1. Resolution #2019-28 - A Resolution of the City Council of Ranson, West
Virginia Authorizing the Mayor or His Designee to Execute a Memorandum
of Agreement Between the FHWA-Eastern Federal Lands Highway Division
(EFLHD); The Town of Harpers Ferry, West Virginia; West Virginia
Department of Transportation - Division of Highways and the City of Ranson
The City Council desires to enter a formal Memorandum of Agreement with
the FHWA-Eastern Federal Lands Highway Division (EFLHD); the Town of
Harpers Ferry, West Virginia; and the West Virginia Department of
Transportation – Division of Highways for purposes of improving bicycle
access and safety in and around Harpers Ferry National Historical Park and
the Town of Harpers Ferry via three interconnected projects. This resolution
has been approved contingent upon an amendment on page 3 of 12 of the
Memorandum of Agreement as follows: “Upon submission of the bid
documents, if the project is over budget, the parties will meet to reduce the
scope or determine the source(s) for additional funding.”

3. Intent to Operate a Private Club - Rossy's Place LLC
Under the requirements set forth in 60-7-4a and/or 11-16-8(a) (5) of the W.
Va. State Code, a person intending to apply for a license to operate an ABCA
licensed Private Club, Private Wine Restaurant or Tavern at any location
within a municipality must file a notice of such intention with the Clerk or
Recorder of such municipality at least ten (10) days prior to filing an
application for such license with the Alcohol Beverage Control
Administration. Pursuant to this requirement, notice is herein given that the
following intends to apply to the WV ABCA for a license to operate a Private
Club, Private Wine Restaurant, Private Wine Bed and Breakfast, Private
Wine Spa, or Tavern issued pursuant to the provisions of §§ Chapter 60,
Article 7 and Article 8 and/or Chapter 11, Article 16 of the W. Va. State Code.

SUBJECT: Resolution #2019-29 - A Resolution of the City Council of Ranson,
West Virginia Expressing Support for MARC Train Service and Requesting that the
State of West Virginia Fully Fund Full-Service Operation of the MARC Train

Residents of Ranson and the Eastern Panhandle of West Virginia have relied upon
MARC commuter transit service connection to the Washington, DC region for
decades. A comparative analysis study commissioned by the Hagerstown-Eastern
Panhandle MPO concluded that comparable commuter rail services within the
nation are not funded by local municipalities and/or counties. This resolution
supports MARC services and encourages the State of West Virginia to recognize the
importance of MARC transportation service to the regional and state transportation
network and economy, and therefore to fund continued full-service operation of
MARC service without diminution or delay as a state transportation priority.

A RESOLUTION OF THE CITY COUNCIL OF RANSON, WEST VIRGINIA EXPRESSING
SUPPORT FOR MARC TRAIN SERVICE AND REQUESTING THAT THE STATE OF WEST
VIRGINIA FULLY FUND FULL-SERVICE OPERATION OF THE MARC TRAIN SERVICE
THE CITY OF RANSON RESOLVES AS FOLLOWS:
WHEREAS, residents of Ranson and the Eastern Panhandle of West Virginia have relied upon MARC
commuter transit service connection to the Washington, DC region for decades;
WHEREAS, regular train service between the Washington, DC region and West Virginia’s Eastern
Panhandle provides an important opportunity for the region’s outdoor recreation and tourism
economy;
WHEREAS, the Washington, DC metropolitan area is the nation’s fifth largest economy and a key
source of capital, jobs, and opportunity for Ranson, the Eastern Panhandle, and the State of West
Virginia;
WHEREAS, transit connections support state and local economies;
WHEREAS, West Virginia businesses are connected by MARC to important customers and markets;
WHEREAS, West Virginia residents are connected by MARC to jobs that support their quality of life;
WHEREAS, the Eastern Panhandle is a high-growth region that contributes to West Virginia’s
statewide economy and budget; and
WHEREAS, a comparative analysis study commissioned by the Hagerstown-Eastern Panhandle MPO

THE CITY OF RANSON RESOLVES AS FOLLOWS:
