funds to and the amount of funds that is yet to be allocated to projects. The Hodgson Downs Local Authority is requested to receive and note this report including attachment detailing the status of current projects. The Hodgson Downs Local Authority is also requested to allocate the remainder of funds to projects. ISSUES/OPTIONS/SWOT Nil. Each year Council must, on or before 15 November, submit report to the Minister on its work during the financial year ending on the preceding 30 June. The Annual Report includes how council performed in terms of service delivery and finance. The last section of the Annual Report contains the final Audit Report for year 2015-16. Community Night Patrol. BACKGROUND The Minyerri Night Patrol team has been performing adequately overall. In recent weeks the Night Patrol team has noticed an increase in children walking in the community late at night which is of concern. The Night Patrol Team have also seen an increase in fighting in the community, this has mainly been young adolescent males and females which is some what worrying. Staff 1 x Team Leader 3 x Night Patrol Officers The Night Patrol Team is working a 5 day roster, Sunday to Thursday, 6pm - 2.36 am. ISSUES/OPTIONS/SWOT The Night Patrol Regional Coordinator is currently scheduling a meeting with the Night Patrol staff in the community to address some concerns relating to the current service.
