And everytime, there was a drill the train was halted, the area cordoned and the dog squad summoned, only to find noth- ing. The bomb hoax on the Kar- navati Express on Tuesday, was the second on this train in this period. But when RDX- laden IED exploded on plat- form no 2 of Ahmedabad rail- way station on February 19 last year, railway officials had no clue. Which clearly showed that there was no intelligence mechanism with the railway authorities to contain real threats. Railway officials admit that barring one or two incidents, the railway police has not been able to even trace those who made these hoax calls, forget collecting intelligence. In fact the railways department does not have its own intelligence wing and largely depends on the state or central intelligence inputs. A sinister Ahmedabad con- nection has emerged in the Samjhauta Express blasts in that two persons accosted by the Railway Protection Force (RPF) jawans claimed they had got on to the train by mistake and in fact wanted to go to Ahmedabad. But the Ahmed- abad railway authorities claimed no such intimation. Commandant Rakesh Mishra of the RPF said “We have not received any information from any one so far. I only came to know of this only through me- dia reports.” He said whenever there is a hoax call, the dog squad and the security personnel rushed to the spot and if it was near Ahmedabad, the bomb dis- posal squad of the state was also informed and the train was checked thoroughly for at least 90 minutes before the train was allowed to de- part.Mishra admitted that frisking of all passengers was possible only if entry was re- stricted, but when the railway station was open from all sides and there were breaches in the boundary wall it was not pos- sible to frisk anyone. Appar- ently the divisional railway manager (DRM), Ahmedabad division, Arvind Khare had written several times to the en- gineering division of the rail- ways to have a boundary wall and fill the breaches, but they too have their own problems, said Mishra. Hoax calls galore: Is rlys doing enough? Police check luggage in Karnavati Express at Surat station on Tuesday TIMES NEWS NETWORK Ahmedabad: Over 50 stu- dents took out a peaceful ral- ly from Sabarmati Ashram to the police commissionerate at Shahibaug on Tuesday. This was to submit a memorandum asking the police commis- sioner J Mahapatra to take le- gal action against the anti-so- cial elements who have creat- ed an atmosphere of constant fear among the citizens of Gu- jarat. The rally was carried out following the multiplex own- ers’ refusal to screen Parzania in the state, due to security threats posed by fundamen- talist elements, despite police commissioner’s assurance that adequate security arrangements will be made for the screening. Demanding a ‘Safe Gu- jarat’, the protesters submit- ted a letter of memorandum to the police commissioner asking the police authorities to ensure a safe environment for common citizens. Nimmi Chauhan, co-director, Drishti Media Arts and Human Rights said, “Even after the censor board gave clearance to Parza- nia, it did not get a chance to be screened here.” However, in the submitted memorandum, there is no men- tion of an organisation or an individual fomenting the fear among the citizens of Ahmed- abad. Gaurang Rawal, a pro- tester, said, “For the last two to three years, there is an envi- ronment of fear in Gujarat. This rally is not just for the issue of screening Parzania or Fanaa, it is to address the larger question of freedom of speech.” City po- lice chief Mahapatra, after re- ceiving the memorandum, said, “I have assured them that no one will be allowed to take the law in their hands. And if they have been threatened, they should lodge a formal com- plaint, so that police can take swift action depending on the evidence available.” “Police officials are ready to provide protection to mul- tiplex owners, who screen the movie ‘Parzania’,” Mahapa- tra added. He, however, re- fused to take action only on the basis of information against a person. Youths take to streets for Parzania College students wear black bands during a rally to protest against the ‘ban’ on the release of Parzania in Ahmedabad on Tuesday Bhadresh Gajjar K u m a r M a n i s h | TNN Ahmedabad: Seven students of In- dian Institute of Technology, Kanpur have developed an innovative multi- purpose unmanned aerial vehicle (UAV) with a low altitude surveil- lance system (LASS) for reconnais- sance and surveillance missions, and medium altitude long endurance (MALE) vehicles for scientific mis- sions, terrain mapping and disaster management. The USP of their technological in- novation is that LASS weighs less than three kg and can be bungee launched or hand launched with a range up to 50 km and is difficult to detect by radar. It can operate at night at an altitude of 300 ft to 1000 ft. MALE weighs less than 15 kg in- cluding a payload of up to 5 kg and has a range of 2500 km operating at a maximum altitude of 30,000 feet. The UAV helps in pipeline moni- toring for onshore and offshore oil companies, forest management, wildlife surveillance, environmen- tal research, as also in tsunami like situations. Raman Puri, Gaurav Gup- ta, Mohit Mangal, Mohit Mundhra, Shobhit Niranjan, Nimish Sharma and Vineet Singh have set up Auro- ra Integrated Systems to pursue their business venture. Puri, an IIT-K grad- uate and now an IIM, Lucknow stu- dent who was here at the IIM-A ven- ture conclave to pitch for potential investors for their business plans said, “Our innovation can perform a variety of 24 hours tactical surveil- lance tasks by carrying a lightweight thermal imager or other sensors.” It can also be used for disaster man- agement in over-the-hill recce mis- sions, he added. The device can ei- ther capture images and transmit them to the launch station or bring them back physically. Puri and Shar- ma were here to present their ideas to VCs to take it up for mass manu- facture. Puri says, “UAVs are robust and inexpensive for gathering wide vari- ety of aerial data for various civil and defence applications. Our experts provide customised solutions taking into account the wide variety of sen- sor suits and missions for different applications.” Sharma said, “This kind of sys- tem will help in saving human lives. Till now aerial surveillance equip- ment was exported from the US or Is- rael.” He feels this system would have been a great help in situations like tsunami, flood relief operations, land- slide rescue missions and plantation assessment for farmers. Kapil Modi, an IIM-A student co- ordinating the venture conclave said, “Venture Capitalists showed keen interest in their project and feasi- bility criteria is being worked out by them. Students will be having more sessions with VCs to further their talks.” Aurora Integrated Systems has been already awarded by IEEE (In- stitute of Electrical and Electronics Engineers, Inc) with the Aerospace and Electronic Systems Society Best Project Award in 2006 for its field programmable gate array (FPGA) control UAV avionics. Department of aerospace engineering, IIT-K award- ed it the best BTech project award for successful flight demonstration of mini UAV. Jagdish Patel new BJP city president TIMES NEWS NETWORK Ahmedabad: Another scam has hit the Ahmedabad Mu- nicipal Corporation (AMC) in a matter of days. First, it was the suspension of six officials in the cattle nuisance depart- ment last month. Now it is se- vere deficiencies and siphon- ing of AMC’s funds, allocated for the door-to-door collection of garbage in traditional AMC areas. AMC authorities, how- ever, remained tight-lipped about the amount. In a day-long sample sur- vey for 70,430 households by AMC on February 13 this year, it was found that 34 per cent of households could not be cov- ered by the garbage collector at all, while 13.2 per cent of households complained of ir- regular collection of garbage. However, this revelation is only the tip of the iceberg. Sta- tistics revealed relentless flouting of Solid Waste Man- agement (SWM) norms by contractors and Resident Wel- fare Associations (RWA). As per SWM norms of the door- to-door garbage collection pol- icy, each RWA represents a so- ciety or group of households, which appoints a part-time sweeper for collecting garbage from household units (one unit = 200 households). The AMC, in turn, bears the cost of maintaining the sweeper. AMC, in the year 2005-06, spent a little over Rs 10 crore in maintaining sweepers at the rate of Rs 10 per house- hold. The survey revealed ex- ploitation of sweepers who, in several cases, were not paid even 90 per cent of their monthly remuneration, which comes to Rs 1,800. While refusing to quantify the money siphoned, senior AMC officials admitted that contractors responsible for the workforce could be behind the scam, as also the RWA mem- bers. “RWA membership norms were also flouted indis- criminately,” said a senior AMC official. The survey showed that garbage collection for over 11,000 houses was ‘collective’ rather than ‘door-to-door’, yet full payments for each door-to- door household/unit were made to RWAs — translating into huge amounts being siphoned. Despite receiving com- plaints from sweepers and res- idents, no survey or investi- gation was carried out so far — until the state government announced the ‘Nirmal Gu- jarat’ campaign on cleanliness and health this year. This points towards complicity of some municipal officers; as contractors and RWAs are su- pervised by a chain of health officials including sanitary in- spectors, a public health su- pervisor and a deputy health officer. IP Gautam, who initiated the survey, said that a sum- mary inquiry will be con- ducted into the matter. Now, scam in AMC garbage collection SURVEY FINDING TOI COMMENT/ FEEDBACK? The survey showed thatgarbage collection for over11,000 houses was ‘collective’rather than ‘door-to-door’, yetfull payments for each door-to-door household/unit were madeto RWAs — translating intohuge amounts being siphoned.

Despite receiving com-plaints from sweepers and res-idents, no survey or investi-gation was carried out so far— until the state governmentannounced the ‘Nirmal Gu-jarat’ campaign on cleanlinessand health this year. Thispoints towards complicity ofsome municipal officers; ascontractors and RWAs are su-pervised by a chain of healthofficials including sanitary in-spectors, a public health su-pervisor and a deputy healthofficer.

IP Gautam, who initiatedthe survey, said that a sum-mary inquiry will be con-ducted into the matter.

Now, scam in AMCgarbage collection
