James E. Purcell, Ed.D. was named Executive Director of the Alabama Commission on Higher Education in April, 2017, having served as the State Higher Education Executive Officer (SHEEO) in Rhode Island, Louisiana and Arkansas. Dr. Purcell is a strong advocate for
institutional research and planning as a means to implement policies and programs related to higher education. He has co-authored numerous educational publications related to the use of educational data, developmental educational innovations and college readiness and completions.

Coordinate statewide planning efforts in higher education with K-12 and education partners

Legislative Activities
ACHE is responsible for submitting the Consolidated
Budget Recommendation to the Legislature each year for
the public two–and four-year institutions. Higher
education received $32,263,739 (23.39%) of the total
Education Trust Fund for 2017-18.
ACT 2017-349 was passed during the 2017 legislative
session to increase the award amount for recipients of the
Alabama National Guard Educational Scholarship
Program (ANGEAP). ACHE administers ANGEAP, in
addition to the Alabama Student Assistance, the Alabama
Student Grant and the Police Officers’ and Firefighters’
Survivors Educational Assistance Programs.
Two new line items were added to ACHE’s budget for
2017-18. The Math and Science Teacher Education
Scholarship Program received $325,000 to address the
state’s math and science teacher shortage. Lawmakers
budgeted $95,000 for the Alabama Trails Commission.
During the 2017 legislative session, Senate President Del
Marsh called together representatives from all levels of
education to discuss a comprehensive statewide
education plan. ACHE is committed to working with all
sectors of education to develop the plan which will be
presented to lawmakers at the beginning of the 2018
legislative session.
