A. CALL TO ORDER

Chairman John M. Sharp called the meeting to order at 10:09 a.m. He introduced himself and entertained introductions around the room. There was a quorum. He noted that there are two proxies today for the City of Norman and one proxy for the City of Oklahoma City.

B. APPROVAL OF THE JULY 18, 2019 MINUTES

Harry Fenton moved to approve the July 18, 2019 minutes. Robert Floyd seconded the motion. The motion carried.

C. ACTION ITEMS:

1. Potential Changes to the Oklahoma City Area Regional Transportation Study (OCARTS) Area Surface Transportation Block Grant - Urbanized Area (STBG-UZA) Program Criteria

Hayden Harrison highlighted the information as detailed in the agenda memorandum. Chairman Sharp said ACOG staff has appreciated all the work the subcommittee has done, getting the criteria to this point. Mr. Sharp noted that a survey was sent out for feedback and at the same time, two letters were received which are available at the front table. The letters were from the Cities of Norman and Oklahoma City, who had further comments and suggestions which were then reviewed by ACOG staff and the Federal Highway Administration (FHWA). A conclusion has not yet been made on the letters as they are still being reviewed, but there were some concerns in Norman’s letter regarding adding points to the projects that failed to get on the first year of the TIP. The City of Norman wants to award additional points to a project for each year it does not get selected. If the project does not get on the first year, it gets 10 additional points; if it does not get on the second year, it gets 15 additional points; if it does not get on the third year, it gets 20 additional points. The concern is that if you add 20 points to a project, it will move the project higher on the list. Mr. Sharp said that first, the project needs to be reviewed to see what issues there might be in the first place that may need to be addressed and then work with staff to determine how the project can get more points on its own merit without automatically receiving additional points. FHWA staff expressed concern that the Norman suggestion was going to alter the competitive selection process. Therefore, ACOG staff felt the need to place that suggestion on hold and so they talked with Norman staff. The City of Oklahoma City had a number of ideas that they put forward. One suggestion included removing the 56 percent cap; however, it has been used as a cap not only for Oklahoma City throughout the years, but other cities have been affected as well. The 56 percent cap allows every entity a chance to compete rather than one entity walking away with all the money. Chairman Sharp said we might be able to look at increasing the percentage cap at some point. Another idea was to establish a cap for each community based on each jurisdiction’s percentage of the region’s total population and employment,

plus an additional percentage as an incentive for competition. Chairman Sharp said there is an issue with this idea and gave an example of one of the projects that was recently done in The Village on Britton Road, which was a $2-3 million project. Britton Road is a very important connector in the Oklahoma City metro area, but if you look at The Village’s population, they would have never been able to get that project funded, which would hinder Oklahoma City and Edmond travelers as well. The third idea was to modify the current system with an equity component designed to help distribute funds proportionally to each community’s population and employment over the course of several years. This could cause one city to continually get all of the funding and other cities to not have a chance. FHWA said the project selection process should be competitive, so this idea takes some of that competition out of the equation. Chairman Sharp then said with so many changes being made with this criteria today, ACOG staff has recommended that it would be better for these two letters to be put off to the future. He suggested going with the changes being proposed today and seeing where the criteria stands again next year. If all that will be needed next year is to make some minor adjustments, then a two year lock could be adopted, which would negate the issue of not getting projects on the first year since they might get on the second year. Chairman Sharp referred back to the tables, saying that since a consensus was reached by the Criteria Subcommittee on items 1-3 and 5-6, he suggested a vote be made on those items. Robert Floyd moved to recommend to the ITPC that items 1-3 and 5-6 be approved. Harry Fenton seconded the motion. The motion carried. Chairman Sharp then referred to item 4 which had three options based on the survey feedback, asking that a vote be tallied after each member chose Option A, B, or C. Geoff Butler asked to be able to talk before the vote, saying the City of Oklahoma City is in support of the 30 percent cap on bicycle/pedestrian projects, not that they anticipate using that much every year. Their intent was to make sure the scoring criteria was consistent with the goals, objectives, and vision of the Encompass 2040, the long-range metropolitan transportation plan (MTP). Oklahoma City feels like they have a lot of catching up to do, which is why they submitted so many sidewalk projects. Mr. Butler stated that he feels like the entities should have the flexibility to put in what they need as long as it is consistent with the MTP. He said the bicycle/pedestrian infrastructure is included in about a quarter of the objectives in the MTP. He feels 30 percent seems fair and 10 percent seems too low to be consistent with the MTP. David Riesland said the City of Norman supports the 10 percent cap on bicycle/pedestrian projects because there are some larger projects that will fall out if the cap goes higher than that. If the appetite is to go higher than

10 percent, they would like to see something like the tiered approach that was suggested where you gradually increase from one year to the next. This would allow the larger projects to have a chance to get through the cycle. Chairman Sharp said that in item 2 that was voted on today, the points for bicycle/pedestrian projects was adjusted, so they will likely score lower than they did last year. Therefore, there is a two tiered approach to the bicycle/pedestrian issue. Mr. Butler said his concern is that this process is over-reacting. Chairman Sharp added that besides the bicycle/pedestrian projects, there was a large ITS project in the City of Edmond which also consumed a large amount of the funding. Chad Meisenburg suggested that no cap be placed on bicycle/pedestrian projects this year and Chairman Sharp said that option was in the survey, but did not receive enough votes. Chairman Sharp asked that the committee members vote for Option A, B, or C. The votes were as follows: Option A 10%: Floyd, Conner, Menefee, Riesland, Starr, McHughes,

and Brandt (7) Option B 20%: Fenton and Weitman (2) Option C 30%: Helsel, Meisenburg, Butler, Krshka, and Hopper (5) Abstain: Cale, Mbroh, and Ashford (3) Chairman Sharp suggested that a vote be taken between Option A and C. No objection was heard. The roll call votes went as follows: Option A 10%: Floyd, Conner, Fenton, Menefee, Riesland, Starr,

McHughes, Brandt, and Mbroh (9) Option C 30%: Weitman, Helsel, Meisenburg, Butler, Vossen, Krshka,

Hopper, Cale, and Ashford (9) Due to the tie, Geoff Butler made a motion to come to a compromise by choosing Option B 20 percent as the cap. Elizabeth Weitman seconded the motion. Chairman Sharp asked for another roll call. The votes were as follows: AYE: Floyd, Conner, Fenton, Weitman, Helsel, Meisenburg, Butler,

Vossen, Krshka, Hopper, Cale, Mbroh, and Ashford (13) NAY: Menefee, Riesland, Starr, McHughes, and Brandt (5) The motion carried.

2. Addendum to the FFY 2020-2023 OCARTS Area Transportation Improvement Program (TIP)

Hayden Harrison said that after the FFY 2020-2023 OCARTS Area TIP was approved in June 27, 2019, ODOT staff received additional guidance from FHWA and FTA regarding inclusion of performance measures in TIPs/STIPs. She said subsequently, ODOT requested that all MPOs in the state modify their TIPs to comply with this guidance. Ms. Harrison said the modifications are highlighted in the Performance Measures chapter of the TIP in the agenda attachment, noting that the changes are mainly regarding transit, highlighting performance measures for COTPA and CART. There being no discussion, Harry Fenton moved to recommend that the ITPC approve the addendum to the FFY 2020-2023 OCARTS Area TIP. Larry Hopper seconded the motion. The motion carried.

D. ITEMS FOR INFORMATION ONLY:

1. Federal Transit Administration (FTA)/Oklahoma Department of Transportation (ODOT) State Safety Oversight (SSO) Program Overview John Sharp introduced Steve Jagosh, ODOT Special Projects Coordinator, who presented an overview of the FTA/ODOT SSO Program. Please click on this link to view the presentation. John Sharp asked if this is strictly for rail, or does it also include BRT. Mr. Jagosh said it is only for rail.

2. Reminder: STBG-UZA Call for Projects Opens on November 1, 2019

Hayden Harrison reminded the committee that the STBG-UZA Call for Projects opens on November 1 and that the due date for submitting projects for consideration is Friday, December 20, 2019. She then itemized the information, as detailed in the agenda memorandum, that would need to be submitted for each project. Ms. Harrison welcomed anyone that would need help, to please contact her.

3. Reminder: ACOG Air Quality Small Grant Program – Call for Projects Opens September 27, 2019 Hannah Nolen reminded the committee that this grant program strives to improve air quality by funding small infrastructure projects and congestion relief efforts. She said projects, which are to be no less than $20,000 each, could include small bicycle/pedestrian infrastructure, bicycle racks, signs, transit improvements, new stops for facilities, and congestion reductions techniques. Ms. Nolen said the Call for Projects opens September 27 and applications are due by November 1. She said if anyone needs help when applying, to please contact her.

4. National Drive Electric Week Central Oklahoma Angela Hankins invited the committee to attend the National Drive Electric Week event to be held on Saturday, September 14, at POPS on Route 66 in Arcadia. She said there would be over 30 electric vehicle owners displaying their vehicles at the event.

5. Snow Routes: Contact Person Request

Jennifer Sebesta asked that the entities provide contact names of the person(s) responsible for local snow route designation to insure they receive the snow route update request.

6. Public Transportation Quarterly Coordination Meeting Update Larry Hopper said the September 4 meeting was hosted by COTPA and that he would give the high points of what they discussed. Citylink (Edmond): Ridership is up. They have about 100 benches and shelters and UCO is a great funding partner for the campus route. They now have Ride System which gives a digital map of where the bus is located. ACOG: The next RTA Board meeting will be held September 18*. Consultants are in the process of doing some evaluation of the rail right-of-way. City of Norman: Now that CART is winding down and will only operate the on-campus and near-campus routes, the City of Norman is in the process of becoming the FTA designee for transit for Norman. He said Taylor Johnson is now the transit coordinator for the City of Norman. The City of Norman selected COTPA (Embark) to begin operating their routes August 1. He said in October, Embark will begin to run paratransit. The City of Norman is having transit run with no fares through October 31 so riders can get used to the transition. COTPA (Embark): They went through and completed a triennial federal compliance audit review. For the last fiscal year, Monday through Sunday ridership is up and transit service now runs on holidays. He said there is $87 million worth of transit projects included in the proposed MAPS 4 package. COTPA’s CNG fuel facility (about $3 million) is under construction and they are currently offering free shuttles to grocery stores.

7. OCARTS Area Line Item Projects and Administrative Modifications

Hayden Harrison said this is a monthly update to the line items and administration modifications from ODOT on projects happening in the OCARTS area. She said the tables in the agenda item show nine line items and one administrative modification that have been added.

He said this is a decision to be made at the local level. FHWA will just offer input, advice, and guidance.

The $384,276 in FTA FY 2019 SGR funds would be similarly used. This amendment also deletes the BUILD grant, FTA 5307, and FTA FBP 1121 items that had been a part of the original FFY 2020 Transit Element. This amendment will ensure consistency among the OCARTS TIP, the Statewide Transportation Improvement Program (STIP), and the grant awards. Upon approval, the attached program of projects will supersede and replace the FFY 2020 COTPA Transit Element (page 42) of the FFY 2020-2023 OCARTS Area TIP. The 2019 regional value for Central Oklahoma is 65 ppb. EPA’s ozone pollution standard uses a three-year average to determine compliance and the new standard is set at 70 ppb. At the end of the 2019 ozone season, our three-year average is 70 ppb. There is significant risk of the Oklahoma City Metropolitan Area violating the ozone pollution standard by the fall of 2020. This intensifies the need for state and regional emissions reductions efforts. ACOG and the Oklahoma Department of Environmental Quality (DEQ) submitted the region’s EPA Ozone Advance Emissions Reductions Projects report on July 29, 2019. ACOG, as well as the Tulsa and Lawton area MPOs, prepare new TIPs biennially* for their respective metropolitan areas for incorporation into the Statewide Transportation Improvement Program (STIP) prepared by ODOT. In the interim years, ACOG issues a call for projects to update the Local Government portion of the TIP to ensure that the region’s Surface Transportation Block Grant - Urbanized Area (STBG-UZA) funds continue to reflect regional priorities and will result in the prompt expenditure of our federal dollars. The TIP includes specific transportation projects and services to be funded with federal, state, and local funds over a four-year period, as required by federal law. Other federal requirements are that all projects included in the TIP be consistent with the adopted long-range metropolitan transportation plan (MTP) and that the total funds reflected in each year of the TIP be within the limits of federal, state, and local funding anticipated to be available. The next call for STBG-UZA funded projects will be issued on November 1, 2019, to update the FFY 2021, 2022 and 2023 Local Government elements of the FFY 2020-2023 OCARTS Area TIP. A list of key dates associated with the update of the TIP is provided on the following page.

• An STBG-UZA Programming Resolution (with original signatures or a certified copy), adopted at a public meeting of its governing body, which describes the location of the project, type of improvement, total project cost, and source(s) of funds (a sample format is available from ACOG).

• An itemized cost estimate (construction costs only) for each project submitted for consideration in the TIP, signed, stamped, and prepared by a registered professional engineer licensed in the State of Oklahoma. Cost estimates must be dated within 6 months of the upcoming TIP submission deadline. Costs associated with engineering, right-of-way acquisition, and utility relocation are not eligible; they are the responsibility of the sponsoring entity.

• A map of each proposed project showing its location, termini, street name(s), north arrow, and the names of nearby major streets. Projects may be mapped in or uploaded to eTRACKER.

• The appropriate Project Rating Worksheet(s) for each application requesting STBG-UZA funds.

The committee was tasked to develop a regional map that highlights the best route choices for motorists during winter storm events. As a result, a network of regional snow routes was established, and the related regional map was made available to the public via websites and press releases. This system of regional snow routes assists in providing better service and increased safety for all travelers within the region, including emergency vehicles, school buses, public transportation, and commercial vehicle traffic. Since the 2018-2019 winter season, some snow route changes may have occurred at the local level. As the 2019-2020 winter season approaches, OCARTS member entities are asked to review the current regional snow routes and determine if additional changes or updates are needed. It is critical that the regional snow route map accurately reflects local snow route plans to ensure consistent public information. National Drive Electric Week Central Oklahoma is Oklahoma’s largest gathering of electric vehicle (EV) Drivers and provides an opportunity for Central Oklahomans interested in driving electric to ask questions of those that do so every day. Thirty-eight electric vehicle owners attended this year’s event along with four Central Oklahoma car dealerships offering test drives. The event brought in around 200 total attendees.

More electric vehicles on the road in Central Oklahoma means more dollars spent on electricity to fuel vehicles. This keeps dollars in the local economy, strengthens our energy independence, and helps improve air quality. EVs are also critical in regional efforts to improve overall vehicle efficiency and reduction of emissions that create ozone pollution.

To date, ACOG’s Public Fleet Conversion Grants program has awarded over $3 million in Congestion Mitigation Air Quality (CMAQ) funds to help OCARTS member entities and OCARTS area public entities purchase clean-fuel and clean-emission fleet vehicles, and alternative fueling infrastructure.
