Overview of Europass development and milestones for Phase 1

Reminder:

The project website is under development. The Advisory Group opiniates the process.

One of the main goals is to expand Europass. The users will be able to add more information

about their skills and qualification to their portfolio, which as a result will be more detailed

and credible. New Europass will give more opportunity to both the users and the stakeholders.

Interoperability between the different sites, documents and institutions is the other main goal

of the project, the online platform will also serve as an interinstitutional Europa-wide site. New

Europass will comprehend a lot of kind of content, but it will keep the integrated look and feel.

The structure:

Decision (Article 3 (2)): some of the most important things that has to be considered while working on

the improvements

The Europass online platform shall provide available information or links to available

information on the following topics:

o (a) learning opportunities;

o (b) qualifications and qualifications frameworks or systems;

o (c) opportunities for validation of non-formal and informal learning;

o (d) recognition practices and relevant legislation in different countries, including third

countries;

o (e) services offering guidance for transnational learning mobility and career

management;

o (f) skills intelligence as produced by relevant Union-level activities and agencies within

their domains of competence;

o (g) information on skills and qualifications that could be relevant to the particular

needs of third country nationals arriving or residing in the Union to support their

integration.

About the new platform

The structure involves navigation and tool-tips for the users. It will help them navigate with

signposting and links. (Europass in connected to other services as well on an EU and a national

level) It will also give them tips on how to write a proper CV and on managing learning with

Europass. The new platform will be a complex system, offering guidance and complementary

information as well. The aim is to create a user friendly and useful platform and to put Europass

into more context.

Why should people use Europass? Because Europass has a specific role for users When

they are connected to Europass, Europass connects them on an EU level. (That is the main

message for them.)

Information Architecture

New Europass has two sections: One for the individual users, and another one for the

stakeholders.

For the individuals, the Europass Homepage offers 3 main possibilities: My Europass, Work in

Europe and Learn in Europe. “My Europass” includes the Europass e-Portfolio. Users can

create a new CV here, but they can also update their already created Europass CV. “Work in

Europe” offers a lot of help for those who are planning to find a job abroad. The user can get

information on how Europass can support job-seeking and career development, how can they

start searching and applying for a job, and what preparations are needed before going abroad.

They can also learn, how to communicate their skills and work purposes affectively. The

platform also offers them career management supporting information. “Learn in Europe” is a

table for students who want to continue their studies in an another country. They can find

information on how Europass can serve their learning, it helps them planning their studies and

it also offers help in searching and applying for learning opportunities and volunteering. With

Europass, they can plan their learnings pathways and they get help with communicating their

skills for learning purposes.

For the stakeholders, a footer on Europass Homepage offers many possibilities: Digitally Signed

Credentials (Giving information about what is Europass Digital Credentials Infrastructure –

EDCI, and how to implement it.), useful help to Understand Skills and Qualifications (The

European Qualifications Framework – EQF, Europass for Education and Training, Europass for

Employment and Recruitment, Europass for Career Guidance); Implement Europass (Digitally

Signed Credentials, Interopeability with Europass, how Europass Tools help interoperability)

Future of the Europass tools

CV: no main changes Creating, editing, designing without registration would be still

available, like before.

Diploma Supplement: a new, modified template is coming.

Other documents: no changes.

There will be a new section with information about each of the documents.

Language Passport: It won’t be a standalone, single document anymore. There’s going to be a

new language skills section in the Europass portfolio instead.

Some ‘house-keeping’ for the new platform:

Do we need updates language examples for Mobility Certificate Supplement/Diploma

Supplement?

Should the examples be per country or per language?

Do we keep the password log-in for the new platform? (e.g. you need a password to access

the instructions for the DS)

Interoperability:

Continuity of existing interoperability relationships: communications with existing partners

of any changes.

Interoperability with EURES: job search, EURES remains the main job search portal.

Interoperability with education and training: outcomes of work on learning opportunities

(focus on EQF)

European Digital Credentials Infrastructure (EDCI)

Invitation to Pilot EDCI at national level.

12 countries are invited: Croatia, Czechia, Estonia, Germany, Greece, Italy, Luxembourg,

Netherlands, Portugal, Slovania, Slovakia, Spain.

Bilateral meetings (May – June).

Data model and specifications are carried out.

Progress towards piloting in participating countries, focus on NQF qualifications.

Questions to William O'Keeffe

Testing with individual end-users will be scheduled after Summer 2019. The Commission will

plan accessibility testing and arrange targeted testing with stakeholder organisations

separately.

Will it still be able to export the CV in Word format?

Users can export entire (or parts of an) e-Profile as CV only in PDF format.

The PDF will still be a PDF-XML?

Yes, remains a PDF-XML.

Will it be possible to graphically personalise the CV before issuing the PDF format?

Yes, there will be more templates.

EDCI could result in multi-speed Europass (countries using/not using it). Wouldn't that lead

to confusion?

The use of EDCI is optional.

If the user will be directed to Eures when searching for jobs, does this mean that job listings

will only be based on Eures databases and not private job portals?

Yes, EURES, it is not planned to connect Europass to private job portals in the first phase.

How will you stimulate or convince educational institutions to use Europass to send their

credentials digitally. What can be a win-win?

This is the main key of this session, and the main message is the digitalization of the

competences.

What about the relation between Europass docs and the EU skills profile tool for TCN (this

last one is under testing)? They will remain separate?

The content provided will be universal, considering the potential diverse Europass user

audiences, with some targeted information as required by the Europass Decision (e.g. for

volunteers, or Third Country Nationals).

Can we imagine that in the future Diploma Supplement can be included in Digital

Credentials?

It can work with this framework, EDCI is optional.

Why do you 'hide' the stakeholder-section of the new platform into a footer?

With the help of targeted links to users and stakeholders, the platform dedicates specific page

for them. On the other hand smart-engine optimization is going on to help the thread of

specific information to every target group. ,

Will NECs be able to input data directly in the platform? (Like publication, national events,

promotion etc.)?

Not in phase 1.

Will Europass logo remain in CV?

There will be no Europass logo in the CV.

What is the basis to quit using the logo? Is there still a chance to keep it?

The team is still working on visuals and elements in connection with EU identity in focus. It is

important to simplify the style. The look and feel will be kept – Commission doesn’t allow new

logo

What is the future position of other EP docs that are not present on current e-Portfolio? EP

mobility, ECS? Hard to promote new EP as one place without them.

The goal of the Europass e-Portfolio is to present the Europass web-based tools in an intuitive,

integrated way to support the career management and lifelong learning needs of Europass

users.

To achieve this goal, the Europass e-Portfolio will support four particular activities: help

individuals be reflective; support individuals in their personal development; showcase

individuals’ information; and, assess individuals’ skills.

Things are ready, link will be sent. 12 page document will be sent about the portfolio

Will the individual user be able to make his e-portfolio or CV public so employers can look

at their profile and send them job offers?

The individual user can export a specific portfolio from the platform.

Will HR people and employers see themselves as "stakeholders"? I don't think so. We need

a better way to present information to them.

Europass relevant to those groups listed on the platform. Specific information listed on the site

helps everyone to find the interesting materials and benefits on the platform.

Stakeholders can implement, use and promote Europass in accordance with their priorities

while promoting the shared goals of Europass as a tool for transparency and understanding of

skills and qualifications.

Is there already a calendar for phase 2 of the New Europass?

There is no exact calendar. Testing beta version starts in autumn 2019.

Is COMM open to change/further develop the new Europass website and services based on

user feedback after they go live?

Yes, feedback is really important.

What are the most important tasks of the Member States?

The most important task that each member state shall be responsible for the implementation

of this Decision at national level through the relevant national services and without prejudice

to national arrangements in terms of implementation and organisation.

to define roles from themselves/ministries

we are all have a role to take new Europass, new NEC duties are coming.

We are all in front of many challenges and please share the feelings and find solutions

together cooperation is the main message.

A lot of information is given to the NECs. We need to synthetize.

A lot of NECs have cooperation with other mobility networks. huge benefit

It is important to give feedback to the EC and to other NECs.

The mid-term report is now closely related to the application.

Time-management is better: less reporting, less applying and less administration needed

For newcomers: It is difficult to plan, to forecast, to find documentation/archives from

previous colleagues They can’t always find out what was the original project.

Mid-term report: template is too detailed, too long (it takes time to consume) it looks like

a final report.

Not everybody understood the headings of the report (it is too strategic). It is difficult to

describe activities in the heading.

Politic influence of NECs: E+ is more influenced than NEC

It’s good to plan for a longer period but sometimes not clear processes ahead.

Financial flexibility is not always clear.

Opportunities:

Realise the strengths.

3 year contracts give more possibility: long term planning, starting over after 1 year is not

necessary anymore, less administrative work…

Longer leaps – it makes the work easier that we don’t have to stick to the calendar. There is

less stress with the start and the finish because of that.

Enough time for follow-up.

Flexibility of financial issues – easier to manage the budget. Plus money can be changed

between networks.

Creating a real on stop-shop.

Broader permission.

Bigger geographical coverage.

Chance to cooperate: deepen main aims of Europass.

There are statistic for users to gather information and how to work with them.

More time allows us to create better reports, more possibility to gather useful information.

More impact, more possibilities for adjustments.

Saving money for the launch if the launch does not happen what about the money?

It’s not totally clear, how it works with the Commission – the Commission doesn’t necessary

know what kind of support we need for a project.

Flexibility can be a threat as well.

Formal bureaucracy could be a threat too – it is difficult to put pressure on them.

Cross-country campaign in Iceland

Aim of the campaign: go to schools, meet students, share mobility opportunities + tools

Target group: students graduating from upper-secondary school

Expand the workshop to wider audience: VET, rural areas, E+ additional grants

Further aims: create synergies in promotional activities,+ cross-country promotion, create

interactive session

Invitation to the workshops: Master-letter written by the head and sent to schools.

Working method: interactive sessions: conversation-like, ask student about their interests,

relevant topics regarding to mobility

Promotion of all the programmes the NA has (e.g. NordPlus, E+, Erasmus for Young

Entrepreneurs, Eurodesk etc.) + make use of the synergies in promo activities

Results: 15/37 schools participated.

700 students were reached.

Evaluation: positive feedback from students and teachers, ask students before and after

session how many are now thinking about going abroad growing number

Increase traffic on website

550 more ECV were filled.

Results- learning points: new goal in number of school visits

Further learning points:

o be less ambitious: less is more – a most moderate number of schools should be visited

o better and more communication with the schools and teachers (the level of

preparation varied a lot)

Promoting Social Media Post Promotion (UK)

Background: Dutch practise – little bit of share with that – lot of ideas were borrowed

Aims: why, how, reach, results, tools to help

Why social media post promotion? - Benefits: low cost, highly effective, specific targeting to

our audience, evidence and reporting, promotes when you’re not there

Twitter, Facebook campaign: the 2 platforms are widely used

Goal: boost number of ECV clicks

Specific target groups were defined regarding to events (e.g. VET Week)

Define your audience very important key task

Why to pay social media posts?

CV clicks – for specific around of time, like a month

Twitter campaign: 3 months before the first Brexit deadline

Budget: daily budget – more money you put in it – better people to reach, more people to

reach

Planning: you can do it automatically (twitter does it for you) – it is fun to do it yourself – more

specific age, location, language, gender, locations… over time – you can change that

Define audience: people who likes travel topics, likes Eurodesk page, keywords they search or

tweet, interest, people they know,

Benefit: possible outside of Europe as well, and you can set the total amount of money for the

ad

Campaign was running for April 18.

Tweet activity: 429.4 K impressions over 89 years

Next goal: to increase the people to reach

Facebook: the use of FB is easier than twitter and it links to Instagram also

Promoted posts went to Instagram from Facebook – pushes it towards Instagram – you don t

have to do Instagram by yourself.

2 campaigns on Facebook: one got 10 000 clicks – cost 0.03 pounds per link

Result: the campaign increased the CV activity

Other tools to help measure results: Rebrandly, Google analytics, Buffer

o Rebrandly: Interface is simple – helps to measure , you see the people clicking on the links

o Google Analytics: you see how long people stay on page, number of which pages people

are going to and what are the most popular sections.

o Buffer: non promoted stuff – more useful with that – helps you when you are not there –

you can schedule the posts, goes beyond reporting we need to do.

It was difficult to find out where to start but meeting with the networks helped.

Before they were trying to find the synergies, but at the end the cooperation didn’t work.

Others were invited to take part in the activities.

Lots of questions occurred at the beginning of the project: Who should be the target group?

What is known about them?… Secondary school became the main target at the end.

The 1st workshop: Introduction to students, presentation, filling CVs

o How to build your career? The workshop was an introduction to students. What

is their dream job, what skills they need for this job…

o How Europass is working, how to abstract the CV (general information mostly), how

to use Europass (examples)

o It is hard to motivate the students, but they like games a voucher game was

organized (reward for the best CV)

o The feedback was very good: it indicated that there is a real interest in the topic It

gave the team motivation to do something more and something bigger and to contact

other partners.

The 2nd Worksop with 40 people

o Other partners were invited: Europass, Erasmus+, Euroguidance, Eurodesk

o Secondary location and training schools (the project included people with disabilities

as well).

o The initiatives were separated (Euroguidance, Erasmus+…)

o General activities for mobility, Erasmus+ splitting the whole group between tables

task was to take order and structure, to find a problem and find the right solution

o answering students question motivation is important (there were gifts, a cake with

all the logos)

Feedback was amazing yet again, so the project is going to continue. Next year there will

be an another workshop, and a chemistry school also asked if the team could make a session

like that for them.

Background: there were 3 databases before for different sectors (VET, SE, HE+other

mobility activities)

o 3 thousand EM issuing per year lot of data.

o Too much data by the mobilities not used. decided to go back to the basics – CV

New editor: not storing any data from ones who issue the mobility

o No registration – there is a main page where you can start to fill the mobility

o New template is used.

o Just a few data from users (like age, country e.g. for the anonym statistics) – no

personal data stored in the background!

o CEDEFOP’s good ideas were borrowed.

o PDF XML document – easier for project coordinators (export and import process)

o Usually the same document – not have to collect a lot of personal data

o Coordinators can generate a template for themselves by their needs

o They can send it to participants

o Templates still have to be signed – they have to agree with the documents

o Very flexible issuing method – It is up to the user and coordinator how to create

templates.

Questions regarding to the new surface :

o Creating the number – it is generated by the system – then number of the document,

just like the name Tempus Public Foundation (TPF is the issuing foundation)

o Projects still going on from earlier – still have to be used the old system.

o Not storing any data – statistics. age is knowned, but date of birth not

o Languages: Hungarian, English, French are available – other languages are in progress

(like German)

o Export import logic: is the same like in the case of CV but there is no automatic

connection to clouds, only downloading.

o Digital signature – does not work in Hungary yet. users still have to print it and then

sign it.

Europass in Lithuania: good practices in 2019

The main topic/event: Conference for career guidance.

It was based on needs: focus group interview in 2018 with guidance counsellors. The results

indicated a need for a conference.

With other stakeholders: Lithuanian career specialists associations, Euroguidance experts,

initiative Busiu, Center for Monitoring and Analysis of Science and Studies (two guide in

Lithuania)

Free web page was created (with photos of presenters, all presentations, videos…): There were

some apps to organise conference, working groups But a web page was needed. After the

invitations, teachers were asking for it.

Different teachers were speaking about CVs: in a way they can speak about it – language

teachers, IT teachers, history-teachers…

o IT teachers: proper photos, e-mails named properly, good name for the CVs…

o Language teachers: occupations, work experiences, writing a cover letter

o History teachers, literature teachers: Famous, historical peoples CVs were presented

to the students. They learned how to get information about important people, and

how a CV should look like. Because even famous people with a lot of experience

can put their life on a few pages. The goal was to learn, how to present a person in

a CV properly. Interaction during the sessions: Messenger was available Students

wrote their short experiences on Messenger.

o Historical CV-s were used as tasks in national multilingual tournament.

o History, Geography teachers: Personalizing the CV, creating other CVs for other people

from other countries.

o Cover letters written in different languages.

11 mobility advisors were invited

It was hard to cooperate with other organisation to gather information.

Notebook for HE students – they don’t like advertising. Notebook is more suitable for them.

They can get all the information from it.

Europass mobility database

Access from website – registration is needed – more closed format then Hungary’s new one.

Available languages: German, English, French, Italian, Spanish

Process of use: Apply for Europass mobility – then users can edit them if you already applied.

Users can scan signatures.

As a user, you have to accept the criteria, then you can start apply.

Edit Europass: electronically fill the data.

Export the file and then you can upload it, data then will automatically filled in.

At the end you create a PDF.

Plus special features:add host organisations.
