I would like to give my thanks to our Board of Directors, volunteers, members and staff. Their energies and vision buoyed a year of celebration for BC HRMA—70 years as an association and 50 years of Conference—and carried us forward well. As is refl ected in this report, the voice, vision and viability of BC HRMA membership is testament to their collective and ongoing efforts. Bear in mind, those energies now extend beyond the borders of BC; a warm welcome to the Yukon as the eighth region of our association. While our work is ongoing, much has been accomplished. Efforts to evolve our government relations have opened doors of dialogue. The number of members holding or pursuing the CHRP designation continues to grow—as does the visibility of our profession. Online, the BC HRMA website has been fully redesigned and our communications efforts integrated . Moreover, we have introduced the BC HRMA Member Benefi ts Plan and BC HRMA Vision Plan to the benefi t of our members, their organizatons and families alike. In fi rm appreciation of the many minds required to make such progress possible, again, I thank you.

Once again, it has been my privilege and honour to serve this past year as your President. To work with such a great group of senior HR professionals on the Board of Directors, together with our members and association staff has been very gratifying for me. Our trends are showing very solid membership growth and this year we have the pleasure of our newest addition – the Yukon region has joined our association. Our association is growing! We are also seeing some changes on the Board of Directors. I wish to recognize Lewisa Anciano, Janice Antaya-Finlayson, and Dave DeLong as they are retiring from the Board after their years of service. Such service takes time and energy and their contributions have been well noted and very much appreciated. Going forward, we will welcome new faces and energies to the Board and continue to strive for excellence in the execution of all of our strategic endeavours. I want to say thanks to everyone on the Board for their guidance and assistance in my second and concluding year as President. I will continue to sit on the Board as Past President and want to thank all of you for allowing me to serve as both a Director and recently as your President. This has been a very rewarding time for me.

In addition, I want to convey my personal thanks to you, our members, for your continued support in making BC HRMA one of Canada’s leading associations.

YEAR IN REVIEW

BC HRMA has continued to build on the solid foundation laid in previous years. Highlights of the association’s successes for the 2012/2013 fi scal year include:

• Total membership remained constant at 5,527.

• The association welcomed the Yukon as the eighth membership region of BC HRMA.

• Currently 60% of voting members hold the CHRP designation.

• Results from the annual member survey demonstrate that members are satisfi ed and value their membership with BC HRMA, rating the association 7 out of 10 for both member satisfaction and member value.

• Marketing the value of HR has been a priority of the past year and has resulted in media requests, dialogue with government, and growing relationships with employer associations.

• The HR Metrics Service has added 45 new metrics that include fi gures around temporary/casual staff and collective agreement-related fi gures.

• The association offi cially launched an accreditation program that guarantees CHRP credits received from vetted academic institutions and organizations.

• The association’s website and membership information system were updated with the aim of enhancing members’ online experience and providing the opportunity for more self-serve options.

The Board of Directors for BC HRMA establishes priorities for the association by regularly reviewing member data and performance on key metrics, as well as conducting environmental scans to ensure the membership offerings are relevant to the current economy. Raising the profi le of the human resources profession, the CHRP designation and the association continues to be a strategic priority for BC HRMA. The benefi ts of these efforts include increased enrolment and funding at post-secondary institutions. A number of these organizations report an increase in enrolment in HR-related programs of up to 25%. Additionally, it is felt that a greater awareness within the business community of the importance and value of human capital will lead to increased opportunities for membership and simply a healthier workplace.

Signifi cant gains have been achieved in marketing the value of HR during the past year. Media continue to reach out to the association for input from our membership on issues including Family Day. Government has asked for comment on suggested changes in policy and a number of employer associations have sought out BC HRMA to provide expertise and tools aimed at helping their members to manage their people.

Work with the Sauder School of Business to develop a Master’s Certifi cate in Human Resources was completed and the fi rst of six courses were launched in January 2012. Programming is designed for the senior-level business leader to support making the jump to an executive level. The second round of classes will commence in the Fall of 2013.

Finally, a variety of other initiatives designed to leverage technology to better serve the membership continue to be introduced. A new member database, fi rst time use of a mobile app during the 2013 conference and the increased use of webinars all help membership to access association services in faster and more convenient ways.

DELIVERING MEMBER VALUE

STUDENT DEVELOPMENTBC HRMA continues to expand its involvement with post-secondary institutions across BC and now the Yukon. The increasing awareness of the impact human resources has on an organization is refl ected by the expansion of HR programs at colleges and universities. BC HRMA currently has 830 student members and encourages the growth of the profession in a number of ways, including funding scholarships, bursaries and awards to students enrolled in the HR fi eld of study.

CHRP

The designation continues to grow in both awareness and uptake. The business community is increasingly recognizing the value of the CHRP as initiatives undertaken to raise the profi le of the designation take hold. Efforts such as radio campaigns, created and run by the association, featuring major BC employers have contributed to the increased recognition. This year, the association ran multi-week campaigns with a Vancouver radio station in February and April, complemented by print and digital placements in The Vancouver Sun.

This past year, 202 members joined the nearly 2,600 CHRPs in BC and the Yukon by successfully meeting the requirements for the designation. 2012/13 marked the introduction of the Experience Assessment which will replace the National Professional Practice Exam (NPPA). Nearly 90 CHRP candidates applied to have their experiences assessed by a panel of senior practitioners. This change allows for a more realistic assessment of candidates’ experience while aligning the steps toward certifi cation with the other HR associations in the country. The last set of NPPA exams was written in June 2013.

CCHRA

2012 was a year of fundamental changes to the ever-changing economy and the Human Resources profession. The Canadian Council of Human Resources Associations (CCHRA) has repositioned itself to lead and defi ne the future of HR in Canada rather than to simply react to the changes that continue to occur in the economy and within the HR profession.

To capitalize on the opportunities for forward-thinking in the HR profession, the CCHRA Board approved and implemented a new strategic plan that is targeted to carry the association through to 2015.Adhering to the targeted goals laid out in the strategic plan, CCHRA undertook a Professional Practice Analysis. Through this analysis, CCHRA identifi ed and validated their domains, tasks, knowledge and skill statements necessary to ensure that that their credentialing exams and processes were current, challenging and relative to today’s environment in producing tomorrow’s HR leaders.

CCHRA hired a new executive director, Sharon Lee, whose in-depth knowledge, experience and skillset will lead the CCHRA to achieve their strategic goals at this critical stage of CCHRA’s growth and maturity. Sharon immediately moved to enhance CCHRA’s current templates for the processes and procedures necessary to keep the Board focused on strategic initiatives and transparent decision-making. She has also enhanced the board structure to ensure a pipeline of talent and leadership.

HR METRICS SERVICE

The HR Metrics Service has established itself with a number of employers, associations and organizations and has been a valuable resource to comment on people management trends across Canada.

Noteworthy new partners for the year include the Saskatchewan Association of Human Resource Professionals. Through this alignment, nine new participants joined the program. Our relationship with Credit Union Central - Canada has helped to entrench the HR metrics discussion at the executive level and increased the number of participating credit unions to nearly 20.

In this past year, the association has added 45 new metrics that include fi gures around temporary/casual staff and collective agreement-related fi gures. As the program enters its fi fth year, longitudinal fi gures will be made available to participants allowing for deeper trend analysis.

Research Briefi ngs – academic summaries with implications for HR - remain a popular output of the association’s research group. Topics featured in the briefi ngs are aligned to themes identifi ed in the provincial learning needs assessment and also show linkages to our professional development programming. In response to member feedback, future briefi ngs will feature more emphasis on practical applications.

The research group continues to run and report on HR Trends in BC as well as publish case studies on BC-based best practices in HRVoice.org and PeopleTalk magazine.

PROFESSIONAL DEVELOPMENT & RESEARCH

BC HRMA’s learning and development is purposefully tailored for today’s HR practitioner. Our high-quality learning events address both foundational knowledge and hot topic areas enabling practitioners to directly impact their workplace.

The focus of 2012/2013 was to differentiate core programming and supplement our curriculum with judicious partnerships. Core programming — custom delivered by leading experts in the industry — are skill and knowledge building and address current trends and practices. Partner programming is outlined as accredited, intensive, multi-day or certifi cation course programs that supplement BC HRMA core programming, delivered by approved providers. As well, in response to the large number of inquiries received from academic institutions and organizations regarding the guaranteeing of CHRP credits, we formally launched an accreditation program. Furthermore, with the success of live webinars and on-demand learning offerings introduced last year, we have upgraded our delivery platform and plan to expand online education opportunities in the next couple of years.

We continue to provide timely CHRP exam preparation options such as in-person and online instruction along with study groups. We maintain support of career planning with meaningful resources such as the Career Path Tool and a comprehensive toolkit targeting immigrant talent.

PROFESSIONAL MENTORING PROGRAM

The Professional Mentoring Program saw a dramatic increase in the number of applicants and matches this past year. With more than 700 applicants – 400 mentees and 320 mentors – the regional mentoring committees were successful in making 334 matches. This was an increase of 30% over the 255 matches in 2012.

Applicants who were not matched were directed to other programs and services that better met their needs, including the Career Advancement Network Roundtables and the New Professionals Roundtables.

One of the key reasons for the success of BC HRMA’s Professional Mentoring Program is the investmentof time taken by regional volunteers to carefully review applications, match participants, orient, connectand support the mentee relationship throughout the year. Thank you to all the volunteers andparticipants who contribute to the success of this program.

ROUNDTABLES

Roundtables continue to serve a critical role in the networking and practice-sharing of our membership, as well as provide input to the needs assessment of the professional development program. By the end of the 2013 operating year, there were 39 distinct groups — three more than at the start of the year — meeting on a regular basis to share experiences, review case studies and interact with guest speakers. Groups meet because they share a functional area of expertise or a desired outcome while other groups are specifi c to a geographic area or level of practitioner.

Many existing roundtables continue to grow in popularity and value while new groups, such as the Yukon Roundtable, illustrate the importance and growth of human resources in organizations across the association’s geography. Also, the addition of a New Professionals Roundtable in the Fraser Valley has met with immediate success and expansion into other regions to better support this growing segment of our membership. The success of every roundtable hinges on the commitment of volunteers who generate discussion topics, facilitate and promote each gathering.

ANNUAL CONFERENCE & TRADESHOW

For two days at the beginning of May, 1,500 delegates, presenters and exhibitors convened at the Vancouver Convention Centre for the largest HR conference and tradeshow in Western Canada. The theme of this year’s conference was ‘Inspire. Infl uence. Innovate. Imagine the difference.”

Registration rates continue to increase annually and this year 1,050 conference delegates came to hear some of the most stimulating and powerful voices in HR, business and leadership. The line up of more than 40 speakers included renowned leadership expert Marshall Goldsmith, behavioural economist Dan Airely, CBC Senior Business correspondent Amanda Lang and creativity guru Sir Ken Robinson. According to the conference survey, the plenary speaker line up was the highest rated ever (all ranging between 91% - 94%) and the conference maintained an 85% overall satisfaction rating.

In response to feedback, the conference planning committee was driven to offer increased interactive sessions enabling delegates to customize their individual conference objectives. The scope of topics covered was broad, time for personal refl ection was encouraged and alternate types of session formats were offered, including a cracker barrel discussion, speed networking opportunity and a presentation done in a World Cafe format. Other features this year included a conference app, increased social media and alternative services such as a graphic facilitator.

The tradeshow sold out with 90 exhibit booths. Open to the general public, more than 225 guests came to visit the free tradeshow.

Award of Excellence - HR Professional of the YearThis award honors an HR individual who contributes by improving their organization’s bottom-line, achieving business results, and demonstrating leadership. This person serves as a personal and professional role model.

The recipient of the 2013 HR Professional of the Year was Cindy Dopson, CHRP, Director Human Resources, BC Cancer Foundation, Vancouver.

The fi nalists for the award included:

Award of Excellence - InnovationThis award recognizes a BC HRMA member or team that has successfully implemented an innovative and progressive program and/or project (within fi nancial or corporate limitations) in response to a new or ongoing human resources/business opportunity within their organization.

The recipient of the 2013 Innovation award was Kal Tire’s BEST Careers Program and Learning Culture.Team represented by:

MARKETING & COMMUNICATIONS

Media and Government Relationsin 2013, BC HRMA deepened its relationship with the provincial government, various provincial MLAs, and members of the opposition. In December, Shane Simpson, then chair of the NDP Caucus, had lunch with a number of senior association members at the BC HRMA offi ces. In early January, David Byng, the Deputy Minister responsible for economic development, small business, international trade, training and immigration, tourism, research and innovation, along with Trevor Hughes, the Assistant Deputy Minister Industrial Relations and Labour, made presentations to a receptive gathering. With the provincial election concluded, BC HRMA will resume its government outreach in the new fi scal year.

PeopleTalk Magazine and HRVoice.orgIt has been two years since PeopleTalk magazine was brought in house to be published by BC HRMA and integrated with the broader association advertising opportunities—and the results are all positive.

From an editorial perspective, the Advisory Committee continues to attract new member participants, ever broadening the pool of available expertise. Within BC HRMA, further progress has been made with the addition of regional content via the People and Perspectives feature.

The creation of an Upfront and Online section has also built a solid bridge between BC HRMA’s print and online communications. The editorial integration of PeopleTalk with the online HRVoice.org has also led to an easily accessible archive of previously print published materials — and is a strong draw for those seeking to contribute as it extends the knowledge life of each article indefi nitely.

A Contributors’ Page has also been added in the past year as a way of recognizing key contributors in each issue of the magazine.

PeopleTalk continues to cover all costs and generate a small profi t due, in part, to continued ‘bundle’ ad opportunities in print and online.

Email BlastsWith more than 13,000 members and subscribers, email blasts remain a popular advertising option. Providing a constant revenue stream for the association, they continue to be booked well in advance and are a popular part of our bundle packages with PeopleTalk and HRVoice.org.

The association continues to manage the amount of third-party advertising sent to members and provides anunsubscribe option for all email distribution lists.

Job PostingsOur job posting service continues to perform well despite an overall softening in the job market. Prices have been realigned to be more competitive. The job postings service continues to be popular with employers seeking access to highly qualifi ed HR practitioners as well as members seeking quality opportunities or just keeping an eye on the HR job market.

Corporate PartnershipsThis past year, BC HRMA forged relationships with a number of providers to offer goods and services to membership at discounted rates. These partnerships included Point Break Consulting for a member benefi ts plan (BC HRMA’s Employee Benefi ts Plan); Clearly Contacts for eyewear as well as vision plan options (BC HRMA’s Vision Plan); Dale Carnegie Training of BC®; and WorldatWork. The association worked with the Association for Cooperative Education, the umbrella group for all post-secondary institutions running co-op programs in BC and the Yukon, to promote the value of this service.

The association also created or renewed partnerships with the following organizations:

Corporate Social ResponsibilityBC HRMA continues to support the following organizations:

• WorkAble Solutions, ConnecTra and AbilitiesPlus are employment resources for persons with disabilities, employers, and HR professionals in British Columbia. • The Leukemia and Lymphoma Society of Canada. A staff-supported initiative included raising funds via casual Fridays, and participation in the annual “Light the Night” fundraising walk. Altogether, staff and supporters raised $4,000 this past year. • Muscular Dystrophy Canada (Bridges to the Future program) is an organization committed to improving the quality of life for Canadians with neuromuscular disorders. This year the Coastal & Greater Vancouver Holiday Silent Auction & Artisan Market event raised $5,000 for this program. The Southern Interior region also raised $1,300 for Muscular Dystrophy (Okanagan Chapter) at their Jingle Mingle. • The Fraser Valley region raised $500 for the Langley Food Bank from their Holiday Mingle. • The Vancouver Island region raised $4,500 for the Camosun College BC HRMA Bursary at their HO HO HOliday Party and Silent Auction.

REGIONAL HIGHLIGHTS

The eight advisory councils representing BC and the Yukon are responsible for implementing the strategic goals of BC HRMA on a local level and consist of a number of volunteer portfolios. BC HRMA would like to thank all volunteer advisory council members who have worked hard to contribute to the success of the association this year.

A few regional highlights from this past year include:

Central Interior:Advisory Council: Lisa Fuller, CHRP – Chair; Dean Stainton – Incoming Chair; Sandy Austin, CHRP; Jennifer Billingsley, CHRP; Jordan Clarke, CHRP; Debbie Cobb, CHRP; Connie Georget, CHRP; Francyne Joe, CHRP Candidate; Bernie Mahoney; Katie McPhedran; Lori Rilkoff, CHRP

• The region held its fi rst annual HR Industry Night in October 2012 with more than 50 attendees. This provided students and HR practitioners with a valuable opportunity to ‘speed roundtable’ with HR experts on a range of thought-provoking questions. Feedback determined this to be an engaging learning and networking experience.

• The Central Interior undertook its most successful mentoring program ever this year with more than 20% of regional members participating. Three training events were included for participants which delivered a high-level of engagement and satisfaction.

• The region partnered with Thompson Rivers University for its annual HR Conference including the inaugural HR Student Case Competition, a successful model of post-secondary and industry integration.

Coastal Vancouver:Advisory Council: Anjana Moitra-Ohri, CHRP – Chair, Meg Burrows, CHRP – Incoming Chair, Tyler Cheyne, CHRP, May Foggo, CHRP, Richard Grimes, CHRP, Fiona Ho, CHRP Candidate, Laura Liden, Laurie Murdoch, CHRP, Jen Seccombe, CHRP, Kristen Suess, CHRP, Maling Sun, CHRP, Megan Wong, CHRP

• The CHRP graduates of 2012 were recognized at the CHRP Recognition Event in February. The event, hosted in collaboration with Greater Vancouver and Fraser Valley regions, included special guest Kevin Jeffrey, FCHRP.

• The advisory council undertook to create more meaningful member events that attracted a broader cross-section of members including the addition of New Member and Member Only Breakfasts intended to bring new and returning members together in a casual yet connected forum for discussion with Board and advisory council members.

• The New Year began with a BC HRMA business luncheon. Innovative Workplaces: Supporting Women in Business featured guest panelists Janet Austin, CEO, YWCA Metro Vancouver; Kirsten Sutton, managing director, SAP Labs Canada; and Evi Mustel, owner, Mustel Group.

• The region partnered with Greater Vancouver to develop a four-part strategic leader series for senior level members. The fi rst At-The-View: Strategic Leaders Series featured keynotes Jock Finlayson, executive VP at BC Business Council and Len Posyniak, VP, Human Resources, ICBC and addressed the relevant topic of HR’s impact on business transformation.

• The region celebrated new CHRPs at the CHRP Recognition Event held in conjunction with Coastal and Greater Vancouver.

• Regional membership is currently more than 900 members and continues to increase by nearly 10% each year. A geographical and demographic mix of member services was ensured with the Abbotsford Mingle, New Professionals Roundtable, Surrey CAN Roundtables, Member-Only breakfasts and the Senior Leader Forum.

• The presence of the association within the business community was increased by attending tradeshows and networking events at the Surrey Board of Trade and various other Chambers of Commerce throughout the Fraser Valley.

• Several events were hosted in the Fraser Valley and included the 7th Annual Holiday Mix’n Mingle - Twelve Gifts of Wellness which featured BC Lions Marco Iannuzzi speaking on teambuilding, leadership and perseverance. People and ‘Productivity in the Workplace: A Dialogue & Discovery, offered in partnership with the Surrey Board of Trade, brought together city councils with the HR and business communities.

Greater Vancouver:Advisory Council: Gene Lang, CHRP – Chair; Rocky Ozaki, CHRP - Incoming Chair; Sam Bath; Nicole Burke, CHRP; Oson Kin On Chan, CHRP; Patrick Florencio, CHRP Candidate; Marie Gonzales, CHRP; Scott Hanley, CHRP Candidate; Mable Lo; Brenda Kennedy, CHRP; Govind Minhas, CHRP Candidate; Elena Romero, CHRP; Shandele Yuen, CHRP Candidate

• New CHRPs were celebrated at the CHRP Recognition Event with Coastal Vancouver and Fraser Valley.

• A number of unique professional development and networking events were offered to members and included the HR Community Showcases held at Electronic Arts and Ritchie Bros., Member Only Breakfasts, the At-The-View Strategic Leader Series and the Year of the Serpent event.

• Career Advancement Network events in Burnaby focused their topics to support recent immigrants and HR and business professional members seeking personal soft skills and integration tools.

• The association partnered with the Burnaby Board of Trade on a successful HR Café event and attended Burnaby, Tri-Cities and Richmond Chamber of Commerce tradeshows and networking events to advance relationships in the business community.

• The region held BC HRMA’s largest and longest running symposium in October 2012 with a record attendance. The 8th Annual Northern Symposium in Prince George had 93 attendees. • A new winter social was developed in February 2013 for the HR and wider business communities, providing high-level engagement and networking. Northern Swirl was a wine appreciation event featuring dinner and wine appreciation class and attracted 53 attendees. • The region celebrated Prince George resident and Advisory Council member Sabrina Mowbray being awarded the BC HRMA Rising Star Award in Spring 2013. Sabrina went above and beyond as part of the disaster response team following the Lakeland Mill explosion and fi re, after being employed full-time there only one week prior to the tragedy. Sabrina is indicative of the high level of HR expertise practiced in BC’s North.

Southern Interior:Advisory Council: Marian Gushue-Geiger, CHRP - Chair; Karen Hawes – Outgoing Chair; Paulette Brager, CHRP; Rob Crawford, CHRP; Violet Frost, CHRP; Laurie Glasser, CHRP; Joan Kleinsteuber, CHRP; Nick Melemenis; Philip Mitchell, CHRP; Shane Mosley

• The region held its fi rst annual HR Café in November 2012 with 45 attendees. This provided students from UBC Okanagan and Okanagan College, as well as emerging practitioners, with an opportunity to ‘speed roundtable’ with a number of HR professionals on pre-determined topics at rotating tables. Positive feedback ensured this will be a valuable annual function. • The region celebrated the HR team from Kal Tire in Vernon being awarded the BC HRMA Award of Excellence for Innovation in Spring 2013, demonstrating the high level of HR expertise practiced in the BC interior. • The Southern Interior has experienced consistent strong attendances throughout the region at roundtables, workshops and mingles including a number of record attendances in several communities.

• The region experienced continued growth in membership and established deeper footholds in more geographic areas on the Island with the addition of Cowichan Valley Roundtables and Mixers.

• Volunteer engagement hit an all time high with 82 members actively volunteering in the 2012/13 year. This represents about 13.5% of our membership. A Grapes of Gratitude event was held to recognize and celebrate these volunteers during International Volunteer Week.

• The region raised $4,500 raised for a bursary with Camosun College. This bursary is awarded to an HR student in fi nancial need.

• The region had record participation in the association’s mentoring program this year.

• Effective January 1, 2013, the Yukon became the eighth and newest region of BC HRMA.

• The region held a launch event in February 2013 in Whitehorse to put BC HRMA on the map in the territory. This event was a successful combination of learning, networking and celebration that attracted more than 60 attendees. Special guests included Simon Evans, CEO and Christian Codrington, Senior Manager, Professional Practice.

• The region’s fi rst BC HRMA roundtable and workshop were successfully undertaken in the Spring of 2013, accompanied by an increase in membership.
