I. COMMISSIONER TRAINING

The meeting was moved to the Kankakee Library at 201 East Merchant Street, Kankakee, Illinois. McHenry County Historic Preservation Commissioners present: None. Others present from McHenry County were Staff Liaison Sean Foley, and Survey Committee volunteer Lynn Gray. Others present were members of preservation commissions invited by the Kankakee County Historic Preservation Commission and staff of the National Alliance of Preservation Commissions. The session began at 9:00 a.m. The purpose of the meeting was to attend a training session related to historic preservation legal basics: a fundamental background of preservation law as it relates to local preservation commissions: local ordinance, local codes, and federal and state laws; standards and guidelines for design review: reviewing the federal standards and guidelines and learning to apply them to real world cases; procedures, including best practices and preparation strategies for before, during, and after a public hearing; ethics and role of the commissioner: a look at the responsibilities to the community and to the profession as well as standards of professional conduct; identifying and designating historic resources: conducting historic resource surveys and using the information collected to determine eligibility for designation, drawing and defending district boundaries. The morning session break was 10:45-11:00 a.m. The session broke for lunch 12:00-12:30 p.m. The afternoon session break was 2:30-2:45 p.m. The training session was concluded at 4:45 p.m.

I. CALL TO ORDER/ROLL CALL

McHenry County Historic Preservation Commissioners present: Alfonso Casal, Derek Gablenz, Melody Jacobson, and Susan Zeller. Also present were Staff Liaison Sean Foley, and Survey Committee volunteer Lynn Gray. A majority of a quorum, but not a full quorum, was present at 7:00 p.m., and no business agenda was discussed with the exception of the Ford School, which currently has a landmark designation application pending. The purpose of the meeting was for fact gathering related to the pending application.

II. OLD BUSINESS / ACTION ITEMS

A. Tour of Ford School

A tour of the Old Ford School was conducted by Mr. Robert Spooner of the Lake in the Hills Historical Society. It is a one-room schoolhouse with a vestibule in the front part of the building. Mr. Spooner gave details about the original owners of the property upon which the school now stands. He noted that the school had been moved in the mid-1940s to another site further west on and across the street on Huntley-Algonquin Road. In 2012 the school was moved back to the present and original site. The only difference that the building sits on a concrete foundation and the front of the building faces north instead of south, as it had originally faced. This is due to the fact that the property is no longer accessible from Algonquin Road, so it faces Ramble Road now. Much of the original siding was intact, and what was missing or damaged was replaced with like materials. Mr. Spooner moved the tour to the interior of the school house, explaining the various artifacts on display and the restoration activities that have taken place over the past seven or so years. The original construction dates to 1886, while the period the restoration recreates it in circa 1920s-1930s era. In that time period, for example, electric lighting was present, and period-style lighting has been installed, based on the original style of lightning known to have been in the schoolhouse. The original windows, which were mostly intact, were restored, and one missing window was reconstructed from scratch. Wooden flooring was partially intact. Missing boards were replaced with like materials. Bead board paneling was also largely intact, while missing sections were reconstructed from scratch by the Historical Society’s expert carpenter. Other period furnishings, such as desks and chalkboards, have been added to give the schoolhouse an authentic representation of what it would have been like in the period. Mr. Spooner explained that a large amount of historic documentation had be preserved by the Ebel family, members of which had attended the school and one member had been on the school’s Board of Directors.

III. ADJOURNMENT

At the conclusion of the tour at 8:10 p.m., the commissioners and staff liaison briefly discussed what the next step in the landmark review would be. Mr. Foley said one of the Survey Committee should prepare a report and recommendation on whether or not to proceed with a public hearing. The general consensus was that the Ford School is landmark-worthy, and Ms. Jacobson volunteered to write the report and recommendation. The meeting was concluded at 8:20 p.m.

A. Presentation: State Historic Preservation Office

Mr. Foley stated Ford School was approved by the Planning Environment and Development Committee for inclusion on the County Board agenda. The Secretary of the Interior's standards for Rehabilitation (booklets) were mail to landmark property owners. Mr. Foley presented a slide show on the role of the State Historic Preservation Office - what they do and how the Commission relates to them.

Mr. Greeley mentioned that in the past, the Commission has used their budget for projects such as a historic calendar or a brochure. The money has also been used for training, meetings and historic plaques. Mr. Greeley asked the Commission to think of creative ways the money can be used to promote the Commission. The money should be used by the end of November, which is the end of the fiscal year.

Joint Council of Historic Groups fall meeting

When: 6:30 p.m. September 18

Where: Eastway Drive boat launch. (Take Route 176 east. Turn left on Eastway Drive near Island Restaurant). LIMITED PARKING at Eastway Park (dock). If possible park at Island Lake Village Hall (site of meeting) at 3720 Greenleaf Ave. Launch located about 1 ½ blocks west down Ivy Road. May want to bring a small flashlight for return trip.

Program: Liz Nelson has organized a docent-led a historical tour of Island Lake. Learn about the lake and it surrounding buildings, and watch the sun set. A donation of $10 per person is payable that night. Refreshments follow. Reservations are required to ensure there are enough seats. Email or call Kurt by Sept. 11 if you wish to go.

While I've met a number of members over my years at the National Trust, I know most of you by name alone, as your notes and contributions cross my desk. It's a privilege to acknowledge so much generous support, year after year. Every time a member renews, in fact, I'm reminded once again that our w·ork is only possible because private citizens care, and care enough to contribute ..

Likewise, it's hard to think about a member choosing not to renew their support. Right now, I'm worried you may have made that choice, and I hope I'm wrong.

Rome wasn't built in a day, but extraordinary buildings can come down in one. And horrific structures can rise seemingly overnight to mar a once-pristine and untouched vista.

It happened just earlier this year, when 17 gargantuan transmission towers went up along the historic James River in Virginia, a well-preserved landscape rich with the diverse histories of Jamestown Island, the site of the first successful English settlement. The transmission line, with towers rising up to ·· 295 feet over the water, went live this February.

Historic preservation, on the other hand, is most ~ften the work of years. Whether it's a beloved church in a country town or a majestic old theater in a mid-sized city, landmarks don't survive just because we love them. They survive because we protect them.

.
