Schools for the Millennium : Review of Primary School Provision

Report bv the Director of Education

BACKGROUND

At its meeting in April 1998 the education committee approved a review of school provision comprising a number of stages. In the first instance the committee agreed that a comprehensive analysis of current provision be undertaken to identify issues requiring attention, includmg geographical areas for possible rationalisation and catchment area arrangements.

The report should also be seen in a wider context. It is part of a strategy to ensure that school provision in North Lanarkshire is fit for the demands of the millennium, including the distribution and number of places, building fabric, accommodation and new technolog!..

T h ~ s paper is an analysis of current primary school provision only. A report on secondaq provision will be submitted to a future meeting.

ISSUES EMERGING FROM THE REVIEW OF PRIMARY PROVISION

For each school statistical lnformation has been collated, as described below and detailed in appendix 1 .

Pupil roll

Appendis 1 includes the current roll (1998) and the roll projected for 2004. No allonmce can be made for future placing requests but the 1998 placing request numbers are included for indicative purposes.

Th~s figure is the maximum number of pupils whch can be accommodated in the building if it is fully occupied by pupils.

Accommodation in school use

In many instances some accommodation withm the building has been allocated to other uses, for example pre-school classes, and as a result only part is currently available to the primap school. This part is shown as the total space available and the use the school makes of t h s area is shown as a percentage.

Accommodation in other use

This is shown as the pupil places allocated to other purposes. The allocation to pre-school classes is shown separately.

Running costs

This is the per pupil cost as used in national statistics. It includes the property costs associated ivith the whole building and therefore premises whch are underused by the prima? school tend to have hgher per pupil running costs.

(0 Future maintenance costs

These 5 year estimates of major maintenance needs ha1.e been provided b!. the department of planning and development to indicate the cost of keeping the building operational. No account is taken of fabric and accommodation upgrading needs.

2.2 Each page in the appendix lists the denominational and non-denominational schools in each geographxal area. The main issues nhich have emerged in each area are shonn under comments. In the main these relate to

(a) the surplus capacity currently available.

(b) issues affecting individual schools, for example pressure on accommodation and concerns about the catchment area arrangements.

2.3 Appendix 2 summarises selected information for each area and for the authorit?. as a whole.

3 PRIORITIES FOR FURTHER ACTION

3.1 Over a period it is anticipated that specific proposals affecting each area, for example school replacements, extension, closures and amalgamations, \vi11 be recommended to the education committee.

3.2 In the first instance, however, it is considered that priorit!. should be given to the following four issues.

3.3 Priman. provision in Cumbemauld 1

The current situation is complex. In aggregate there are too man!. priman. school places in Cumbernauld and closures can be justified on value for mane!. grounds. However, there is also a geographical disparit!, between school location and housing developments. The provision of schools north of the A80 is inadequate and pupils are zoned to reiativel!, distant schools on the south side of the town. It is recommended that an!’ proposals should be based on the following principles.

(a) The provision in the area south of the A80 should be reduced b!. up to 4 schools.

(b) New non-denominational and denominational provision should be provided in the area of current residential developments north of the A80. Currentl!. five sites have been retained in the area for possible educational use. The allocation of.one of these to the new pro\,ision is proposed.

(c) The school catchment areas across Cumbemauld should be redrawn to accommodate the revised distribution of schools. for esample to minimise home-school distances and to maximise safe nalking routes.

4 RECOMiMENDATIONS

The education committee is recommended
