TSTRANSCO vide letter dated 28.09.2015(Annexure-2B) had requested that in view of imposition of Section(11) by Karnataka State and bad monsoon, the same AOH may kindly be postponed to 15 th November 2015. e) NLC vide letter dated 14.09.2015(Annexure-2C) had informed that NLC TPS II Unit III would be under shut down for AMW from 15.09.2015 to 19.10.2015 as approved in the 111 th OCC Meeting. f) TANTRANSCO vide letter dated 23.09.2015(Annexure-2D) had expressed concern on the following outages of Generating Units. Agenda notes for 112th Meeting of the Operation Coordination Committee of SRPC to be held at SRPC Bengaluru on 6th October 2015

1. Confirmation of the Minutes of the 111th Meeting of OCC held at SRPC Bengaluru on 8th

October 2015.

2. Monthly Outage Plan 2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for November/December 2015

b) Shut Down carried out during September 2015 along with reason for deviation if any.

c) Simhadri Unit-3 was under shutdown for annual overhauling from 28.08.2015 and was scheduled to be on bar by 22.09.2015. NTPC vide letter dated 23.09.2015(Annexure-2A) had informed that due to unprecedented rains, CW duct PU coating work was delayed and completion of overhaul and synchronization of the Unit may take another three days.

d) 500 MW Unit 2 of NTPC Simhadri Stage I was scheduled for Annual Overhaul for 40 days from 26.10.2015. TSTRANSCO vide letter dated 28.09.2015(Annexure-2B) had requested that in view of imposition of Section(11) by Karnataka State and bad monsoon, the same AOH may kindly be postponed to 15th November 2015.

e) NLC vide letter dated 14.09.2015(Annexure-2C) had informed that NLC TPS II Unit III would be under shut down for AMW from 15.09.2015 to 19.10.2015 as approved in the 111th OCC Meeting.

f) TANTRANSCO vide letter dated 23.09.2015(Annexure-2D) had expressed concern on the following outages of Generating Units.

Extended Outage of Kudankulam NPP upto November 2015 against

scheduled AOH programme upto 23.08.2015.

Unforeseen prolonged shutdown of Unit 1 of NTPL Station from

25.08.2015

Shutdown of Unit 2 of NTPL for BLR from 22.09.2015 from 22.09.2015

which was neither intimated in the outage schedule of 2015-16 or not

received approval in OCC Meetings.

It was informed by TANTRANSCO that because of receding wind generation and inactive Monsoon the power position in Tamil Nadu is critical. It was requested TANTRANSCO that the necessary war foot action may kindly be taken to bring back both units of NTPL into service at the earliest and also approval of OCC forum should be obtained for the planned

shutdown such as BLR works in future. It was also mentioned that for any eventualities the SLDC’s consent was also necessitated.

g) SRLDC vide letter dated 29.09.2015(Annexure-2E) had expressed concern about

the frequent tripping of Vallur Units. There had been 25 forced tripping of units at

Vallur with outage periods ranging from one day to ten days which affects the ATC

across S1-S2 corridors. Due to coal shortage/bunker issues, the generation levels at

the stations were very low. It was requested that all efforts may be made to prevent

frequent tripping and to maximize generation to enable the constituents to

effectively meet the ensuing peak season and also action taken in this regard may

kindly be intimated.

ISTS/State Sector Transmission Elements

a) As per the NLDC outage procedure constituents to furnish the outage proposals for November 2015 by 3rd October 2015 which would be posted on SRPC website.

b) It is requested that the information may be furnished in the specified format in Excel form through E-mail to the following address.

c) Constituents/utilities are requested to furnish the information about the shut down carried out during last month against shutdown approved and also information regarding unapproved/emergency shutdown in their respective system. SRLDC is also requested to furnish the details of shut downs availed / not availed during the previous month by various utilities against the OCC approved shut downs.

d) All utilities were suggested to kindly get all outages including those relating to construction, approved through the OCC forum.

3. LGBR for upcoming five months a) Schedule of Hydro and Thermal Generation.

b) Details of anticipated assistance from other sources including bilateral assistance.

c) Anticipated Consumption.

d) Shortfall/Surplus if any and how the same is proposed to be met.

e) Status review of Development of State of the Art load forecasting tools as per clause 5.4.2 of IEGC.

f) Loss of Generation due to fuel shortage- Action plan for meeting their demand and short fall by constituents.

g) The coal shortage issue and sharing of coal availability as per the CERC order dated 23.07.2013.

h) Load Generation Balance in real time.

i) Signing of Connection agreement by old & existing generating stations as per Order dated 19.01.2015 of the Petition No. 169/SM/2012.

j) Status Review of ATC/TTC calculation by SLDCs.

k) Submission of LGBR in specified format and submission of network data in PSSE format (.raw files).

l) Action plan/preparation for meeting the impact of poor monsoon

(Item No. 12 (a), (b) (d), (e), (f), (g) & (h) and 13 (c) of enclosed SRLDC letter dated

28.09.2015).

4. Review of Power Supply Position /Inflows

Constituents to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.

5. Issues for Deliberation

5.1 Electricity Generation Target for the year 2016-17:

SRPC vide letter dated 28.09.2015 had enclosed CEA letter No. CEA/GO & D/OPM/PPI/5/1/2015-16(Annexure 5A) regarding annual exercise of assessment and finalization of the generation targets and the planned maintenance schedules of generating units for the year 2016-17.

5.2 Certification of SRPC for additional ROE of 0.5 % :

SR I SR II, PGCIL vide letters dated 10.09.2015 & 15.09.2015 (Annexure-5B & Annexure-5C)) had listed out the transmission assets which were commissioned within the timelines of CERC for which SRPC certification was needed to claim additional ROE of 5 %. (Nellore Thiruvalam 400 kV Quad line under SRSS-XVIII, Thiruvalam-Melakottaiyur(Kalivathapattu) 400kV D/C Line (Ckt-1&2) along with associated Bays) & New 400kV GIS at Nagapattanam. Quoting the following relevant CERC Tariff Regulations 2014 PGCIL had requested SRPC that the necessary certificate may kindly be issued in accordance with the Regulation.

“Provided that:

1. in case of projects commissioned on or after 1st April -2014,an additional return of

0.50% shall be allowed, if such projects are completed within the timeline specified in

Appendix-I

2. The additional return of 0.5% shall not be admissible if the project is not completed

within the timeline specified above for reasons whatsoever:

3. Additional RoE of 0.50% may be allowed if any element of the transmission project is

completed within the specified timeline and it is certified by the Regional Power

Committee/National Power Committee that commissioning of the particular element will

benefit the system operation in the Regional/National Grid.

5.3 STOA curtailment imposed due to uncoordinated/unapproved shutdowns:

TSTRANSCO vide E-Mail dated 22.09.2015(Annexure-5D) invited attention to the message No. 0943 dated 21.09.2015 received from SRLDC Control Room.

With reference to the message no 0943 dated 21.09.2015 for curtailment of power around 270 MW to 346 MW to Telangana State from 08:00hrs to 24:00hrs due to sudden shutdown of Sholapur Bus on 22.09.2015. This LC was not being discussed/intimated in the OCC Meeting and not being communicated that morning also when they inquired with SRLDC control room during day ahead planning. It was observed from the last few months that there were many curtailments being intimated just before the day of operation for issuing LCs. This was impacting Load Generation Balance and leading critical power situation in the state. It was requested by TSTRANSCO that suitable steps may be taken to intimate in advance for better coordination and load generation balance and also this aspect may be further discussed in the forthcoming OCC Meeting.

5.4 Frequent Tripping of 400 kV Kaiga-Guttur lines due to transient faults :

NPCIL, Kaiga vide letter dated 22/23.09.2015 had informed that 400 kV Kaiga-Guttur line-1&2 (Annexure-5E) had tripped due to transient line fault on 19 occasions during the months August/September 2015. It was intimated that immediate action of identification and rectification of deficiency was required to avoid such line outages and had requested SRPC to kindly take up the issue as an agenda point for discussion in OCC Meeting. Letter dated 14.09.2015 addressed to concerned KPTCL wing in this regard is at (Annexure-5F)

5.5 Simhadri Stage I- Scheduling by APSLDC:

APTRANSCO vide letter dated 19.08.2015 had requested that the Hon’ble Central Electricity Regulatory Commission may consider to approve the scheduling of the Simhadri Stage –I, Visakhapatnam to Andhra Pradesh and Telangana States by APSLDC of the newly formed state of AP. TSTRANSCO vide letter dated 18.09.2015(Annexure-5G) had informed that TSDISCOMs/TSTRANSCO had decided to schedule Simhadri Stage I Power to Telangana State DISCOMs by SRLDC instead of APSLDC and had also requested that necessary action may please be taken by SRPC to implement the same.

5.6 Installed Capacity of Power Generating Stations and tied up Capacity:

CEA vide letter dated 21.08.2015 had requested to furnish the details of installed capacity/ shared capacity to the state utilities in Southern Region as per the CEA enclosed format SRPC vide letter dated 24.08.2015 had requested the States (Including Private Sector)/ Generators to kindly furnish the details of all the units in their control area in the required

format by 24.08.2015. It was noted that all the utilities except Telangana had furnished the details of installed capacity. TSTRANSCO had informed that they had put up the details for Management approval.

5.7 PSS Tuning of Generators:

A meeting on PSS meeting was held on 21st August 2015 at SRPC (Minutes available at SRPC website). Following information was required to be furnished by 30th September 2015.

Nominations for the PSS group

Information as per the enclosed format

As decided in the Special Meeting on PSS tuning of generators held on 21.08.2015, the utilities were required to furnish the following data/information by 30th September 2015:

Status of PSS tuning of generation of capacity above 50MW in the format given in the Annexure.(Refer Annexure-5H)

Planned Step Response Test Schedule (Phased manner) of the generation during the next 12 months (up to 31st August 2016). If Step Response Test was already carried out during last 24 months, results of the same.

Nomination of members for the PSS Group from NTPC, KPCL (Hydro),UPCL,CTU and SRLDC.

The above data/information is awaited from nearly all the utilities and it is requested to furnish the same by 30th September 2015. The second Meeting on PSS Tuning is proposed to be held on 30th October 2015 (Friday) at 10:30hrs. (Letter in this regard is at (Annexure-5H)

KSEBL vide letter dated 28.09.2015 (Annexure-5I ) had forwarded the status of PSS tuning of Generators of Capacity above 50 MW in their system

NLC TS I Expansion(2x210 MW) vide letter dated 28.09.2015 (Annexure-5J) had forwarded the status of PSS tuning of their Units.

5.8 Revision of SPS for secure operation of the All India Grid after synchronization of 765 kV Aurangabad-Sholapur D/C & 765 kV Narendra- Kolhapur lines D/C lines (charged at 400 kV)

NLDC vide letter dated 07.09.2015 had communicated that with the anticipated commissioning of 765 kV Aurangabad-Sholapur D/C & 765 kV Narendra- Kolhapur D/C lines, additional LTA/MTOA was expected to be operationalized which requires certain modifications in existing SPS and also new SPS needed to be installed for few transmission lines. It was finally noted that around 1500 MW of additional loads were required to be identified and implemented with no overlap with other SPSs. After deliberations, the suggested modifications of SPSs by NLDC were agreed in principle by all the constituents and the quantum and sharing of the load reliefs could be deliberated in PCSC meeting to be held on 15.09.2015. SRPC vide letter dated 10.09.2015 had communicated the comments/suggestions to NLDC in this regard. SRPC vide letter dated 15.09.2015 had

communicated to all the states regarding the state-wise bifurcation of loads to be implemented for Raichur-Sholapur SPS (1500 MW) & KKNPP Unit-2 SPS(848 MW). All the states had been requested to identify the additional requirement by 19.09.2015 (for 1500 MW –Raichur-Sholapur SPS) to SRTS-I/SRTS-II.

The issue was deliberated in the 47th Protection Sub Committee Meeting wherein it was decided to discuss the issue in a Special Meeting. Accordingly a Meeting was convened at SRPC Bangalore on 21st September 2015. The Record Notes of deliberations of the Meeting is at Annexure-5K. Subsequently SRPC vide letter dated 23.09.2015 had requested PGCIL that necessary arrangements may be made to extend the trip signals to the identified states/locations as per the schedule of actions needed to be completed in a time bound manner as mentioned in the letter. (Letter copy addressed to PGCIL at Annexure-5L).

5.9 SPS Maintenance Protocol:

In the 111th OCC meeting in view of large number of SPSs in place and expected to come in SR it was agreed that PGCIL would come up with SPS Maintenance protocol. SRPC vide letter dated 11.09.2015 (Annexure-5M) had requested PGCIL that the same be made available along with any commercial aspects for discussion in the PCSC-47 on 15.09.2015. Accordingly PGCIL had submitted the SPS maintenance protocol. (refer Annexure-IV of Annexure- 5K) It was noted that the responsibilities of other constituents was not covered in the protocol. It was requested that PGCIL may kindly submit the detailed SPS Maintenance protocol along with commercial implications as an agenda item for 28th SRPC Meeting to be held on 10.10.2015 for approval/concurrence.

5.10 Instantaneous scheme for Wind generation withdrawal in Tamil Nadu system

A Special Meeting was held at Chennai on 20th July 2015 to discuss Wind Withdrawal and other pending issues pertaining to Tamil Nadu grid. Minutes of the Meeting are available at SRPC website. In 110th OCC meeting, TANTRANSCO had informed that 500 MW of loads have been identified for instantaneous tripping. The tripping signal would be initiated through RTU during dead bus condition at Udumalpet & Kayathar SS. They were planning to extend this scheme to other wind substations also which would be implemented in due course of time. TANTRANSCO was requested to furnish schematic details of the scheme. It was pointed out that the scheme needed to be instantaneous and timing details (picking to tripping) are also required to be furnished. In the 111th Meeting, TANTRANSCO had informed that their P & C wing was taking up the above scheme. The instantaneous scheme was to be in place by 31st August 2015. TANTRANSCO representatives were requested to appraise the Management and expedite the commissioning of the scheme.

5.11 Implementation of URTDSM (PMU) project in Southern Region : It was noted that the schedule for completion of the project was 24 months from the date of

award. PGCIL vide letter dated 03.09.2015 had communicated that M/s Alstom had commenced the dispatch of PMUs to the approved sites of constituents. PGCIL requested all the states and generators to provide the names of nodal officers for PMU related activities.

PGCIL had informed that at some of the stations PMUs had been received already and commissioning of PMUs would start within one month. A meeting with all the nodal officers would be planned to discuss the procedure of PMU installations. PGCIL was requested to speed up the activities to assure timely completion of the project.

SR I & SR II, PGCIL to update the status.

5.12 Video Conferencing facility at SLDCs

In the 111th OCC Meeting the following were noted:

APTRANSCO: provision of VC facility was not feasible at present location of SLDC due to limited space.

TSTRANSCO: New SCADA and civil works were under progress and likely to complete within a month.

KPTCL: communication between SLDC and SRLDC to be arranged by PGCIL. PGCL/KPTCL were requested to interact.

It was noted that VC facility at Kerala SLDC had been tested and commissioned.

TANTRANSCO: had informed that tenders had been initiated for provision of VC facility

PED: Management approval had been received and they were pursuing with M/s Alstom.

PGCIL had pointed out that Band Width/data Channels would be provided by PGCIL but connectivity to end equipment (SDH equipment) should be done by the concerned utilities.

5.13 PMU installed at Back to Back HVDC locations.

In the 110th OCC Meeting PGCIL had informed that South Bus voltage had been extended to PMU (ABB make) installed on East bus side of Vizag SS. Cable had been laid and was ready for termination. SR I, PGCIL vide e-mail had sought the details of terminals of the PMU where the bus voltages were to be extended along-with the schematic diagram. SRLDC had informed that they would get in touch with SR-I to sort out the issues.

6. Grid Frequency:

6.1 High frequency

a) High frequency at Load Change Over.

b) Status review of implementation of staggered load change over within the constituents as per the decision of 23rd SRPC meeting, moderating own generation, surrendering of ISGS power in advance and other actions by Regional Entities to avert high frequency excursion.

c) Operation of Nagarjunasagar in Pump Mode/Srisailam Units in Pump Mode/Kadamparai pump mode

Kadamparai Units:

TANTRANSCO : Unit IV was expected to come to bars by September/October 2015.

They were also planning the shutdown of Unit 3 for 30 days for Digital Excitation

Equipment erection for making pump mode operation in service.

TANTRANSCO was suggested to avail Unit-3 shut down after Unit-4 comes on to bars and ensure that Unit -4 comes back with pump mode operation and parallel activities could be planned.

Srisailam /NSR Units:

TSTRANSCO had informed that trash rack works had been completed at Nagarjunasagar tail pond but there was not sufficient water level for testing. Except Unit 5 at Srisailam LB all units were equipped to operate on pump mode.

6.2. Low Frequency

a) Summary statement of different violation messages issued by SRLDC to each constituent as per new IEGC Amendment.

b) Summary statement of Deviation & Zero-Crossing Violation messages issued by SRLDC to each regional entity as per new IEGC Amendment

c) In the 111th OCC Meeting SRLDC had listed out the occasions when physical regulations to curtail over drawal had been carried out :

Karnataka deviation on 19.08.2015- H/T of ICT1 of Munirabad from 13:03 hrs to 19:44 hrs

Karnataka deviation on 20.08.2015- H/T of ICT1&2 of Munirabad from 10:07 hrs to 16:25 hrs

Karnataka deviation on 21.08.2015- H/T of ICT1&2 of Munirabad from 9:59 hrs to 10:50 hrs

Karnataka deviation on 01.09.2015- H/T of ICT1 of Munirabad from 7:35 hrs to 9:05 hrs Karnataka deviation on 07.09.2015- H/T of ICT1 of Munirabad from 12:16 hrs Tamil Nadu deviation on 04.09.2015- H/T of ICT of Salem from 6:39 hrs to 7:36 hrs

APTRANSCO, KPTCL & TANTRANSCO were requested to furnish the details of remedial measures taken on deviation non-compliance instances within 15 days. Subsequently, SRPC vide letters dated 16.09.2015 had taken up with Director (GO), APTRANSCO, Director (Transmission), KPTCL & Director (Operation), TANTRANSCO regarding the sustained over drawal by AP during August & September 2015 and requested to examine the O/D instances , to expedite commissioning of the ADMS scheme/ reasons for non-operation of the ADMS scheme . The matter was reported by SRLDC under clause 1.5 of IEGC.

7. Voltage Profile

7.1 Low Voltage

a) Low voltage at Bangalore, Trichur, Palakkad, Udumalpet & Cochin

b) Action to avert low voltage profile. Messages and letters issued by SRLDC.

c) Details of Capacitors installed in September 2015. Details of the healthy/faulty capacitors to be furnished.

d) Status Review of Implementation of UV Relays at identified locations. The following was noted in earlier Meeting:

KPTCL: Automated UV relay scheme was under implementation.

KSEB: Management approval for revised set points had been received.

TANTRANSCO: Vide letter dated 11.08.2015, had requested PGCIL to extend under voltage conditions (dv/dt or V+t to Myvadi 230 kV RTU) of Myvadi 400 kV Bus for the implementation of UV relay scheme at Udumalpet.

Regarding tap changing of 400/220 kV ICT Banks at Madakkathara KSEBL vide

letter dated 25.07.2015 had informed that 6 nos of OLTCs of 105 MVA

transformer units are to be replaced and was expected to be completed by

May 2016. It was expressed by KSEB that on the onset of monsoon the voltage

profile had changed and further with the commissioning of Mysore-Areakode

feeder expected by August 2015 the reactor loading at Madakkathara was

expected to change drastically. It was requested that KSEB may kindly be

allowed to operate the ICTs at the present taps till the works were completed.

SRLDC pointed out that KSEB needed to take steps and repair/replace the

OLTC at the earliest.

SRLDC had pointed out that Arasur ICT taps were not changed to tap position 9

(present tap at 7) by PGCIL SR II as proposed by SRLDC for the period January-

June 2015. PGCIL SR II had informed that they would change the tap within 2

days.

a) High voltage at Vijayawada, Hyderabad, Nagarjuna sagar, Gooty, Kurnool, Khammam, Hiriyur and Narendra.

b) Messages and Graphs.

c) Status review of implementation of tap change as per Special Meeting held on 27.08.2014.and previous OCC Meetings.

d) Status review of Bus/Line Reactors, Line Reactors and STATCOM

I. As approved by 36th Standing Committee meeting.

II. Status of commissioning of Bus Reactors

In the 111th OCC Meeting, the following schedule of commissioning of reactors was noted:

KPTCL: Hoody, Neelamangala: Works are under progress & Talaguppa: Testing had been taken up and would be commissioned end of September 2015.

KPCL: Raichur expected by 3rd week of September 2015

Reactor at Guttur(shifted from Hoody) had come in service.

e) Regarding the possibility of reactor at Srisailam, a joint meeting with CEA, TSGENCO & TSTRANSCO was held on 16.04.2015. It was decided that after CEA study the best Techno economical alternative would be finalized after consultation with CEA. A letter had been addressed to CEA regarding voltage Management at Srisailam. It was noted that the reactor at Sattenapalli or Kurnool had been proposed instead at Srisailam due to lack of space. TSTRANSCO was suggested to follow up with CEA.

f) Reactive Power Planning: Utilities to furnish schemes relating to Reactive Power Planning including at distribution level. The time schedules for implementation would also be indicated.

In the 111th OCC Meeting the following were noted:

APTRANSCO vide letter dated 01.09.2015 had taken up with their DISCOMS to furnish the information of progress on installation of capacitor banks

TSNPDCL was yet to furnish the details and was requested to take up with TSNPDCL. DISCOMs were insisting for PSDF funding in this regard.

SRPC requested all the utilities to furnish schemes/updates relating to Reactive Power Planning including at distribution level. It was noted that the same was a NPC agenda and utilities needed to be ready with the schemes.

All the states were requested to finalize the schemes at distribution level and submit to CEA/SRPC.

g) Status Review of Implementation of MVAR Capability testing recommendations VTPS: To increase the absorption level and status of tap position. NTPC Simhadri to clarify the difference in settings of load angle limiter of Unit 1 &

Unit 3 (H) Confirmation regarding MVAR Capability testing and Black Start Workshop for TN, KAR &

TS.

8 Network Protection / Security issues:

8.1 AUFR, df/dt 8.1.1 Implementation of SRPC recommended quantum

All the Constituents were requested to furnish all the feeders implemented in AUFR & df/dt schemes

along with the status of SCADA mapping as per the prescribed Formats.

8.1.2 SCADA mapping of feeders of AUFR &df/dt schemes:

8.1.2.1 KPTCL and Puducherry had implemented 100% SCADA mapping whereas for APTRANSCO,

TSTRANSCO, KSEBL & TANTRANSCO, implementation of 100% SCADA mapping was still pending.

APTRANSCO, KSEB, TSTRANSCO & TANTRANSCO were requested to complete 100% SCADA mapping to

SRLDC at the earliest.

8.1.2.2 It was noted by SRLDC that they were able to monitor only 60 % of feeders connected under the

AUFR and df/dt schemes.

8.1.2.3 It was decided that SRLDC and all the states would coordinate for review of SCADA mapping of AUFR

& df/dt feeder during the next week i.e from 14.09.2015(each day each state). The tentative program

was finalized as below:

8.1.3 As per clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a detailed report of operation of UFR/ Operation at different frequencies to SRLDC and SRPC on daily basis.

8.2 Special Protection Schemes(SPS)

8.2.1 Status Review of SPS in Southern Region.

(Item No.7 (b) of enclosed SRLDC letter dated 28.09.2015).

8.2.2 Modification in SPS of Talcher-Kolar:

NLDC vide letter dated 07.09.2015 had communicated that there were no changes in Talcher-Kolar SPS. Subsequently SRPC vide letter dated 10.09.2015 had requested NLDC reconsider the Talcher-Kolar SPS modifications.

8.2.2 Status Review of Automatic Demand Management System

Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be provided by all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued show cause notice under Section 142 to many constituents (all the SLDCs of SR) in its ROP in Suomotu Petition No. 005/SM/2014.

The following was noted in the 111th OCC Meeting:

APTRANSCO had informed that ADMS would be implemented after shifting to new SCADA.

Feeders(loads) were yet to be identified.

TSTRANSCO had informed that they had identified the loads for ADMS. ADMS would be

implemented after shifting of Control room which was under way.

TANTRANSCO had informed that they had identified 645 MW from 22 feeders for ADMS

implementation and the details of feeders had been submitted to M/s Alstom SCADA for

implementation. The parallel operation of M/s Alstom SCADA was about to complete in

few days and subsequently ADMS would be implemented.

It was noted that the timelines given had exceeded and the present status needed to be reported to

Hon’ble CERC. AP, TS & TN were requested to implement the scheme by 28th SRPC

Meeting(10.10.2015) . It was expressed that SRLDC/SRPC may have to report the non-compliance

otherwise.

8.3 LVRT/Provisions of CEA Regulations for Renewable

All the wind generators being commissioned after 15th April 2014 and earlier generators should be with LVRT feature. LVRT characteristics to be adopted were available in CEA connectivity Regulations. Necessary system needed to be in place to ensure compliance.

The following was noted in the earlier OCC /Special Meetings:

The details sought as per RoP in Petition No. 420/MP/2014 to be furnished by constituents

APTRANSCO: Power system wing was taking up with wind and solar farms and the letters were addressed to wind and solar farms regarding implementation of the LVRT & HVRT features.

KPTCL: LVRTs were equipped for 300 MW of wind generators which were commissioned

after 15.04.2014. One letter had been addressed to all zonal Chief Engineers regarding the

status and set points of LVRT. The reply was awaited.

TANTRANSCO: MRT wing was entrusted to check the LV set points and checking was being done.

KSEB: All the generators had furnished the data except one wind developer(Suzlon) and they were

pursuing with them.

SLDCs were responsible for implementation of LVRTs and other technical requirements in

integrated grid operation. Analysis should be carried out by SLDCs during grid incidents As

per the recent CERC orders w.r.t NTPC Solar, LVRT (Wind & Solar) / HVRT (Solar) feature

was to be ensured.

All tripping related information would be uploaded in SRLDC web based program. FIR would be furnished within 10 to 20 minutes of the incident. 8.8.1 In the Order dated 18.05.2015, Hon’ble CERC had directed SRPC to

a) Submit status of protection audit remarks in respect of APGENCO, NTPC (SR), Talcher, Puducherry, PGCIL (SRTS I & II), MAPS and TANGEDCO,

b) Monitor the status of completion of remarks of protection audit in respect of all constituents of Southern Region in Protection Coordination Sub-Committee (PCSC) meetings, and

c) To coordinate periodic protection audit to be carried out in Southern Region after deliberation in SRPC.

d) To submit bi-annually status report to the Commission confirming the completion of Phase-I, Phase-II and R&M works of protection audit remarks of the constituents of Southern Region.

8.8.2 In the order dated 18.05.2015, Hon’ble CERC had directed all the constituents of Southern Region to file their status with SRPC on regular basis to facilitate proper monitoring in PCSC meetings.

8.8.3 In compliance of MoP Order dated 16.07.2014, two consultants to conduct the study/analysis to ensure secure and reliable operation of National Grid was complete. A Grid Study Committee under Chairmanship of Member (GO&D), CEA had been formed. Stations identified for SR are available at SRPC website along-with earlier Protection Audit Report.

8.8.4 It was noted that M/s Tractabel Enginnering, Romania was the consultant for Protection audit and for detailing the modalities for execution of the consultancy contract for the works under Package A

and Task-1 requirements, M/s Tractabel had visited SRPC for interaction with the constituents during 24.08.2015 to 28.08.2015. It was noted that for Task -2 involved review of Protection Audit exercise undertaken at 762 SS and Physical audit of 10 % of SS.

9 SCADA & Communication Issues:

a) Pending SCADA field inputs under ULDC scheme.

b) Difficulties had been faced by SRLDC in real time operation due to non availability of a number of data channels was discussed in the 111th OCC Meeting:

Talcher Stage II: Not getting data as ERLDC also not getting data. PGCIL had informed

that they were assessing the situation and revert back with details and way forward.

RGMO status point extension from NTECL, NLC Stations & NTPL)

Non receipt of PMU data from few S/s (Ramagundam, Vijayawada, Gajuwaka East and south due to non working of Communication Channels since past three months)

Only analog points from RTUs were coming from all SAS stations at Hassan, Bidadi, Tiruvalam, Kalvinthapattu, Pugalur, Palkkad, Kochi, Arasur & Warangal but status points were not coming. A letter had also been addressed to PGCIL in this regard in the month of June 2015 but no response has been received from PGCIL. SoE points were not coming to SRLDC.

PGCIL was requested to attend the issues raised by SRLDC/States and Generators.

Status review of new SCADA implementation, DCPC Communication etc.

AP, TS, KER, & TN to validate the status points of 220 kV and 400 kV Stations in Alstom SCADA(NEW) on urgent basis.

Ensure real time data of renewable generation by all constituents to SRLDC.

c) Special Meetings were held on 13.02. 2015 & 17.03.2015, 29th May 2015 & 04.06.2015 at SRPC Bangalore (Minutes of the Meeting at SRPC website).

with all SLDCs and ISG stations between 1000-1200 hrs.

The issue was being heard in CERC’s Suo-moto Petition No. 56/5M/2013. UPCL, MAPS, & KKNPP had been requested to furnish the compliance status of pending SCADA inputs within 15 days. KGS was requested to provide the status point of tap position by alternate means as being done by KKNPP.

10. Physical and Cyber Security/Crisis Management Plan/Black Start Procedure

10.1 Status update on Crisis Management Plan (C&DMP) of Power Sector is to be furnished every quarter. The information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan, New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected] and [email protected]). The practices being followed in respect of

Cyber Security/Physical Security/CMP/Mock Drills w.r.t. Black Start was also required to be communicated.

As discussed in the 102nd OCC Meeting, the nominations for the CISO (Chief Information Security Officer) was to be communicated by 29th December, 2014.

APTRANSCO, TANTRANSCO, TANGEDCO, KSEB, NPCIL, KPCL, NTECL, NLC, SRLDC, KPTCL, TSTRANSCO & TGGENCO had submitted the CISO Nominations. Others are requested to furnish the same.

10.2 Updated list of Nodal Officers for Disaster Management. Constituents to update the list (if any change).

10.3 Development of Mock exercise procedure for individual Stations/Systems.

10.4 Status Review of BSRP for individual states including Railway /Metro.

10.5 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply.

It was noted that a meeting with Chennai Metro Rail Ltd (CMRL) and TN SLDC regarding CMP was held on 03.07.2015 and minutes are available at SRPC website.

TANTRANSCO vide letter dated 17.08.2015 had furnished the Minutes of the Meeting held on 23.07.2015 with CMRL and had finalized the template on Crisis Managemaet Plan(CMP) in respect of Power Back up arrangement of CMRL.

KSEBL vide letter dated 11.09.2015 had communicated the minutes of meeting held with Kochi Metro Rail Ltd.

TSTRANSCO informed that they had held meetings with Hyderabad Metro.

10.6 Point to point mock exercise to be conducted for black start by all constituents

10.8 Emergency Preparedness for restoration of Remotely Controlled Sub Stations

11 RGMO / FGMO:

11.1 Status Review of RGMO / FGMO implementation in SR. 11.1.1 RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,

21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014& 27.08.2014. Issue had been further

highlighted in the 26th TCC/ 27th SRPC Meetings held on 11th/12th May 2015 at Hyderabad. Inadequate

response was an area of serious concern and there was no noticeable improvement.

11.1.2 In earlier OCC Meetings, the following had been noted:

All new generating stations were to ensure RGMO before COD as per new Terms and Conditions of Tariff Regulations.

In case RGMO is taken out of service for any reason, generating station must intimate SRLDC with the reasons.

SRLDC/SRPC had pointed out that all SLDCs were to ensure all the new units have RGMO, communication links, Main & Standby data channel and SCADA facility in place before declaration of COD.

SRLDC had expressed concern regarding the RGMO response of the generators in the region which was in the range of only about 20-40 % of the expected relief of the capacity on bars.

TANTRANSCO informed that RGMO for MTPS St-III was being followed up and there was some dispute with supplier.

RGMO feature was yet to be implemented for MTPS St-III Unit (600 MW).

In respect of Krishnapatanam JV, APTRANSCO informed that the issue of RGMO performance of Krishnapatnam JV (SDSPP) units had been referred to OEM as units were not performing up to the required level.

NLC had informed that the units of NLC TS II Exp were not running at full load due to technical issues (refractory issues). Presently they were running around 100 MW only hence no RGMO performance was being seen. Subsequent to overhaul of the units, RGMO performance may be seen. Units were running at 50 % of full capacity without oil support. NLC informed that RGMO at TS-II was out of service due to technical reasons. Once the units stabilize it would be put in service.

TPCIL vide letter dated 27.08. 2015 had informed that they had some logic problems with system

which was rectified by OEM and system is installed in Unit #1 and is under testing. After satisfactory testing it would be put in service. All the generators and SLDCs to come up with the RGMO analysis of the instances posted by SRLDC.

SRPC requested SLDCs to analyze the RGMO instances posted by SRLDC for the generators in their control area and take up action as per 84/MP/2015. Inadequate Response to be taken up with SERC (Petition No.302/MP/2013). Action on recommendations finalized in the Special Meetings needed to be taken by generators/states. All generators were kindly requested to take all steps to ensure intended RGMO/FGMO response.

11.1.3 Regarding the extension of RGMO status point to SLDC:

APTRANSCO: Had extended the RGMO status point of all the generators to SLDC except Upper

Sileru( Cable problems) & Machkund (RTU problem) stations for which action was being initiated.

Krishnapatnam status point extension was being undertaken.

TANTRANSCO: RGMO status point had been provided in TTPS & NCTPS units but for MTPS it was

pending since the units were old.

KPCL: Were taking up with the Management and they would extend the status point of all thermal

units except Unit 4 of RTPS as it was under Japanese OEM. Status points of all hydro units to SLDC

would be made available soon.

PGCIL & NLC/NTPL were requested to hold a coordination meeting at the earliest for RGMO status

point extension of all NLC stations and NTPL to SRLDC.

SRLDC vide letters dated 01.09.2015 had taken up with TANTRANSCO, NTPL & Coastal Energen for

implementation of RGMO and the status extension for MTPS St-III unit, NTPL units & Coastal Energen

11.4 A special meeting on RGMO performance was scheduled to be conducted on 30.09.2015. All the generators and SLDCs to come up with the RGMO analysis of the instances posted by SRLDC.

11.5 Follow up on Petition No.302/MP/2013

RGMO instances for analysis for different incidents are being posted in web group. All the SLDCs were requested to analyze the response and take up with respective generators in their control areas for inadequate response. Summary/details/action taken may be made available to SRLDC & SRPC.

12 Transmission Network Issues and System Operation Issues

12.1 High Loading of 400kV Udumalpet-Palakad & 400kV Nellore PS- Nellore I & II lines.

Opening of Cochin ICTs for power regulation.

Measures taken by AP to alleviate the loading issues expected on VTS - Nunna S/C with full Gas generation.

12.2 Status review of prolonged outage of grid elements in SR. Furnishing Realistic Action plan for revival of the prolonged outage is awaited from some of the constituents. Monthly reports are required to be submitted to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013).

12.3 Review of operation of Inter Regional & Intra Regional Line.

16. KKNPP Related Issues :

SCADA Inputs to be ensured from KKNPP

KKNPP informed that tenders were opened and SCADA inputs would be provided by February 2016.

Need for additional Reactors.

It was noted that in the 26th TCC/27th SRPC, NPCIL had informed that they were agreeable for

150MVAR absorption from grid and regarding the installation of additional reactors, KKNPP would

take up with CTU.

KKNPP vide letter dated 30.07.2015 & 25.08.2015 had taken up with CTU in this regard.

17. Auto reclose scheme:

All 220kV & above lines should have single phase auto re-closure enabled as per CEA technical standards. It was observed that many faults were due to either mal operation or non-operation of auto enclosure feature. All regional entities should include auto enclosure status in the protection certification. Reasons for non-operation of auto enclosure were needed to be furnished in Tripping Reports.

Chandrapur Line

It was finalized that single phase A/R would be enabled only when both lines in service else it would be disabled.

SR I & NTPC were requested to coordinate for the implementation of A/R scheme and to complete the work at the earliest.

230 kV Neyveli –Villianur&

230 kV Neyveli – Bahoor

In earlier meetings, the following were deliberated:

NLC and PED confirmed healthiness of A/R feature for both the lines. PLCC communication was an issue.

SR-II, PGCIL had informed they were agreeable for PLCC upgradation at their own cost and proposal had already been initiated and would take 5-6 months form completion.

It was noted that A/R scheme could be implemented without PLCC (without carrier) in the interim period through extended Zone-I protection.SR II, PGCIL was requested to implement A/R schemes of both the line through extended Zone-I protection until PLCC is commissioned.

PGCIL, SR II was requested to coordinate with NLC and Puducherry for extended Zone-I protection.

In the 111th OCC Meeting, SR II, PGCIL informed that they would

implement A/R scheme on extended zone-1 scheme and would be deliberated further in forthcoming PCSC meeting regarding this scheme.

400 kV Kaiga - Guttur In the 110th OCC meeting, KGS informed that A/R scheme was enabled

for Kaiga-Narendra II line and they would implement for all the 400 kV lines in phased manner.

220 kV Bhavini-Siruseri I &

PGCIL vide letter dated 11.09.2015(Annexure-17A) had requested NPCIL to ensure enabling the A/R feature on immediate basis and confirm the same in PCSC Meeting on 15.09.2015

k. Constituents may apprise the OCC of surplus power available, if any.

l. Progress of works of generating units to be commissioned in 2015-16 and also coming up in future.

m. Details of Power Cuts on Industries, Load Shedding and Power supply to Agriculture Sector may please be furnished in the Proforma prescribed by CEA vide their letter No. 1/AI/COR/GM-2004/3405 dated 23.11.2004.

n. Variable cost of ISGS: Previous month data could be furnished by Generators in the monthly OCC meetings. It is required to furnish the entire digits of energy charges as billed by the Generating Station.

o. Coal Stock Position to be submitted on monthly basis by Generators (States/ISGS).

p. Uploading of hourly Load Shedding details (both scheduled and unscheduled) effected in previous day by all the constituents in SR.

q. Loss of generation due to coal shortage/technical problem needs to be furnished for onward transmission to NLDC by 1000 hrs on daily basis.

r. Collection of data regarding Power Supply to Rural Areas

In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data invariably from DISCOMs. It is requested that the data in this regard in the required format may please be arranged to be communicated to SRPC Secretariat at the following E-mail addresses:

Status as on last day of the month to be forwarded by 3rd day of the following month, and that as on 15th of the month to be forwarded by 17th of the month All the constituents were requested to furnish timely status updates

t. Energy Generation data Management from Renewable Energy Sources

Energy Generation from RES connected to Grid is being collected by CEA from SLDCs. Action taken to w.r.t. minutes of the Meeting held on 8th November 2013. 24.02.2015
