Dear Sir/Madam:
1 am pleased lo submit this Substantial Amendment to New I lampshire's 2008
Consolidated Action Plan for consideration for funding of the proposed Homeless Prevention and
Rapid Re-Housing Program activities. This Substantial Amendment has been developed by the
Bureau of Homeless and I lousing Services in conjunction with the Housing and Community
Development Planning Council, a body representing the housing ami community development
interests of the State. In addition to my representative, the Council's Steering Committee includes
representatives from New I lampshire I lousing, New Hampshire Community Development Finance
Authority and the Bureau of I lomeless and ! lousing Services. These entities have the statutory
authority to apply for and administer the programs in this plan and lo submit performance reports
as required by the U.S. Department of 1 lousing and Urban Development for access lo federal
homeless, housing and community development resources.
This Substantial Amendment lias been developed with public input, and all federal
requirements have been incorporated. Future communications regarding this Amendment may be
