Ballot Measure 4 Background

• Started as five ballot initiatives

• All too-broad, deceptive, ill-advised

• Four of the five were thrown out

• 07WATR(III) became Ballot Measure 4

Page 4: Alaskans Against the Mining Shutdown

Ballot Measure 4Defective and Deceptive

• Arbitrarily overrides Alaska’s proven, stringent environmental regulatory process

• Threatens our entire resource based economy, thousands of jobs, and communities

• Concerns about Pebble shouldn’t be addressed with an initiative that adversely impacts an entire industry

• Poorly written – can’t be sure what we’re voting on

• Threatens other mining projects and future mining investment

• This initiative does not guarantee any improvement in water quality.

• It DOES guarantee more regulation – but what regulation?

• Mining and fishing CAN coexist

Deceptive - Pebble concerns shouldn’t

threaten entire industry

Page 15: Alaskans Against the Mining Shutdown

• Uncertainty in court language

• Unknown future regulations

• Unspecified scope regarding “grandfather” clause

• Only on the ballot by default – we deserve better

Defective - Poorly written, can’t be sure

Ballot Measure 4Establishes Standards

No One Can Meet

“ …activity that directly or indirectly releases or discharges a toxic pollutant or pollutants, in a measurable amount that will effect human health or welfare or any stage of the life cycle of salmon, into any surface or subsurface water, or tributary thereto.”

Page 17: Alaskans Against the Mining Shutdown

Ballot Measure 4 Does Not Allow Mines To Responsibly Store Rock

“…activity that directly or indirectly stores or disposes of metallic mining wastes…in a way that could result in the release or discharge of sulfuric acid, other acids, dissolved metals, toxic pollutants or other compounds thereof that will effect, directly or indirectly, surface or subsurface water or tributaries thereto used for human consumption or salmon spawning…”

Page 18: Alaskans Against the Mining Shutdown

Ballot Measure 4Does Not “Grandfather”

Existing Mines“ existing large scale

metallic mining operations that have received all required federal, state and local permits, authorizations, licenses and approvals on or before the effective date of this Act or to future operations of existing facilities at those sites.”

Why Vote No on 4?

• No public input, no hearings• Standards would be set by political campaign

of sound bites and scare tactics• Locks away Alaska’s great mineral resource

potential that benefits all Alaskans• Sacrifices new investment, opportunity,

growth • A real threat; it could shut down existing

mines and limit future mines
