    Name: Authorize the City Administrator to execute an agreement with Walker Parking Consultants toupdate the 2000 Walker study.Description: In 1999, the City of Carmel-by-the-Sea parking 2000 committee, and Schlumberger NorthAmerica commissioned Walker Parking Consultants to study the feasibility of installing multi-spacemeters in downtown Carmel.January 21, 2000, Walker consultants prepared a multi-space meter parking study for the City of Carmelby-the-Sea, examining the feasibility of introducing fee-based parking to the downtown parking district.Since the 2000 Walker Study, pa id parking stations were installed at the Sunset Center north lot and buszone. Fee base parking, however, was not installed in the downtown area.

    The City Council has adopted key goals and initiatives for 2013 which include updating parkingmanagement plans and studies to consider parking polices in 2013 and potential modifications in 2014.The purpose of this agreement is to update the existing Walker 2000 study and develop a set ofcomparative data and facts the City Council can use to develop parking management goals. The Walkerinformation in conjunction with the comparative data and community data gathered will enable the Cityto update the City's parking management plan and use of technology, and develop overall parkingrecommendations for a more efficient program that is more effective in serving visitors, residents, andbusiness owners.Overall Cost: The Walker Study parking proposal is estimated to cost about $27,100.00, which isrecommended for funding for fiscal year 2013-14 within the 2013-2018 Capital Improvement Program.The current year budget for professional studies has available funds for this contract work and as a result,staff recommends utilizing Fiscal year 2012/13 funds to proceed with the work .

    Staff Recommendation: Staffrecommends that Council authorize the execution of the agreement.Important Considerations: Pursuant to the California Environmental Quality Act (CEQA), an updatedparking study will be required to assess the environmental impacts associated with the project.Decision Record: N/A

    Walker Parking Consultants (Walker} appreciates the opportunity to provide continued parkingsolutions for the City of Carmel-by-the-Sea. Based on our conversations over the past severalyears, we understand that the City seeks to move forward with an update to the parking studyWalker prepared in 2000 .As the largest and most comprehensive parking consulting firm in the nation, Walker ParkingConsultants ("Walker") is uniquely positioned to provide the City of Carmel-by-the-Sea withexpertise in all areas of the project scope, including the analysis and quantification of parkingissues in your downtown area and an examination of management and technical solutions andoutreach to the public in this area.The following proposal is based on our current understanding of the project and covers our scopeof services, professional fee and project schedule.

    PROJECT UNDERSTANDINGIn 1999 the City of Carmel-By-The-Sea's Parking 2000 Committee, and Schlumberger NorthAmerica commissioned Walker Parking Consultants to study the feasibility of installing multi-spacemeters in downtown Carmel.At the time of the study, all on-street parking in the downtown area was free and most spaceswere limited to 90 minute parking during business hours. Most of the on-street spaces were at ornear capacity between the hours of 11 :00 a.m. and 5:00 p.m. This problem was partially theresult of employees parking in the on-street spaces before businesses opened and moving theircars every 90 minutes (or whenever an enforcement officer was seen marking tires).

    The parking study, submitted in January of 2000, recommended the implementation of a paidparking program enforced through the use of multispace meters in the downtown area. Thepurpose of the recommended policy was to increase the availability of parking spaces for visitors,provide visitors' flexibility in their length of stay in the downtown, and encourage employees topark in peripheral areas in order to make more spaces available for customers. Since the time ofthe study, parking meters have been installed in the Sunset Center area and the City's bus zone.They were not, however, installed in the central Ocean Avenue area although time limits haveincreased downtown to two hours and parking enforcement now uses AutoView license platerecognition technology in order to enforce the time limits.The City is interested in updating the 2000 study in order to quantify current parking conditionsand receive updated recommendations based on current conditions, technologies andmanagement practices . The focus of the study is on the central area of downtown, along OceanAvenue. The City plans to use the updated information to increase drivers' satisfaction and updatethe City's existing parking enforcement technology. Overall the City is seeking recommendationsfor a more efficient parking system that is more effective in serving visitors, residents and businessowners.We note that in our experience increasing the cost of or implementing paid parking requiressignificant stakeholder outreach, education and discussion. While we have not included a specificnumber of stakeholder meetings in our proposal, we suggest that, whether with or without Walkerin attendance, the City be prepared to meet with stakeholders multiple times regarding thissubject.Based on our overall understanding of the project, we propose the following scope of services.

    SCOPE OF SERVICES1. Meet with City staff to finalize project parameters and obtain data on the project areas,

    including occupancy and revenue statistics that may exist from the previous 24 months,background materials, and other pertinent information to the extent available.

    2 . Update parking inventories in a study area defined by the central area of Downtown,located between Fourth and Eighth Avenues, Casanova and Jun ipero Streets. Inventorieswill follow the methodology used in the earlier study and will include information onparking rates, time restrictions, and hours of operation where applicable. The SunsetCenter and Bus Zone were included in the 2000 study, but will not be included in theupdate as they have been metered since the 2000 study. The Vista Lobos lot will also notbe included.

    3. As the central area of Downtown is the focus of the study, conduct occupancy countswithin central area on one weekday at the same times that on -s treet counts wereconducted in the ini tial study, 11 :00 am, 2:00 pm and 5 :00 pm unless d ifferent times areidentified by City staff as peak hours.

    for the area based on consultation with City staff. We note that weekend counts were notperformed in the 2000 study. However we believe that parking demand may besignificantly different on weekends and that quantifying that demand would be informativefor the purposes of the study.

    5. Prepare the results of the inventory and occupancy surveys from the items above - thebaseline conditions - in graphic and tabular form, quantifying and analyzing the overallexisting conditions for the study and identifying areas of impacted utilization.

    6 . Use data provided by the City through its license plate recognition system (LPR) in order toinform an analysis of parking lengths of stay and turnover in the area.

    7. Survey three comparable cities regarding their parking fees, time limits and policies forshort term and employee parking.

    8 . Make recommendations regarding wh ich parking management techniques and bestpractices would most effectively manage parking spaces within the study area, includ ingparking pricing policies.

    9 . Discuss existing parking technology used to manage on-street parking spaces, from paystations to enforcement technologies and occupancy monitoring systems and make apreliminary recommendation regarding an appropriate technology for managing parkingin the downtown area.

    10 .Provide a cost estimate for the installation, implementation and operation of therecommended technology.

    11 .Use the results of the aforementioned tasks to make prel iminary projections regarding theexpected revenue impacts of the parking management recommendations , most notablyany recommendations to implement paid parking in the downtown area. 1

    12. Prov ide a draft report which combines the findings, recommendations and conclusionsfrom the tasks above to City staff into comprehensive parking recommendati ons forDowntown Carmel.

    13. Meet with Ci ty staff via teleconference to present recommendations and receive comments.14. Receive one set of written consolidated comments from City staff.15 .Submit a final report to the City.

    SCHEDULEWe anticipate that we will be able to deliver a Draft Report within eight (8) weeks of a mutuallyagreed upon start date.

    We propose to perform the above basic Scope of Services for a lump sum of Twenty ThreeThousand Five Hundred Dollars ($23,500) plus reimbursable expenses basis. Based on ourexperience with studies of similar nature, we suggest you budget $1 ,900 for expenses.Our proposed fee includes one (1) meeting with City staff in Carmel and assumes a total of twovisits to the City including field work (the field work requiring a multiple-day visit). Any additionalmeetings requested by the City can be provided at the rate of $1 ,700 .00 per meeting plusexpenses. All other terms and conditions shall be in accordance with the attached WalkerGeneral Conditions of Agreement for Consulting Services.We are very enthusiastic to continue our services to the beauti ful City of Carmel-by-the-Sea andlook forward to providing you with excellent service .     Walker Parking Consultants !"WALKER") will provide the CLIENT professional services that are limited tothe work described in the attached letter !"the services"). Any additional services requested will beprovided at our standard hourly rates or for a mutually agreed lump sum fee . The services are providedsolely in accordance with written information and documents supplied by the CLIENT , and are limited toand furnished solely for the specific use disclosed to us in writing by the CLIENT . No third-partybeneficiary is contemplated. All documents prepared or provided by WALKER are its instruments ofservice, and any use for modifications or extensions of this work, for new projects, or for completion ofthis project by others without WALKER's specific written consent will be at CLIENT's sole risk.PAYMENT FOR SERVICESPrior to commencement of services the CLIENT agrees to make an Initial Payment to WALKER in anamount equal to 20% of the total fee or as stated in the attached letter . This amount w i ll be credited to thelast invoice(s) sent to the CLIENT. WALKER will submit monthly invoices based on wo rk completed plusreimbursable expenses. Reimbursable expenses will be billed at 1. 15 times the cost of travel and livingexpenses, purchase or rental of specialized equipment, photographs and renderings, documentreproduction, postage and delivery costs, long distance telephone and facsimile charges, additionalservice consultants, and other project related expenses . Payment is due upon receipt of invoice. If forany reason the CLIENT does not deliver payment to WALKER within th irty (30) days of date of invoice,WALKER may, at its option, suspend or withhold services. The CLIENT agrees to pay WALKER a monthlylate charge of one and one half percent (1 Y2%) per month of any unpaid balance of the invoice.STANDARD OF CAREWALKER will perform the services in accordance with generally accepted standards of the professionusing applicable building codes in effect at time of execution of this Agreement. WALKER's liabilitycaused by its acts, errors or omissions shall be limited to the fee or $10,000, whichever is greater.Any estimates or projections provided by WALKER will be premised in part upon assumptions providedby the CLIENT. WALKER will not independently investigate the accuracy of the assumptions. Because ofthe inherent uncertainty and probable variation of the assumptions, actual results will vary from estimatedor projected results and such variations may be material. As such, WALKER makes no warranty orrepresentation, express or implied , as to the accuracy of the estimates or projections.PERIOD OF SERVICE

    Services shall be complete the earlier of (1) the date when final documents are accepted by the CLIENTor (2) thirty (30) days after final documents are delivered to the CLIENT.
