At present the health and cost benefits of preventive action using physical activity are underestimated: curative and medical solutions are often seen as the only options. In recognising the imminent and significant increase in the population over the age of 60, it is necessary to identify other ways of creating a healthy ageing population. Currently, there is a greater interest in treatment than in prevention, partly because it is more 'visible', yet, there is a wealth of evidence showing that physical activity can help reduce the risk of disease and injury, which is more cost effective than curative treatment. Physical activity helps older adults to drastically improve their physical and emotional well- being and helps them to stay healthy longer, with a better quality of life, while being more independent and far less costly to society. This improves their chances of remaining in their own homes longer and thereby reduces costs for medical assistance such as care homes, home care, nurses, medication and hospitalisation. General aim

The unprecedented shift towards ageing populations has brought about a systemic failure of the healthcare system and a critical shortage of eldercare and prevention programs. At present the health and cost benefits of preventive action using physical activity are underestimated: curative and medical solutions are often seen as the only options. In recognising the imminent and significant increase in the population over the age of 60, it is necessary to identify other ways of creating a healthy ageing population. Currently, there is a greater interest in treatment than in prevention, partly because it is more 'visible', yet, there is a wealth of evidence showing that physical activity can help reduce the risk of disease and injury, which is more cost effective than curative treatment.

Physical activity helps older adults to drastically improve their physical and emotional well- being and helps them to stay healthy longer, with a better quality of life, while being more independent and far less costly to society. This improves their chances of remaining in their own homes longer and thereby reduces costs for medical assistance such as care homes, home care, nurses, medication and hospitalisation.

Yet the most often quoted research states that 58% of older people are classified as having a sedentary lifestyle and 40% of those surveyed agreed that they would like to participate in sport and physical activity at a higher level than they are able to.

These facts suggest that there is a latent appetite for increased physical activity among older people and Get Physical's project tries to be part of the solution of this systemic need.

The mission of GET PHYSICAL is to increase the independence and quality of life of older adults through a novel holistic web-based platform & social network to give older adults the means and the will to practice physical activity safely.

Entitled Get Physical with the tag line "Get up, get out, get moving the platform will be a means of convergence of all possibilities for senior citizens to stay active and fit, enabling more visibility and interaction of existing solutions to promote active lifestyles and push for new ones.

Specific aims

e To give over 60s the means to regularly "get up, get out, get moving" Currently, the availability of adapted physical activity to over 60s is relatively limited with a shortage of sport stakeholders and programmes dedicated to older people. Current solutions for the physical coaching of seniors suffer from major practical and economic limitations: either a highly expensive home coaching service or the obligation to be at or join a special place (e.g. a retirement home or a gym club).

Get Physical will help older people to lead an active and healthy lifestyle by providing an accessible, flexible and free alternative to the solutions currently available to them

Opportunity to practice at home and to follow its own exercise session:

Users will have the opportunity to stay active on their own or with their peers at home, assessing their physical capacity and having access to a range of adapted home based exercises and recommendations from professionals to practice safely.

Assessing activity level and progression: The platform will allow users to self-assess their physical capacity and meet peers with the same level. Three different levels of physical capacity corresponding to levels generally identified among the over 60s, will be denned. To stimulate each other, users will have the possibility to share their progression with peers

Online database of adapted exercises to practice safely and with fun : The purpose of the database is to give individuals or collectives enough means to follow weekly home based exercise sessions for one year. At the launching of the database it is expected to have more than 200 home based exercises, which will be validated through preliminary experimentation at peoples' homes.

In order to ensure that exercises are practiced safely, all exercises in the online database will be designed and validated in accordance with one of the three levels of physical capacity. More over each exercise and each user will be accompanied by recommendations to allow users to find their own best practices of physical activity and to provide advice on how to adapt their environments to exercise safely and effectively on their own.

To make sure users have fun with exercises they will have the possibility to select the kind of exercises that they like most and find new ones easily. Exercises will be categorized and classified according to intensity, body component, impact (aerobic, resistance, flexibility, balance...)... The exercise sessions will build in flexibility for adaptation to users' tolerance and, more importantly, to users' preference. To facilitate identification of exercises, users will be able to see the most practiced and liked exercises while a member will have the possibility to rate exercises and share...

• Opportunities to launch outdoor sport events and regular sessions or make existing ones gain

momentum!

To carry out any kind of sport initiative:

To promote outdoor sport events and collective sessions, users will have the possibility to start from scratch all

kind of initiatives allowing outdoor collective events or regular sessions, related to active ageing.

To create outdoor sport events:

Through their Get Physical community, users will be able to launch with their peers punctual events focused

on sport such as walks, going cycling or swimming or even adapted adventure activities such as

guided tours which take in white-water rafting, hot air ballooning... Initiatives may include also more social

focused events such as picnicking...

To launch regular collective sessions:

On a given community and area, users will also be able will to launch collective and regular sessions close to

them. As they will have access to nearby service providers (such as physical educators), users willing to

participate in the same kind of physical activity courses will have the means to organize and launch it.

Promoting existing sport events and collective sessions and make them more accessible and

affordable:

By promoting existing sport events or collective sessions, users will also have the opportunity to make them

more accessible and affordable. If a community is indeed able to find more participants from

an existing service, it may make the service cheaper. For example, a physical educator leads a

collective session with 5 participants. The cost for his course is 406 per hour, so he is asking each participant to

pay 9€ per hour. Participant's price could be 50% lower if the Get Physical community finds 5 new participants.

Through their Get Physical community, users will be able to express their collective needs and, together, find

pioneering solutions that are more accessible and affordable.

Based on user or community initiative, Get physical wants people to self-manage their lifestyle

and make it more healthy and active.

As an online tool, GET PHYSICAL will provide users with the opportunity to exercise at

convenient times and hence incorporate regular physical activity into their lifestyles - anytime,

anywhere and anyhow.

• To enable users to interact, share their progress and organize events through forums

The platform will comprise a forum in which each user will have the opportunity to share their progress and

thoughts with peers. This will provide a network of encouragement and support and should boost individual

motivation and desire to comply with the physical activity sessions by allowing users to relate to each other. It

may also prompt them to organise local physical activities among themselves. This forum will also put users in

contact with local personal trainers who can provide advice when needed.

® To let users create communities of peers with the same vision on active ageing

According to their physical activity level and their geographical area, users will have the ability to join existing

communities and to create new ones. Each community will have a representative in charge of defining the kind

of activity, vision and philosophy of the community. Convergence will not only be possible from virtual to real but also from real to virtual. For example, an existing association of active retired people located in Cork (keland), will have the possibility to create a Get Physical community in order to communicate about their active ageing events and find new participants.

• To create standards on what being active means by electing "Active Ageing Heroes"

"Get physical" and users will also identify on a regular basis "active ageing heroes", users who are sharing experience, launching collective sessions, creating sport events, pushing for new physical activities..."Active ageing heroes" will not only be able to voice what being active means and create standards in the over 65 age group but will help promote physical activity and healthy life styles.

H To create an ecosystem of prescribes, service providers and beneficiaries for more interaction and visibility.

The current level of active ageing awareness and understanding of most spoil stakeholders is in its infancy and the communication between them is minimal at best. GET PHYSICAL will establish a network of active ageing stakeholders, including sport partners which will promote cooperation and collaboration between them and ensure networking and exchange of best practices. As a common point for all stakeholders, including users, GET PHYSICAL will enable regular and constant contact to share information and knowledge and even to organise events with peers. Thus, for the first time, an informative and supportive online community will be available for both users and active ageing stakeholders.

By continuously creating and feeding an interactive network of local sport stakeholders located in 5 cities of 5 different countries, Get Physical aims not only to give senior citizens (users) more visibility and accessibility of existing adapted physical activity (APA) programmes nearby but also to federate stakeholders involved in the active ageing & sport domains.

Get physical aims to create an ecosystem gathering & federating the 3 kinds of stakeholders involved in the active ageing & sport domains: prescribers (such as insurance companies, health authorities...), service providers (such as physical educators or sport equipment suppliers), and beneficiaries (senior citizens using Get Physical).

• To bring beneficiaries and service providers (physical educators) closer

Through Get Physical's database of physical educators and service providers, beneficiaries will have the means to contact and organize sport events by themselves. On a given community and area, users will be able to ask for individual sessions. As they will have access to nearby service providers, users willing to participate in the same kind of physical activity courses will have the means to organize and launch collective ones.

To ensure the quality of the services proposed through Get physical, each user will have the opportunity to rate physical educators' courses.

• To give the opportunity to prescribers to promote active lifestyle and understand better beneficiaries

Health insurance companies or health authorities have a huge interest to promote active lifestyles, as their curative and medical expenditures could be significantly reduced if prevention using physical activity was more spread among their subscribers. Get Physical will help to reinforce the interaction and communication process between prescribers and users and at the bottom line raise awareness on the benefits of leading an active & healthy lifestyle.

Communication platform for subscribers: Prescribers will be able to communicate about existing solutions to be more physically active by sharing information, knowledge, studies, advertising...For example, a given health authority which has lead a study on fall prevention using physical activity will have the opportunity to promote it through Get Physical. Reinforced interactions through communication coming from prescribers will allow users to be more and better informed, and prompt them to lead a more active lifestyle.

Improve prescribers' knowledge about senior citizens and prevention strategy: Moreover, prescribers will be able to identify what the sociological and behavioural features of senior citizens are. Prescribers will better understand the needs coming from the ground (through the different initiatives launched by users, for example) and will be able to adapt their strategy to better suit senior citizens. Prescribers will increase their knowledge on beneficiaries' need and behaviour and be able to lead a more suited communication strategy having higher preventative impact.

Health insurance companies or other prescribers which want to differentiate from competition by promoting values referring to active ageing will have access to a channel of potential customers which are particularly sensitive to these arguments.

Prescribers who want to organize events promoting active ageing, or regular physical activity sessions for senior citizens will have access to a network of local physical educators.

For example if an insurance company is screening its subscribers on type 2 diabetes, they would want to help those who are diagnosed by offering courses of physical activity. Through Get Physical, this company will have access to a nationwide offer of physical educators that will allow it to offer the service to all its subscribers.

Reciprocally, freelance physical educators will have the possibility to access the range of bids made by prescribers and so find more jobs!

By federating stakeholders into the same active ageing ecosystem, Get physical aims to

make the interactions between stakeholders more fluid and contribute to make the market

of health prevention through physical activity more structured.

Description of action:

1.1 Project governance; all partners

Strategy and decision making activities, mainly through Project Board meetings. SffiL Bleu France will lead this

task, under responsibility of the Project Director. All partners will participate as members of the Board.

1.2 Administrative, financial and ethical management SIEL Bleu France Administrative and financial

supervision of Get Physical done by SffiL Bleu France in coordination with Fundación Siet Bleu Espana, Siel

Bleu Ireland, Gymsana, Nutricia Portugal. Coordination of periodic reporting. Implementation of a clear

procedure for the management of ethical issues.

Set-up and use of personalised project management methods and tools, such as mailing lists, financial and planning

systems (Apologie) to plan, monitor and evaluate the project activities with automatic alerts/follow-up of every

Description of action:

Partners will define the user requirements for the Get Physical seivice including the organisation of the

seivice, functionalities of the ICT platform and end-user interface.

Partners will define with sample of users located in 5 countries the user interfaces. Ergonomie objectives

divided into four levels will be taken into account: physical, lexical, syntactic, semantic.

All partners are in charge of feeding the database with prescribers, service suppliers,

beneficiaries.

Partners will have to identity 3 categories of physical capacity in over 60s living at home. The definition will

be based on physical and mental capacity.

• Design of home based exercise sessions: SIEL Bleu France, Fundación Siel Bleu Espana,

Siel Bleu Ireland, Gymsana

Each partner will develop a novel combination of 15 pre-existing exercises to be sessions of one hour

within each category of physical capacity.

Partner will develop a simple self-assessment that all participants can use to to monitor their progress

themselves

The exercise session will be administered and tested with each participant undergoing twelve weekly sessions

in their respective homes. A personal trainer will be present at each session to ensure exercises are being

carried out safely and will monitor the progress of participants.

• Comparative physical & physiological impact assessment SIEL Bleu France,

define the methodology to be used to assess the physical and physiological impact of remote training courses

SIEL Bleu France, Fundación Siel Bleu Espana, Siel Bleu Ireland, Gymsana will report on the physical and

physiological evaluation of the delivery of exercises and self-assessment indicators.

• Analysis of results, Siel Bleu Ireland,

Siel Bleu Ireland will state on contents of exercise and self-assessment indicators. This will shape the design

of and content of the web platform.

Description of action:

4.1 Platform development specifications, SIEL Bleu France, Neoxia

Partners will define the specifications of the core ICT platform components and their integration.

Requirements engineered in WP2 and WP3 will be taken into account.

4.2 Creation of platform, SIEL Bleu France, Neoxia

Jean Pierre SAYRY (Siel Bleu France) lead the development of the Get Physical main user interface

management tools in collaboration with Neoxia. These tools cover aspects such as i) browsing existing

training offerings online; ii) self-organizing sessions and assessment iii) users interaction, forum and

communities; iv) ecosystem of prescribers, service providers and beneficiaries v) administration seivices to

interface prescribers and payment seivices vi) administration of training catalogues.

4.3 Platform evaluation, SIEL Bleu France, Fundación Siel Bleu Espana, Siel Bleu Ireland, Gymsana,

Fundación Catalunya Caixa, Nutricia Portugal

SIEL Bleu France with support from partners test panel of older adults will evaluate continuously the tools

and platform developed within the project. All along the project, the older adults will be involved in an

iterative conception process, hence in the development of the customised technologies: conception,

development, evaluation of the older adults in the earliest phases to avoid multiple corrections and reduce

man-power and budget needs.

At the onset of the project, a dissemination plan will be defined by SIEL Bleu France with input from all partners describing all activities aiming to spread the knowledge beyond the project partners including i) the preparation of dissemination material such as a brochure, a logo, PPT presentation of the project U) the organisation of a workshop targeting mainly enduser organisations iii); participation in relevant events in the area of ageing related research and services iv) publications towards all the stakeholders involved in the ageing related research and services; v) specific promotion activities towards prescribers (health insurance companies, businesses involved in the active ageing domain

Definition of physical capacity categories The first step of this project is to determine three physical capacity categories of potential users of GET PHYSICAL. These categories will be defined by SIEL Bleu in the space of one month. It will include baseline indicators which are self-reported, followed by ability of the user to cany out mobility, balance and endurance tests, assessed by personal trainers provided by SIEL Bleu. These tests will include internationally renowned tests such as 'Get Up and Go' and the 'Unipodal' test.

The first group will include those with low balance and at risk of falls, the second will comprise of completely mobile and independent individuals while the third group will be in between. The definition of these categories is very important and will determine the content of the exercise sessions.

Development of exercise sessions As SIEL Bleu is already heavily involved in adapted physical activity for the elderly, the development of exercise sessions will consist of selecting a combination of 15 pre-existing exercises which will combat the next step of functional decline of each physical capacity category. Each sister organisation of SIEL Bleu, will develop these sessions independently in each country (France, Belgium, keland, Spain).

Development of self-assessment tool A simple and easy-to-use self-assessment tool must also be developed by SIEL Bleu, in conjunction with their personal trainers, through which participants and eventual users may monitor their well-being and physical capacity. Standard indicators will be used for all participants undertaking the exercise sessions and will include mood changes and physical capacity tests that are similar to those that the personal trainers carry out. The

results of the self-assessment will be compared to the results of the personal trainers' tests to ensure validity of

this newly developed tool.

Selection of participants

5 individuals from each physical capacity category (3 categories) and from each country (4 Ireland, Spain,

France, Belgium) will be selected to take part in this project with five males and five females. There will be two

stages of selection over two months according firstly to the self-reported baseline indicators and secondly to the

physical capacity tests performed by the personal trainers. Any individuals who are seen to 'borderline' between

categories will not be included in the project to avoid ambiguity of results.

Session implementation

The 60 participants selected will perform twelve weekly scheduled exercise sessions over the space of three

months. They will receive written instructions with photographs to demonstrate how to carry out the exercises

safely and effectively but a personal trainer will be present at each session to ensure the correct practice of the

exercises and ensure validity of the results. This is how instructions will be disseminated to users of the Get

Physical platform once it is set up but a personal trainer will not be present after this.

Participants' physical capacity will be assessed and recorded monthly by personal trainers through the same

mobility, balance and endurance tests as at selection but they will also assess and record their own physical

capacity and well-being through the newly developed self-assessment tool at each session.

Analysis of results

All participant progression will be analysed and validated to assess the efficacy of each developed exercise

session. All existing exercises that will be used in this project have already been shown to be effective in

adapted physical activity but it is the combinations of exercises that are to be assessed. Hence, it is this

validation that will determine much of the professional recommendations of the Get Physical platform.

Development of web-based platform

SIEL Bleu will work closely with Neoxia, over the project to develop and test the Get Physical platform.

Although advice will be sought as to the ergonomics of the platform, its basic design has already been

established and is detailed below:

Core components of the GET PHYSICAL platform

Physical activity: This module will contain the exercise database of indoor & outdoor exercises, provided by the service providers. Users can create and save combinations of exercises which are adapted to their physical capacity to prevent the next stage of functional decline. This module will also contain professional recommendations to ensure best and safe practices of physical activity.

Promotion of active ageing: This module contains all aspects of the platform which will actively promote active ageing. This includes the self-assessment tool which will increase self-awareness of users and hence improve self-management of health. This will also contain the 'Active Ageing Heroes' competition which will select

outstanding users based on initiative and participation rather than progression. This module will also contain the advertising of prescribers aimed at contributing to active ageing.

Forums: This module is aimed at creating networks between users, between users and service providers and between service providers and prescribers.

For users, this module will enhance social ties by putting them in contact with each other. This will be a network of encouragement and support which will improve self-motivation and compliance to the exercise sessions. Users will also be able to use this module to share and compare their progression as well as organise group events if desired. This module will also put users in contact with local service providers who they can contact for advice or help in organising events.

For professionals, this module will create a novel network of relevant stakeholders in active ageing. This includes service providers such as SIEL Blue and prescribers such as Nutricia and health insurance companies who have an interest in the positive effects of physical activity in the over 60s. This module will also aid in identifying other service providers and can be a way to structure the market by facilitating the communication between demand and service provider.

Expected results and their use:

Overall the main success criterion of the project and beyond is "The level of acceptance of the platform and senice by older adults". After the 18 months of the launching process of Get physical, it is expected to have 2 000 senior citizens using regularly the web platform. To reach that goal, Siel Bleu France aims to support its network over France, Spain, Ireland and Belgium of current beneficiaries (5 000 home based senior citizens) and its partners in the field of senior organizations (potentially more than 100 000 home based senior citizens)

More specifically, the success parameters of the project can be divided according to the main project and post-project phases:

An Advisory Committee composed of one management representative from each partner organisation will address the strategic issues regarding its core competence and be an essential body for high level decision advising. The Advisory Committee members will be mandated by the partner organisations to advising on decisions affecting the resources and the project objectives. It will support for major decisions and orientations and any refinement to the project work plan. The Advisory Committee will interact permanently via telecommunication and ICT facilities.

Each partner will work closely with its related Siel Bleu Manager, Siel Bleu project manager, Siel Bieu technical manager and Siel Bleu ICT manager.

SIEL Bleu, in each of the five countries, will be working on the ground to select their participants locally, coordinate the personal trainers and ensure the timely production of reports and results of his/her organisation. He/she will be in close contact through email, phone and videoconference with the SŒL Bleu Project Manager to inform him about the project progress.

All partners will collaborate to develop the specifications while the platform itself will be created by Neoxia and tested by each partner organisation as well as the participants.

Arrangements for monitoring/supervision of the operation and risks involved in its implementation:

Monitoring and supervision The entirety of this project will be supervised at distance in five countries. To facilitate this, we plan to use an iterative and incremental agile software development method for managing software projects and product or application development (Scrum).

Informed consent The partners involved in the recruitment of participants for exercise session assessment will prepare an informed consent sheet in their respective languages which will be approved by the local ethic committees. This informed consent should be signed by the participants in the project. It will be detailed and explained to the participants by a personal trainer who will assess each participant at the beginning of the project to ensure that they are able to take part. It will, at least, include a description of the project and its aims, the participation and role of the participants, the information that will be registered or recorded during the exercise session assessment, the right of the participant to withdraw from the project, thereby to delete any related data, and finally a section for signature by the participant.

Preservation of dignity, autonomy and values During the project, partners will set up a protocol for ensuring that the preservation of the dignity, autonomy and values of the participants in the exercise session assessment will be respected by all partners. It will include rules for how the recruitment of participants should be carried out, the security measures to be taken, the involvement of carers, information to be provided by and to the end-user. The Get Physical project will be presented to the people who fulfil the inclusion criteria and they will be free to accept or reject to participate in it. The recruitment of participants will not discriminate potential users. This project will préseivé the dignity of older adults in two main ways: i) by following the European and national ethical regulations and guidelines for dealing with older adults and ii) by training coaches on taking precautions to comply with the greatest attention to individual privacy, dignity and be close to their concerns.

Privacy of data Privacy of data in the course of data processing is regulated within the EU by the Directive 95/46/EC, which guarantees the subject's right to fully informed consent in the use of data, and the right to access, modification and deletion at any time. Special attention is paid to health-related data which are particularly safeguarded by Article 8 of the aforementioned law. Since 1998 all Member States have updated their privacy national regulation in compliance with the European legislation. During the project, data management will be realised according to local data protection legislation. Personal data will be strictly confidential. The partners will commit in writing not to disseminate it outside the project. Information regarding specific exercises earned out and progress made will be updated by the personal trainer each month. All this data will be strictly confidential and accessible only by authorised persons. Where required and appropriate, the consortium will seek the appropriate approvals from national authorities.

The exit strategy This project is fully committed to guarantee a convenient exit strategy to users who would have been involved in the exercise session assessments and to study all individual situations to find appropriate solutions to avoid service dependency related problems for participants. The project has the goal to introduce Get Physical to the public shortly (and ideally immediately) after the end of the project. All exercise sessions administered during this project will be provided with a very affordable fee of 5 Euros per session of one hour. During the development phase of the Get Physical platform, participants may continue with their exercise sessions but will be required to pay a normal fee corresponding to the cost of intervention if they want the personal trainers to attend then sessions. After development of the platform, the participants will be informed and can sign up to the platform immediately. Participants may also assist in the testing of the platform.

Sustainability of the project's achievements:

As a charity Siel Bleu aims at promoting adapted physical activity without the cost being a barrier. Through the Get Physical projects Siel Bleu wants to fulfil its not for profit mission and meanwhile being able to lead a high quality and sustainable project.

Once set up, GET PHYSICAL will create an online community through which participants and local active ageing stakeholders can exchange their knowledge, experiences and progressions and organise physical activity events on the ground. That service provided will be free of charge and so it is through advertising space, specifically aimed at older adults, that the website will be able to ran without incurring any charges to the user.

Prescribers such as health insurance companies, health authorities, businesses involved in the active ageing domain (home based service provider, medical nutrition industry...) will pay standard fees to have access to advertising spaces. For example, insurance company which want to differentiate from competition highlighting its specific solutions toward active ageing promotion.

As Get Physical doesn't aim to make any benefits, all benefits will be re-invested in the maintenance of the web platform or in not for profit purposes promoting of adapted physical activity.
