Minutes – October 15, 2018 Members who were Present: Carol Whitmore (Chairman), Vernon DeSear (Vice-Chair), Jack Rynerson, Jiten Patel, Doug

Meeting was called to order at 9:00AM at the County Admin Bldg, 1112 Manatee Ave. W., Bradenton, Florida

Minutes
A motion was made by Jiten Patel, seconded by Eric Cairns, to approve the August 20, 2018 minutes.
Motion carried unanimously.

City of Bradenton Parking Garage Project Update
Elliott Falcione, Executive Director of the Bradenton Area CVB, introduced Steve Padgett of Fawley
Bryant. Padgett showed visuals of the new parking garage being constructed in downtown Bradenton.
The parking garage will house the Manatee Chamber of Commerce and will feature 3 stair towers,
parking for 500 vehicles, and 5,000 sq ft of retail space.
Visit Florida – Member Benefits
Elliott Falcione introduced Jen Carlisle of Visit Florida. Carlisle gave an overview of the amenities
available to Visit Florida partners/members. Carlisle also gave an update on how Visit Florida is helping
those in the Florida Panhandle affected by Hurricane Michael and those on the East and West Coast of
Florida affected by Red Tide.
Elliott Falcione updated members on recently approved expenditures up to $100,000 to hold a 5-county
promotion/co-op ad to help recover from red tide with Visit Florida reimbursing the entire $100,000.

Discussion took place re: better ways of communicating the benefits of Visit Florida’s membership to
our industry; benefits of using Instagram; benefits of attending Florida Governors Conference; thanks to
then Gov. Lawton Chiles for signing the bill making Visit Florida a public private entity.
2018/2019 Marketing Campaign Update
Summer Wright and John Fisher, of Aqua, updated TDC members on the CVB’s new “Cure Campaign”
and showed the new internet-based ad spots currently running.
Request for Expenditures – Coquina Beach Improvements
Chad Butzow (Interim Director) and Michael Sturm, of the Manatee County Public Works Dept, gave
presentation on Coquina Beach parking lot storm water Improvements that need to be made, as well as
the construction schedule, project phasing, and the costs of the project. Butzow requested
expenditures up to $5 million from tourist tax proceeds to help pay for the project.
Discussion took place re: permitting fees; pervious concrete vs regular concrete; Bradenton Beach CRA
enhancing multi-modal paths; timeframe to expend the Tourist Development Tax monies; parking
problem on the island; hopes to include a huge promenade in later/future plans; this type of
expenditure vs needing more marketing after red tide; and CVB’s emergency marketing line item.
A motion was made by Vernon DeSear, seconded by Jiten Patel, to recommend to the County
Commissioners approval of expenditures up to $5 million from Tourist Tax Proceeds to fund storm
water improvements to the Coquina Beach Parking Lot, as long as the County will look into a multi-
modal transportation plan for the island. Motion carried unanimously.
A motion was made by Ed Chiles, seconded by Dale Sconyers, to move $250,000 out of the $1 million
emergency marketing fund into the CVB’s advertising/marketing line item in case it is needed for an
adverse situation. Motion carried unanimously.
Request for Expenditures - Blue Community One Planet Living Initiative
David Randle, USF, gave presentation on the Blue Community Sustainable Tourism Pilot Program for
hotels, resorts, restaurants, and attractions. This is an opportunity to bring this program, as well as a
small conference, to our community.
Discussion took place re: the need to get the entire tourism industry more involved in the blue
community.
A motion was made by Ed Chiles, seconded by Jack Rynerson, to recommend to the County
Commissioners approval of expenditures up to $25,000 for sponsoring the Blue Community
Sustainable Tourism Pilot Program for the Bradenton Area tourism industry. Motion carried
unanimously.

State of Tourism Update
Dr. Walter Klages, Research Data Services, gave update on state of tourism and the impact of Red Tide
on our market and on our destination

NEW/OLD BUSINESS
1. Dale Sconyers – the need to meet with, and better communicate with, our legislators on our
struggles with Red Tide.
2. Chairman Carol Whitmore: the beaches were full this past weekend; future TDC meetings on
the island will be at The Center of AMI, until Holmes Beach can get their technology system
upgraded, with City of Anna Maria as the back-up; need a thank you letter to Holmes Beach for
hosting our prior meetings and for Mayor Johnson supporting our TDC thru the years.
3. Eric Cairns: first time since red tide outbreak that his hotel has experienced ‘no vacancy’ on a
Saturday and Sunday; hoping our tourism industry will assist with getting supplies to the
Panhandle with the help of Florida Restaurant and Lodging Association.
4. Vernon DeSear: expressed his concerns regarding the Panhandle and Red Tide.
5. Jack Rynerson: IMG has a new entrance on 53rd Ave., Legacy Hotel at IMG is open for business.
6. Elliott Falcione: the importance of businesses being prepared for adverse situations; 30 Day
Deals promotion; a Premier Sports Campus initiative will be brought to TDC in February; and an
Unplugged Concert Series is in the works for The Center of AMI in 2019.
There being no further business to discuss, the meeting adjourned at 11:14am.

AIRLINE INCENTIVE MARKETING PROGRAM
Request to expend up to $521,160 over a 2-year period for Airline Incentive Marketing Program.
Recently, the Sarasota Bradenton Int’l. Airport (SRQ) announced the expansion of Allegiant Airlines, adding nine new non-stop flights to cities in the Northeast and Midwest. These added flights will offer twice per week year-round service, and will help enhance our brand in some markets of opportunity like:
• Baltimore, MD • Cleveland, OH • Columbus, OH • Grand Rapids, MI
SRQ has made some incredible strides this year, and their passenger deplanement is estimated to be up by over 30% from the year prior, so it is our recommendation to continue to invest via our marketing incentive programs for the airlines based at SRQ. Visit Sarasota, will be matching our incentives, as well as SRQ will continue to offer diverse incentives that have assisted in the additional flights. Suggested Motion: Recommend to the County Commissioners approval to move $521,160 from Tourist Development Tax Reserve Fund to CVB’s Airline Incentive Marketing Program line item to be used over a 2-year period for marketing for new non-stop flights at SRQ Airport.

The Center of Anna Maria and Manatee Performing Arts Center
Request to expend up to $100,000 to sponsor up to 4 “unplugged” concerts.
The Center of Anna Maria and Manatee Performing Arts Center are working with a national concert producer to leverage national music artists as soon as this Winter 2018/2019. The plan is for the Bradenton Area Convention & Visitors Bureau to sponsor up to $100,000 for 4 “unplugged concerts (2 acts at each venue) that will help us showcase our arts & culture in the Bradenton Area. This initiative will meet a few objectives:
1. Enhance the brand at both facilities that will showcase their multi-purpose abilities. 2. Will showcase the Bradenton Area as a vibrant arts community. 3. Will create another revenue stream for both facilities.
Suggested Motion: Recommend to the County Commissioners approval to move $100,000 from Tourist Development Tax Reserve Fund to CVB’s Special Event line item to sponsor up to 4 “unplugged” concerts in FY 2019 at The Center of Anna Maria and Manatee Performing Arts Center.

WOMEN’S ENTREPRENEURIAL EMPOWERMENT SUMMIT Request to expend up to $50,000 to sponsor Women’s Entrepreneurial Empowerment Summit.
We have an incredible opportunity to host the Women’s Entrepreneurial Empowerment Summit in April 2019. This Summit is estimated to draw 500 attendees and would take place at either the Bradenton Area Convention Center or Legacy at IMG Academy. We will be 1 of 4 cities that this Summit will host in 2019. They are:
