of Goleta, California, Authorizing the Execution and Recordation of Final Map 32,050 by Los Carneros Business Park, LP, RCS – Los Carneros, LLC and Karl Storz Goleta Property, LLC, for a 14-Lot Subdivision Located in the 0 Hundred Block of Los Carneros Road at the Intersection of Calle Koral, Case No. 10-043-GPA, SPA, RZ, VTM, DA, 10-44-DP, and 10-45-DPAM;”
B. Authorize the Public Works Director to approve final improvement plans and specifications entitled “Los Carneros Road Street Widening Improvements Raytheon Drive to UPRR” in conformance with the approved project, conditions of approval and preliminary plans and specifications on file with the City Clerk’s Office;
C. Authorize the City Manager to execute the attached Subdivision Improvement
Agreement and the Landscape Maintenance Agreement, for the construction of public street improvements and maintenance of the associated landscaping within the public right of way on Los Carneros Road;
D. Authorize the City Manager to execute the attached Agreement for Installation of
Landscaping and Improvements and the Agreement for Landscaping and Improvements Maintenance Between the City of Goleta and RCS-Los Carneros, LLC, for the maintenance of the associated landscaping within Assessor Parcel Numbers 073-330-024, 026, 027, 028, and 029;
E. Authorize the City Manager to execute the attached Agreement for Landscaping and Improvements Maintenance Among the City of Goleta, RCS-Los Carneros, LLC and Los Carneros Business Park, LP, for the maintenance of the associated landscaping within Assessor Parcel Number 073-330-025; and

F. Authorize the City Manager to execute the attached Agreement for Landscaping and Improvements Maintenance among the City of Goleta, RCS-Los Carneros, LLC and Karl Storz Goleta Property, LLC, for the maintenance of the associated landscaping within Assessor Parcel Number 073-330-023.
BACKGROUND: Los Carneros Business Park, LP, RCS – Los Carneros, LLC, and Karl Storz Goleta Property, LLC are the owners of real property as approved on the Vesting Tentative Map (Final Map) No. 32,050, located on Los Carneros Road at Calle Koral, commonly known as Villages at Los Carneros (the Project). The Project includes 465 residential units comprised of 265 townhome and condominium units, 56 single family residences, 74 market rate apartments, 70 affordable apartments and two existing commercial buildings. The Project was approved at City Council on 7/15/2014 with Conditions of Approval, Resolutions 14-41 through 14-43. DISCUSSION: In accordance with the conditions of approval, the owners, have signed and submitted Final Map 32,050 to the City. The Final Map conforms to all the requirements of the Subdivision Map Act and the conditional approval of the Final Map. A full size copy of the Final Map is available in the City Clerk’s office for review and a reduced set is attached to this report as Attachment 2. The City Engineer has reviewed the plan, finds them acceptable and recommends the Council authorize recordation. The Project is required to construct public improvements along Los Carneros Road, including the design and construction of:
Fourth leg of the Los Carneros Road/Calle Koral signalized intersection Left turn lane into the project for northbound traffic on Los Carneros Right turn pocket into the project for southbound traffic on Los Carneros Additional access to the site via a private road near the southerly end of
the project. The full size set of the Public Improvement Plans are available at the City Clerk’s Office for review. Staff recommends that Council approve the improvement plans. The Following agreements discussed below are required as conditions of approval of the Project. The Subdivision Improvement Agreement and Landscape Maintenance Agreement, Attachment 3, provides for the construction and maintenance of public infrastructure and landscape improvements along Los Carneros Road and the intersection

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GOLETA, CALIFORNIA, AUTHORIZING THE EXECUTION AND RECORDATION OF FINAL MAP 32,050 BY LOS CARNEROS BUSINESS PARK, LP, RCS – LOS CARNEROS, LLC AND KARL STORZ GOLETA PROPERTY, LLC, FOR A 14-LOT SUBDIVISION LOCATED IN THE 0 HUNDRED BLOCK OF LOS CARNEROS ROAD AT THE INTERSECTION OF CALLE KORAL, CASE NO. 10-043-GPA, SPA, RZ, VTM, DA, 10-44-DP, AND 10-45-DPAM
WHEREAS, Los Carneros Business Park, LP, RCS – Los Carneros, LLC and Karl Storz Goleta Property, LLC are the owners of real property as approved on the Vesting Tentative Map No.32,050 located in the 0 hundred block of Los Carneros Road at the intersection of Calle Koral; and,
WHEREAS, City Council on July 15, 2014, approved the Vesting Tentative Map authorizing the resubdivision of APNs 073-330-023 through 030, from eight parcels into 14 parcels; and,
WHEREAS, in accordance with the conditions of approval, the owners, have signed and submitted Final Map 32,050 to the City; and,
WHEREAS, staff has reviewed Final Map No. 32,050 and has determined
that it is consistent with all legal requirements and the conditions of approval; and WHEREAS, Final Map No. 32,050 in the City of Goleta, California, has
been presented to the City Council for consideration and approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GOLETA AS FOLLOWS:
SECTION 1. The City Council finds Final Map No. 32,050 in conformance with the Conditions of Approval, Case Nos. 10-043-GPA, SPA, RZ, VTM, DA, 10-44-DP, and 10-45-DPAM, and in General Conformance with the current status of the City’s General Plan; and
SECTION 2. Final Map No. 32,050 is hereby approved, and the City Engineer is hereby authorized and directed to execute the Final Map on behalf of the City; and

SECTION 3. The City Clerk is hereby directed to transmit said map to the County Recorder for filing subject to approval by the Board of Supervisors of the County of Santa Barbara for tax bond purposes. SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
